1 Report of the First Conference of African Civil Aviation Training Centers Pursuant to recommendation N 5/8 of S-RAN/AFI, the First Conference of African Civil Aviation Training Centers was organized in Niamey (Niger) from 17 to 19 February, 2009, under the co-sponsorship of AFCAC and ICAO. The meeting was held at EAMAC (Ecole africaine de la météorologie et de l aviation civile). The participants adopted a declaration called the «Niamey Declaration». Participants: 127 people representing the following countries, institutions and training centers attended this conference: 19 African countries 10 institutions and organizations 10 training centers 6 non-african countries 4 non-african training centers. The attendance list is attached to this report 1- Opening ceremony The opening ceremony was chaired by HEM Amadou Nouhou, Minister of Transport and Civil Aviation of the Republic of Niger. On this occasion, statements were made by the following personalities: - Mr Sadamba TCHAGBELE, Director of EAMAC : - Mr. Mahamat YOUSSOUF, Director General of ASECNA - Mr. Amadou GUITTEY, Regional Director of ICAO - Mr. Ceubah GUELPINA, Vice President of AFCAC - Mrs Tshepo KGARE, representative of the African Union - Mr. Amadou NOUHOU, Minister of Transport and Civil Aviation The speakers welcomed the organization of this conference and expressed their expectations as to the outcomes of the meeting. In his opening statement, the Minister of 1

2 Transport and Civil Aviation welcomed the participants and indicated that the themes of the conference as well as the results expected were very important for the Government of Niger. 2- Conduct of the meeting : A work program was prepared and the conference was conducted in the form of presentations followed by questions and answers sessions. This program was divided into three sessions (cf. appendices). The deliberations started with the election of the bureau, chaired by M. Ceubah GUELPINA, Vice President of AFCAC for Central Africa. Prior to the opening of the first session, the participants introduced themselves. Session I: Profile of aviation personnel Business transformations, current and emerging needs and role of training institutions M. Halidou MOUSSA, member of the ICAO Air Navigation Committee presented an overview of air navigation safety; and Messrs INDIA MONGESI (AFCAC) AND ALASSANE DOLO (ICAO) gave an overview of air navigation security. The following organizations made presentations : EAMAC, ERSI, ERNAM/ AVSEC, ACI Center (Airport Council International), NCAT (Nigerian College of Aviation Technology), EASA (East African School of Aviation), EAA (Ethiopian Aviation Academy), AFCAC, IAMA, ZASTI (Zambia). Presentations focused on the importance of identifying training needs of African countries. Even though ICAO/ACIP audits made it possible to partially identify such needs, this work must be completed. Presentations also underline the need to engage in planning based on a long term vision and to have adequate resources. Session 2: Train for the future - pooling of resources for an efficient training In her introductory remarks, Mrs Nicole Sabourin-Barrette, representative of ICAO made a presentation on current developments and on initiatives that are being carried out with other organizations - Global Standards, TRAINAIR and the preliminary ICAO action plans. She introduced participants to a new approach, referred to as «Competency-based Approach». Then, FAA, ICAO, EAA, Tunisia, ENAC, ERSI, ENAC and South Africa made presentations which 2

3 focused on overall training policy and resources. Representatives of training centers presented their activities. Subsequent discussions focused on institutional reforms of training centers and issues such as, endorsement, certification, accreditation, licensing and brain drain issues, etc. Session 3: the need for an overall training policy for Africa In his introductory remarks, M. Haïle BELAI, Head of ICAO/ACIP Division, made a presentation on ACIP activities and underlined the need for a safety oversight system and a gap analysis to help training centers better address the deficiencies identified by ICAO audits. The following institutions and countries made presentations : ESMT, AU, AFCAC, COSCAP UEMOA, ASECNA/HRD, and Turkey. During this session, overall training policies of AU, COSCAP UEMOA, and AFCAC, ACIP and ASECNA / HR as well as the activities of some training centers, such as EAA, ESMT, and EASA were reviewed. The issue of cooperation between training centers was discussed as well as the process for implementing such cooperation. The establishment of networks of excellence centers, as presented by ESMT, might provide an opportunity to pool resources and facilities of training centers, which are members of the network. It emerged from the discussions that there is need to implement an African policy for training centers. Such a policy should also promote training for African Civil Aviation personnel. 3- Conclusions 1. Training needs Several presentations were made to describe the nature of training needs in Africa, i.e. - cooperate - develop training programs, capacity and quality training offers - adequate financial and human resources - harmonize and standardize training practices. As these needs were not quantified prior to the Conference, participants, aware of the complex nature of both data collection and data analysis, recommended that the collection 3

4 of statistical data be pursued on such needs for a more elaborate analysis which will be submitted to the follow-up meeting of this conference. 2. However, given the magnitude of this task, it was not possible to develop a coordinated approach to meet training needs. Participants therefore recommended to fully support the ACIP-AFCAC follow-up meeting scheduled for 4 and 5 May, 2009, be sustained. This meeting will establish a working group of African training experts which, as part of its Terms of Reference shall carry out the following activities: a. develop a master plan to enhance, increase and harmonize civil aviation training in Africa and to address human resources planning strategies. b. Streamline the capacity of African training centers to avoid duplication and unnecessary competition; and c. Promote cooperation among African training centers. At the end of deliberations, these conclusions were adopted. d. Closing ceremony The closing ceremony was chaired by Mr Assane Arima ARI, Secretary General of the Ministry of Transport and Civil Aviation of Niger. The Niamey Declaration was read by Mr Sadamba TCHAGBELE, Director of EAMAC. Then Monsieur Mongaring Y. MUSA, member of the Nigerian delegation read the vote of thanks to 4

5 the President of the Republic. Finally, Mr Andries VILJOEN, member of the South African delegation, read the vote of thanks to non-african training centers. The Niamey Declaration and votes of thanks are attached to this report. 5

The Drafting Group will also identify and recommend tools and methodologies for keeping the document up to date with developments in the air transport industry. Session 2: African Aviation Training Resources The Drafting Group will review the available information on the training resources and programmes in Africa against best practices in terms of infrastrcture, equipment and expertise requirements for aviation training centres. It is expected that the Drafting Group will recommend a set of minimum requirements for Aviation Training Institution as well as a catalog of the existing African Aviation 7

8 Training Institutions along with detailed information on their capabilities. The Drafting Group will also identify and recommend tools and methodologies for keeping the document up to date with developments in the air transport industry. Session 3: Africa Aviation Training Policy The Drafting Group will review the current training policies and practices in Africa and identify mechanisms for the development of an adapted and coordinated approach to meeting the training requirements throughout Africa. 9 NIAMEY DECLARATION The First African Civil Aviation Training Centers, held in Niamey (Niger) from 17 to 19 February, 2009 Considering ACFAC constitution; Considering the need to identify the various prospects of civil aviation authorities, airport managers, airlines and air navigation services providers; Considering recommendation N 5/8 of SPA AFI 08 RAN, held in Durban (South Africa), from 24 to 29 November, 2008, relating to the implementation of an Africa aviation training program; Recognizing the need to address, as soon as possible, the lack of qualified personnel identified by various ICAO audits in Africa. Recognizing the need to establish and reinforce cooperation links between African Civil Aviation Training Centers; Having followed the different presentations by Civil Aviation authorities, airports, airlines, regional and international institutions; The Conference expresses its appreciation for: - The massive participation of African Civil Aviation Training Centers, as well as the quality cooperation links between several Centers; - Effective support of non-african Civil Aviation Training Centers whose quality input has contributed to the success of this conference. 9

10 Considering the Action Plan developed by the Niamey Conference Participants recommend: 1. Identification of all African civil Aviation Training Centers as well as their current training capacity; 2. Collection of all training needs, including those of States, airports, airlines and air navigation services providers, by March 30 th,2009, at the latest; 3. Organization of a conclusions follow-up and consolidation meeting, in conformity with the recommendation of the Special Regional Air Navigation (SPA AFI 08 RAN) meeting; 4. Continued efforts to harmonize training programs and compliance with international standards applicable; 5. Implementation of training centers certification, quality assurance and security management systems. The Conference calls AFCAC and ACIP to further develop their close cooperation for the purpose of implementing this recommendation. The Conference calls on ACFAC and ACIP to take all necessary steps to organize, on a sustainable basis, conferences for Civil Aviation Training Centers. 10
