London made a prime candidate for the games due to its redevelopment potential and legacy the Olympics would leave. David Higgins, Olympic Delivery Authority Chief Executive said on appointment, Our challenge is to successfully manage both the requirements of the games and the long-term regeneration of East London. Achieving both of these will bring fantastic opportunities for the whole of the UK. July 2017 marked ten years since the Olympics compulsory purchase orders (CPO) and now, just over five years since the 2012 opening ceremony in London, the area is still developing with widespread regeneration taking place to create new communities of homes, businesses and leisure spaces. Our challenge is to successfully manage both the requirements of the games and the long term regeneration of East London. Achieving both of these will bring fantastic opportunities for the whole of the UK. David Higgins, Olympic Delivery Authority Chief Executive Strettons recent history is deeply interlinked with the redevelopment of Stratford and the surrounding areas. As the London Development Agency led the compulsory purchase of the land to develop the stadium and other venues, we worked closely with clients within the Olympic zone. As the CPO progressed, we became involved in consulting on schemes around the site, where we are still seeing projects come to life or are soon to come to Stratford. Stratford aerial photo 2017
3 Olympic Zone GOING THE DISTANCE THE REDEVELOPMENT LEGACY Stratford City (Former Railway Yards) Aerial photo - during the build THE STARTING LINE Since the CPO came into effect in west Stratford, making it possible for the London Development Agency to undertake the necessary work to create the site for London s 2012 Olympic Games, the area has become one of the largest regeneration CPOs in Europe. This resulted in numerous major business relocations with many being moved to new industrial estates in Beckton, Enfield and Leyton. There is a common misconception that west Stratford was a wasteland before the Olympics. However, prior to the CPO, Stratford was a thriving industrial area centred around Marshgate Lane with over 300 businesses large and small. These businesses had to be relocated, along with a large estate of houses and flats, whose residents had to be re-homed. A further misconception is that the development of Stratford was funded by public money and that it was one development site focused on delivering the best games in the history of the Olympics. In fact, there were two areas of regeneration, Stratford Rail Lands and Stratford West Industrial Area. Plans for the development of Stratford Rail Lands (a former International Rail Terminal) gained outline planning permission in 2003 before London was selected to host the 2012 Olympic Games in The work was to be privately funded by LendLease and London Continental Railways and is now Stratford City including Westfield Shopping Centre and the International Quarter. The development of Stratford West Industrial Area was publicly funded and subject to the CPO and became the site for the London 2012 Olympics. Strettons were actively involved in helping many of those companies affected by the CPO. We acted on behalf of occupiers and owners in the Olympic zone who held circa 1 million ft 2, or 40%, of the total floor space that was to be compulsory acquired. Many of these businesses were relocated and we dealt with compensation claims resulting from this disruption, helping the businesses keep steady through the transition and make the most of their relocation. West Ham s stadium The former Athlete s Village is now a residential development, The East Village, and already contains nearly 3,000 new homes. The park is being further developed over the next 20 years to bring in five new neighbourhoods of over 10,000 new homes, commercial spaces and other uses. Stratford itself and the surrounding areas have seen a surge in start-ups and a substantial technology centre, which is home to some of Europe s most advanced innovation spaces in HereEast. We don t like to call it the Olympic Effect as the area already had Victory Park, East Village its own plans in progress before the bid, but Westfield Stratford, improved infrastructure and the impressive commercial spaces that were built during the games brought considerable value to the area and much faster change than we would have otherwise seen. The Olympics has undoubtedly become the catalyst for further development around the area, including the former industrial patch of Fish Island, Hackney Wick. This is seen by the creation of new communities drawn to the area by affordable housing, new jobs and leisure activities. There are no signs of slowing down in areas around the Olympic site, and we look forward to seeing how it continues to grow.
4 CONTINUED PROGRESS Off the back of the redevelopment surge in Stratford and Queen Elizabeth Olympic Park, the whole of the area continues to benefit from numerous developments. Several mixed-use schemes have been given the go ahead and will provide housing and commercial space for the area and be integral to achieving the overall vision for optimising the space... Some within Stratford include: Stratosphere Planning for this tower began in 2010 and its set to change the skyline of the area. This impressive development by Telford Homes, which is fully sold, will bring 245 residential units to Stratford and will complete between autumn 2017 and summer Stratford City Another impressive tower by Telford Homes clocks in at 33 storeys and boasts 181 residential units which are all fully sold. The scheme commenced in 2014 and will launch between August and December Manhattan Loft Gardens Completing mid-2018, this high-end tower will provide a 150 room hotel, 253 residential units and flexible Class A1-A5 space on the ground floor. Manhattan Loft Corporation is providing the tower with full amenities and communal landscaped spaces surrounding. The nearby Hackney Wick: Fish Island, in particular, is much more diverse architecturally as developers have only been allowed to develop residentially on Fish Island as a result of the Olympics planning policy changes. It now has a wider mix of uses and ownerships. Strettons is currently advising on several schemes within Hackney Wick including Iceland Wharf and Roach Road, and has been working on a few sites launching in Monier Road Completing in 2018, Monier Road is an imposing 5 storey modern building in the style of the nearby commercial and industrial spaces that populate Hackney Wick: Fish Island. Once finished, the office space will be in a workable shell condition. 1-2 Hepscott Road In the heart of Hackney Wick, the Aitch & Mura joint venture are bringing around 30 new homes and 9,000ft 2 of commercial space. View our newsletter at PLANNING AND DEVELOPMENT NEWS...Newham, Tower Hamlets, Hackney NEWHAM CALLS FOR MORE EAST LONDON RIVER CROSSINGS Following Sadiq Khan s decision in August to cancel the Garden Bridge project, the Mayor of Newham has called for more river crossings to be built in east London. Sir Robin Wales has urged the Greater London Authority to focus on east London and deliver more river crossings away from central London. There are currently 22 river crossings west of Tower Bridge and only two to the east, Blackwall Tunnel and the Dartford Crossing. Sir Robin said: Large employers and international investors have made their intentions clear that they want to move to east London to take advantage of the cheaper real estate and the burgeoning tourist trade arising around Queen Elizabeth Olympic Park. TFL has strong and clear evidence that a road crossing at Gallions Reach is the best option for tackling congestion and supporting the current and future economy in this part of London. In addition to the plans for the crossing at Gallions Reach, the planned Silvertown Tunnel is in the hands of the secretary of state for transport.
5 PLANS TO BUILD 1,000 HOMES ON EXCEL LONDON CAR PARK The London International Exhibition Centre (ExCel) has announced plans for a joint venture with developers Mount Avril to build 1,000 new homes at the Royal Docks. The new homes will be built next to Mount Anvil s 19 storey Royal Docks West Development. The site is currently used as a multi-storey car park and coach park. In addition to the new homes, the site will also include commercial and retail premises and open spaces. DEVELOPMENT PARTNER NEEDED FOR CARPENTERS ESTATE REGENERATION The London Borough of Newham has announced that it is searching for a development company to regenerate a housing estate opposite the Olympic Park. The council plans to demolish 700 existing homes and replace them with 3,000 homes, of which 35% will be affordable housing and has published a notice in the Official Journal of the European Union calling for a private sector joint venture partner to develop proposals for the Carpenters Estate. Discussing the plans, Newham mayor Sir Robin Wales said: Stratford has seen unprecedented and massive change and the area is now one of London s top retail, leisure and commercial destinations. Our vision is for a mixeduse development on the site, bringing with it significant social and economic benefits by increasing the number of homes and employment opportunities as well as creating additional community and open spaces. There is a housing crisis in London at the moment and we are committed to regenerating parts of our borough that are crying out for investment. This regeneration will create mixed neighbourhoods with a variety of housing tenures, including family homes. As part of our planning powers we will ensure that there are affordable options for all of our residents. The Council s notice said that the redevelopment scheme for the Carpenters Estate would provide an education quarter, commercial premises and 3,000 new homes. It said: The partner will need to be able to deliver successful place-making Residents in the new development will enjoy excellent transport links as it is close to the Elizabeth Line and existing DLR stations at Custom House and Prince Regent. Should the proposals be granted planning permission, the development will be part of the wider regeneration of the Royal Docks area. A development of 295 homes on the former Royal Docks service station on North Woolwich Road was approved by Newham Council s strategic development committee last month. through high-quality urban design and architecture planning and development management. The procurement process will close in autumn 2018 with a preferred bidder chosen in late 2018, and a view to starting work on the estate in This regeneration will create mixed neighbourhoods with a variety of housing tenures, including family homes. Sir Robin Wales TOWER HAMLETS TOWER HAMLETS MAYOR: THERE S A KICK-BACK AGAINST ISLE OF DOGS SKYSCRAPERS The mayor of Tower Hamlets, John Biggs, has said that there is a resistance to tall buildings on the Isle of Dogs in east London. Following the recent refusal of the 48-storey, 225 Marsh Wall scheme by Make, the mayor told Architects Journal that only high rise projects with superb architecture would be granted planning approval. He added that skyscrapers in the area were facing comments from residents, who are opposed to the size of developments there. Biggs said: Unless proposed tall buildings are really superb architecture, COMMERCIAL RD DEVELOPMENT GIVEN GO AHEAD Planning permission has been granted for the demolition and redevelopment of a site at Commercial Road to provide a single storey basement, together with ground plus 10-storey building. The scheme, which is being developed by Regal Homes, will include a mix of uses to include 420sqm (GEA) of flexible office space and retail floor space at ground floor level for B1, A1-A5 use. It will also provide 4,685 sqm (GEA) of office floor space for B1 use along with cycle parking provision. it s going to be more of a struggle (to get planning permission). There is a bit of a kick-back locally against the sheer intensity of development and on the Isle of Dogs height is seen as a symbol of that. The Marsh Wall scheme has become the latest skyscraper scheme to receive a major planning blow in London s Docklands. Despite a reduction in height, councillors still refused the project in August. REFUSAL FOR MILE END ROAD TOWER DEVELOPMENT Plans for the demolition of existing buildings and the construction of a mixed-use development on the site of a popular nightclub at 562 Mile End Road have been refused. In February, the Strategic Development Committee unanimously rejected the application for Benjy Towers on the 562 Mile End Road night club site. In April, the Strategic Development Committee considered a slightly amended proposal which was also rejected, much to the approval of local residents who believe the building is too tall for the area. The scheme would have been a part 3-storey, part 8-storey and part 15-storey building, mixed-use development including 52 residential units and commercial space. In addition to concerns around the height of the building, the scheme was also refused due to the density and overdevelopment of the site, the servicing provision, the loss of the community facility, the design of the proposal and air quality issues.
6 HACKNEY BROCKTON CAPITAL SHOREDITCH SCHEME GIVEN GO AHEAD THE BOROUGHS CITY HACKNEY WALTHAM FOREST TOWER HAMLETS NEWHAM REDBRIDGE BARKING & DAGENHAM The latest phase in the development of Shoreditch has been given the go ahead by Hackney Council. Brockton Capital will create a 70,000 sq ft 2 mixed use scheme at Shoreditch High Street which will feature shops, a street market and warehouse style offices. Designed by architects Alford Hall Monaghan Morris (AHMM) the new scheme will deliver 50,000ft 2 of office space, 20,000ft 2 of retail space and a street market. The self-contained campus will provide firms with high quality workspaces with private terraces and City views. It will also feature 162 cycle spaces along with showers and lockers. The ground floor will feature a range of independent shops and restaurants. The development will complete the transformation of the 150,000ft 2 site in Shoreditch, sitting next to the 216 bed Citizen M hotel that formed the first phase of the site developed by Shoreditch Village Ltd. HACKNEY COUNCIL TO BUILD 39 HOMES IN CLAPTON Hackney Council has unveiled plans to build 39 new homes on two sites in Clapton. The new homes will be built on empty garages and a depot. They are the first under the Council s new scheme to turn run-down garages and unused council land into housing. The developments are part of the Housing Supply Programme, a scheme which aims to build hundreds of new homes across 14 sites, with 70% for social rent or shared ownership. The 39 homes in Clapton will be split between two sites. The first will replace empty garages at Mandeville Street with 11 new homes five for social rent and six for shared ownership. In Pedro Street, 28 new homes are set to replace a disused boiler house in Gilpin Square. Commenting on the scheme, Hackney Mayor Phil Glanville said: These smaller sites have given us the opportunity to work with some fantastic architects who, in collaboration with the local community, have come up with designs that both provide high quality, genuinely affordable homes and make a fantastic contribution to their neighbourhoods.
