4 PHILADELPHIA Dear New Employee, Welcome to Northeast Philadelphia (PNE) Airport Traffic Control Tower (ATCT), a premier Eastern Terminal Service Area (ETSA) terminal training facility where a model workplace is emphasized. The effective date of your assignment is September XX, You are expected to report for work on October XX, 2012 at 8:00 a.m., to meet your Air Traffic Manager, and staff, to commence your orientation training. We are excited about your arrival. During your facility orientation and classroom training you will be assigned to an administrative work schedule. You will be assigned to work Monday-Friday, 8:00 a.m. to 4:30 p.m., excluding holidays, with your regular days off (RDO) on Saturday and Sunday. Once your orientation and classroom training period are completed, you will be placed on the facility operational schedule to commence On-The-Job-Training (OJT) with your training team. 4

17 Philadelphia City Hall History of Northeast Philadelphia Airport 1942 The United States Army begins construction of a base for Air Corps Operations on 545 acres in the northeast section of Philadelphia. Construction was never completed and the government turned the property over to the City in The City then began the job of finishing the facility for civilian commercial operations. 17

18 1945 Due to the closing of Philadelphia Municipal Airport, the City of Philadelphia was without air service from December 1943 to June Commercial air service was restored to Philadelphia with the opening of Philadelphia Northeast Airport in June By City Ordinance, Philadelphia Northeast Airport is redesignated as North Philadelphia Airport North Philadelphia Airport ranks 21 st in the nation in airfreight tonnage handled North Philadelphia Airport opens its new $93,000 fire station. Designated Engine 18, the new fire unit consists of 33 firefighters, one pumper truck and one jeep The Civil Aeronautics Administration (CAA) takes over the operation of the North Philadelphia Airport Control Tower. From the opening of the Airport in 1945 and until 1957, the Control Tower was operated by City of Philadelphia personnel. 19 1973 January- Fire destroyed the terminal, and the FAA Air Traffic Tower. In September 1973, Allegheny Commuter, served by Ransome Airlines, begins regional commuter service from North Philadelphia Airport. The Airport also increases its Aircraft Rescue & Firefighting service to include one additional water and foam fire truck. The station is now designated Engine City Ordinance is amended changing the name of North Philadelphia Airport to Northeast Philadelphia Airport Augusta Aviation Corporation opens its Northeast Service Center at Northeast Philadelphia Airport. The center is located in the North Philadelphia Aviation Center (NORPAC) located at Red Lion & Norcom Roads August Aviation Corporation announces the relocation of its North American headquarters from Bucks County to Northeast Philadelphia Airport Northeast Philadelphia Airport, without commuter flights since the mid 1980s, relinquishes its Federal Aviation Administration, Part 139 Certification. Relinquishing this certificate closes the fire station and the firefighters of Engine 76 are reassigned to other Philadelphia Fire Department companies Trans World Express announces service from Philadelphia to John F. Kennedy Airport and nine East Coast and Midwest cities. Northeast Philadelphia Airport is designated as the maintenance and training base for Trans World Express PNE establishes the Northeast Philadelphia Airport Advisory Council. Made up of community civic leaders and chaired by City Councilmen Brian O Neill, the council s role is to inform and involve the community in the planning and development at PNE. 19

20 1995 Trans World Express, a commuter service owned by TWA and servicing Philadelphia International Airport, announces it will cease operations on November 6, Northeast Philadelphia Airport, which provided hangar and office space for maintenance and flight training, loses one of its prime tenants Northeast Philadelphia Airport handles 204,568 total operations The Airport enters into a lease/purchase agreement with Liberty Properties, Inc. for the development of approximately 95 acres. A portion of the site is being developed for a 1,000,000 square foot distribution facility for TJX Companies, Inc. Along with the development TJX anticipates creating 1200 to 1400 jobs. The facility is scheduled to be completed and fully operational by November Comcast-Spectacor and the Airport enter into a long-term lease agreement for approximately 12 acres of land for the construction of two indoor ice hockey rinks. Designated the Polonia Bank Flyers Skate Zone, the facility will be devoted to promoting ice skating in the Philadelphia community. 20

21 Northeast Tower Leadership Team Ed Wolfe is the Air Traffic Manager, Jennifer Richburg is the Front Line Manager. Ed Wolfe, Air Traffic Manager, PNE Tower Ed joined the FAA in 1970 as an air traffic controller at PNE. Since that time he has lived and worked all over the country from Philadelphia, PA., as far south as Miami, FL., and out west to Rapid City, SD. Ed has also worked for other Departments in the U.S. Government. Ed is a certified flight instructor with single and multiengine land instrument ratings. He has flown all types of aircraft from single engines up to a Lockheed C-141 Starlifter. He also has worked in private industry for major oil company in charge of a crude oil unit, refining over 175,000 barrels of oil per day. Ed holds a Master of Business Administration Degree in Executive Management from West Chester University. Ed hobbies are flying, snow skiing, walking / running, wine making, and electrical work. Jennifer I. Richburg, Front Line Manager, PNE Tower Jennifer s air traffic control career began when she enlisted in the United States Air Force in September She worked in four military radar facilities and 2 towers. She certified as a Watch Supervisor, Full Performance Level (FPL) Controller an Onthe Job-Training Instructor (OJTI). Her duty locations included, McGuire AFB NJ, Myrtle Beach AFB SC, Kunsan AB Korea, and Dover AFB DE. Jen retired from the United States Air Force Reserves at Dover AFB, DE in June Jennifer has 21 years combined military and FAA air traffic control experience. She left the agency for several years to pursue a college education and music career. She was employed for 7 years as a certified Drug Treatment Specialist for the State of Delaware and the Federal Bureau of Prisons. She returned to the field of air traffic in April 2001 and worked as a Pilot Weather briefer at Millville AFSS, NJ. In September 2004, she returned to the terminal side of air traffic. She graduated from the University of Delaware in August 2003 with a Bachelor of Arts degree in Criminal Justice. Her hobbies include mentoring young people, singing, and vacationing in the Caribbean. 21

22 Our Expectations of All Employees Northeast Philadelphia Tower leadership team expects all employees to: Come to work, be on time Be prepared mentally and physically Understand leave policy and manage your leave appropriately Be cooperative and professional Treat people with respect and dignity Take initiative Be accountable Lead by example be a good role model Do not tolerate or engage in any form of harassment or discrimination Actively participate in training Know your airspace systems, and equipment Use prescribed phraseology/correct facility and equipment names Follow rules and procedures Be open to feedback provide honest information Be an effective team member POLICIES and GENERAL INFORMATION REPORTING FOR DUTY Employees are expected to report for work at their assigned shift time. If a situation arises that will prevent you from reporting on time, call the Tower at HOURS OF DUTY Operational personnel are assigned to work 8 hour shifts unless assigned an administrative day. Employees working an 8 hour shift are subject to immediate recall. Employees working an 8 hour shift may leave the facility, during their shift, once they have obtained management approval. Employees working an administrative shift are assigned an 8.5 hour shift and may leave the facility for their 30 minute unpaid lunch break after obtaining management approval. 22

23 Hours of Duty Local (Tower Hours) Shifts PARKING Parking is permitted in the facility parking lot. Employees are required to update their vehicle information with the Administrative Staff. Parking is free! BUILDING ACCESS Proximity cards are needed to gain access to all facility exterior doors as well as doors to the tower cab, and other restricted areas. FAA ID CARDS FAA photo ID cards must be worn and visible at all times when on PNE ATCT property. GUESTS Employees may have family members visit the facility after obtaining approval from management. After obtaining approval, ensure all guests sign in. Employees must escort their guests at all times. CELL PHONES Cell phones must be in the off position while in the operation. Personal reading material and electronic devices are not permitted in operational areas. MAIL BOXES AND LOCKERS Mail boxes are located in the lunch room and are used for delivery of official FAA notices and memorandums. 23

24 CRU-ART and READ & INITIAL BINDERS Upon reporting for duty, employees are to sign on the CRU-ART computer located in the conference room or in the tower, and review the read and initial binders in the tower. MEDICAL SERVICES FOR EMPLOYEES There are no on-site medical facilities at PNE ATCT. First aid kits are located in the base building and tower cab. In an emergency, medical services can be summoned by calling 911. Annual physicals are performed off-site. This ATCT uses numerous Airmen Medical Examiners to perform physicals. Employees are scheduled for physicals during their birth month. MAIL Personal mail and package deliveries are not permitted at the tower. There are refrigerators, microwaves, and a range top ovens located in the break rooms for your convenience. Guests and Visitors All Guest and Visitors must sign in the Visitors log book in the base building. 24
