New prices for Newsrail Express items and Retail Manual updates from 1 May 2007 There will be new prices for putting news items into Newsrail Express and for updating the Retail Manual from 1 May These prices have been agreed by Ticketing & Settlement Scheme Council and Retail Group. The aim is to partly shift the cost from TOCs submitting items and making changes to TOCs that still require printed paper copies of Newsrail Express and the Retail Manual. This aims to encourage greater use of electronic communications. New charges for making changes are shown in the following tables. Charges will be calculated by RSP. Altering your TOC s requirement for paper copies of Newsrail Express and Retail Manual updates TOCs can reduce production and distribution costs by altering the number of paper copies of Newsrail Express and Retail Manual updates by contacting their Pricing Manager or nominated TOC representative to amend their TOC publications distribution list through the FRPS website. For example, a TOC may decide that it no longer requires paper copies of Newsrail Express and Retail Manual updates, if appropriate staff can access the information electronically. 3 TO TO BE BE READ READ BY: BY: TRAIN TRAIN COMPANY RETAIL RETAIL STAFF STAFF ON-TRAIN ON-TRAIN STAFF STAFF 1 TRAVEL TRAVEL AGENTS AGENTS New Warrant designs briefing In advance of changes to Ticket Issuing Systems (TIS) to be introduced next year, the Rail Warrants have been re-designed to include a barcode and the printing of the ticket details using a local receipt printer. The documents affected are: Non Season Ticket Warrants Groundline Warrants Season Ticket Warrants MOD Warrants Exchange Orders The barcode contains the warrant account number and warrant voucher number. When the warrant barcode reader functionality has been installed in the TIS there will be no need to manually enter the warrant details. Scanning the barcode will greatly reduce the time to process these documents and significantly improve the accuracy of the details entered in the TIS. 4 TO BE READ BY: TRAIN COMPANY RETAIL STAFF ON-TRAIN STAFF TRAVEL AGENTS 2 Through fares now apply to & from Luton Airport terminal Luton Airport NLC 667 New buses, higher frequency First Capital Connect is now operating the shuttle bus service between Luton Airport Parkway station and Luton Airport terminal. This replaces the previous service which was funded by London Luton Airport Operations Ltd. First Capital Connect has invested 1. million in four new air-conditioned articulated buses, ideal for this high volume service. Each is able to carry up to 97 passengers plus luggage, providing double the capacity of the previous vehicles. The new service runs every ten minutes in each direction between 0500 and midnight, compared with every 15 minutes previously. The buses also connect with all trains calling at Luton Airport Parkway station overnight, providing a seamless link between train and plane. Background information Since Luton Airport Parkway station opened in November 1999, the number of passengers using London Luton Airport has more than doubled to almost 10 million per annum. Many of these passengers use the shuttle service to connect with the train to continue their journey. Over the past two years it became evident that the capacity and frequency of the buses was inadequate, often leaving customers standing at the station or airport and so offering an unsatisfactory standard of customer service. Fares to/from Luton Airport NLC 667 To cover the costs of the new service which is entirely funded by First Capital Connect, fares for rail passengers to and from Luton Airport terminal have been set at no more than 1.00 per single journey above the train fare to Luton Airport Parkway station, with children under 16 travelling at half price. 1. Between FCC London stations and Luton Airport NLC 667 The table below shows the fares between Luton Airport NLC 667 and any First Capital Connect London station compared with the fares charged between Luton Airport Parkway station and London up to 2 January Fares between London Fares between London and Luton Airport Parkway and Luton Airport NLC (and vice-versa) 667 (and vice-versa) % Description until 01 January 2008 from 20 January 2008 change Standard Day Single % Standard Day Return* % Standard Open Return (valid 1 month) % Cheap Day Single % Cheap Day Return % All Day Travelcard % Off-Peak Day Travelcard % *Only the Standard Open Return is available to/from Luton Airport from 20 January
5 2. Between all other stations and Luton Airport NLC 667 The single fare to Luton Airport NLC 667 is 1.00 higher than to Luton Airport Parkway 645 and the return fare is 2.00 higher. Children under 16 pay half fare. Customers arriving at Luton Airport Parkway by train who wish to use the shuttle bus to travel to the airport will need to hold a ticket with the destination Luton Airport. If not, they will have to pay an Excess Charge of 1.00 single and 2.00 return. It is therefore very important that you ask your customers if they are travelling to Luton Airport to make sure that you sell them the correct ticket for their journey. Similarly customers travelling from Luton Airport must be sold a ticket from that origin and not from Luton Airport Parkway. For any destinations to which a through fare is not available, a 1.00 single / 2.00 return add-on must be charged FlyAway is valid for travel to and from Luton Airport with no supplement to the fare and therefore represents outstanding value for money. 4. Railcard discounts Normal Railcard discounts apply for travel to and from Luton Airport. 5. Bedfordshire and Hertfordshire County Council Concessionary Fares Scheme Full details of this scheme are in National Fares Manual No 98: Page Q7 Midlands and Page Q11 East. The 50% discount on concessionary fares only applies when the shuttle buses are used as part of a through rail journey. Concessionary fares are therefore not available solely on the shuttle bus link between Luton Airport Parkway and Luton Airport. 6. Non-rail passengers Non rail passengers using the shuttle bus between Luton Airport Parkway station and Luton Airport terminal pay the following charges: Description Non-rail passengers Standard Day Single 1.50 Standard Day Return 2.50 Standard Open Return (valid 1 month) London Luton Airport staff and airline staff Staff holding any of the following photographic identity cards issued by London Luton Airport and where the expiry date shown has not passed, are entitled to free travel on the shuttle buses. 6 London Luton Airport Security Pass The different versions are shown below. The samples show No Logo in the bottom right hand corner. The actual passes will either have the London Luton Airport name there or the name of the airline or other company by whom the pass holder is employed. Anyone not holding an identity card described above is not entitled to free travel and must pay the nonrail passenger fares shown. All staff employed at the airport are entitled to apply for a free London Luton Airport Staff Discount Card from the airport security office. 8. Rail Staff First Capital Connect staff holding a valid staff travel pass travel free on the shuttle buses, as do all safeguarded rail industry staff who have dated one of their boxes and anyone holding a Status Pass.
