8 8 On Track SMART SOLUTIONS INCREASED GROWTH AND RAPID URBANISATION MEAN WE HAVE TO BE SMART ABOUT HOW WE PLAN FOR THE FUTURE. By 2050 Australia s population is expected to increase to 35 million. Most Australians will live and work in and around major cities. New rail networks will be required to synchronise with current infrastructure, allowing us to keep our communities moving. Rail networks are engineered to be people focused, safe, cost-effective, attractive and convenient. They have the potential to transform congested cities into thriving urban centres. These communities will be linked by an integrated network of above and below ground structures. Heavy rail that links our resources with our ports must be reliable and costeffective. As new mines are constructed and industry expands into even more remote areas, we will keep extending our clients supply chains. These smarter networks allow us to directly link people and resources with places while allowing us to plan for a future where public transport is the preferred and easiest option. As part of the Western Australian Government s expansion of the Perth Metropolitan Railway System, Thiess undertook a major role in the design and construction of the new Nowergup Rail Maintenance Depot, which formed part of the $81 million extension to the northern suburbs railway. The depot provides complete servicing and maintenance facilities to allow new electrified passenger trains to service the Joondalup to Mandurah route. The facilities provided in the inspection and maintenance building include a train hoist capable of lifting three-car train sets 1.6 metres clear of the rails and also allowing the separate removal of undercarriage components, including complete bogie sets. Four elevated rail sections allow four trains to have their complete undercarriage inspected and serviced at the same time. CONNECTED COMMUNITIES RAIL INFRASTRUCTURE MUST MEET FUTURE TRANSPORT NEEDS WITHOUT PLACING EXTRA STRAIN ON ALREADY STRETCHED SYSTEMS. Unlike many other forms of public transport, rail has a number of environmental and community advantages by significantly reducing the number of cars on our roads. We provide the expertise, equipment and innovation for the nation s most advanced rail investment schemes. Our team has also developed comprehensive procedures to help address complex stakeholder environments, community issues and achieve environmental excellence. We specialise in providing integrated solutions offering a comprehensive range of services, including feasibility studies, design and construction, operations and maintenance for both train and tram infrastructure. We completed the Seaford Rail Extension, which was essential to the development of a more efficient, urban form of transport for Adelaide s increasing population. The project included a new, electrified passenger railway and a 5.5km extension of the current dual-track rail. Our team also constructed stations and park n ride facilities, a bus interchange, and numerous rail bridges, including a 1.2km elevated structure over the Onkaparinga Valley.
9 Thinking green Stakeholder engagement WILDLIFE WARRIORS We implemented the use of a carbon footprint calculator for the Cranbourne Train Stabling and Station Upgrade Project, which allowed us to quantify the greenhouse emissions and highlighted the impact of embodied energy on raw materials used on rail projects. We work with our clients to deliver sustainable projects for the long term. The full spectrum of relevant stakeholders was engaged on the TrackStar Alliance Project. We partnered with Caloundra City Council for the Beerwah Level Crossing, to decide the new location for the $200,000 Beerwah Skate Park. Construction of a road overpass to grade-separate the town s level crossing required relocation of this community facility, and TrackStar s Community Liaison Coordinator proactively worked with Beerwah s skate-board riding community and collaborated with the Council. The TrackStar Alliance developed a close working relationship with the Australia Zoo Wildlife Hospital, which provided spotter-catcher services on the Caboolture to Beerburrum Track Duplication Project. In addition to working with the TrackStar team to ensure a good legacy for wildlife in the affected corridor, the Wildlife Hospital opened its doors to the TrackStar team to help build awareness of the environmental impact of infrastructure projects on wildlife.
10 10 Case Study TRACKSTAR ALLIANCE TrackStar Alliance was created in June 2006 in response to the Queensland Government s challenge to deliver rail infrastructure more efficiently in a tight resources market. The Alliance has delivered a program of complex rail infrastructure, valued at more than $1 billion, safely, on time and under budget across multiple South East and Central Queensland locations. The project has built rail industry capability and enhanced client Queensland Rail s reputation. TrackStar, which comprised a total of eight projects, has also completed a number of power strengthening works on Queensland Rail s Brisbane metro rail system and for COALRAIL in Central Queensland. From the start, TrackStar s team cohesion was driven by a new approach for the alliancing industry. A Peak Performance Plan provided a framework to ensure consistency through all phases, across all projects. It was the key to meeting the challenge of sustaining performance, while planning for transformation as projects were completed and personnel were redeployed. Innovative solutions were required when working within an electrified live rail environment and in highly urbanised areas. For example, blasting and tunnel construction operations on the Robina to Varsity Lakes Project took place within 30 metres of an aged care centre, a commercial precinct and a residential area. TrackStar s innovative tunnel methodology provided significant time and cost savings. These innovations ensured minimal disruption to Queensland Rail s business with each challenge addressed at the design stage of every project. The team also achieved 12 per cent savings for Queensland Rail worth $120 million on the combined project values prior to the Target Cost Estimate (TCE) submissions. The team designed and submitted $1 billion of TCEs in less than two years. Savings provided cost certainty to Queensland Rail, and delivered lower cost assets, which reduced borrowings and the return required from the operation of assets. TrackStar s demonstration of full service delivery capability has also led to additional projects being awarded by Queensland Rail, including the $475 million Richlands to Springfield section of the Springfield Rail Project. TrackStar has played a significant role in Queensland Rail s largest rail upgrade in South East Queensland to date and is helping to create a more efficient, accessible and comprehensive rail system.
11 11 project Achievements The Alliance structure delivered the project up to 15 per cent faster than traditional methods Varsity Lakes Station is one of the first in Queensland Rail s suburban network to harvest rainwater for reuse and generate solar energy for hot water Traditional tunnel design, which includes jet fans for emergency exhaust, lighting and all the accompanying electrical equipment was redesigned in favour of a super-elevated concrete roof allowing natural ventilation. By using natural ventilation, the initial expenditure saving was approximately $650,000. This is on top of operational savings of about $400,000 over a 20 year life for Queensland Rail TrackStar s groundbreaking selfverification design system incorporated innovative design solutions without the traditional formal review and sign-off of all documentation by the client. Benefits include a single, unified project delivery and certification rather than separate civil certification by the alliance and rail certification by the client. This provides faster delivery of design and reduces demand on Queensland Rail resources Blasting patterns and vibration levels on the Robina to Varsity Lakes tunnel were changed to decrease the overall blasting durations by three months. This reduced impacts on local road users and businesses. In addition, a 26 metre span services gantry was designed to support multiple services across the tunnel excavation zone, leading to further gains by reducing construction duration and saving $400,000 in services relocations The Springfield Rail Project will save taxpayers $171 million, with TrackStar Alliance s winning design avoiding additional highway reconstructions. TrackStar was awarded the $475 million Richlands to Springfield section of the project in February 2011, with completion expected in 2013 two years ahead of schedule.

TrackStar challenged and changed the design provided for its first project, the Caboolture to Beerburrum Rail Duplication, transforming it from a brownfield live rail project to a much safer greenfield environment. Instead of working under live rail conditions to install the new line, the alignment was moved to the opposite side and two new lines with associated new infrastructure were built. This resulted in fewer planned interruptions to rail operations, fewer night-work impacts on neighbours, a safer place to work and a better solution for Queensland Rail and the rail operators. We have a strong history of introducing new techniques to meet some of the most challenging project requirements. 15 15 METICULOUS METHODOLOGY OUR EXPERIENCE COVERS BOTH GREENFIELD AND BROWNFIELD PROJECTS IN METROPOLITAN AND REGIONAL AUSTRALIA. Our ability to challenge traditional possession delivery and offer smarter methodology is keeping trains and operations moving while providing greater rail and occupational safety. Through the experience of our dedicated team, we are able to understand the issues, concerns and priorities associated with the rollout of work over a program of multiple projects. We are able to manage the efficient site mobilisation and redeployment of our teams against a backdrop of changing timeframes. On heavy rail projects, we employ and train local workers who work with our specialist rail team. Our world-class construction methods provide certainty of delivery. We are setting the pace in an industry that is looking to the future. Coast to Coast Light Rail This $100 million project has extended the light rail network by 2.8 kilometres from City West to the Adelaide Entertainment Centre. It includes a dedicated dual track corridor for tram operations and also features a Park n Ride facility for approximately 700 vehicles located within the Adelaide Entertainment Centre car park, four disability compliant stops with shelters, seating and signalised pedestrian access, bus bays to improve integration and traffic flows, a dedicated walking and cycling path and an extensive tree planting program to create a green boulevard.
16 16 Delivery WHOLE-OF-LIFE Major rail infrastructure requires an extensive network of mechanical and electrical (M&E) equipment to ensure smooth operations. Our civil capabilities extend beyond construction to include the full integration of rail systems, including the installation of the operation and management control systems for rail and tunnel infrastructure. We offer the complete package, including maintenance, operator and rollingstock capability, and manage the delivery of the entire intelligence systems, including security, signals, power and communications. On the Epping to Chatswood Rail Line, the intelligence systems are controlled by a state-of-the-art computer-based system and CCTV surveillance, which allows RailCorp operational staff and others to monitor conditions in the stations and tunnels from their integrated controls facilities on a 24/7 basis. The project s bidirectional signalling functionality allows two trains in any ventilation section a new operational approach for RailCorp and was previously only possible over large, predefined sections of track. As a result, multi-disciplined rail projects are delivered seamlessly. This provides a value-for-money solution that reduces any risks for our clients and enhances the value of the asset. The capabilities of Thiess services business were employed by the TrackStar Alliance to complete the installation and connection of overhead traction lines during the track duplication. Even before construction on the project started, our services team was contracted to remediate a former landfill site, which formed part of the project corridor. Epping to Chatswood Rail Line For decades, Sydneysiders contemplated the possibility of a rail connection running east to west to strengthen public transport on the northern side of the Sydney Harbour. When it opened to commuters in 2009, the $1 billion Epping to Chatswood Rail Line provided the missing link in Sydney s rail system. The link includes underground train stations, wide open concourses and 12.5 kilometres of underground rail tunnel. More than 12,500 people worked a combined total of 13 million hours on this project, which has delivered huge benefits for local businesses and commuters. The link created the capacity for an additional 12,000 rail passengers a day with train services running approximately every 15 minutes in each direction.

18 18 Case Study MetWest Resignalling Project for Regional Rail Services The MetWest Resignalling Project for Regional Rail Services at Southern Cross Station was a key part of Victoria s plan to upgrade older train control and management systems and deliver a modern, reliable rail network for the State. This was a highly-technical, highrisk project to upgrade a 120-yearold mechanical signalling system in Melbourne s inner west to a new computerbased interlocking signalling system. The Alliance was charged with the installation of the new signalling system, extensive replacement of complex trackwork sections, construction of a new Motorail facility and a platform extension in the heart of Southern Cross Station one of Melbourne s busiest live railway yards and a complex stakeholder and industrial environment. The project had a strict delivery deadline, allowing just 14 months for detailed design and construction. Minimising disruption to regional and interstate train services was a priority, limiting available construction time. Despite these challenges, the project was completed on time and under budget with minimal disruption to train services, and to the glowing praise of stakeholders. Together, the Alliance partners completed the project to a six-month accelerated program, despite construction time being limited to nights and a limited number of weekend occupations. Disruptions to regional and interstate rail services were successfully minimised through effective stakeholder involvement, with the number of required weekend rail shutdowns reduced from the 22 that were initially planned to just eight. During the main commissioning weekend, train services were replaced by an integrated and comprehensive Bus Plan, developed and coordinated by the Alliance. Positive feedback was received from rail operators and no complaints were received from the travelling public. Government, constructor and rail operators worked in partnership to deliver the MetWest Resignalling Project, the first step to improving the reliability and operability of regional and interstate rail lines, and enhancing the link between regional and metropolitan systems. 19 19 PROJECT ACHIEVEMENTS: The project was delivered under budget. Innovative solutions generated by the Alliance throughout the life of the project resulted in high cost efficiency Rather than installing new cable runs for high voltage signal power supply, the Alliance worked with the maintenance provider to come up with new ways of reusing existing cables and equipment. While ensuring cost savings, this also provided the maintenance providers with additional transformer capacity and increased data control functions Blending the technical expertise of signalling crews with the highproductivity of civil crews during cabling installations resulted in a 40 per cent saving on cable route construction time and significant financial efficiencies The project included the installation of a computer-based signalling system plus extensive replacement of complex trackwork sections including dual, broad, standard gauge and mixed gauge crossings and junctions.
