2 ICAO introduces a new era in cooperative aviation training. Consistent with its mandate to ensure that the civil aviation community and States, in particular, have access to the pool of qualified professionals they need to support safe, secure and sustainable development of air transport, ICAO has launched the new TRAINAIR PLUS Programme. The mission of the TRAINAIR PLUS Programme is to improve safety and efficiency of air transport through the establishment, maintenance and monitoring of high standards of training and competency for aviation personnel on a worldwide basis and in a cost effective manner. TRAINAIR PLUS is a cooperative network of civil aviation training centres which develop training courses based on a standardized methodology. These courses are known as Standardized Training Packages (STPs) TRAINAIR PLUS strongly supports the ICAO Next Generation of Aviation Professionals (NGAP) strategy by enabling and supporting the use of modern, competency-based training and learning technologies, promoting best practice methods and standards to meet regulatory requirements (SARPs and national regulations). TRAINAIR PLUS Programme objectives: Promote affordable competency-based aviation training courses; Offer an international STP sharing system enabling the creation of a cooperative training network. Streamline the methodology used in the development of Standardized Training Packages; Coordinate and support STP development through Training Developers Courses (TDCs); and Introduce quality control through 3-stage STP development. Who can join the TRAINAIR PLUS Programme: Any civil aviation training organization can apply, including private organizations recognized by the State where they are located. The list of potential candidates includes but is not limited to training arms of Civil Aviation Authorities, airlines, airports, aircraft maintenance operations and training centres involved in any specialized aviation related safety training.
3 The benefits of becoming a TRAINAIR PLUS Member Join an internationally recognized and reputable network managed by ICAO. Receive recognition by ICAO as a training organization that has implemented a robust training quality management system. Access all the Standardized Training Packages (STPs) developed by all TRAINAIR PLUS Members. Receive a certificate and a plaque attesting to your membership in the TRAINAIR PLUS Programme. Participate at all TRAINAIR PLUS worldwide events. TRAINAIR PLUS Steering Committee (TPSC) The TPSC was established by ICAO as an advisory group to provide guidance and advice to ICAO on the development and improvement of the TRAINAIR PLUS Programme. The main objective of the TPSC is to provide recommendations on how to improve the implementation and strategic planning of the Programme in order to make it more effective, efficient and user friendly. The TPSC is currently composed of the following 9 TRAINAIR PLUS Full Members: ASECNA- École Africaine de la Météorologie et de l Aviation Civile (EAMAC) Cuba- Instituto de Aeronáutica Civil (IAC) Dominican Republic- Academia Superior de Ciencias Aeronáuticas (ASCA) Kenya- East African School for Aviation (EASA) Mexico- Centro Internacional de Instrucción de Aeropuertos y Servicios Auxiliares (CIIASA) Netherlands- Joint Aviation Authorities Training Organization (JAA TO) Republic of Korea- Incheon Airport Aviation Academy (IAAA) Singapore- Singapore Aviation Academy (SAA) United Arab Emirates- Gulf Centre for Aviation Studies (GCAS) TRAINAIR PLUS Steering Committee Meeting

5 What is a Standardized Training Package (STP)? STPs are training materials produced in accordance with the ICAO Training Development Guide, Competency-based Methodology (Doc 9941). These courses are presented as a fully documented and tested comprehensive package of training material that reflects the current technological requirements relevant to a particular training course. ICAO supports the development of an STP through the Training Development Guide (TDG), the Training Developers Courses (TDCs) and the provision of experts and evaluators. Why should my training centre develop an STP? Developing an STP will allow your training centre to become a Full Member of the TRAINAIR PLUS Programme and: Benefit from the recognition by ICAO as having implemented a competency-based training approach to your course development. Contribute and exchange your STPs with other members of the network, therefore drastically reducing your course development costs. Generate revenues from the sharing of your STPs. All Members have access to the TPEMS. The TRAINAIR PLUS emanagement System (TPeMS) is an online platform that allows members to view, order and exchange STPs as well as navigate the membership and STP development processes quickly and conveniently.
