Views expressed are not necessarily those of GIC/GCC Quality Beats Quantity In the past three decades, China has lifted more than 300mn people out of absolute poverty and turned the country into the world s second largest economy. But the downfalls of this impressive development are not invisible: the rising gap between rich and poor, imbalanced regional growth, corruption, inflation or pollution are challenging the country. The central government has presented its solution with the 12 th Five-Year Plan. It substantially differs from past strategies acknowledging that the countries growth model and economic structure need to be upgraded with increased urgency. Slower quantitative growth of about 7% annually shall make room for a higher qualitative growth. Economic restructuring, protection of environment and natural resources, and social equality receive increased emphasis. Several measures in this direction have already been implemented in the current FYP and start to take effect, especially in terms of restructuring the economy. In the Pearl River Delta, the government actively promotes investments of companies operating in high-tech, electronics, ICT technologies and services. Low tech or low value added industries are encouraged to move to the outskirts of Guangdong or to Western provinces. Notably, South China already sees an increase in high value industries such as automotive and general high tech industries. Shenzhen is home to several of China s leading high-tech companies like Huawei or ZTE. Moreover, with Daimler establishing R&D cooperation with BYD and VW settling down in Foshan, the automotive sector will be further strengthened. The upgrade of the economic structure is clearly on its way. Now, it is time to further professionalise innovation, move from Made in China to Designed in China, to better protect intellectual property rights. Together with the ambitious plans in terms of social development, China is on the right track towards more balance. In the end, it remains to be seen how the targets are implemented and where we will stand in five years time. For me, after five years of heading the Delegation of German Industry & Commerce in Guangzhou, it is time to say goodbye to South China. Starting on 15 th April 2011, I will take on my new position as the Chief Representative of the AHK Beijing. I would like to express my sincere gratitude to our members and German companies in South & Southwest China for their cooperation and support during the past years.
