3 About V/Line V/Line is Australia's largest regional public transport operator. In more than million train and coach passenger trips were taken. Every week, we schedule more than 1700 train services between Melbourne and: o Geelong and Warrnambool o Ballarat, Maryborough and Ararat o Bendigo, Swan Hill and Echuca o Seymour, Shepparton and Albury o Traralgon, Sale and Bairnsdale. V/Line branded coach services connect with the rail network and serve regional Victorian communities where trains do not operate. Some coach services also travel to South Australia, New South Wales and the Australian Capital Territory. In addition to being a passenger service operator, V/Line also provides access to, and maintains 3420 km of rail track used by passenger and freight rail services. 11 Network high level requirements Classic fleet performance The Classic fleet performance in relation to acceleration and braking plus MDBF is preventing the full potential of the Vlocity fleet being utilised Vlocity patronage capacity The Vlocity fleet cannot meet the projected growth in patronage required without full body re design from the bogie up. 12 Patronage continues to trend upwards Focusing on line results, it can be seen that: Rolled patronage is the sum of rail and coach trips over the last 12 months. The rolled figure is used to help eliminate any seasonality. Over the last 12 months, there has been strong patronage growth (18%), with 17.7 million trips taken. 13 Record patronage on the south west line Focusing on line results, it can be seen that: The increase in rail patronage was driven by growth on the South West line (59%). May 2016 saw record patronage on this line with 631,092 trips. Significant growth (13%) on the West line. 14 Four out of five trips include Southern Cross Southern Cross is by far our busiest station, with four out of five journeys starting or ending at Southern Cross. Tarneit recorded the second highest number of trips with 76,082. On the Ballarat line, there were 63,601 trips at Melton and 50,668 at Ballarat. 18 Caroline Springs station The original project scope included: a single-sided platform with shelter and seating bus bays and a taxi rank 350 car parking spaces drop-off zones closed circuit camera security surveillance (CCTV) pedestrian and bicycle access, with a secure bike cage facilities for Protective Services Officers. The revised project scope under the State Budget now includes a centre island platform, upgraded buildings to allow for a staffed station, improved facilities for passengers including larger undercover waiting areas and toilets. 22 Murray Basin Rail Project Scope upgrade the lines in the Murray Basin from broad gauge to standard gauge restore and upgrade the existing standard gauge line between Ararat and Maryborough upgrade the lines in the Murray Basin from 19 tonne per axle to 21 tonnes per axle upgrade the broad-gauge line from Geelong (Gheringhap) to Ballarat (Warrenheip) to dual gauge upgrade the Ouyen to Murrayville line from broad gauge to standard gauge with axle loading of 19 tonnes per axle. 22 SHAPING THE FUTURE OF RAILWAY MONASH IRT 21 SEPTEMBER 2016

23 Murray Basin Rail Project Outcomes Up to an extra 500,000 tonnes of grain transported by rail per annum 20,000 fewer truck trips to the ports of Geelong, Melbourne and Portland per annum 276 construction jobs during the project s implementation 1130 km of standardised rail gauge (including the Murrayville line) direct investment by rail operators in new rolling stock and bulk handlers in new loading facilities flow-on investment at the ports of Melbourne, Portland and Geelong due to increased competition and as a direct result of the need to handle higher tonnages per train improved safety and liveability for communities in the region and near the ports as a result of reduced truck numbers. 23 SHAPING THE FUTURE OF RAILWAY MONASH IRT 21 SEPTEMBER 2016

27 Ballarat line upgrade The State Budget includes $518 million to duplicate the Ballarat line to Melton, to increase the frequency of services for the Ballarat region and Melbourne s outer west. The project includes: duplication of 17km of track between Deer Park and Melton duplication of three kilometres of track west of Warrenheip three additional crossing loops at Bacchus Marsh, Ballan and near Bungaree the removal of five level crossings new stabling facilities at Melton and Rowsley additional platforms at Bacchus Marsh and Ballan stations and extended platforms at Rockbank station 27 SHAPING THE FUTURE OF RAILWAY MONASH IRT 21 SEPTEMBER 2016

28 Ballarat line upgrade Project benefits: the Ballarat line upgrade paves the way for future electrification of the line to Melton passing loops will provide more ways for trains to pass each other, which will help services recover from unexpected delays more quickly, boosting reliability and punctuality the removal of level crossings improves safety for motorists and the local community the upgrade enables two extra services in the morning and afternoon peak, and a train every 40 minutes in the off-peak. 28 SHAPING THE FUTURE OF RAILWAY MONASH IRT 21 SEPTEMBER 2016

29 Regional development plan It sets out a medium to long term plan to deliver a modern commuter-style service for the growth areas of Geelong, Bendigo, Ballarat, Seymour and Traralgon, and service improvements to outer regional areas. It outlines a pathway to deliver: a commuter-style service with a minimum 20 minute train frequency in the peak a 40 minute off-peak frequency of services to Melbourne five services, five days a week to the outer regional train lines of Warrnambool, Bairnsdale, Albury-Wodonga, Echuca, Swan Hill and Shepparton. The plan sets out three strategic, network-wide priorities for regional public transport: building a better public transport network putting passengers first developing local transport solutions 29 SHAPING THE FUTURE OF RAILWAY MONASH IRT 21 SEPTEMBER 2016
