We believe that if the SDC allowed freedom camping within these areas, it would take the livelihood away from the businesses, whether council owned or privately owned. Council is proposing to reduce the size of the designated area in Waikawa and limit to self-contained camping only. Neutral/No preference Council is proposing to prohibit open fires at all designated camping sites, other than in safe on-site facilities. This prohibition would not include gas cookers/bbqs. Oppose We specifically oppose all freedom camping in Taramea Bay, Riverton, because the proposed site is next to a playground, next to a picnic area, next to a walking track and carpark, and there are two commercially operated campsites nearby which should be used. Secondly, we oppose the proposed freedom camping site in Tuatapere which is in a carpark, on a main road. We oppose the site in Otautau, as this is in a public sports ground and close to public swimming pool. Council is proposing to introduce new default freedom camping rules. These include default prohibition rules for urban zones, roads, playgrounds, sportsgrounds and cemeteries (for a full list of these rules see the statement of proposal). We strongly support the default prohibition rules. Some of the new areas proposed for freedom camping for self contained motorhomes contravene these default rules,

Additional Comments: We believe that no freedom camping should be allowed where rate paying residents have their scenic views impeded by motorhomes, and this would be the case, directly in front of our residence. We believe the proposed area in Taramea Bay, Riverton, is totally unsuitable for motorhomes parking, as the area is often, and currently waterlogged, and motorhomes would be at risk of getting bogged. We do not believe that motorhomes would park within the designated area, and would park on the better surface of the playground carpark. This carpark is fully utilised on many days by families with children, and if this area was opened up the freedom camping, the carpark would likely become unsafe for the children accessing the playground. We believe the "No Camping" signs should stay in place, as the non-fully self-contained campervans, would likely take advantage of this area, which is currently used by families for playing ball games, flying kites, riding bikes, and other positive family activities. Overnight camping brings with it adult based activities which, by past observations, are the opposite to the sights and sounds of daytime child based activites. Dusk and dawn are special tranquil times as the sun comes up and goes down over the sea, which the many residents of Taramea Bay should be still able to enjoy without the interference of a new camping site to impede their view.

It was a nice break from Christchurch. I was effected by the Christchurch earthquake and five years on no settlement and the house is a rebuild. I wounder and want to speak how this act will effect people living in NZ if Southland has a major event and takes years to recover. Does this act need to cover this type of event or is it covered in another Act and were is it in those acts? there may be other things come up that I will like to comment on. time

20 To the Te Anau Community Board, From what I can understand from the new proposal is that you are looking for appropriate free sites within the Te Anau township that would be suitable for self-contained camper vans. I am writing to give you a young local s thoughts on the current proposal. Suggested Event Centre Sites: Firstly, the idea of allowing up to 12 self-contained camper vans which are often 7.2m + in length to park up for up to 2 nights outside a community Event Centre is absolutely ridiculous. Our Event Centre is one of the largest and most new buildings in Te Anau which modernises the township and shows outsiders how supportive we are of community run events. The Event Centre is used by numerous clubs throughout the week and is also used as a hub for the Te Anau Bowling Club, Fiordland Squash Club and Te Anau Tennis Club, not to mention the Te Anau Fire Brigade and Southern Stars Day Care Centre (do not take away our space and share this with individuals that did not donate money, physically help create, or really know what it is like to have such a fabulous space in such a small town). Secondly, how disrespectful is it to suggest these free parks could be placed right across the road from a locally owned holiday park, which I believe donated money to help fund the Event Centre. Thirdly, I personally do not want to have to walk or run past 12 vans parked in the car park as I look at Mount Luxmore or the Murchinson mountains, let alone invite friends and family to come and visit and the first site they see is a mini-camper van park when they arrive into town- what an absolute eyesore! I pay to use the Event Centre, Fiordland Community House and I also pay rates. I do not want my rate money to pay a parking officer to enforce FREE parking bylaws in an area I have to PAY to use. What is wrong with the free camping sites we have? I have worked for one of the local holiday parks and I am certainly not blind to the fact that some tourists are seeking free camping sites in Te Anau itself. These individuals are largely those that have underestimated the distance from Queenstown to Milford Sound and simply wanted to do a day trip without stopping to stay in Te Anau. On many instances these individuals are usually not self-contained and really are budget travelers (unlikely to spend money in shops or restaurants). We offer over 100 free camp sites on the Milford road; we have areas at the Mararoa Bridge, the scenic reserve and out past Manapouri. Further to this, there are well-priced sites for NZMCA members at the Alpine Centre. All of these are mostly pristine nature sites overlooking mountain ranges, beside clear flowing rivers, surrounded by native birds flora and fauna- what are additional sites going to offer apart from close proximity to shops and restaurants. There is no way to guarantee that offering free sites in Te Anau itself would spend money in other wats such as going out for dinner, buying gifts etc in our town. Suggestions of where sites could be allocated if they must: The town has gone through such a process of enforcing no freedom camping sites in Te Anau. Everyone is aware this is the case, we have paid an officer throughout summer to fine and move on numerous vans down by the rodeo grounds, Upukeroa river mouth, control gates and pay for signage. Why now decide to take a step backwards? I am fully with moving with the times and developing as a community, but I don t believe this is the direction we should be moving in. There is always going to be research to show that people want more for free. However, I strongly believe that as a community we already do offer a range of camper van options. Holiday Parks within Te Anau offer a range of tariffs for both powered and non-powered sites. We do offer free camping sites outside of the town boundary for those that are self-contained. We also allow vans to park free of charge for a long period of time in the town itself while they explore shops, restaurants and cafes. I do not want to see large white or bright green Jucy vans crowded into community areas and local hot spots within Te Anau. Catlins Coast Inc. wishes to see strong penalties for campers caught fouling our natural environment. Protection and safe guarding of our rainforest and coastal areas are of upmost importance, also the safety of our residents and farms. Neutral/No preference Each local area should be designated in consultation with local residents and with local environments in mind. The locals should have final say. Catlins Coast Inc. wishes to see ideally a uniform approach across The Catlins,

Additional Comments: Catlins Coast Inc. wish to see an increased awareness of the negative effects of freedom camping on the environment. We hope to see campaigns aimed at visitors BEFORE they enter the region at international airports (Dunedin, Queenstown and Invercargill). WE would like to see a strategic approach, for example where visitors must register at council receiving a token to be displayed at campsites. With increased monitoring and facilities to support self contained camping (dump stations). We would also generally like to see improved tilting facilities in general in line with The Catlins Tourism Strategy.

Oppose The proposed boundries for the Te Anau no camping zone appears to exclude the new Murchison Park Subdivision. Indeed the proposed boundary of the No Camping zone divides my property and excludes those of the home owners around me. Of note the council has designated large areas of undeveloped land including areas designated 1

29 industrial as no camping zones. If Murchison Park is excluded from the No Camping Zone then it is likely that freedom campers will be displaced from the present sites within the zone to those co-located with it. I should like to request that Murchison Park Subdivision be included in the no camping zone on the following grounds: 1. It is illogical to exclude one residential area and include others especially when co located 2. There are ample vacant non residential sites both within and without the current boundaries. 3.The NZMCA already have an established freedom camping facility nearby 4. There are no facilities for freedom campers on a residential subdivision, campers seeking facilities are likely to enter private property to obtain water and waste disposal 5. Unauthorised waste disposal is likely to occur in the subdivision as seen in Dunedin despite self contained campers being required 6. Human waste dumped in a residential subdivision is a health risk and cannot safely be mitigated 7. The subdivision has a mix of temporary and permanent residents. Freedom camping would pose a security risk to unattended properties. 8. Freedom campers would detract from the residents enjoyment of the environment. 9 There is no practical way of policing the bylaw. Policing would fall to the residents. 10. Residential subdivisions subject to freedom camping are likely to become devalued in the eyes of potential property purchasers. Council is proposing to introduce new default freedom camping rules. These include default prohibition rules for urban zones, roads, playgrounds, sportsgrounds and cemeteries (for a full list of these rules see the statement of proposal). Additional Comments: The Freedom camping rules need to be redrafted and standardised. However the needs of the freedom campers should not overcome the expectations and rights of residents. It is unreasonable to place residential areas outside the no camping zone as residential areas are not appropriate areas for freedom campers unless specifically designed and constructed facilities are available and should unless good reasons are provided be default No camping zones as per other urban areas. 2

The designated site in Waikawa has a huge impact on the Curio Bay Camping ground viability with only being 6km in distance from the Reserve. As long as the area for the self-contained is limited and there is some monitor system for the area. We strongly support the prohibition of all open fires at designated sites 1

I DO NOT wish to be heard in support of my submission I am available to speak about my submission: Council is proposing to standardise with the New Zealand Motor Caravan Association Model Bylaw Alison and I as CSC caravaners support NZMCA in its drive to work with communities to accommodate Freedom Camping within the CSC ethic. We choose to travel and camp in this manner for lifestyle/enjoyment not to cheapskate our way around. Having said that, the money we would normally spend on unwanted caravan park services gets spread amongst other businesses in the community instead. Our spending average has historically been $ per person per day thereabouts (plus other planned "Must-Do's" and fuel) after keeping tabs for a couple of years now. Take $40 - $50 per day out of that for caravan parks and that is the sum not spent in coffee shops, tourist ventures etc. We would happily spend $10-00 per night for space in a flat unserviced site in town or on the outskirts of town - "no services", but that is never offered by councils - go figure? We are coming down south for 3 weeks starting January but will likely by-pass Tuatapere this time due to attitude of Community Board. Yours Sincerely, Brian. Derbyshire. Some Community Boards and CDAs have recommended new designated sites for self-contained camping (a list of towns and their changes are in the statement of proposal). Council is proposing to introduce new default freedom camping rules. These include default prohibition rules for urban zones, roads, playgrounds, sportsgrounds and cemeteries (for a full list of these rules see the statement of proposal). Neutral/No preference Additional Comments: We CSC vanners are a growing force. We spend a lot of money in your communities. To blame us for the refuse/personal filth left behind in reserves/parks/towns is grossly erroneous and largely due to us being an easy and very visible target. If Council Officers got off their collective backsides and did their job they would discover what we already know which is that most of the filth is left by members of the towns own community (hard-cases etc), other travelling public, tourists travelling and camping in station-wagons/jucy-rental type vehicles which pay lip-service to the CSC ethic etc. It is quite common to see NZMCA members out with their black-sacks cleaning up the filth left behind by others. Take a bit of care or we will stay away from your stores in our droves. The loudest opposition would appear to be coming from CP operators! Whatever happened to consumer-driven market? Get the CP operators to provide what we need - a flat site with no services and appropriate charges. What other business in town uses the community Board to force customers to spend their money with them to the detriment of other small businesses in town? Pretty tough on the rest of the community I would think. Hey - we simply drive on to the next welcoming town and spend our money there. Wake up Fellas! 2
