RECOMMENDATIONS: Management RECOMMENDS that the Board of Airport Commissioners: 1. ADOPT the Staff Report. 2. DETERMINE that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.i. of the Los Angeles City CEQA Guidelines. 3. FIND that as this is a construction contract, the CAO has determined that this action is exempt from the provisions of Charter Section 1022 (Use of Independent Contractors). 4. APPROVE the award of a construction contract to Griffith /Coffman Joint Venture, the lowest responsive and responsible bidder, for the "Runway 7L -25R Safety Area Improvements and Page 1

2 Pavement Rehabilitation Project" at Los Angeles International Airport in the not -to- exceed amount of $112,065, AUTHORIZE the Executive Director to approve and execute change orders up to the budgeted owner's contingency of $12,543,499 provided that prior execution of any change order in excess $500,000, the Board Airport Commissioners shall first have reviewed and authorized the execution thereof, and such authorization shall have become final pursuant to Charter Section APPROPRIATE capital funds in the amount of $138, 849,635 for this project which includes hard costs, soft costs, and project contingency. 7. AUTHORIZE the Executive Director to execute the contract with Griffith /Coffman Joint Venture after its approval as to form by the City Attorney. DISCUSSION: 1. Purpose Award a construction contract to Griffith /Coffman Joint Venture (GCJV) for the Runway 7L- 25R Safety Area Improvements and Pavement Rehabilitation Project at Los Angeles International Airport (LAX). 2. Prior Related Actions September 17, Resolution No The Board approved acceptance of Federal Aviation Administration (FM) Airport Improvement Program (AIP) funding for the Runway 7L -25R Safety Area Improvements Project at LAX. Los Angeles World Airports (LAWA) received and executed an FAA AIP grant in the amount of $34,125,000 for partial funding for this project. April 7, Resolution No The Board authorized the Executive Director to release a Notice Inviting Bids for the Runway 7L -25R Safety Area Improvements and Pavement Rehabilitation Project at LAX. This authorization also included the addition of emergency pavement repairs on Runway 7R -25L to occur concurrently with the 7R -25L RSA improvement and as part of the overall project. Due to operational constraints and the need to expedite the RSA improvements on the north runways, the Runway 7R -25L Safety Area Improvements and Temporary Repairs was separated and bid in 2014 as a stand -alone project. The construction of the Runway 7L -25R Safety Area Improvement and Pavement Rehabilitation project was postponed until 2016 to allow for completion of the north runway RSA projects. 3. Current Action Background In 1988, the FAA established the current Runway Safety Area (RSA) standards to reduce risks to aircraft undershooting, overrunning, or veering off runways. An RSA is the area surrounding a runway that provides critical safety margins for landing and departing aircraft. Page 2

3 Federal standards require that RSAs be kept clear and well drained, and they must be capable of supporting the weight of commercial aircraft. RSAs must meet dimensional requirements, typically 1,000 feet by 500 feet at each runway end and 250 feet from the runway centerline depending on the type of instrument approach procedures and the size and type of aircraft served by the runway. This area also provides greater accessibility for firefighting and rescue equipment should an incident occur at the end of the runway. In November 2005, the United States Congress, in consultation with the FAA, mandated that all commercial service airports with runways that do not meet the minimum identified RSA standards must enhance passenger safety by improving RSAs no later than the end of Consequently, LAWA put together a plan to bring all RSAs at LAX, Ontario International Airport (ONT), and Van Nuys Airport (VNY) into compliance, to the extent feasible, by the mandated deadline. The following exhibit identifies the runway configuration at LAX: LAX Runway Configuration i.` :FH,.: 24R :3e 1..i 6L 6R J - -_--- 24L Planning study revealed that all four runways at LAX needed major RSA improvements to bring them into compliance. Runways 6L -24R and 7R -25L RSA Improvements were completed in RSA Improvements to RWY 6R -24L are currently under construction. Interim 7L -25R RSA Improvements, which included grading at the west end of Runway 7L, were also completed in LAWA implemented declared distances for 7L -25R at the end of 2015 to comply with the congressional deadline until the full Runway 7L -25R Safety Area Improvement project can be constructed. The RSA program and this project will improve airfield safety but the temporary closures of the runways to perform the work may negatively impact the guest experience. Staff is continuing to work with the FAA, air carriers, and other stakeholders to minimize delays and a media campaign was established to inform the traveling public of possible delays. Page 3

4 Project Scope Improving the RSA for Runway 7L -25R requires an extended period of runway impacts and closures and will include multiple phases of work that have been and will continue to be coordinated with Air Traffic Control and the airlines. Performing the 25R Pavement Rehabilitation during the same time as the 7L -25R Safety Area Improvements project will reduce the amount of time Runway 7L -25R is closed for construction activity and will streamline the complex phasing plan required to carry out this level of work while minimizing adverse impacts to airport operations. Below are key components of the Runway 7L -25R Safety Area Improvements and Pavement Rehabilitation project at LAX under construction: Runway 7L -25R Safety Area Improvements (West End) The Runway 7L -25R Safety Are Improvements (West End) consists of the following: Extending Runway 7L RSA by approximately 832 feet to provide the full 1,000 feet clearance requirement for the RSA Constructing a new Taxiway B17 at end of runway, and demolishing existing Taxiway B16 Grading and paving asphalt shoulders and infield areas Relocating Navigational Aids (NAVAIDS) and the west perimeter vehicle service road Constructing new runway and taxiway pavement, associated storm drains, pavement markings and striping Modifying existing airfield lighting and installing new airfield lights, signs and other specialty items Constructing Los Angeles Department of Water and Power (LADWP) duct banks and LAWA and FAA communication duct banks Runway 25R Pavement Rehabilitation (East End) As part of the LAX pavement management maintenance program, a series of projects to rehabilitate existing, badly deteriorated pavement at the ends of Taxiway B and Runway 7L- 25R were identified. The Runway 25R Pavement Rehabilitation (East End) consists of the following: Reconstructing Runway 25R from the east end to Taxiway F Reconstructing the 50 -foot wide main wheel gear section of Runway 25R from Taxiway F to Taxiway N Reconstructing the Runway 25R /Sepulveda Tunnel cap structure Reconstructing Taxiways F and B1, from Runway 25R to Taxiway B Reconstructing Taxiway B from Taxiway J to east end of Runway 25R Grading and paving asphalt shoulder and infield areas Installing new airfield lights, signs, blast fence and other specialty items The following exhibit identifies the areas of work that are part of the Runway 7L -25R Safety Area Improvements and Pavement Rehabilitation project: Page 4

5 Runway 7L -25R Safety Area Improvements and Pavement Rehabilitation Staff coordinated with the FAA, airlines, and LAX Airport Operations and the plans and specifications include detailed scheduling and phasing requirements. To minimize full runway closure and airfield impacts, Runway 25R will remain open for aircraft departures with a shortened runway length during the eastern most reconstruction of the runway and Taxiway B. The Notice to Proceed is scheduled for February 2016 and construction of Taxiway B17 at the west end of the runway is scheduled to begin in May Reconstruction of Taxiway B at the east end of the runway is scheduled to begin in August 2016 and reconstruction of the east end of the runway is scheduled to begin in October The main RSA work on the west end and middle reconstruction section of the runway will be performed with a full runway closure which is scheduled to start in first quarter of 2017 after the peak holiday travel period and prior to the peak summer season. The Runway 7L -25R Safety Area Improvements Project does not extend the runway and once construction is complete the usable length of Runway 7L -25R will be restored to the original length of 12,091 feet. Procurement Process This project was advertised for bids on October 21, 2015 and a Pre -Bid Conference was held on November 12, LAWA received 2 bids on December 10, 2015 as follows: Contractor Bid Amount Griffith /Coffman Joint Venture $112,065,000.76* Kiewit Infrastructure West Co. $118,336,000.00* `Corrected Total Bid: The bid submitted on December 10, 2015 differed from the sum of the submitted individual bid items due to mathematical errors. LAWA's construction estimate for the project was $91,267,904. GCJV's bid is 22.8% above LAWA's estimate. This is a federally funded project and the Notice Inviting Bids for the Runway 7L -25R Safety Improvements Area and Rehabilitation Project included a Disadvantage Business Enterprise Page 5

6 (DBE) participation goal of 10% set by LAWA's Procurement Services Division (PSD). GCJV's bid included a 10.58% DBE participation level. PSD reviewed bid documents and determined that GCJV made a good faith effort to outreach to DBE firms. Project Budget The budget for the Runway 7L -25R Runway Safety Area Improvements and Pavement Rehabilitation Project is $163,150,718. The Board has already appropriated $24,301,083 for Design, Construction Administration, Project Management and Controls, Construction Management and FAA Reimbursable Agreement for this project. Therefore, the requested appropriation is in the amount of $138,849,635. Staff estimates soft costs for this project are approximately 19% of the construction cost. The soft costs include consultant design services, project and construction management services from the start of design though completion of construction. 7 Action Requested Staff requests the Board award a construction contract to GCJV in the amount of $112,065,001 and appropriate capital funds in the amount of $138,849,635 for the Runway 7L -25R Safety Area Improvements and Project at LAX. Fiscal Impact The Runway 7L -25R Safety Area Improvements and Project is eligible for partial reimbursement from the FAA under the Airport Improvement Program (AIP). LAWA received and executed an FAA AIP grant in the amount of $34,125,000 and staff is pursuing additional AIP grant funds for this work. All non -federal funded projects costs will be recovered from airfield users through LAX's rates and charges. 4. Alternatives Considered Defer the Runway 25R Rehabilitation Staff considered deferring or eliminating this portion of the project; however, the runway and taxiway pavement that has been identified as deficient would remain operational and could pose a hazard to the aircraft and will continue to be a maintenance burden. Additionally, completing the pavement rehabilitation work at the same time that the runway will be closed for the RSA work will reduce the overall time that a major runway at LAX is closed for construction activities. APPROPRIATIONS: Staff requests that funds for this project be appropriated and allocated in the not -to- exceed amount of $138,849,635 from the LAX Revenue Fund to WBS Element (Runway 7L -25R Safety Area Improvements Project) as may be required. STANDARD PROVISIONS: 1. Any activity (approval of bids, execution of contracts, allocation of fund, etc.) for which the underlying project has previous been evaluated for environmental significance is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.i. of the Los Angeles City CEQA Guidelines. 2. This contract is subject to approval as to form by the City Attorney. 3. Actions taken on this item by the Board of Airport Commissioners will become final pursuant to the provisions of Los Angeles City Charter Section As this is a construction project, Griffith /Coffman Joint Venture will comply with the applicable provisions of the Living Wage Ordinance and the Labor code of the State of California (Prevailing Wage). 5. Procurement Services has reviewed this action (File No ) and set a 10% Disadvantaged Business Enterprise (DBE) goal for this project. Griffith /Coffman Joint Venture proposed 10.58% DBE participation. Page 7

Griffith /Coffman Joint Venture must be determined by Public Works, Office of Contract Compliance to be in full compliance with the provisions of the Equal Benefits Ordinance prior to contract execution. 13. Griffith /Coffman Joint Venture will be required to comply with the provisions of the First Source Hiring Program for all non -trade Airport jobs. 14.
