4 OVERVIEW OF THE AFI PLAN Why AFI-Plan? Number of aircraft accidents in Africa There was an increase in the number of accidents in the AFI Region during period of 10 years from 1997 to 2006 Safety oversight deficiencies: lack of effective State safety oversight systems; lack of expertise; issues regarding air operator certificates (AOCs); lack of autonomous civil aviation authorities. The Comprehensive Regional Implementation Plan for Aviation Safety in Africa (AFI Plan) was adopted by the 36th ICAO Assembly (Assembly Resolution A36-1). 4
5 AFI PLAN IMPLEMENTATION OBJECTIVES in (ACIP) Establishment of AFI Plan; Gap Analysis to identify Focus Areas of intervention. Three focus areas were identified Building African Capabilities and capacity to meet national and international compliance requirements through provision of training Phase 1 Transition JANUARY 2011 Integration of Activities into the Regional Offices Establishment of ROSTs and intensifying their activities Phase 2 OBJECTIVES 2011-onwards Direct assistance to States to resolve identified deficiencies as detailed in the ICAO Plans of Action Resolving of SSCs Establishment & strengthening of RSOOs Intensify training courses, seminars and workshops in safety-related areas Develop & Implement Plans of Action to address deficiencies & attain the High-Level Safety Targets of the Abuja Ministerial Conference. Intensify ROSTs Activities in all areas other than Operations and Airworthiness (AGA,ANS, AIG) Design capacity building projects for sustainability Improve Effective Implementation (EI) by States 5

15 AFI SECFAL Plan Achievements and Priorities Since inception in 2015, significant progress achieved and most of Short phase activities and deliverables in the Plan 8 year AFI SECFAL Plan work programme have been realized. Windhoek Ministerial Declaration and 15 targets endorsed by the AU Summit of heads of States and Government in July 2017, and AFI/MID Ministerial Roadmap on GASeP implementation endorsed in Sharm el Sheik Egypt in August SSeCs have been significantly reduced to one in 2017 in AFI Region and assistance to be provided through RASFALG AFI and AFCAC to resolve and maintain zero SSeCs. 15
16 AFI SECFAL Plan Achievements and Priorities EI progressively improved at average of 3% per annum since 2015,(53.06%,56.26% 59.27% ), trend of USAP CMA results indicates very good progress in most states. 3 SSeCs resolved in 2017, 7 other potential SSeCs addressed effectively Initiated 3 projects for the AFI Region in 2017 and 4 projects to be developed and implemented in 2018 in areas of Security and Facilitation ( travel document verification, gap analysis, CBT for security and Facilitation etc.) Recognition of alignment of the AFI SECFAL Plan and Windhoek Ministerial targets with Global Aviation Security Plan (GASeP) implementation. 4th EAC Aviation Safety Symposium Page 16 16

Implement the Resource Mobilization strategy towards establishment of sustainable funding mechanism to support project and work programme activities. 22 AFI SECFAL Plan- Focus areas continued Increase funding through a sustainable funding mechanism Support resolution of the out standing SSeC, and establishment of AFI AVSEC/FAL CIS to address potential SSeCs effectively Analyze existing USAP Audit to ascertain the deficiencies in both Regions and consolidate with outcome of AFCAC, ACI and other surveys. Obtain accurate data on Non- MRTDs in circulation in Africa and promote removal Enhance awareness of Aviation security and facilitation elements and emerging threats especially cyber security and need for capacity building.
