Motion in the name of Councillor David Costello That this Committee instructs the Manager to take account of the request by local residents and Councillors that all changes between the 2008 and now amended Phibsborough Local Area Plan be highlighted in the revised version, (whether by way of addendum or separate schedule), so that such changes can be easily followed, understood and discerned by local residents, councillors and other stakeholders. 8. Motion in the name of Councillor Brendan Carr That the city council carry out a pilot scheme on the Cabra Road from Dowth Avenue to St Peters Church which prevent parking on a certain day to allow for the cleaning of the shores and carry out necessary repairs. 2

3 9. Motion in the name of Councillor Brendan Carr That measures be put in place on the tarmac platforms at Ashtown to prevent the parking of trucks on the resurfaced ground. 10. Motion in the name of Councillor Brendan Carr That a survey be carried out on the foothpaths in Villa Park and any necessary repairs be carried out. Finglas Matters 11. Motion in the name of Councillor Paul McAuliffe The North West Area call on the local Area Office to bring forward a report regarding the large site between The Church of the Annunciation, Colaiste Eoin, Colaiste Ide and St Brigid School. This Committee call on Dublin City Council to apply active land management practices to examine how this site might be used for the housing and employment needs of the area. 15. Motion in the name of Councillor Brendan Carr That Dublin City Council erect ramps and a children at play sign in Grove Wood, Finglas. 16. Motion in the name of Councillor David Costello That the North West Area Committee Calls on the manager to assist Local residents in Finglas to create a garden of remembrance to commemorate the events of 1916 putting the Irish Flag at the heart of the community once more. 17. Motion in the name of Councillor David Costello That the NWAC calls on DCC to take measures to prevent the large scale burning of rubbish at the corner of Barry close and Barry Drive. 3

4 18. Motion in the name of Councillor Larry O'Toole That the Manager arranges for a Pedestrian Crossing at Farnham Drive to allow safe crossing of children to the pitches. The crossing could be timed so as only to be active at times when there is large footfall when it is needed most. 19. Motion in the name of Councillor Criona Ni Dhalaigh That the Manager arranges for works to be carried out at Wellmount Park (Dunnes Stores wall) to alleviate the congregation of youths and to try and prevent illegal dumping at this location. Motion in the name of Councillor Noeleen Reilly That the manager looks at blocking the entrances into Balcurris Park from Quads and Scramblers which is causing huge disturbance to the residents and to look at the option of setting up a legal club like the Motor Cross Club in Fingal which has been very successful in curbing anti social behaviour and noise pollution associated with these bikes. 35. Motion in the name of Councillor Noeleen Reilly That the manager arranges a meeting with residents, the Gardaí, local youth clubs and the parks department around Ballymun and Santry Demesne park to come up with a strategy around anti social behaviour in the parks especially leading up to the summer months. Cabra Matters NW/126/15 NW/127/15 Cabra Area Report. ORDER: Noted. Mr Fergus Synnott updated the members on his recent meeting with Ms Linda Carroll, Luas Local Liaison Officer. The Area Manager informed the members that there would be an information meeting on the Draft Phibsborough LAP on 11 th June and that copies of the draft LAP would be forwarded to them for their consideration in advance of that meeting. Councillor Teresa Keegan requested that the condolences of the Committee be send to Councillor Brendan Carr on the recent bereavement of his mother. 7 NW/128/15 With reference to the proposed disposal of the Council s fee simple interest in No. 58 Fassaugh Avenue, Cabra, Dublin 7. ORDER: Agreed to recommend proposed disposal to City Council. Councillor David Costello requested that an explanation of the disposal fee calculation be forwarded to him. Finglas Matters NW/129/15 NW/130/15 Finglas Area Report. ORDER: Noted. Councillors requested that Cluid keep applicants informed of works progress at Prospect Hill. With reference to the proposed disposal of a strip of land at 13a Church Street, Finglas, Dublin 11 to Search 4 Alpha (Ireland) Ltd. ORDER: Agreed to recommend proposed disposal to City Council. Motions NW/131/15 Motion in the name of Councillor David Costello That the Dublin Region Homeless Executive and Dublin City Council provide the North West Area Committee with a full update in relation to progress at the Abigail Centre. Attendance of new Dublin Region Homeless Executive Co-ordinator appointed to the Abigail Centre should be present at North West Area Committee meetings. ORDER: Report to Councillor. An update received from the Dublin Region Homeless Executive was circulated at the meeting. The members expressed their disappointment that a DRHE representative was not available to attend this meeting. The Area Manager agreed to raise their concerns with Mr. Dick Brady, Assistant Chief Executive. NW/132/15 Motion in the name of Councillor David Costello That the North West Area Committee examines potential use of the land adjoining the Abigail Centre Finglas West. ORDER: Report to Councillor. NW/133/15 Motion in the name of Councillor Paul McAuliffe Can the Manager provide details of all correspondence, contacts or reports which Dublin City Council has had with the HSE regarding a new site for the Primary Care Centre, can he comment on reports that the council has proposed a site at the Barry Road shops and can he make a statement on the matter. 8 Area Wide Matters NW/134/15 Traffic Advisory Group Items Status Report dated 15 th April ORDER: Noted. Mr Eoin Walsh informed the members that a technical issue meant that only items for 2015 were included in this month s status report and that the matter would be rectified for the June meeting. He also confirmed that an information gathering meeting was arranged for this Friday 22 nd May with residents of Walsh Road. NW/135/15 Minutes of the Traffic Advisory Group (TAG) meeting dated 28 th April ORDER: Noted. NW/136/15 NW/137/15 NW/138/15 Presentation on Dublin City Council Beta Projects by Shane Waring, Assistant Architect. ORDER: Noted. Planning Enforcement Quarterly Report. ORDER: Noted. North West Area Public Domain Report. ORDER: Noted. Mr Patrick Smith, who was recently appointed as Environmental Liaison Officer for the North West Area, was introduced to the members. Motions NW/139/15 Motion in the name of Councillor David Costello That the North West Area trials a postering limit in urban centres/villages during the next election. Urban centres should be clearly identified and agreed by councillors. A proposed limit of 10 posters per candidate should be considered in each designated urban area. We should consider placing a limit on the number of posters per poll. ORDER: Report to Councillor. It was agreed to forward this motion to Environment SPC for their consideration and recommendation. Ballymun Matters NW/140/15 NW/141/15 Ballymun Area Report. ORDER: Noted. The Members expressed their concerns regarding the drainage issues in the Ballymun Courts and requested that the matter be referred to the Environment SPC for clarification. With reference to the addition of Chimneystack, former Smurfit Printing Works, Botanic Road, Dublin 9 to the Record of Protected Structures in accordance with Section 54 and 55 of the Planning and Development Act, Pauric Fallon, Senior Planner. ORDER: Agreed to recommend the addition of Chimneystack, former Smurfit Printing Works to the Record of Protected Structures to City Council. 8

9 NW/142/15 NW/143/15 With reference to the proposed disposal of site at Balcurris Road/Main Street, Ballymun, Dublin 11 to Alanis Group. Aileen Moloney Assistant Valuer ORDER: Agreed to recommend proposed disposal of site at Balcurris Road/Main Street to City Council. With reference to the proposed grant of a sublease of office accommodation at the 3 rd Floor South, Ballymun Civic Centre, Dublin 9 to the Health Service Executive. ORDER: Agreed to recommend proposed grant of sublease of office accommodation at the 3 rd Floor South, Ballymun Civic Centre to the Health Service Executive to City Council. Motions NW/144/15 Motion in the name of Councillor Noeleen Reilly To ask the Manager to commence an investigation into the oil pollution in the lake in Poppintree Park, to visit local businesses and to fine where necessary if evidence is found of pollution. NW/145/15 Motion in the name of Councillor Paul McAuliffe The North West Area Committee call on Dublin City Council to take every measure possible to protect the amenity that is Poppintree Park's pond and wet lands so as to protect it from apparent pollution. It has been changed recently making it difficult for residents to exit Oak Park. The new sequence is so slow for those leaving the estate that many drivers presume the lights are broken and are breaking the lights. This long wait to leave the estate is a particular problem after mass or funerals at Margaret Ball church when large crowds have to exit the estate. Q12. Presently the existing car parking bay is continuously full of trucks and other vehicles the parking of which are hindering and at times preventing residents access to their homes. Q88. I request the Manager to give me a firm date as to when work on these gardens will commence. Q89. This area was recently rejected as an area for development by both the residents of West Finglas and An Bord Pleanala. Q91. Councillor Teresa Keegan To request the Manager to address the issue of litter and dog fouling of the pavement on Marlborough Road. It would appear that there is a serious problem in relation to same on this road and the residents are experiencing great inconvenience on a daily basis as a result of this practice. Q93. Ratoath Road Community Liaison Irish Rail project The boundary wall at Ratoath Estate is almost complete and this will be followed by completion of the landscaping. Please note that the Irish Rail community Liaison Officer, Garry Keegan can be contacted directly by residents or public representatives at We have submitted requests to the Traffic Department for improved signage for Pelletstown/Ashtown and Finglas. Royal & Grand Canal Update The Part 8 planning proposal for the canal Greenway has gone on display in Cabra Library and Cabra Area office. The proposal is for the full length of the canal from Sheriff Street to Ashtown, which will be completed in stages. Salesforce, an organisation that facilitates Corporate Responsibility for a number of multinational agencies based in Dublin, will be carrying out an extra clean up of both canals on June 15 th. DCC will assist by removing the collected rubbish. The voluntary cleans up groups are dependent on new people coming forth all the time to refresh the group, particularly during the summer holidays. The Ashtown group are struggling a bit for numbers at present and all volunteers are welcome. They meet at the cafe next to the railway crossing at 11am on Sat 13 th June. The other meeting point is Des Kelly s at the same time. 22

23 COMMUNITY AND SOCIAL DEVELOPMENT Community Plant Sales Community Plant Sales took place during the week last week in May. The Community Development team did the ordering, delivery and distribution of the plants to groups in the area who then organised plant sales in their neighbourhoods. Some groups also did some communal planting in preparation for the City Neighbourhoods Competition. The groups included: Christ the King, Rathborne, McKee Court, Dunard Estate, Dunard Senior Citizens, Serenity Garden, Ellesmere and St Peters Ave. There were also a number of Clean-ups organised in the area including Dunard Estate, C.A.S.S, Phibsborough and Pine Hurst. Social Inclusion Week This was launched on 25th May by Deputy Lord Mayor, Councillor Larry O Toole in the Atrium of the Civic Offices. The Cabra History & Folklore Group s open morning and Christ the King Day Care Centre Coffee Morning went well. The finale was the Let s Go Mental, Event in Cabra Parkside on Friday 29th May from 7-9pm which was organised by Comhairle Na nóg and supported by DCC Staff. The Event was opened by the Lord Mayor Councillor Christy Burke and the theme was taking care of your Mental Health. The young people who participated were given the opportunity to avail of taster sessions including Yoga, Samba, Gym, Disco and fun games and the finished the evening by dancing away to their new dance routine which they learned on the night. Summer Activities The Summer Projects season will be upon us again soon. Applications, fundraising and programming, registration and general organising have been taking place over several months. The Annamoe Project is running over a five week period with a break in August and is purely run by volunteers and caters for around 50 children. Riverston Abbey Project is also run by volunteers and caters for 170 children and runs the 4th to 6th August. Sharing the Journey caters for children with hearing difficulties and their siblings and is run by parents and volunteers. It runs for 3 weeks in July with around 95 children. There are also Summer Activities organised for Cabra Parkside, Ventry Park, Naomh Fionnbarra G.A.A. Club and Cabra 4 youth. 23

Proposal A request to have the public right of way extinguished over the above was received by the Finglas/Cabra Area Offices in March/April The reason for the proposed extinguishment is to allow for the erection of gates on the laneway to prevent continuous fly tipping and antisocial behaviour in the laneway. The extent of this proposed extinguishment is shown on the attached Drawing RM Service Checks A service check will be undertaken to establish the extent of the services located in this area. Suitable arrangements will be put in place prior to completion of this proposal. Statutory Requirement The statutory procedure involves giving public notice of the proposal in one or more newspapers circulating in the City and the affixing of that notice at each end of the right of way for a period of not less than 14 days. 37 Voids Report There are currently 25 vacant units in the Finglas Area: 5 Houses 16 Senior Citizen Units 4 Apartments Rents Update The Finglas Area Office continues to provide a rent assessment service for tenants living in the Finglas area. The Rent Assessment Section conducted 105 rent assessments for the Finglas area in May Kilshane Drive New railings will be fitted around the green area on Kilshane Drive within the next 2 weeks. These railing are to prevent quad bikes using the open space. Prospect Hill The fire consultant (MSA) has yet to complete the review of block two in Prospect Hill. A transfer of block two from the receiver to Dublin City Council cannot take place until this review is complete. The review is expected to be completed in June. At that stage we will update Councillors on the transfer and allocation of this block. On the overall remediation works in the apartments in Prospect Hill the receiver has now put a project team in place and expects to tender the works in late June. Works are likely to commence in September. Finglas West Safety Forum The Finglas West Safety Forum took place on the 26 th of May 2015 at Finglas Celtic Football Club. The meeting was well attended and issues raised were the closing of Fergal s Lane, Motor Bikes on the Dunsink Lands and the Abigail Centre. The Finglas South Safety Forum The meeting took place on the 9 th of June in St. Helena s House. Issues raised were reopening of Dunsink Lane, Burning on the Dunsink Lands, Graffiti in Berryfield Road, rubbish in laneway at St. Helena s and pedestrian crossing on Tolka Valley Road. 37

38 Finglas East Safety Forum At the Finglas East Safety Forum the issue of safety for the elderly regularly using the Ballygall Road West steps from Ballygall Area to Finglas Village has been raised on numerous occasions. We were successful at securing the funding required to carry out essential maintenance works at this location. A large number of the steps were replaced, and a handrail was installed either side of the steps to the rear of the church. A singular hand rail was installed on the steps, to the rear of Rosehill House, and a number of trees were also planted recently in the green area. Avila Park Tender documents for the Pyrite Remedial works to the Community Centre in Avila Park went out to tender on the 5 th of June COMMUNITY AND SOCIAL DEVELOPMENT Finglas Summer Project 2015: This year there will be 9 Summer Project taking place throughout Finglas. Dublin City Council community and social development team in conjunction with Crosscare are continuing to work and support local summer project committees in Finglas. Dublin City Council grant aid summer projects in Finglas. Dublin City Council Finglas Area Office will also make a contribution 225 to each of the Summer Projects to help offset the cost of home based activities. In addition, Summer Project s can avail of our Summer Students when available as well as Fun Inc. which is a 2 hour play programme. Community Information Gatherings A series of meetings with community and voluntary groups in Finglas have taken place over the last number of months. The purpose of the meetings is to invite groups to celebrate and share information about their organisations and to network informally with each other. A meeting for Finglas West was held on Thursday 28 th May in Finglas West Scout Den, the meeting was well attended with representative from up to 30 community and voluntary groups from the area, shared information and informal links were made. A Community Information meeting took place for Finglas East in Fr. Moloney Hall, Drapier Road, Dublin 11 on Wednesday 10 th June

39 Comhairle na Nóg (Let s Go Mental) Dublin City Comhairle na nóg s Let s Go Mental event was held on Friday 29 th May (During Social Inclusion Week) in Cabra Parkside from 6-9pm. The event was well attended and focused on the positive things young people can do for their mental health small things they can do every day which make a big difference to how they feel. This event was supported by the Finglas Community and Social Development team. Social Inclusion Week Social Inclusion Week took place between Monday 25 th and Friday 29 th May As part of Social Inclusion Week, Dublin City Council in conjunction with Finglas Traveller Development Group and the Fingal Centre developed a programme which resulted in the making of a Quilt. The Quilt was made by members of the Travelling and settled Community. The Quilt was displayed in the Atrium of the Civic Offices and was a backdrop for the launch of Social Inclusion Week. The Board of Management of Finglas West Community Hub held an Open Day on Thursday 28 th May as part of Social Inclusion Week to celebrate the many activities that take place in the Centre week to week. Finglas Positive Ageing Week 2015 Finglas Positive Ageing Week will take place between Monday 28 th September to Sunday 4 th October The programme of events is near completion. This year s events will include a wide range of activities from indoor bowling to pool competition not forgetting the annual Senior Citizen Ball which will be once again held in Erin s Isle. Positive Wellness Week 2015: Positive Wellness Week will take place from Monday 7 th to Friday 11 th September A number of events and workshops are planned for the week: these include Safetalk, Assist, Holistic Morning, Tree Planting, Mindfulness and a seminar on Foetal Alcohol Syndrome. The Finglas Positive Wellness consists of representatives from the Finglas Suicide Network, The Meeting Place Club, Finglas Safety Forum, The Fingal Centre, Pavee Point, Mental Health Ireland and Dublin City Council. Better Outcomes for Children -Finglas: The Better Finglas Programme will be launched on Friday 19 th June 2015 at in St. Canice s Parochial Hall. Dr. Niall Muldoon will officially launch the programme which will focus on 5 strands, Interagency, Pregnancy & New Parents, Parenting, Early Years and 39

40 Literacy. The Better Finglas Programme will be moving to St. Malachy s school over the summer months. Finglas Festival Committee: Dublin City Council continues to support the Finglas Community Festival. The Festival will run from Monday 13 th to Sunday 19 th July The Festival programme has many family friendly events. Dublin City Council has, in conjunction with the Finglas Festival Committee organised Opera in the Open, a poetry evening with Paula Meehan and a Family Fun Run/Walk. 41 The Chairperson and Members of the North West Area Committee Meeting: 16 th June 2015 Item No: 13 North West Area Sport, Recreation and Development Update Complete Poppintree Change for Life This was a comprehensive 8-week health and wellbeing programme targeting adults in a designated area of social disadvantage. The programme was designed following a discussion with the Poppintree Health for All steering group regarding the needs of the area. Activities included weekly keep fit and learn to run classes plus a range of workshops on specific health topics delivered in conjunction with relevant agencies. Seventeen participants registered for the programme and although numbers declined as the weeks went by, feedback from those who attended was extremely positive. All participants were encouraged and supported to attend the parkrun in Poppintree Park on March 14 th. The Sport & Recreation Officer worked in partnership with Poppintree Community Sports Centre to host a socialisation event/tour of the facility for participants of Poppintree parkrun following the run on March 14 th. Operation Transformation Dublin Walk and 5k The Sport & Recreation Officer assisted with the planning, organisation and promotion of the Dublin City 3k Walk in St. Annes Park on 17 th of January. This walk aimed to introduce people to physical activity though a supervised, led walk in a safe environment. Socialisation and fun were high priorities for event leaders. The Sport & Recreation Officer also assisted with the promotion and safe implementation of the 5K Operation Transformation Fun Run in the Phoenix Park on Saturday the 21 st of February. 41

42 Belly Dancing This six-week programme run in conjunction with Finglas Youth Resource Centre aimed to increase cardiovascular fitness, balance, coordination and confidence in teenage girls. St. Michaels House Multi Sports This six-week multi-sport programme run in conjunction with St. Michaels House was designed to improve physical fitness in adults with intellectual disabilities through delivery of fun interactive games. Scoil Chiarain Multi Sports This four-week multi-sport programme runs in conjunction with Scoil Chiarain youth project was designed to improve physical fitness in adults with intellectual disabilities through delivery of fun interactive games. DIT Special Populations Project This partnership project between DCC, Dublin Institute of Technology (DIT) and Age and Opportunity s Go for Life incorporated a Learning with Communities project into the curriculum of DIT Leisure Students. The project teaches students about planning, organising and delivering an exercise to music programme to older adults. Training is both theoretical and practical. The Sport & Recreation Officer was responsible for coordinating all community sessions citywide. These took place in Crumlin, Ringsend, Gloucester Street and Manor Street. Unfortunately there were no sessions in the North West area as venues had to be within a 30-minute walking distance for students. Jumping Jacks Jumping Jacks is a Fundamental Motor Skills programme designed by the Sport & Active Recreation Team to develop these skills in children with sub-standard physical abilities. A 10-week programme was rolled out in Poppintree between February and April The project was run in conjunction with the Aisling Project and St. Josephs School, Ballymun with assistance from Poppintree Community Sports Centre and the HSE Physical Activity Promotion Officer. Over 20 children between the ages of 8 and 12 took part in the programme and results of fitness tests carried out at the start and end of the programme revealed increases in agility for the majority of participants. Schools Fitness Testing A battery of fitness tests was carried out with 5 th and 6 th classes in Oliver Plunkett School, Finglas South to establish current fitness levels. 42

43 Momentum Introduction to Physical Activity Momentum is an educational and support programme run by the Fingal Centre for recovering drug addicts. A physical activity workshop was delivered to participants of the Momentum programme to raise awareness as to the importance of physical activity and establish the amount and types of physical activity participants were currently engaging in and explore ways they could increase levels. Following this workshop, two fencing sessions were arranged to introduce the participants to a challenging new activity. None of the participants had ever attempted to fence before so the sessions really took them out of their comfort zone. However, with the support and encouragement of the instructor, all participants gave engaged which resulted in a real sense of empowerment. Active Leadership The Active Leadership course aims to give participants the knowledge, skills and confidence to deliver physical activity sessions to children in their care. Twenty two participants attended a course that was delivered in Poppintree Community Sports Centre on Saturday, June 8 th. Participants were from a number of summer projects and youth groups in the North West Area. Go for Life Games The Go for Life Games are an initiative of Age and Opportunity s Go for Life Programme. The Games involve three sports, adapted by Go for Life, that can be played in Singles, Pairs and Teams. Lobbers- adaption of Petanque and Boules Flisk- adaption of Frisbee and Horseshoe Pitching Scidil-adaption of Ten-Pin Bowling and Skittles The Dublin City Trials were held in Cabra Parkside on Friday, May 22 nd. A team from the South City were the winners at the Dublin City trials and went forward to represent Dublin City in the National Games held in DCU on Saturday, June 8 th. Ballygall Keep Fit The Sport & Recreation Officer continues to work with Ballygall Active Retirement Group to engage older adult specialised fitness instructors to deliver their weekly keep fit classes. These classes are designed to increase strength, balance and cardiovascular fitness in older adults. 43

44 Champions Day Champions Day is a Multi-activity sports day for adults with intellectual disabilities. This event took place in Ballyfermot Sports and Fitness Centre on Thursday the 28 th of May A group from Aird Nua on the North Road, Finglas attended the games. Activities offered on the day included Archery, Boccia, Table Cricket, Chair Aerobics and Pitch and Putt. All participants received a commemorative T-Shirt plus were treated to a free lunch. The event achieved its goal which was to introduce people with intellectual disabilities to a range of activities in a social and fun environment. Lord Mayors 5 Alive Challenge This is the 3 rd year of the Lord Mayors 5 Alive Challenge. The project challenges 200 people to complete 5 races from the 1 st of January to April. Distances range from 5 kilometres to 5 miles. The Sport & Recreation Officer assisted with the support and encouragement to participants. The project cumulated with a celebration evening in City Hall on April 24 th. Physical Activity Leaders (PALs) Training The aim of PALs course is to train older adults to go back and lead their own group in short exercise routines, fun games, simple dances and basic sports. The PALs training course consists of 8 workshops - Basic Principles, Sit Fit Activities, Better balance, Going Strong, Rolling and Bowling, Pitching and Tossing, Stepping and Strolling, PALs skills. The first four workshops took place in Finglas Youth Resource Centre during March and April 2015 and the second 4 workshops will be delivered in September and October. Twenty-four participants attended the first four sessions, the majority of whom are based in the North West Area. Child Protection Training Safeguarding 1 Code of Ethics and Good Practice in Children s Sport is a 3-hour basic awareness workshop. The workshop outlines policies and procedures sports clubs should have in place to ensure the club is child-centred. It is recommended that all sports club volunteers and coaches partake in this training. Twelve people attended a Safeguarding 1 course tutored by the Sport & Recreation Officer on the 12 th of February, Safeguarding 2 Club Children s Officer Training is a 3-hour workshop for those intending to act as the Club Children s Officer in their Sports Club (this replaces the previous 6-hour workshop). The workshop expands on the knowledge gained in the safeguarding 1 workshop with specific emphasis on the role and responsibilities of the Club Children s Officer. Thirteen people attended a pilot Safeguarding 2 course co-tutored by the Sport & Recreation Officer on the 26 th of February,

45 Current Poppintree Meet & Train A new Meet & Train group was set up in Poppintree Park on Monday the 27 th of May. The aim of the group is to provide a free weekly recreational running session for local people. Participants are also encouraged to take part in the weekly Poppintree parkrun which takes place in the park every Saturday morning. Numbers have been consistently high since the programme commenced with between 15 and 30 people attending on a weekly basis. The Sport & Recreation Officer is now working with Athletics Ireland to hand ownership and leadership of the club over to the participants and ensures its future sustainability. Badminton A6-week recreational badminton programme is currently being delivered in the Finglas Youth Resource Centre for clients from EVE Airdnua. All participants have diagnosed mental health problems. Balance Matters Balance Matters is a falls and fracture prevention exercise and socialisation programme developed, delivered, monitored, evaluated and progressed by an interagency group in the Ballymun area. The programme is based on the recommendations of the National Strategy to Prevent Falls and Fractures in Ireland s Ageing Population and also strives to tie in with the strategies of the represented agencies of the interagency team i.e. Dublin City Council Sport & Active Recreation Service, the HSE Physiotherapy Service, HSE Health Promotion Service, and Ballymun Whitehall Area Partnership. Following the dissemination of the Ballymun Whitehall Area Partnership, the remaining members of the interagency group have been working to expand the steering group partners to ensure the future sustainability of the programme. Poppintree Community Sports Centre has recently come on board and the weekly Exercise and Socialise programme has now been moved from Marewood Court to the Poppintree Centre. Numbers for this programme are now at capacity, with 27 older adults attending the most recent session. The steering group must now work to look at options to cater for the growing numbers. Other new partners include Crosscare, Santry Community Resource Centre and DCC Ballymun Area Office. The new SICAP programme has also expressed an interest. 45

46 St. Canices Community Games The Sport & Recreation Officer has been working closely with the existing St. Canises Community Games to expand their reach by linking them with other interested parties, expanding their area and providing funding. Upcoming Bike Week National Bike Week takes place from the 13 th to 21 st of June A bike maintenance workshop has been organised in conjunction with Humphries Cycles and Finglas Youth Resource Centre. This will take place on Thursday the 16 th of June from pm. The NWA Sport & Recreation Officer is also acting as the link between the sports section and the Planning and Roads and Traffic Department for Bike Week activities. Finglas Fun Run A 5-kilometer Community Fun Run is being planned by the Sport & Recreation Officer in conjunction with the Finglas Festival Committee. The Event will take place on Saturday, the 18 th of July at 11am. The route will commence at Erins Isle, loop Tolka Valley Park and return to Erin s Isle. Promotional material will be distributed in the coming weeks. Yoga The Sport & Recreation Officer is working with partner agencies from Poppintree Health for All to provide taster yoga classes to community members. It is hoped this will build interest in the activity leading to a sustainable weekly class. Hillwalking The North West and Central Area Sport & Recreation officers are working together to coordinate a hill walking programme for clients of Headways (an agency working to support people with acquired brain injury). 64 The Chairperson and Members of the North West Area Committee Meeting: 16 th June 2015 Item No: 23 PUBLIC DOMAIN REPORT ENFORCEMENT We are currently investigating a number of dumping black spot locations and we will follow up with enforcement of the Bye-Laws for Presentation and Collection of Domestic Waste. We have carried out inspections weekly on bins presented for collection since January. Once the relevant information is ascertain we write to households whom we deem to have no collection arrangements in place following weekly surveys. We inform them of the Bye- Laws and their responsibility to have a waste collection service. These letters are followed up by a door to door blitz to obtain further information and to establish evidence of a valid waste collection. A number of warning letters were also issued in relation to a build up of waste in front gardens. Due to resource issues we are limited in the time we can allocate to such operations. However, we are committed to eliminating illegal dumping in the area where possible. 65 Bottle Banks We have carried out a review on all bottle banks in the area. We have requested that Waste Management Services initiate a maintenance programme in the North Waste Area and ensure that all banks are cleaned & painted over the coming weeks. To date maintenance on the following bottle banks has been completed: Coultry Green Shangan Road opposite church Ballymum Shopping Centre Tolka Valley Road ( locations also amalgamated) Cappagh Road Essential Road Works As per requirements of Fingal County Council, New Century Engineering will be carrying out Essential Drainage Works to the foul sewer Network on the Cappagh Road in Finglas. The purpose of the works is to improve the capacity of the existing drainage network. Phase 2 of the works commenced on Tuesday 2 nd June From Monday 15 th June works will be operated under a lane closure, and with a secondary permanent signal moved to the Ratoath Drive junction for Dublin bus and local access only. 71 1. COMMUNITY UPDATE Summer projects There will be a total of seven summer projects running in the Ballymun area this year. Six of these projects are open projects ; one of the seven is the Aisling Project which is for children and siblings who attended the Aisling project. Dublin City Council advertised the project dates in the local newspaper. The Community & Social Development Section are working closely with all 7 groups.. The projects also receive a City Council summer project grant. The Ballymun Area Office is assigned two summer students who support summer projects who need additional assistance on trips and activities. The event will be held from 11am 3pm. CAFTA resident engagement actions Two of the CAFTA staff are currently engaging with residents from several different areas, both Ballymun east and west. They are engaging with residents on environmental projects and different actions in relation to their communities. Currently both workers are engaging with residents from Belclare Place who have recently completed refurbishing their green space, Sandyhill area completed their first community clean up, Coultry Park are involved in painting communal walls in their area, and Sandyhill Court completed their first clean up. Global Action Plan In partnership with Dublin City Council & CAFTA, Global Action Plan completed the first community gardening education workshop. The workshop was run in Sillogue Neighbourhood Centre. This is the first of six workshops that will be held during the summer months. For more information please contact Niamh Reilly on Environmental projects Trinity Comprehensive took part in a clean up on the school grounds and immediately outside the school. Throughout the day there were students involved from each of the 72

73 academic years. They also held a ceremony which Community staff attended to celebrate the unveiling of their first green flag. The Community team met with the principal of Virgin Mary girl s school with a view to starting a project to clear the beds in their playground and start a planting program with the students which may also involve a project with GAP. Due to the fact that the school will be closed over the summer months it has been decided that the heavy work can be carried out during July and August but planting will not take place until students return. Community staff are working with residents in Forestwood Ave to create a memorial type garden in memory of two recently deceased residents, this will involve some painting and planting in the open space / courtyard. We are organising a cleanup with the kids in St Margaret s and we also intend to arrange a clean up on Carton Road for the erection of a crucifix which was made by one of the travelling community. We are working with Ait Linn to develop the garden space to the rear of their premises at 1 Longdale Terrace, this will dramatically improve the privacy for the adjoining neighbours and create a nicer recreation space for the people accessing the addiction service. Frank Darcy came on site and gave some recommendations, we are currently awaiting quotes for plants but some work has already commenced in the garden clearing and painting etc. Planting has begun in Hollywell and Magenta Crescent in preparation for the adjudication in June. Older Persons The Active Living Group is organising new activities for the summer including Tai Chi etc. The Community team took the group to the IFI in Temple Bar for the morning to see a film and all enjoyed the morning. There was a workshop organised as part of the Bealtaine Festival called creaking and its aim was to get older people to speak about what physical activities they did throughout their lives such as if they played sports, danced etc and see how physical they are today. The workshop took place in Marewood Court on the 26th May and it was enjoyed by all that attended. 73

74 Vantastic Shop Route Scheme is starting on a 3 month pilot basis to residents over 65 years of age and residents with disabilities. The service will run from Ballymun to Omni Park Shopping Centre every Friday morning from 19th June 2015 to 4th September Registration will take place at a coffee/information morning in the Axis Centre on Friday 12th June 2015 from Beo Bhailemunna This is the second year of Beo Ballymun, Trad and Ballads Festival. The program is designed to give local musicians an opportunity to perform alongside international acts. This year s festival features the world renowned group, Altan. The festival is funded by Dublin City Council and organised by axis and the City Council. This year s festival has already featured on RTE Radio with a program recorded at the Setanta Club House and broadcast in May. The opening concert will take place on Monday 15th June in the Council Chambers of the Ballymun Civic Centre. Nigerian Carnival of Ireland: This festival is due to take place from the 15th -23rd of August here in Ballymun. The festival is in its 6th year and has relocated from Smithfield and the Phoenix Park. The Northwest Area Office and axis are assisting in all aspects of this major event. It is proposed that the festival will feature the following activities Opening and closing events Two day trade fair Outdoor festival, pageant and parade Fashion show Children s day Inter cultural Football match and sponsored walk Bealtaine Concert This event took place on 20th May in the Atrium of the Ballymun Civic Centre. The concert featured the St Agnes Musical Society from Crumlin performing the hits of Rogers and Hammerstein. There were two hundred and fifty people in attendance. 74

75 Update on community activity outside of Ballymun Santry/Larkhill A variety show took place on May 26th, for Neighbours Day. Two of the main attractions were from Santry, Deirdre Duffy School of Irish Dancing, and Centre Stage. The show was a huge success and about 500 people passed through the venue as part of the event. We are working with a new environmental group in Oakpark. Glasnevin/Drumcondra Community Plant Sales took place the last week in May. The community development team organised the logistics of the ordering, delivery and distribution of the plants to groups in the area who then organised plant sales in their neighbourhoods. Some groups also did some communal planting in preparation for the City Neighbourhoods Competition. The groups included: Christ the King, Rathborne, McKee Court, Dunard Estate, Dunard Senior Citizens, Serenity Garden, Ellesmere and St Peters Ave. There were also a number of Clean-ups organised in the area including Dunard Estate, C.A.S.S, Phibsboro and Pine Hurst. Summer Activities The Summer Projects season will be upon us again soon. Applications, fundraising and programming, registration and general organising have been taking place over several months. The Annamoe Project is running over a five week period with a break in August and is purely run by volunteers and caters for around 50 children. Riverston Abbey Project is also run by volunteers and caters for 170 children and runs the 4th to 6th August. Sharing the Journey caters for children with hearing difficulties and their siblings and is run by parents and volunteers. It runs for 3 weeks in July with around 95 children. Other Activities over the coming weeks include: Shandon Street Party Saturday 27th June, C.A.S.S. Community Fun Day 13th June and St. Peter s Church Garden Festival Sunday 14th June. Environmental Activities May is a month of significant community environmental activities. Again, this year local groups took part in the City Council subsidised summer flowers programme to enhance their streets and neighbourhoods including Community Cleanups. Iona, Prospect Ave., Ellesmere, St. Peter`s Ave. and St. Eithne`s Road (The Ring) present very well and The Ring have applied for a Name Sign / Plaque on the roundabout. In addition, the City Council is continuing to support the very promising Phibsboro Tidy Towns Group. 75

76 2. HOUSING/ESTATE MANAGEMENT Remaining Blocks Demolition has begun on the remaining blocks at Balbutcher Lane and Joseph Plunkett. The programme of demolition should be completed by October C.C.T.V The C.C.T.V system is working well. The programmed maintenance of the system took place in May and included an upgrade of the control room. Other programmed works included the cleaning and checking of the cameras. Cleansing / Waste Management Waste Management and the area office are continuing to combat illegal dumping at open spaces. These measures include using the C.C.T.V system to monitor and identify those responsible. The area office has targeted illegal dumping in Forestwood, Whiteacre, Druid Court and St Margaret s Road over the last month and this resulted in a number of tenants being called in and warned about illegal dumping. Our cleansing crew is continuing with the cleaning of the Courts in Ballymun which are cleaned on a rota basis. Retrofitting Retrofitting of units in Sandyhill is complete, the work included units which were void. Completed units have been handed back and have been let to housing and homeless cases. The work carried out on these units include new pvc windows and doors, boiler upgrade, insulation of attics, external cladding and pumping of wall cavities. Units in Balbutcher, Coultry and Belclare have also had walls pumped and attics insulated. The units in Ard na Meala older persons units have been put forward for inclusion in the next round of works. It is hoped that this work will be approved. Ballymun West Area Report Ard Na Meala- Balcurris Park A number of complaints have been received relating to the volume of quad bikes and dirt bikes in this area, Dublin City Council are in constant contact with the Gardai and the parks department in an effort to contain this problem. 77 Doon & Knowth Court There are a number of small projects planned for Doon and Knowth Court in the coming weeks. The residents are very enthusiastic and a commitment has been given by all to engage in trying to improve the piece of land at the end of the estate. Dublin City Council will be removing the boulders and replacing them with a permanent structure. It has also been suggested to resurface the foot path that has been damaged over the years. (Fire damage) It also proposed to paint the walls. Graigue Court A request for kissing gates has been made for the entrance/exit of this court. (1-12) Knowth Court Dublin City Council is tackling the issue of illegal dumping and non compliance for domestic waste collection. Estate Management and the Public Domain Officer have called to all the houses in Knowth Court that have not provided evidence of their waste providers. Letters were left and a second call to these houses will be made in the coming week. There are a number of small painting projects planned for at the back of Knowth Court. Ballymun East Area Report Cafta are trying to come up with new initiatives to encourage more community involvement as the current initiatives and tenant engagement is growing with residents in nearly all areas getting involved. Whiteacre Park Tendering has finished for the replacement of the play ground equipment which should allow the playground to be finished in time for the summer. The contractors are still working on the fencing around the play ground but this will be finished in time before the play ground work starts. At this stage we will be getting the local kids involved in fixing up the playground. A general meeting has been called for the 18th of June where the community section will outline their plan for summer projects in the area, this engagement will be looked after by the local area office community section. Waste Management and the local area office are currently surveying the areas and houses to establish the compliance if waste management By-laws. 78 Shangan Snagging is still ongoing in the new houses on Shangan Avenue which is nearly completed except for solar and roofing issues. Contractors are continuing to work with BRL over the roofing issues and the solar systems; they hope to start repair works in the coming weeks. Waste Management and the local area office are currently surveying the areas and houses to establish the compliance of waste management by-laws. This is mainly being carried out on bin collection days. Coultry Trees and hedges have been removed from the front of houses and external stairs which improves the look of the area and gives a better sense of security along Coultry Green. Work on the shop van site is completed in Coultry Park and tenants have been painting the area which has removed all graffiti. GAP will be giving a planting course here which the tenants will use to create a garden, equipment and paint have been given for this project which should finish before the end of June.Surveys are at an advanced stage in Coultry Gardens to alleviate the drainage and flooding problems in the area. It is hoped that the works will include the resurfacing of the area. Dublin City Council is committed to finding a speedy resolution to this problem. Waste Management and the local area office are currently surveying the areas and houses to establish the compliance of waste management By-laws. This is mainly being carried out on bin collection days. Longdale and Woodhazel All residents are constantly active in cleaning the front gardens and the street outside each house which has proved successful. Residents in this area are looking to form an action group to go into other areas to clean up and show how easy it is to get involved. Waste Management and the local area office are currently surveying the areas and houses to establish the compliance of waste management By-laws. This is mainly being carried out on bin collection days. Forrestwood and Sallowood Cafta and the tenant engagement initiative are beginning to get a response from the residents here with more people looking to get involved. This has been a bit sporadic in the past as one side of Forrestwood achieved a gold award in the Tidy Towns and the other side is still a dumping black spot, so there will be a concerted effort to work on all communal gardens during the summer time. Most complexes in the area have now got a representative for clean up initiatives. It is hoped that Forrestwood and Sallowood Area s would work a lot better under the tenant engagement initiative. 78

79 Magenta Crescent New street lighting has been installed in Magenta Crescent and the residents are delighted, especially the elderly as they felt vulnerable under poor lighting. Dublin City Council has supplied the cleaning equipment and flowers for their clean up which is ongoing. The pedestrian crossing is still going ahead but is delayed now until September because of a change of design and location. BALLYMUN TOWN CIVIC ALLIANCE Economic Strategy Since taking up the role of Economic Development Officer in late February a lot of time has been spent reviewing previous economic strategy documents. At the request of the Economic sub-committee a PESTEL analysis of Ballymun was completed. The next step is to complete a SWOT analysis and begin to form and implement some strategies that enhance the business support ecosystem in Ballymun. 80

81 Tolka Area Partnership (TAP) Initial discussions have taken place with TAP with a view to delivering some business support initiatives in collaboration with the Local Enterprise Office (LEO). This will be progressed over the next few weeks and months. The idea is to compliment the services that are already being delivered and to deliver programmes where gaps have been identified. Information Event It was agreed with Tolka Area Partnership to have an information event in the Civic Centre to reassure the community, local businesses and stakeholders of the continuation of services. The TAP will deliver a presentation on their plans for Ballymun and the Local Enterprise Office will be invited to deliver a presentation on the supports available to micro-enterprise in Ballymun. A presentation from BTCA to highlight the transition from BRL will also form part of the event. Innovate Ballymun We will work closely with Innovate Ballymun to assist with their integration into the Civic Centre. The Economic Development Officer will work with IB to explore all avenues of funding and provide support during the business planning phase. Retail study A retail study will be carried out to analyse retail seepage out of the area are and the potential future retail provision. The Economic Development Officer will work closely with successful consultant while the study is conducted. Stimulating economic activity The Plaza a brief has been prepared to carry out a feasibility study on the Plaza. The objective of the study is to make it more user-friendly to increase usage on a daily basis which in turn might help the surrounding businesses. Vacant Neighbourhood retail units There are many of these units still vacant and over the coming months we will look to put strategies in place to generate interest. 81

82 Communications In light of some of the negative press this year surrounding the closure of the Shopping Centre it was agree to form a communications committee to assist with: Communicating with the public Media relations Online presence e-zines This committee will be formed and advice form he Press Office of Dublin City Council will be sought. We will continue to press on with installing free Wi-Fi for the Ballymun town Centre and the website to support it. Business Expo It was agreed with the North Dublin Chamber of Commerce to have a designated Ballymun area at their next expo. in September. Over the next few months we will work closely with NDCC and local businesses and stakeholders to ensure Ballymun puts its best foot forward. We will firm up on the participation and display details. Ballymun4Business It was agreed that this network or should now be under the remit of the Economic Development Officer. We will work with the Chair of the network to ensure that support for local businesses continues. A review of meetings, online presence and strategic direction will take place with a view to making some improvements on the current model. Local Area Plan The Economic Development Officer will work with the Local Area Planner to ensure economic development is prominent during the planning process. Social Regeneration The Social Regeneration Committee held a meeting on the 11 th of May. Michael Bowe from the Tolka Area Partnership gave an update on their plans for the area. They will operate from the Travel Lodge until the end of the year and negotiations are ongoing in relation to a potential move to the Civic Centre if space becomes available. There will be a core staff of between 4 and 8 facilitating this area. Christine Lodge from BRYR gave a presentation on their new programme Jumpstart. This project is funded by Dublin City Council and its core 82

83 aim is to reintegrate youngsters with complex issues back into mainstream education. The next meeting of this group will be held on the 6 th of July. The next meeting of the Physical Working Group is on the 10 th of June and the Economic Working Group will be held on June 12 th. A full meeting of the Alliance is scheduled for July the 9 th. 4. SAFER BALLYMUN Safer Ballymun Public Meeting There was no presentation at this meeting to allow the regular attendee s time to raise issues that were not raised at the last meeting due to time restraints. The main issue that was raised related to anti-social behaviour in the parks in Ballymun, and the problem with bikes/ quad bikes in the area. Sgt Bernard Young stated that 50 bikes have been seized since the last meeting. It was also agreed that a closer look into the issues leading up to the drinking/ anti social behaviour in Poppintree Park be reviewed in an attempt to avoid the problems that occurred last summer. Dublin City Council gave an update relating to the shopping centre. The proposal for the sale of the new Shopping Centre site went to the Area Committee. 95 Introduction Overview Dublin City Council is commencing the preparation of a Local Area Plan (LAP) for Ballymun. The preparation of an LAP is identified as an objective of the current Dublin City Development Plan In 1997 a government decision was made to regenerate the area of Ballymun. Dublin City Council set up Ballymun Regeneration Limited (BRL) to oversee and implement the regeneration process. The Ballymun Masterplan was produced in 1998 following intense consultation with the local community, and the regeneration process has been carried out in line with the Masterplan aims and objectives which comprise the These four objectives ensure that the regeneration process is not overly focused on the physical elements of the demolition and rebuild, but is clearly targeted towards the creation of a sustainable community. The four pillars (economic, social, environmental and physical) of the regeneration process are fundamentally inter-linked and dependant on one another. The landuse proposals contained in the Masterplan have been incorporated in subsequent Dublin City Council and Fingal County Council Development Plans Ballymun Regeneration has acted as agent of Dublin City Council in respect of the City currently being wound down and all of the roles and responsibilities of the regeneration company are transferring into Dublin City Council. In tandem with this wind-down in order to safeguard the investment made in the area to date and to ensure the regeneration is brought to a successful conclusion, it is proposed to prepare a Local Area Plan for the area. The LAP will review the progress made in implementing the aims and objectives of the Ballymun Masterplan, and provide an updated strategy in relation to the development and management of the area moving forward to meet the needs of the existing community and proposed new community that was envisaged under the Masterplan, a new town of 30,000 no. inhabitants. Purpose of the Issues Paper An important step in making a LAP is to identify the issues for the local area which need to be addressed. To assist in the process of preparing the LAP, Dublin City Council is calling for submissions from the public on issues which the plan should address. It is an early and important step in the process before writing the draft LAP and ensures that local issues are identified at an early stage to inform the preparation of the draft plan. This document poses a series of questions under a number of themes to prompt ideas on the type of issues that the plan should address. The questions and themes are not exhaustive. The public are encouraged to make a submission on issues that are important from their experiences and perspective and to use this document as a general guide. Stages of a Local Area Plan Figure 1 summarises the key stages in making a Local Area Plan and highlights the current Issues Paper stage. 95

96 Location and Context Ballymun is located approximately 8km north of the City Centre and immediately to the south of the M50. The majority of the area is located in the administrative area of Dublin City Council with the northern M50 lands located within F area. At a strategic level, the plan area is notably close to: - - Dublin Airport and related businesses - Dublin City University, main campus and Innovation Campus - Botanic Gardens - Northwood Business Campus - The M50 motorway At a local level, the area is influenced by: - - Charlestown Shopping Centre, Finglas - Omni Shopping Centre, Santry In this regard, it is important to recognise both the wider and also the local context when assessing the potential issues and opportunities for the Ballymun area. 96

97 Proposed LAP Boundary The proposed plan area covers an area of approx. 220 hectares. On the eastern side of Ballymun Road, the northern boundary is set by Santry Avenue and by the residential estates of Shanliss and Oldtown to the east and south. On the western side of Ballymun Road to the west and the residential estates of Oakwood, Cedarwood, Pinewood and Willow Park to the south. Both the northern and western boundary corresponds with the administrative boundary between Dublin City Council and Fingal County Council. forms a crucial contextual zone for the LAP. As such Dublin City Council will liaise closely with Fingal County Council in the preparation of the Ballymun LAP. Environmental Assessment Environmental assessment of the Local Area Plan will be carried out under the following three processes: - Strategic Environmental Assessment (SEA) which originates from the EU Directive 2001/42/EC, which seeks to provide for a high level of protection of the environment and to contribute to the integration of environmental considerations into the preparation and adoption of plans. - Appropriate Assessment (AA) which is a process which stems from Article 6(3) and 6(4) of the EU Habitats Directive 92/43/EEC, which seeks to ensure that the plan does not adversely impact on the integrity of a European site. - Strategic Floor Risk Assessment (SFRA) of the plan will also be prepared in keeping with the EU Floods Directive 2007/60/EC and with procedures set out in Irish government guidance, The Planning System and Flood Risk Management. 97

98 Dublin City Development Plan One of purposes of the proposed LAP is to provide a more detailed and area focused document to assist the implementation of the Dublin City Development Plan The LAP will guide the implementation of the policies of the development plan in Ballymun. These designations include: - Key District Centre (KDC) These are the top tier of urban centres outside of the city centre. These centres will be strong spatial hubs, providing for a comprehensive range of commercial and community services. Strategic Development and Regeneration Area (SDRA) The Development Plan sets out guiding principles for the development of Ballymun including: - (i) (ii) Maximise the economic potential in accordance with its strategic location, the proposed Metro North and its designation as a KDC Seek innovative planning responses for the key sites in the area (iii) Create internal and external links throughout the area removing barriers to movement (iv) (v) (vi) Create a network of well connected sustainable mixed neighbourhoods, providing a range of facilities and a choice of tenure and house types, promoting social inclusion and integration environment Promote Ballymun as a leading arts and cultural hub Key Developing Area (KDA) These are the main growth areas of the city over the period The development of these areas, of which Ballymun is identified as being a KDA, will create clusters of economic, commercial and residential neighbourhoods close to public transport corridors. The City Development Plan is currently under review with the new Plan ( ) currently being prepared. It is a requirement under the Planning Acts that the Local Area Plan must be consistent with the City Development Plan in place at the time of making the LAP. 98

99 The Vision for the Ballymun Local Area Plan The vision set out in the 1998 Masterplan for the regeneration of Ballymun was the economic, social, environmental and physical regeneration of the area and the creation of a new town for approx. 30,000 no. inhabitants. A significant amount of this work has been completed to date: of the original 36 no. flat blocks, 33 no. are demolished, and work is underway on the demolition of the remaining three; almost 2,000 no. replacement housing units have been provided and an additional c. 1,350 no. homes have been provided in the area through private sector investment; community buildings, parks and neighbourhood centres have been developed to serve existing neighbourhood areas; a new Civic Centre has been developed at the town centre and commercial development has taken place in and around Main Street. All of the tenants from the flat blocks have been re-housed and BRL, the agent in charge of the regeneration process is being wound down with roles and responsibilities transferring to the City Council. It is important to acknowledge at this time however that all of the aims, objectives and actions of the Ballymun Masterplan have not been realised. Due to the financial limitations set by the economic climate in recent years, development of several key sites on Main Street and the M50 lands identified for private investment (residential and commercial) has not progressed in accordance with the aims and aspirations of the Ballymun Masterplan. This has had a negative effect on the tenure diversity and the development of employment opportunities within the area. As a result the dependence on social supports and services is still very high relative to other parts of the city. Delivery of certain elements of infrastructure (roads, drainage) set out in the Masterplan has also been deferred. Vacant commercial units exist in and around Main Street and in some of the neighbourhood centres. The lack of development of the town centre creates a negative image on the physically regenerated Main Street and provides a reminder of the old Ballymun. The following strategic issues encapsulate the challenges facing Ballymun, at this time: - 1. Development of the Town Centre and Main Street 2. Development of the M50 Lands as employment generating lands and fulfilling 3. Continued rebalancing of Tenure Diversity 4. Completion of Infrastructure 5. Social, Community, Recreation and Cultural Development Issues 6. Development and Implementation of Economic Strategy There are c. 40 hectares of land available for mixed use commercial and residential development (including the mixed use shopping centre site) within the Ballymun LAP area and within the adjoining Ballymun M50 lands (c. 27 ha). This land bank is serviced and is under the ownership of Dublin City Council thus putting Ballymun in an unique position to take advantage of the current economic upturn and become a strong growth centre of the City, in line with the Development Plan policies. As such it is important to set out the future development context both to protect the significant investment made in the area to date and to guide the continued sustainable development of the area. The proposed LAP will seek to address these issues. Considering the original vision and objectives for this area, the following questions require consideration: - 1. What is your vision for Ballymun? 2. What should the LAP target specifically to help achieve this vision? 99

101 Employment / Economic Development Masterplan Intent A key element of the economic regeneration programme was the development of the lands in a strategic and coherent manner to develop Ballymun and attract investment to the area. Specific development areas, i.e. Main Street, M50 lands and the neighbourhood centres, were identified to target and facilitate inward investment. Developing the identify of Ballymun as a destination within its own right, is seen as central to achieving this core objective, and establishing the town as a net contributor to the local city economy. Main Street: The Ballymun Masterplan sought to provide the opportunities for creating a vibrant town centre for Ballymun. Historically there was only one east and west vehicular connection provided at the centre of Ballymun in the form of a large roundabout and with an underpass for pedestrian movements. The aim was to create a proper Main Street by removing the underpass, slowing the traffic and providing new junctions and connections from Main Street into the neighbourhoods and improving access and permeability in and out of the centre of Ballymun. Key development sites were identified on both sides of Main Street for commercial, retail, office and civic uses. M50 Lands: The 1998 Masterplan for Ballymun notes the strategic location and high development the development potential of these lands this area was earmarked for employment generating uses. At the beginning of the process, the issue for these lands was their lack of connectivity to the adjoining road network, as the lands were only serviced by th poor condition and would not be able to cater for the development of the lands and the associated traffic generation. Furthermore the lands were poorly drained and had significant level differences. Therefore the intent and priority was to set up the development framework including key development sites and identify the road network to access the development potential of the lands. Current Context Main Street: Some commercial development and activity has taken place, primarily focused on the centre - arts and community resource centre, has provided a new nucleus for the town. Gateway buildings have been completed on sites north and south of Main Street, with student housing and new hotels constructed. A new leisure centre, Garda station and social welfare offices have also been completed. The proposals which were granted planning permission for the redevelopment of the Ballymun Shopping Centre have unfortunately fallen foul of the economic downturn. In order to attempt to see this land developed Dublin City Council recently acquired the title to the Shopping Centre lands, with a view to demolishing the existing dilapidated centre and redeveloping the site. The changed economic environment has also resulted in undeveloped exposed sites (i.e. to the north of Balbutcher Lane North and Shangan Road) and the presence of vacant units along Main Street (i.e. at Santry Cross and The Plaza hotel mixed use developments). M50 Lands: The attraction of the IKEA retail anchor store to the M50 lands has helped attract people to Ballymun, albeit on the outskirts of the town. It was also the catalyst for the construction of the realigned St. Marg surrounding lands. There is a need to built on this success and create more employment opportunities on these lands. Located just outside the LAP area these lands are zoned for 101

102 employment generating uses under the Fingal County Council Development Plan At the micro level ongoing successful projects within Ballymun include the establishment through public consultation of the cross cutting Rediscovery Centre concept; a resource recovery and education centre which has a number of standalone businesses with a focus on local employment and re-training, and the initiation of and continued involvement with he Green Way organisation; a cross sectoral collaborative organisation developing an internationally recognised green economic zone in the north side of Dublin city, of which BRL was one of the founding members. In 2014 a Draft Economic Strategy was produced and preliminary consultation has taken place with a number of key stakeholders. The Strategy provides a number of key objectives including marketing and branding Ballymun; promoting and progressing the development of vacant sites; delivering on the Green Agenda and nurturing an environment which attracts additional social and environmental innovators into the area. Issues In terms of moving forward it is extremely important to continue to attract investment into the area in order to safeguard the investment and to build on the changed image and perception of Ballymun. Creating opportunities for employment and developing the Main Street in line with its status under the Development Plan as a Key District Centre is vital for the economic success of the regeneration. Key ingredients for an enduring Main Street are density and a good mix of uses commercial, retail, offices and residential. Higher densities are needed to help create a viable local economy and to support a good public transport system. Furthermore consideration should be given to how Ballymun can attract new businesses to the area to fill the vacant units which will help to re-energise the streetscape and attract people into the area. With the departure of Tesco from the Ballymun Shopping Centre there appears to be considerable retail seepage from Ballymun into adjoining centres of Charlestown and Omni Shopping Centres, negatively impacting on the retail commercial spend in and around Ballymun. How much retail spend can be recaptured, what level of retail is appropriate, and what the market will deliver in the short and long term are key considerations for the LAP. Fingal County Council, should also be considered in tandem with the LAP as part of an overall objective for economic success. Exploring options for building on the success of the Rediscovery Centre, the proximity to perhaps promoted as a centre of excellence in the Cleantech sector. Key questions for the future economic development of the area might include:- 1. What are the key economic issues for Ballymun? 2. How can Ballymun attract more economic development into the area? 3. How can Ballymun attract additional social and environmental innovators into the area? 4. How can Ballymun attract start up businesses to the area? 5. What would be the best way to market and brand Ballymun to attract economic development into the area? 102

103 6. What will be the best way to foster and build partnerships with strategic players to identify and implement innovative economic and development strategies in the Ballymun area 7. What types of services and business are missing in the local area? 8. How can the LAP facilitate / stimulate the development of vacant sites within the Ballymun area? 9. How can the LAP help to enliven the Main Street, in particular the uptake of vacant commercial / retail units? 10. How can the LAP attract and facilitate high density and employment generating uses to the M50 lands? 11. What are the types of uses which should be prioritised for the M50 lands? 103

104 5. Housing and Tenure Diversity 5.1 Masterplan Intent The Ballymun Masterplan sets out a clear strategy which was approved by Government to change Ballymun from being a failed public housing estate to becoming a sustainable town. In 1998, at the start of the regeneration process, the tenure mix was 80% social, 20% private, whereas the national average for social housing stood at 9.7%. The only housing options in the area were in the form of a flat block in one of the 36 no. towers (2,814 no. flats) or a two storey 3-bed dwelling (1,987 no. houses). Key to becoming a sustainable town is the need to address both the type of housing available and the tenure diversity throughout the area. Providing a mixture of house types to suit the young, families, the elderly etc is important in the creation of sustainable neighbourhoods. A more balanced tenure provides more money to support services; reduces demand on services; improves the reputation of and confidence in the area, and increases tenant satisfaction. This was targeted for achievement by promoting home ownership, the development of local co-operatives, the development of voluntary housing and through the provision of incentives for private sector investors and owner-occupiers. 5.2 Current Context The tenure diversity of the area was monitored throughout the regeneration process with BRL producing Tenure Diversity reports in 2007, 2009, 2010, 2011 and While much has been achieved to date, levels of home ownership are still relatively low at 24.84% and levels of social housing still high at 56.57%. The private rented sector accounts for 12.60% of the housing stock existing in Ballymun. Ballymun is designated as a regeneration area under the Social Welfare and Pensions Act 2007 and Supplementary Welfare Allowance payments in the area are subsequently restricted. This designation was achieved to ensure that the overall housing strategy for Ballymun was not undermined. Given the available land remaining for residential development a tenure mix of 60% private and 40% social could be achieved if the remaining land is utilised for private housing. New house types; apartments, bungalows and duplexes, and 1-, 2-3-, and 4-bed units have all been introduced into the area providing a more options for people to stay in the area as their lives change. 5.3 Issues The lack of progress in achieving an improved tenure mix over the last number of years can in part be attributed to the collapse in the private housing market (i.e. the undeveloped sites). With no new private housing completed, and with some private units unsold and unoccupied, the challenge to achieve tenure diversity is greater than ever. Considering the improvements to tenure diversity which have taken place, the following questions arise: - 1. How can Ballymun achieve a more diverse tenure mix? 2. What measures are best promoted to increase home ownership among Dublin City Council tenants? 104

105 6. Infrastructure 6.1 Masterplan Intent The roads and services network in pre-1997 Ballymun was loosely aligned to the layout of the tower and spine blocks rather than the roads. The service network was generally underprovided, congested, dilapidated and inaccurately recorded. Roads and services had to be upgraded to meet current standards and facilitate the scale of new development proposed. The Ballymun Masterplan set out a number of key initiatives to address and improve permeability within the Ballymun area and to improve their connectivity to the surrounding hinterland. These form a fundamental part of the regeneration plan as they propose to rationalize original inadequate housing estate road layout and form a robust urban street pattern. This is the key to releasing sites suitable for future development that will help copper fasten the improvement in tenure diversity, and economic investment required to sustain the regeneration into the future, and safeguard the public monies investment in the social, physical and economic regeneration of the area. 6.2 Current Context While much has been done the replacement and renewal of infrastructure is not complete. The work falls broadly into but is not limited to the following areas: - 1. Primary Network and Associated Services (a) Realignment of Main Street and connections into the five neighbourhoods 2. Secondary Network and Associated Services (a) Augmentation of existing, or provision of new roads and services to improve permeability within and through Ballymun, as well as enhancing the connectivity of Ballymun with its surrounding hinterland. This also relates to the provision of facilities for pedestrians, cyclists and public transport. (b) Realignment and upgrading of existing roads and services to facilitate forming of development sites (c) Decommission of District Heating and High Pressure Watermain systems (d) Provision of a suitable surface water drainage system Public transport has significantly improved in tandem with the infrastructure improvements. A Quality Bus Corridor (QBC) is provided along Main Street improving travel times in and out of Ballymun. As per the Masterplan, the realignment of Main Street is sufficiently wide enough to cater for an over ground LUAS. A railway order was subsequently obtained for a metro system, with a stop located in the heart of Ballymun at the Civic Plaza. An additional stop is proposed for south of the M50, on the east side of the R108/Ballymun Road on the Northwood lands. To enhance connectivity for the lands on both sides of the R108/Ballymun Road, local Objective 452 of the Fingal Development Plan seeks the provision of a pedestrian/cycle and vehicular/bus underpass to link lands at Northwood to the employment generating lands to the west of the R108/Ballymun Road. Due to reduced public finances the Metro North project is currently on hold, with the Government examining alternative options for connecting the airport / Swords with the City Centre. In addition to the above, the Masterplan included objectives to improve the physical connections with the existing adjoining residential areas of Santry and Glasnevin in order to improve accessibility between Ballymun and these adjoining areas (e.g. Oldtown Gap). 105

106 6.3 Issues There are a number of deferred road and drainage infrastructure projects which are essential to complete the build out of Ballymun. The impact of these omissions includes the following: - (a) Reduced connectivity and permeability, a key aim of the Masterplan (b) Secondary service links (i.e. ESB, UPC, Gas, Drainage) remain incomplete (c) Upgrade of existing road network remains incomplete It is important that these deferred projects are prioritised to address these issues and ensure the completion of the strategic infrastructure network in Ballymun. There is a level of uncertainty regarding the Metro North proposals. In the recently published Fingal/ North Dublin Transport Study, by the National Transport Authority (Nov 2014), five of the six options put forward for further examination, connecting the Airport to the City Centre, involve routes through Ballymun. The provision of a high quality and high speed public transport system through Ballymun is seen as an essential component for the regeneration process. The location and availability of car parking in and around the Civic Centre and Main Street has previously been identified as an issue. The lack of dedicated signage may also be an issue, especially for new visitors to the area. Issues for consideration include: 1. Where are the areas in and around Ballymun which require improved connections? 2. Are there any improvements required to the bus network in and around Ballymun? 3. Are there any improvements needed to cycle and pedestrian network in and around Ballymun? 4. Do you think car parking in and around Main Street / Civic Centre is an issue? If yes, how do you think this can be improved? 5. Are there additional connections needed between Ballymun and the adjoining residential areas? 106

107 7. Social, Community, Recreation & Cultural Development 7.1 Masterplan Intent Prior to the commencement of the regeneration process, there were a large number of established community groups active in Ballymun operating in many cases from residential flats and inadequate premises (c. around 200 no. groups in total operating in Ballymun). Many of these community groups had been in operation for a considerable number of years typically occupying otherwise empty basement units in the flat blocks. They provided a range of community, social, sporting and cultural services. The demolition of the flat blocks deprived many of these groups of an operational base. The Masterplan set out a number of objectives and recommendations for each of the five neighbourhoods within Ballymun. One of these key objectives is the development of neighbourhood centres in each neighbourhood, with an emphasis on the provision of local retail, community facilities and services, open spaces and play spaces to meet the needs of the local population in tandem with new housing. 7.2 Current Context Neighbourhood Centres and related facilities including parks and open space have been completed. Community groups and organisations were relocated out of the flat blocks into more suitable dedicated and shared space assisting the delivery and improvement of service provision to the local community. The provision of axis Ballymun within the heart of the Main Street provides a dedicated focus for arts and community groups within the Ballymun, and is also a key draw into the area. The significantly upgraded and expanded Poppintree Community and Sports Centre, the new Swimming Pool, and numerous other sporting and community venues have enhanced the provision of community facilities in Ballymun. In addition to the physical programme, the social regeneration programme worked with the existing service providers to improve and expand their service delivery (e.g. through assistance on business plans, funding etc.) and also collaborated with key stakeholders across the public, private and community sectors to create cross-sectoral and collaborative initiatives to address the issues in the area (e.g. Safer Ballymun action based response team to resolve public safety related issues). The social programme also identified gaps in service provision and brought new providers into the area (e.g. Community Law Centre, DCU in the Community etc.). This work culminated in the preparation of Regeneration, an inter-agency and collaborative plan covering seven distinct themes: - 1. Placemaking 2. Education, Lifelong Learning and Training 3. Community Safety 4. Health and Wellbeing 5. Child Development and Family Support 6. Arts and Culture 7. Recreation and Sport This plan was written by a number of the lead partners 1 in the social, community, cultural and recreation sectors. 108 oversee the direction, implementation and review of the Social Plan ensuring the document maintains a flexibility to adapt to changing circumstances and imperatives. The Social Plan was endorsed by the Department of Environment, Community and Local Government and funding has been provided until 2017 to support the objectives of the Social Plan. 7.3 Issues Considerable work has been achieved with respect to social regeneration. However it is noted that social change takes generations and there are a number of ongoing social issues which need continued attention including reducing crime and anti-social behaviour, increased focus on education and more support for families and children (based on public consultation from the Social Plan). Furthermore Ballymun is considered to a disadvantaged area as per the indices measured under the Pobal Deprivation Index, Having regard to the social changes which have taken place in Ballymun, what are the key issues which need to be addressed to ensure the area continues to make progress. The following questions might be relevant: - 1. What are the good examples of local community / social / cultural / recreation facilities and what are the main deficits? 2. Which facilities do you or your family use regularly? 3. How can the LAP improve the quality and quantity of community / social / recreation / cultural facilities in the area? 4. How can the LAP ensure continued progress in sustaining social regeneration in the area? 5. How can the LAP support the work of the Sustaining Regeneration Sub- Committee? 6. How can the LAP support the sustainability of existing community groups and organisations and service providers in the area?
