2 Airport Steering Committee Minutes March Call to Order: Steering Committee Members In Attendance: Approval of Minutes Motion: Citizen Comments: 1. Airport Business Focus 2. Direction Report Jason Licon Mayor Gutierrez called the meeting of the Airport Steering Committee to order on the above date at 3:33 p.m. Mayor Cecil Gutierrez, Mayor Karen Weitkunat and Loveland City Manager Bill Cahill Mr. Cahill made the motion, Mayor Weitkunat seconded and all approved. None Civil Air Patrol, Robert Pehkonen A report on direction given at the last meeting. The Airport Steering Committee gave direction to staff to accomplish certain items relative to the previous meeting s discussion. Items are listed as follows: Review of test strip location based on feedback from businesses that use Gulfstream and Lear Drives Educational outreach for Blended Airspace Concept Review airport website and add links to both cities websites Airport staff reviewed each item and gave details on how each task was accomplished. Discussion: Support to extend Gulfstream to Lindbergh Drive is split among the business that use Gulfstream and Lear Drives. Direction: Staff will get an updated amount to repair all the private streets within the Airport. Provide a map showing the public and private streets with the rehabilitation/maintenance amounts for each. Staff will review if phasing of street rehab is possible and will get a map of the known utilities. 3. Airport Project Jason Licon A briefing on the major capital projects for this year. Report on the progress being made on two airport projects. The first was the delivery of a new snow removal unit, and the second on the general
3 aviation apron rehabilitation project. The apron rehabilitation project will be discussed and will include projected timeline, Federal Aviation Administration funding status, and project phasing plans. Direction: Staff was asked to add dates to the project phasing maps and send those out to the Airport business as well as post them on the FNL website. 4. Airport Activity - Jason Licon An overview on the activity level at the airport. The airport has seen a surge of activity in the last two years in general aviation and corporate flight activity. Staff showed airport statistics and fuel flowage numbers that accurately depict the level of activity at the airport. Direction: Information only 5. Air Service Development Update - Jason Licon A report on progress made within air service development Airport staff gave a presentation on the air service development effort. This presentation included an overview of accomplished tasks as well as shared information learned. Direction: Information only 6. Blended Airspace - Jason Licon A briefing on current status of the Blended Airspace Program. The Blended Airspace Program is a project created by the Colorado Department of Transportation Division of Aeronautics in conjunction with the Federal Aviation Administration. It is an innovative project designed to provide tower like air traffic control services without the need for a physical facility. The program is designed to allow controllers the ability to control airport traffic remotely from an offsite location. Staff gave an update to the progress being made by CDOT and the FAA on this program. Direction: Information only Adjournment: The meeting was adjourned at 5:05 p.m.

12 5/14/2013 COWG SAR Picture 150% Zoom Colorado Wing (COWG) Civil Air Patrol Fort Collins/Loveland Airport is very important to COWG Home of one CAP aircraft N652CP (CAP552) and often times we have another aircraft based at FNL N9559X (CAP559) FNL is our Northern Colorado Incident Command Post (ICP) area if ever needed in an emergency We practice our ICP about three to six times a year at FNL Modular building Personal for CAP THANK Jason, Larry, Deb, Steering Committee and all those that help make CAP COWG successful at FNL Requesting COWG CAP Assistance Any governmental agency can request CAP assistance For emergency or non-emergency events or incidents Requesting agency personnel can fly on CAP aircraft Emergency requests (life threats) are made directly to the Air Force Rescue Coordination Center (AFRCC) AFRCC authorized assistance is provided at no cost to the requesting agency Non-emergency requests are coordinated through COWG Emergency Services staff Requesting agency then contacts the Civil Air Patrol National Operations Center (NOC) by or phone Requesting agency in most cases will pay for aircraft hourly costs and aircraft and vehicle fuel costs Questions Now? Staff will report these findings with the Steering Committee and seek direction based upon the findings.

This program is designed to be an innovative approach to airport airspace safety. It will be achieved through the use of existing technology that will provide enhanced air traffic control services at our airport.
18 Airport Steering Committee Agenda Item Summary Date: Item: Description: Presenter: Aviation Legislation A briefing on current aviation legislation within the State of Colorado Jason Licon The Colorado House and Senate have passed HB and the Governor signed it into law Monday May 13 th. This bill changes language in the Colorado tax code to allow for a tax credit to aviation businesses that manufacture and maintain aircraft within the state. An item of interest is the discussion within the State Senate of a State of Colorado owned and operated aerial firefighting fleet. With the airport s geographical location combined with the recent wildfire events, our airport would be a prime location to host this proposed mix of aircraft.
