7 1 Work Package Overview The SESAR work package WP11.1 (Flight and Wing Operations Centres) is both, Operational and System Work Package addressing the concept, operational requirements development, technical requirements definition, prototypes development & verification, and validation activities linked to the adaptation of FOC (CIVIL) and WOC (MILITARY) to the SESAR concept and the evolution of the architecture and the development of system prototypes linked to these concepts. The WP11.1 consists of one Operational primary project covering the different developments supported by one Operational federating project, one Primary System project also supported by one System federating project, one Validation federating project and one Management project. These projects directly validated 4 SESAR Solutions and contributed to the validation of other Solutions in cooperation with other work packages, in particular WP7/13 Network Operations/Network Information Management System, WP6 Airport Operations, WP4 En Route Operations and WP11.2 Meteorological Information Services. These projects mainly contributed to deliver inputs for the ATM Functionalities AF#6 of the Pilot Common Project (PCP). As reported above, this WP covers the developments associated to Flight Operations Centers (FOC) and Wing Operations Centers (WOC). The key objective of the project Global Co ordination & Management is to ensure that all related projects are performed successfully, in time and according to the established contractual and technical requirements. This will enable developing actions to mitigate potential problems and risks or to benefit from opportunities. Dedicated Project Management processes and activities have been identified to promote efficient communication within WP11.1 and between WP11.1 and other SESAR WPs. These processes also ensured the involvement of Airspace Users throughout the lifetime of WP11.1. Due to the characteristics and the overall work breakdown structure of the WP11.1, this report should be read together with the Final Project Reports belonging to this WP; consequently this report summarizes the Coordination & Management activities and the technical developments made (high level) while the detailed ones can be found on the Final Project Reports composing this WP. 1.1 Work Package contribution to the Master Plan The table here below recaps the Solution data and some key information regarding the involvement/contribution of WP11.1 on each solution. This table summarizes for each Operational Improvement how the WP contributed to it and what has been made to increase the level of maturity of each OI. Even though the exercises have been performed by using either Dataset 13, 14 or 15, the most recent SESAR OIs Dataset (DS16) has been used as a reference in this table to be in accordance with the latest programme status. In addition to that, the OIs in this table from DS16 are covering the same scope of OIs that were used in the previous datasets except for three of them that come from Dataset 14. Note: Each Final Project Report will provide more details about the OIs, the associated Enablers and the performance benefits and maturity level achieved. Other involved - supported locations: Lufthansa Systems, Frankfurt Airbus Defence and Space, Friedrichshafen Solution #33 AOM Free routing for flights both in cruise and verticallyevolving above a specified flight level in low-tomedium density airspace Through the exercise VP-797, WP11.1 contributed to the validation with The objectives/goals of the exercise were: - To permit ATCOs from the core area to familiarize with the Free Route concept and assess their work (Situation awareness, Workload, Conflict detection and resolution, Flight monitoring (including irbt adherence monitoring), Coordination actions, Communications) in this environment. Furthermore, different traffic scenarios will be run by evaluating for example different weather conditions (wind, adverse conditions, re-routing or diversion), emergency situations or network restrictions. - By using customized ATC support tools and complexity tools adapted to the environment and the new controller role Extended ATC Planner. - The interoperability will mimic the ED-133 requirements (Flight object). - By using AU preferred trajectories (FOC), going through network management process to determine complexity over the simulated airspace and then flown through the airspace managed by ATCOs - Through a higher optimisation in the trajectory calculation to bring more benefits in terms of cost effectiveness for an Airspace User by assessing the gains in flight costs and/or 8 of 18

Solution #34 IS-0205 Digital Integrated Briefing Through the exercise VP-461, WP11.1 contributed to the validation with The objectives/goals of the exercise were: -To improve the awareness of the flight crew / flight dispatch with regard to the airport and en-route environment; -To significantly reduce the briefing times, by pinpoint filtering of information based on geographical, temporal and other filtering criteria and through graphical presentations; -To reduce the risk of misinterpretation (by pilots and flight dispatchers) of information caused by fallaciously conceived notifications as a consequence of linguistic, cultural, habitual differences between originator and pilot: Digital data is machine interpretable, thus eliminating ambiguity almost entirely; -To improve the safety of flight execution incl. rerouting and diversions (for example caused by airspace/airport closure or operational requirements) when using EFB-like devices for on-board pilot awareness, due to the availability of digital NOTAM and digital MET data up to date information for a much wider area and set of airports -To improve the human performance (e.g. situation awareness) by retrieving and browsing the epib information for pilots, dispatchers and other users of epib Maturity Level reached: V3. OI(s) Name WP contribution AOM-0304-A (DS16) AUO-0210 (DS16) AUO-0211 (DS16) AUO-0215 (DS16) AUO-0303-B (DS14) Mission Trajectories in Step 1 Participation in CDM through ismt and Target Time (TTO) negotiation WOC Management of irmt via improved OAT FPL Sharing ismt through improved OAT flight plan Ground-ground aspects related to RBT/RMT revision (executed at ground or flight crew initiative, when aircraft is airborne) Through EXE716/774/789, the WOC contributes to achieve this improvement by exchanging with the Network Manager at a centralised level the improved and harmonised OAT Flight Plan. Through this format, the inclusion of airspace reservation/restriction with associated target times over the entry/exit points becomes an integral part of the mission trajectory. In addition to the ioat flight plan, Military transport type aircraft operating exclusively under GAT can provide EFPL message. Through EXE790, military part has contributed to this OI by validating the CDM process through the exchange of ioat flight plans and ARES with the Network Manager. Data exchange was including ATM related information specific to mission objectives. Through EXE789, military part has contributed to this OI by validating the progress in the status of missions through the exchange of ioat flight plans. Within the WOC validation activities (EXE716/790), the improved OAT flight plan containing flight intentions enriched with mature information regarding military operational and technical requirements has been developed and shared with the Network Manager. Its maturity has been limited mainly due to further improvements needed at the level of the Network Management system. This improvement has been validated at a partial V2 maturity level in the EXE775 Collaborative trajectory management between FOC and ATC. The project contribution is the same for the OI AUO-0205-B from DS16. AUO-0104 (DS16) Selective Flight Protection Through EXE730 UDPP, project contributed to validate the feasibility of the SFP concept allowing an Airspace User to protect important flights through the use of Operating Credits 10 of 18
11 by putting other flights out of the congested periods. AUO-0105 (DS16) Fleet Delay Assignment MET-0101 (DS16) Enhanced MET observations, nowcasts and forecasts provided by ATM-MET systems for Step 1 Through EXE730 UDPP linked to the previous OI, project contributed to validate the feasibility of the Fleet Delay Assignment process (recalled recently Apportionment) by using the support of a FOC UDPP prototype displaying the cost per flight that dynamically changes depending on the amount of delay and helping the Airspace Users to prioritise their flights. The FOC contribution was done in collaboration with project (Network Manager), with the support of an airport platform and a strong Airspace User group involvement performed an exercise on the use of Global Ensemble weather forecast in cooperation with WP11.2 (MET services). This cooperation permitted to use a new Meteorological model to predict the weather based on probability in order to improve the flight planning process with more information on the weather uncertainty. In this perspective, contributed to validate one part of this operational improvement. It has been summarized above the most relevant developments/involvements in the programme; additional details and/or other involvements could be found on each Final Project Report. 1.2 Work Package achievements WP11.1 joined the programme almost two years after the other WPs have already started. However it has been reached very soon a very good and significant interaction and alignment with the rest of the programme (e.g with B4.2 on concept development and B4.3 on architecture development) Per contract the WP11.1 projects operated in 'cascade' with the operational projects ( and ) feeding the system projects ( and ), which in turn feed the operational validation project ( ). The lack of synchronized alignment and mature deliverables in the rest of the Programme had a significant impact on the planning. WP11.1 redefined the activities to be performed (and the scope) in order to align with developments in the rest of the programme, i.e. significant slips to Step 1 and 2 timescales (this implied to merge some documents while keeping separated the OIs corresponding to the Step 1 or Step 2), and cancellation about the scope of Step 3. During the first two years in the Programme execution phase, WP11.1 produced Deliverables based on the inputs available from the Programme respecting the Contract in place, i.e. in cascade mode mentioned above. Since WP11.1 was affected by a number of changes in the Programme, mainly the discontinuation of SESAR Step 3 and the reduction of the functional volume of SESAR Step 2, it has been recognized by the WP11.1 partners the necessity to promptly react. Therefore, WP11.1 formulated new Deliverables Lists which were aligned between the actual SESAR program needs and the WP consortium goals. WP11.1 reported the concerns linked to that the current cascade work sequence for concept development and validation stated in the contract signed with ECTL would not deliver the expected benefits. In order to recover the situation while aligning to the Programme, and to minimize the associated impacts, fly4d designed in addition a revised validation oriented process. This overall approach, limited to WP11.1 civil activities, was detailed in the document named WP11.1 Revised Process Description Note. 11 of 18
12 Hence, WP11.1 proposed through the description note a more proactive approach (exercise-oriented) to concept development and validation activities, with earlier prototype developments linked to priority concepts such as Extended Flight Plan, AFUA, Free Routing, AIM (e.g. Digital NOTAM) and SWIM. This revised approach permitted to WP11.1 and consequently to the programme to reach the results that were mentioned before. Due to organization of WP11.1, each project is a piece of a puzzle, and the overall picture is revealed at WP level only. The work package WP11.1 succeeded in establishing efficient coordination with other work packages, especially: P Optimized Airspace Users Operations (EFPL and UDPP) P Flexible Airspace Management P Aeronautical Information Management P04.03 Integrated and pre-operational validation & cross validation P MET Information Systems. Development, Validation and Verification It permitted in the end to execute several validations that were needed to achieve the overall concept of Business/Mission trajectory. This concept and its associated benefits are directly or indirectly dependent on the success needed in the other Operational Focus Areas such as the ones provided below. Through the work performed by WP11.1, the maturity of the following operational areas increased: BMT (including Extended Flight plan) o Free Route The Extended Flight plan exercise (EXE713) showed a potential reduction of flight plan rejection up to 15%. The alignment of trajectories brings benefits in terms of cost effectiveness for an Airspace User but also in terms of predictability for the whole ATM network implying an improved demand and capacity balancing. The Free Routing exercise (EXE797) showed a potential maximum benefits that Free Routing provides would reach: * 1.37% in AU cost effectiveness by applying a Minimum Cost Track configuration, and * 2.53% in fuel efficiency if applying only a Minimum Fuel Track efficiency. AFUA o UDPP o The Advanced Flexible Use of Airspace exercise (EXE710) demonstrated that a flexibility in flight planning is enhanced and also that the Airspace User cost effectiveness is increased thanks to the recalculation of trajectories based on released Airspace information. The use of UDPP processes (EXE730) such as FDA and SFP permitted to show as per the exercise results, that there could be a quite interesting over cost reduction due to delays for the Airspace Users in the range of 10-20% independent of the type of operations that was executed in the frame of a Capacity Constrained Situation. The Fleet Delay Apportionment process being as the most used one compared to the SFP that is more used in specific cases, will enable to limit or improve the delay of important flights that have been prioritised. Digital Briefing 12 of 18
13 o The Digital Briefing exercise (EXE461) confirmed the enhancement of situational awareness for dispatchers and pilots and reduction of briefing time thanks to a higher readability of NOTAMS and MET information with the support of enhanced digital display and graphical presentation. Mission trajectory management The exercises (last EXE716) demonstrated that Military Airspace Users are able to participate in the ASM processes and the Network Manager s central FPL validation through the use of ioat flight plans and EFPL by using the Secure Exchange Gateway (SEG). The need for the SEG is the connection between WOC and IP networks. The WOC is also able to download aeronautical data from the AIM Domain System/CS5 and to plan cross-border missions. 1.3 Work Package Deliverables The following table presents the relevant deliverables that have been produced by the Work Package management team (if any). Reference Title Description D /D02 Project Management Plan (PMP) The Project Management Plan (PMP) provides guidelines to manage SWP11.1 Flight and Wing Operations Centres. This document is in line with the terms and provisions of the Contract C signed between fly4d and EUROCONTROL (and its annexes); the fly4d Consortium Agreement and the SESAR Programme Management Plan (SJU PMP). This PMP details the way SWP11.1 is organised, the roles and responsibilities of the Project Contributors (includes actors from Airbus, Sabre, Airbus Defence and Space, Honeywell and Lufthansa Systems) and a number of processes, guidelines to help ease the project management activities during the lifetime of SWP11.1 such as Reporting, Meeting organisation, Deliverable management, Dissemination rules etc. The content of this deliverable supported the WP11.1 Operational team to manage the deliverables in the best way to reach the objective/goals agreed with Eurocontrol/SJU. Note: the Multilateral Framework Agreement ('MFA") is not applicable to WP11.1 D /D03 Risk Management Plan (RMP) This Risk Management Plan provides guidelines to manage Risks, Issues and Opportunities during the lifetime of WP11.1 Flight and Wing operations Centres. Contents include details on how and when a risk, issue or opportunity should be reported, roles and responsibilities and the risk/issue management process 13 of 18
14 The document helped WP11.1 Operational team to manage the risks during the lifecycle of the programme and to define mitigation actions - when needed - to properly react and manage the situations to permit to deliver what has been planned. D f/D11 Final Management Report The Final Management Report defines the summary at a given Gate of the high level description of the Tasks performed across the Sub-Work Package, supported with details at project level provided by each Partner. It is an official deliverable to enable invoicing to the SJU/ECTRL. The Management Report includes in the Section 1 details of work status performed during the Gate reporting period (coordination and management tasks, participation to workshops, contribution to Deliverables, Reports, etc...), and Key issues, risks, and opportunities related to the reporting period; Project Quarterly Reports submitted via the SJU Extranet are attached in Annex This deliverable was a key instrument to describe the management activities of each Gate period and to agree with Eurocontrol and SJU the actions to be implemented and deliverables development for the subsequent period in order to be aligned with the programme expectations and consequently to reach the WP achievements. Notes: 1) This is the last (Final) Management Report. 2) A Management Report has been produced and approved by ECTL/SJU after each Gate. 3) All the management activities developed ding each Gate period are detailed on each Management Report saved in the SJU extranet In addition to the deliverables shown above the following relevant documents were produced during the lifecycle of WP11.1: a) Contract Amendments b) Revised Deliverable Lists c) Revised Payment Plans d) Quarterly Reports (WP and Project Level) During the WP11.1 lifecycle the documents mentioned above were revised each time a change required it. 14 of 18
15 1.4 Contribution to Standards and Reference Material This chapter provides a general overview of how the different projects and/or partners in WP11.1 contributed to the standardisation activities in the different solutions mentioned above and highlighting - when available - the standards and the standardisation's status. Most of these contributions were made under the activities led by WP7/13 EFPL. Extended Flight Plan (civil): To manage the EFPL an extension of FIXM was defined (based on FIXM 3.0); FIXM 4.0 data model will include EFPL. ioat Flight plan (military): The exercise VP 716 validated the concept of OAT flight plan at central level and constituted also a technical validation of the B2B service for OAT flight plan submission. This could consider as valuable substantiation information at the ICAO FF-ICE that could lead to a common format between GAT and OAT. RTSA. Real-Time Status of Airspace (civil & military): RTSA data message should be integrated in AIXM 5.1. Digital Integrated Briefing (CIV) The results of the exercise VP-461 could be considered as a useful base for a new service Integrated Digital Briefing Service or IDBS to ISRM 2.0. WP11.1 was also involved to support the standardization activities and participated in the Working Group of the ICAO Air Traffic Management Requirements and Performance Panel (ATMRPP) meetings organized during these years. As part of the different contributions made to the discussions and papers developed linked to WP11.1 role, a specific paper has been presented during the ATMRPP Twenty-sixth Working Group Meeting in Japan last 2014 titled: In-Flight monitoring activity performed by FOC (Flight Operations Centre) Although thru this paper it has been recognized that in the current ATM environment In-Flight monitoring is a task performed by several stakeholders for different purposes, the goal was to present In-Flight monitoring capabilities currently available in a typical Flight Operations Centre and describe the rationality behind each one of them. This paper has been with previously agreed with the Airspace Users community of WP11.1. The participation in such meetings helped to raise the awareness of WP11.1 among the aeronautical community resulting most useful when both profiles (operational & technical) were present. The Projects P , P and P developed several deliverables during the lifetime of the WP. The goal of these deliverables was to produce public and generic specifications. Based on the public/generic specifications, any actor on the market would be able to develop a solution compliant with SESAR The different projects belonging to WP11.1 contribute to standardisation activities in different ways according to their roles: P addressed together with WP8, AIRM and ISRM needs. In particular, the new services for EFPL were coordinated together with Eurocontrol (P ) and included into ISRM of 18
16 The same project contributed from FOC and WOC perspective: a) to SWIM Systems Engineering deliverables, b) to FF-ICE concepts in relation to the EFPL c) to the following standardisation groups: FIXM tech group, EATMA, Service Coordination group, 4D architecture study group. WP11.1 contributed to the following documents that constitute a necessary bridge for SESAR 2020: P developed the deliverable: D cb / D05 Transition ConOps (Concept of Operations) P developed the deliverable: D ADD / D25 Transition to ADD (Architecture Description Document) 1.5 Work Package Conclusion and Recommendations The activities and deliverables developed by WP11.1 helped to understand the importance of the AU involvement for those areas of improvement of the ATM where the AU plays a relevant and irreplaceable role. As described in the different projects, the developments made by WP11.1 (leading or supporting the exercises) contributed to the Essential Operational Changes identified in the different SESAR Key features (e.g. Optimised ATM network services, Advanced Air Traffic Services, etc) of the ATM Master Plan. Some of them have to be considered as PCP Essential Operational Changes (EFPL, AFUA, FR) while other ones are considered New Essential Operational Changes (UDPP). Certain changes, like EFPL, are ready for deployment while others still require additional developments, i.e FR. At this point it is important to highlight that for example, in case of FR, this Essential Operational Changes is ready for deployment from the CFSP approach but still requires some developments to be made by other operational actors. It is essential to ensure the appropriate AU involvement and CFSPs in the ATM modernization program. It must be highlighted that what has been developed it has to be considered under a quality minded continuous improvement approach. Many improvements have reached a maturity level but additional ones should be developed as much as the complexity and density of the European Airspace evolve during the years to come. WP 11.1 launched and/or participated in many dissemination/awareness activities to spread out within the concerned aeronautical community all the goals that have been already reached. This type of activities was also key to collect/to get the proper inputs, for a much better understanding of their needs and to redefine potential areas of improvements. It is recommended to continue with these activities to ensure a proper and aligned management of any future ATM improvement. It is also important to recommend that any communication made by the programme members and/or contributors be controlled and consistent and avoid a non-consistent communication towards the end users with other developments. WP11.1 has also identified and contributed to the DOW of the projects that will be part of SESAR In fact the target projects were mainly PJ07, PJ18, PJ06 and PJ08.This doesn't imply or limit the future contribution to other projects were the interaction with FOC and/or WOC may be required. The FOC developments were managed in a coordinated way with the AU during SESAR that permitted to provide extensive valuable inputs, i.e conceptual inputs and multiple prototypes facilitating future enhancements and validation of new SESAR concepts; then it is recommended - to ensure a proper follow up of the future developments that a proper coordination structure be set, this will permit that the FOC stakeholder inputs being proper consider in the improvements of the ATM programme. 16 of 18
