25 Strong Political Will With due encouragement from Government of India, the State Government accorded high priority to the Project All important decisions taken by the State Cabinet and, where necessary, in relaxation of rules and norms High Level Empowered Committee for quick resolution of inter-departmental issues SPV established - Jaipur Metro Rail Corporation (JMRC) - and given free hand for necessary tie-ups with agencies like Delhi Metro

26 Unique Hybrid Project Structure Phase I to kick start the project through EPC Phase II through PPP After 5 years, integrated O & M of the two phases through PPP

27 Strong Financial Support While funding support from Government of India is in pipeline, adequate and timely funds provided up-front by Rajasthan Government & parastatals To support Metro operations 50 hectares of government land provided by Rajasthan Government for property development Dedicated Metro Fund being set up to generate additional revenues by way of premium FAR, surcharge on taxes, etc. and dedicate these additional revenues to the project

28 Hassle-free Land Acquisition The alignment was fixed in such a way that the acquisition of private land and demolitions are minimal Empowered Settlement Committee constituted by the State Cabinet for acquisition through discussion and dialogue Tailor made rehabilitation packages - Most PAPs preferred alternative sites for work/residence; cash outgo minimized Entire RoW for Phase - IA amicably acquired Quick resolution of legal cases; proactive defence Proactive rehabilitation support from urban local bodies

29 Project Management DMRC - the most experienced domestic player in the sector - engaged as implementing agency RITES - a sister concern of the Indian Railway - engaged as Independent Quality Monitor Effective contract management by DMRC No cost over-runs A lean but dedicated team of officers in JMRC as well as in DMRC Regular review of the Project at highest levels in Government and in the two Corporations. Parallel processing of civil works, rolling stock and S&T works
