2 Development Guidelines GOAL: to develop tools that help solving operational issues in ACCs, to automate processes and to develop operational decision-making support tools MADRID ACC PALMA TACC ACC staff was deeply involved in the development TACC staff was deeply involved in the development 1
3 Advantages Extremely quick and tailored development. Impressive amount of precise, updated, granular data. Less room for errors. Tools focused in operational local problems (the rest of the tasks are solved with CHMI). Helpful and familiar for the users (typically flow managers). Easy to maintain and adapt to any forthcoming needs of the involved ATS units. B2B has changed our paradigms. No more local fiddling with parsing tools is needed. 2

5 UTP - Tactical use of runways at Madrid Airport Scenario Two south oriented runways are available: 18L and 18R. Noise abatement regulations have to met and, under certain arrival and departure demand conditions, all the arriving traffic has to use runway 18L. 18R 18L 4
6 UTP - Tactical use of runways at Madrid Airport Before B2B Flow managers had to constantly monitor departures and arrivals in both runways using CHMI. Some gaps in the use of runway 18L could be found. The evaluation was not fault proof in evaluating changes in the demand patterns. 5
7 UTP - Tactical use of runways at Madrid Airport With B2B The software updates data automatically every 5 minutes and assesses whether activating UTP procedures is feasible or not. The graphics show the number of departures and arrivals, and the periods of time when UTP procedures are applicable. Basically, demand thresholds for 1hour (20 ) and 20 minutes are not surpassed. Simple to use: click n go Green periods show when UTP are possible Limit values are shown in the graph 2 graphs: 20 minutes and hourly Available filters: ARR/DEP/TOT Extremely high value in a very small tool Small room for errors, linked to legal and environmental issues B2B has changed the paradigms 6

9 Feeder balancing in Palma TACC Scenario In situations of high traffic demand at Palma TACC (typically during summer mornings), one of the feeders (F2X) very often attends a higher traffic demand than the other (F1X). Considerations: Sometimes F2X is not overloaded but during some periods of time, separation between flights is very small. Choosing what flights to change from F2X to F1X is not easy (what-if process involving different rules). It was a slow and hard process (monitor feeder traffic loads in CHMI and seek for candidates). The supervisor chooses the flights to be changed, typically those with traffic restrictions, coordinated with LECB. The possibility of increasing separation of flight pairs, through traffic shifting from one feeder to another, ensures a more continuous descent. 8
10 Feeder balancing in Palma TACC With B2B: Traffic load is continuously monitored. Auto-refreshed every 5 minutes. The graphics show the number of departures and arrivals, and the imbalance between the two feeders. 1h, 2h and 3h horizons are visible. 9
11 Feeder balancing in Palma TACC With B2B The supervisor can shift flights from one feeder to the other. Two possible criteria can be used as thresholds. The value can be customized by the user. Shifted flights appear clearly in the table, so the user can always know what flights have already been shifted. The system maintains integrity over time. 10
12 STAM Feeder balancing in Barcelona ACC Scenario in situations of high traffic demand the sectors T1 and T2 are imbalanced. Possible STAM to reduce traffic demand: Regulations, cherry picking or SID changes / arrival route changes, to shift traffic between feeders. Considerations: T1 and T2 sectors manage both arrivals and departures. Changes in the SID may affect others sectors, so they must be monitored too. Several criteria used for choosing which flights SID will be changed. Not an easy task to do using just CHMI. The information is dynamical. Overdemanded periods have to be found and identified by the tool. 11

15 Current ongoing developments Refined traffic load at Canarian airports: Traffic demand is not always a trustable source of information due to obsolete flight plan information. A tool is needed to consider current flight position, its time of arrival and the turnaround time. Restricted area intruder s detector A warning needs to be sent to the ATCOs working as planners whenever a traffic enters a tactically activated MIL Ibiza departures scenario evaluation tool Decision-making support tool to evaluate the possibility of activating an scenario to deviate LEIB departures to avoid LECPMXX sector, not producing an overload in LECB-GO Madrid ACC yo-yo and intruder s detector A tool to identify intruders and traffic tricking activated regulations. 14
