Although East African countries have mainly been exporting agricultural products, analysts say this is likely to change in the near future as China plans to invest in the oil, gas and mineral sectors of Uganda, Tanzania, Ethiopia and Kenya. The 11th African Union (AU) Summit took place in Accra (Ghana). Some 20 member states of the African Union have got into contribution arrears of over $19 million. The countries said to be in arrears are : Burkina Faso, Burundi, Cameroon, the Central African Republic, Chad, Cote d Ivoire, Djibouti, Egypt, Gabon, Guinea, Guinea-Bissau, Kenya, Lesotho, Liberia, Madagascar, Malawi, Niger, Sierra Leone, Tanzania, and Tunisia. The 2007 Budget of the African Union amounts to over $54 million, mainly from contributions of member states of which $35.3 million have been disbursed for the current financial year. NORTH AFRICAN MARKET : Three shipping lines, Maersk, Mediterranean Shipping Co (MSC) and CMA CGM, have all launched new Asia-Mediterranean services within the space of a month to specifically serve one market - North Africa, which is expected to grow by more than 25 percent this year. The lines are using key Mediterranean ports because few, if any, ports in North Africa can efficiently handle large panamax containerships. It is also doubtful whether any North African ports can accommodate post-panamax vessels although the port of Tangiers is due to be expanded over the coming years. ( NEW MARITIME SATELLITE MOBILE PHONE SER- VICE : China Transportation Telecommunications (CTT), a subsidiary of the Ministry of Communications, has announced the launch of a maritime satellite mobile phone service in Beijing. The service will enable users to make calls with a mobile phone in deserts, in the sea or on high mountains where a GSM or CDMA signal is unavailable. The Director of CTT, has told local media that the service covers Asia and the most part of Africa and it is expected to cover the entire world by 2008.
2 East Africa REGIONAL TRADE : According to a survey conducted by the Central Bank, the Uganda Bureau of Statistics and the Uganda Revenue Authority, INFORMAL trade between Uganda and its five neighbours went up considerably between 2005 and Exports increased by 15.7%, from $200m to $231m, while imports rose by 22.4%, from $66m to over $80m. Informal cross-border trade between Uganda and her neighbours is significant, involving huge transactions of both agricultural and industrial products. The survey involved monitoring trade over 5 months at the 14 main border posts with Kenya, Tanzania, Rwanda, the Democratic republic of Congo (DRC) and Sudan. It found that industrial products accounted for 51% of total informal exports, while agricultural products accounted for 48.7%. (www. allafrica. com) West Africa EC GRANT : The European Commission (EC) has approved a total of 44.8 million Euros to support regional integration in West Africa over a period of five years, from 2007 to This new grant will cover four main areas of integration : macro-economic stability and convergence ; institutional capacity building ; competitiveness enhancement and productive sectors. According to the press release issued, the Contribution Agreement is one of many supports provided by the EC to the West African regional integration programme and implemented by the ECOWAS Commission. Angola LUANDA PORT INVESTMENT : During the 24th ceremony of the Luanda International Fair (Filda), from July (609 exhibitors from 27 countries) Carlos Domingos stated that the Port of Luanda company will invest US$ 105 million by 2010 to upgrade its infrastructures, including the acquisition of modern equipment (US$ 19 million is being invested in a cargo terminal, US$ 55 million in a container terminal and US$ 31 million in a multi-use terminal). APM TERMINALS AGREEMENT : Executives from APM Terminals and Gestao de Fundos, an Angolanbased company, have signed a 20 year concession agreement with the government of Angola to operate the country s main container port. A joint venture named Sogester, based in Luanda will be the local company operating the container terminal. Simon Pitout, head of APM Terminals Africa Region commented: This new facility increases APM Terminals African presence and complements our existing facilities in Lagos and Onne (Nigeria), Douala (Cameroon), Abidjan (Cote d Ivoire) and Tema (Ghana). We look forward to continuing the positive spirit of cooperation with the Angolan authorities to develop Luanda Container Terminal into a world-class facility and a leading container terminal in the region". Cameroon ELECTIONS : Residents of the oil-rich West African nation (around 5 million were eligible) went to the polls on Sunday 22nd July to elect 180 members of the country's National Assembly and 359 municipal councillors. On Monday, Paul Biya, the president, said he was confident his Democratic Rally of the Cameroonian People (RDPC) party would keep its parliamentary majority, but opposition figures -Social Democratic Front (SDF)- say the poll was rigged. Official results are expected before 15th August.
3 Côte d'ivoire COCOA PRICE : The Chairman of the Board of Directors of the Ivorian coffee and cocoa Stock Market (BCC) has announced that the price of cocoa has been set at 400 CFA F a kilo for the period running from July to September This price is the same as that of the previous campaign (April-June 2007). Despite the crisis, Cote d Ivoire has managed to keep its position of top world cocoa producer, even though it is challenged today by Ghana, its eastern neighbour. Cocoa represents more than 40% of the country s exports and 8,000 billion FCFA of the Gross Domestic Product (GDP). Djibouti TRANSPORTS & COMMUNICATIONS : The Economist Intelligence Unit has published a report about Transport and Communications in Djibouti in which it states that the port is a major, well-equipped international port that is an ideal gateway to the African continent. In 2000 the government awarded Dubai Ports International (DPI) a 20-year contract to manage and operate Djibouti port. DPI, which assumed control of Djibouti port in June 2000, argued that it could more than double the ports handling capacity by improving container facilities and investing in new handling equipment. The first phase of the development of Doraleh port (10 km from the old port) was completed in February 2006 with the opening of the new US$130m oil terminal. This too will be managed by DPI. DPI manages a network of 51 marine terminals worldwide. ( Gabon TOTAL GABON and the Republic of Gabon have signed a 25-year deal covering its operations in Gabon, which the French oil and gas giant said defined the legal and tax system governing its work there."it covers 17 concessions and operating licenses representing an area of nearly 1,500 square kilometres and more than 60% of Total's share of output in Gabon, adding this represented more than 50,000 barrels per day in The renewal of the convention of establishment demonstrates Total's renewed trust in developing the country s natural resources. Gambia TARIFFS REDUCTION : The government has announced a reduction of 55% of tariffs on the cost of goods and services by Gambia International Airlines (GIA), Gambia Civil Aviation Authority (GCAA) and the Gambia Ports Authority (GPA). The statement, proffering the purpose for the move, noted that it is in line with government s national strategy for poverty alleviation and to enhance the conduct of trade and transport with a view to making The Gambia more competitive in the aviation and marine transport sub-sectors. Ghana A Transocean Drilling Rig, from Nigeria, has berthed at Tema Port for maintenance, modification and upgrading. It is the first of several offshore drilling rigs expected to take advantage of a range of services offered by Ghana Ports and Harbours Authority (GPHA) through Epeus Group of Companies, an international project management company for the next five years.
4 Kenya COFFEE TRADE : Following an agreement signed between Kenya and China, most of the coffee produced in Kenya could soon be headed to the Chinese market. Kenyan coffee has traditionally been sold in the European market. In many instances, the crop is sold to the European countries raw after which it is processed, branded and re-exported to the country. In the new arrangements, locally produced coffee would be valueadded before it is sold in the international market to fetch maximum returns. SEAPORTS AWARDS : According to the the Kenya Ports Authority (KPA), the International Maritime Organization's International Safety Management (ISM) code has certified as compliant all the tugs and pilot boats in use at all Indian Ocean Kenyan seaports, including the main Mombasa Habour. The vetting on the crafts also included verification of their maintenance, guaranteed safety and capability of pollution prevention in the harbour. The British Maritime Technology (BMT), which won last year's tender to manage KPA's facilities, also certified the equipment's performance meets the internationally-acceptable safety standards. Madagascar TOAMASINA PORT REVAMP : The Madagascan subsidiary of Philippine-based International Container Terminal Services, Inc (ICTSI), has announced the completion of its US$30 million first phase modernisation programme for Madagascar s main port in Toamasina. This investment at Madagascar International Container Terminal Services Ltd (MICTSL) covers modern container handling equipment, infrastructure and information technology. Container handling equipment introduced at the terminal include a $5.2 million twin-lift mobile harbour crane from Gottwald, four rubber tired gantries (RTG) from Noell-Reggiane costing US$5 million, and miscellaneous equipment from Kalmar including terminal trucks and reach stackers worth US$2 million. Mozambique MAPUTO PORT is fast becoming a viable alternative to Durban Harbour in Kwa-Zulu Natal for handling large cargo volumes from the Southern African Development Community (SADC) region. Maputo is Southern Africa's nearest deep water port to Asian markets and boasts a huge investment project, which will be completed over the next three years. According to the Maputo Port Development Company (MPDC), they are looking to spend in the region of $274 million. This will be on new bulk terminal facilities, on container holder facilities, sheds and further infrastructure development to handle more cargo. There are two main components to the port (covering 112 ha and over 670 ships called in there last year) : the Maputo cargo terminal, which includes the citrus, sugar, container, ferro and scrap terminals, and the Matola bulk terminals handle coal, petroleum, aluminum and grain. The Mozambican government has also authorized South African shipping and logistics company Grindrod to invest $80 million to expand coal and car handling at the port of Maputo. "These are the developments we are looking for. Maputo coal terminal is expected to have a capacity of 1 million tonnes per year after work has been concluded in December," stated the Minister. NEW DREDGER SHIP : The government of Mozambique plans to buy another dredger ship (2,500 cubic meter) in order to keep the access channels to the country s ports open. The Alcantara Santos dredger ship, which has a capacity for 1,000 cubic meters, was built by Japanese company Mitsubishi and cost around US$18 million. ROAD MANAGEMENT AND MAINTENANCE : The Mozambican government signed with the World Bank an agreement for funding of 100 million US dollars for the second phase of the country's road and bridge management and maintenance programme to run between 2007 and 2011.
5 NEW ENERGY LINK : The World Bank has approved a US$93 million credit for the construction of a power link between Malawi and Mozambique, giving the southern African neighbours access to reliable and affordable energy. Mozambique s share of the credit will be US$45 million and involve the installation of a 135-km, 220 kilovolt power line from the Matambo substation to Phombeya in Malawi. Morocco TANGIER NEW TERMINAL CONTAINER : APM Terminals Tangier, S.A. and the Akwa Group, a Casablanca, Morocco-based partner have announced the opening of Morocco s newest container terminal to serve the global trade in Morocco and the Western Mediterranean market. Over 200 vessels a day pass through the Straits of Gibraltar as they transit on north-south and east-west liner trade routes. Shipping lines will benefit from Tangier s direct access to the main shipping lane, a deepwater port capable of handling the largest container ships in the world, the newest, most advanced container handling equipment and the best operational practices. For more port details : Namibia WALVIS BAY DRY PORT : Zambian head of state, Levy Mwanawasa, announced that the country intends to set up a dry port at Walvis Bay, which will be a result of the Katima Mulilo bridge across the Zambezi river that has opened up and easy route for imports and exports through Walvis Bay. More and more landlocked countries within Southern Africa are looking towards Walvis Bay as an ideal harbour for their import and export needs. Zambia is the latest country to show interest in setting up a dry port in Namibia's profitable harbour facilities. The result would be that importers and exporters would have more confidence in using Namibia's harbour facilities.
