2 Foreword About MCA Namibia The Government of the Republic of Namibia and the U.S. Government signed a grant funding agreement, the Millennium Challenge Account Namibia (MCA-N) Compact to the value of US$ million (N$ 3 billion) on 28 July The five-year implementation period for projects in the education, agriculture and tourism sectors commenced on 16 September 2009 and will end on 15 September The Compact is funded by the United States Government through the Millennium Challenge Corporation (MCC) and aims to reduce poverty through economic growth in increasing the competence of the Namibian workforce, improving access to quality education as well as increasing productivity of agriculture and tourism enterprises in communal areas. MCA-N is the programme implementing unit under the National Planning Commission (NPC) and cooperates closely with Government beneficiary sector ministries and agencies, namely the Ministry of Education (MoE), Ministry of Agriculture, Water and Forestry (MAWF), Ministry of Lands and Resettlement (MLR), Ministry of Environment and Tourism (MET), Namibia Tourism Board (NTB) and the Namibia Training Authority (NTA). MCA-N has adopted a results and business-oriented approach to successfully execute all project activities within the prescribed implementation period. April 2014
3 Education Project Improving the Quality of Education Vocational Education and Skills Training To alleviate skills constraints to enterprise growth and productivity to ensure that disadvantaged and vulnerable groups, school leavers and adult learners acquire competences that are needed for gainful employment and income-earning opportunities. The Zambezi Vocational Training Centre (ZVTC) is training 118 trainees from disadvantaged backgrounds in Level 1: Bricklaying & Plastering, Hospitality & Tourism, Joinery & Cabinet Making, Office Administration, Plumbing & Pipefitting, Welding & Metal Fabrication with scholarships to the value of N$ 1,867,492. Trainees are supported with a board and lodging allowance of N$ 750 per month to reduce drop-out rates and encourage dedicated learning. Trainee at the Zambezi Vocational Training Centre MCA-N supports the Namibia Training Authority (NTA) to research, design, pilot and implement a National Training Fund (NTF) to collect a levy from employers as per the Vocational Training Act 2008 for vocational training. MCA-N targeted 1,800 trainees in high-demand skills, namely tour guides, hospitality, bricklaying and mining. 1
4 Education Project Improving the Quality of Education Textbooks To reduce the gap in the current provision of textbooks and increase the efficiency in textbook procurement and delivery, thereby improving learners performance. 109 schools in Zambezi Region received 94,326 Mathematics, English and Science textbooks for grade 5-12 learners to the combined value of N$ 6.3 million. Zambezi Region and circuit offices of the Education Ministry s Supply Chain Management Unit (SCMU) benefit from an MCA-N funded new Learner Support Material (LSM) Management Information System (MIS) to allow for more efficient textbook management and procurement and also received support in the form of ICT equipment. The LSM MIS was launched in March
5 Education Project Improving the Quality of Education Continuous Professional Development (CPD) To offer opportunities to teachers, teacher educators, education managers and inspectors, principals and subject advisors as well as HIV/AIDS coordinators to continuously upgrade their skills. MCA Namibia supported the University of Namibia (UNAM) in establishing a national Continuous Professional Development (CPD) Unit through a grant agreement valued at N$ 14.4 million. Simultaneously, a Memorandum of Understanding (MoU) on the joint coordination and future CPD financing was signed between the Ministry of Education (MoE) and UNAM. Early training focused on textbook management training, school management and administration, preventative and other maintenance as well as HIV/AIDS prevention and management. CPD Unit trained 200 Master Trainers. These Trainers are currently training all teachers in the regions until June CPD Forum 2012 in Windhoek 3
6 Agriculture Project Enhancing Sustainable Use of Resources Livestock Support Traceability To establish a traceability system for food safety purpose, meeting government and trade regulations to document health status, reproductive history an movement of livestock in the Northern Communal Areas (NCA) in order to meet globally accepted meat products requirements. MCA-N procured 1.75 million NamLITS ear tags for cattle (212,734 for Zambezi Region), computer software and hardware as well as Radio Frequency Identification Devices (RFID) and Barcode Readers for DVS staff to tag all cattle in the NCAs. Zambezi Region received more than N$ 4 million for traceability. With the NamLITS ear tags cattle can be traced from their origin to the abattoir. 4
7 Agriculture Project Enhancing Sustainable Use of Resources Quarantine Camps To improve the quarantine system in support of improved livestock productivity and marketing and to alleviate the presence of Foot and Mouth Disease (FMD) in the Zambezi Region. Two quarantine camp facilities at Kopano and Katima were upgraded to improve local livestock marketing activities and the well-being of DVS staff to the combined value of N$ 7.3 million. This upgrade included the renovation of 6 staff houses at Katima and 2 staff houses at Kopano quarantine camps, electricity connection at Kopano, new loading ramps, drinking and feeding troughs as well as crush pens with neck clamps. 10 Agriculture Project Enhancing Sustainable Use of Resources Communal Land Support To improve land tenure security and increase adoption of sustainable rangeland management, animal husbandry and livestock marketing practices, allowing farmers to increase their performance in the livestock sector. Through this activity MCA-N Agriculture supported the Ministry of Lands and Resettlement with outreach workshops and training of traditional leaders to understand the Communal Land Reform Act of 2002 better. CLS workshop for Traditional Authorities at Katima Mulilo. Indigenous Natural Products (INP) To increase income of harvesters and producers of Indigenous Natural Products (INP) by capacitating Producer and Processor Organizations (PPO) to improve INP production, processing and by training harvesters in sustainable INP gathering. MCA-N signed 12 PPO Service Agreements to the combined value of more than N$ 360,000 with Kyaramacan, Kwando, Mayuni, Mashi, Sobbe, Balyerwa, Wuparo, Dzoti, Masida, Lubuta, Ngonga and Sachona conservancies in Zambezi Region that are harvesting Devils Claw. All conservancies benefitted from training and capacity building under the INP PPO activity. Grants, trainings and technical support for INP harvesters in sustainable harvesting methods for approx. N$ 6.5 million. Devils Claw fruit & Devils Claw product. 8
11 Tourism Project Growing the Tourism Industry Eco-Tourism Development in Communal Conservancies To enhance the capacity of communal conservancies to manage the resources entrusted to them while competing to attract tourists, thus increasing their incomes and that of conservancy members. The Conservancy Development Support Grant Fund (CDSGF) aims at increasing tourism income for members of communal conservancies. Zambezi Region received N$ 17 million. Through the CDSGF MCA-N aims to strengthen the capacity of conservancies to protect their natural resources, attract private sector investment and achieve financial sustainability. Increased income to conservancy households is the ultimate objective of MCA-N s support to the community-based tourism sub-sector, Ecotourism Development in Communal Conservancies. The Grant Fund targets 31 conservancies to unleash tourism potential, e.g. through the establishment of Joint Venture (JV) Lodges between private businesses and conservancy members, and make them financially self-sustainable. Nkasa Lupala Tented Lodge is part of MCA-N s activities in communal conservancies. 9

Camp Chobe Salambala To construct a new JV lodge to be called Camp Chobe ( Lodge ) in the western part of the Salambala Conservancy along the Chobe River. The Joint Venture partner and operator is Camp Chobe Safaris (Pty) LTD. Kings Den Kasika To develop a new lodge to be called Kings Den on the Chobe River in the Kasika Conservancy. This will be a unique and luxury tourism product developed with the JV partner, Zambezi Queen, which is jointly owned by the Ohlthaver & List Group of Companies and Flame of Africa (owned and managed by Brett McDonald). Wuparo Craft Centre Wuparo To expand the current Craft Center into a rest stop for tourists passing through the conservancy. 15 Tourism Project Growing the Tourism Industry Development & Marketing of Local and Regional Tourism Routes To increase international awareness of Namibia as a premium destination for tourists, translating to increased tourist numbers and growth of the Namibian tourism sector with all the accompanying benefits such as increased employment. MCA-N supported the Namibia Tourism Board (NTB) to develop 3 new travel routes named Arid Eden, Four Rivers and Omulunga Palm. Zambezi Region will be marketed under the Four Rivers Route. These tourism routes will further unlock new opportunities for eco-tourism in communal conservancies, providing compelling reasons for tourists to get off the beaten track and enjoy the magic beauty of these little nature oases. 13
