Motion in the name of Councillor Larry O Toole That the Manager liaises with the owners of the vacant land adjacent to the Willows Football Club on Jamestown Road with a view to the Willows F.C. utilising the land for extra car park space. Their current parking space isn t sufficient to facilitate the numbers utilising the facility. There is congestion at training times on the main road which could be alleviated with extra parking space. 16. Motion in the name of Councillor Críona Ní Dhálaigh That the Manager outlines whether or not there are plans to upgrade the St. Margarets halting site. If not could he look at the upgrading of facilities, services and general appearance. 17. Motion in the name of Councillor Paul McAuliffe BRL Matters The NWAC call on the City Council to consider the Maisonettes at Ballygall Crescent for a refurbishment project similar in scale and funding model as the Senior citizens complex on Ballygall Road East and to approach voluntary housing agencies who might be interested. Redmond stated that he is in discussions with the Tolka Area Partnership regarding the continuation of administrative support to the Finglas Village Traders and that he is hopeful that there will be some progress to report in the new year. With reference to the proposed grant of a 5 year lease of a creche facility at Coultry Neighbourhood Centre, Santry Way, Ballymun, Dublin 9. ORDER: Agreed to recommend the proposed grant of a 5 year lease at Coultry Neighbourhood Centre. With reference to the proposed grant of a 99 year lease of a site for an ESB substation at North City Business Park, North Road, Finglas, Dublin 11 to the Electricity Supply Board. ORDER: Agreed to the proposed grant of a 99 year lease to the ESB. Recommend to Council. 4

Motions NW/239/13 Motion in the name of Councillor Séamas McGrattan That the Manager arranges for a full inspection of the footpaths on Casement Drive and to arrange for the relevant re-instatement or repair of any part which is deemed in need of attention. 6 NW/241/13 Motion in the name of Councillor Andrew Montague That the Manager examine the re-establishment of the neighbourhood forums, or residents associations in Ballymun to improve interaction between the City Council and the community. ORDER: Report to Councillor. It was agreed that Mary Taylor would arrange a meeting with the members early in 2014 to examine a way forward. The Local Policing Fora Guidelines will be considered at the next North West Joint Policing sub Committee meeting. Engineering Matters NW/242/13 With reference to the Bye Laws for the Storage, Presentation and Collection of Household and Commercial Waste 2013 Single Collection Day. ORDER: It was agreed to re-list the item on the February 2014 agenda. Ms. Jackie O Reilly to report on the various companies operating in the private waste management industry, prices being charged for waste disposal and the costs incurred by DCC in respect of illegal dumping, clean-ups etc. Area Matters NW/243/13 Area Report. Motions NW/246/13 Motion in the name of Councillors Anthony Connaghan, Paul McAuliffe and John Redmond That the Manager examines the technical feasability of adjusting the heights of proposed cctv posts in Tolka Valley Park with a view to extending the viewing range into areas of Finglas South to combat anti-social behaviour in the area. And that all of these camera's be linked to the Finglas District CCTV scheme and visible from Finglas Garda Station. ORDER: Report to Councillor. Councillor Anthony Connaghan To ask the Manager to remove a tree at (details supplied). This tree was scheduled to be removed a few years back but no action was taken in this regard. The tree's roots are lifting the footpath and causing damage to the residents driveway ajacent to it. Q11. Councillor Anthony Connaghan To ask the Manager to arrange for a tree outside of (details supplied) to be trimmed as it is causing problems for residents here. There is a danger to electricity lines here. Q12. Councillor Anthony Connaghan To ask the Manager to arrange for the footpath outside of (details supplied) to be reinstated properly. The path was recently dug up to locate a water leak and is currently tarmaced which isn't level. Q13. Councillor Anthony Connaghan To ask the Manager to arrange for the footpath outside of (details supplied) to be reinstated.the path was partially re-instated outside of number 1 recently but wasn't continued any further. Q14. Councillor Anthony Connaghan To ask the Manager to provide ramps on (details supplied) as it is frequently used as a rat run for vehicles and there are a good number of children living in the area. The tenant has reported leaking radiators previously but no action has been forthcoming. Q18. 28 Community Update Ballymun Market Dublin City Council continues to support the Ballymun Market, which is held every Thursday in the Ballymun Shopping Centre. The market is currently advertising for a new coordinator for the market. The market will return on Thursday 23rd January. Ballymun Intercultural Group The Community & Social Development Section of Dublin City Council supports the work of the Ballymun Intercultural Group and sits on the intercultural committee. The group celebrated International Migrants Day in December by hosting a coffee morning in the Axis Centre. Ballymun Active Disability Interest Group The Community & Social Development Section of Dublin City Council supports the work of the Ballymun Active Disability Interest Group and attends Ballymun Active Disability Interest Group s committee s monthly meetings. Ballymun Active Disability Interest Group launched their give us back our pavement campaign in December. This event was held as part of International Day of People with Disabilities. A new user friendly signage scheme for the Civic Office. Taylor Signs have been commissioned to produce and install the scheme. It is designed to guide people to key information / reception points in the building. The signs are designed to suit people with language / literacy issues and it is hoped that it will make it easier for the public to access services within the building Dogs Aid Discussions are ongoing with Dogs Aid in an effort to help resolve their accommodation problems. Senior staff from the Area Office plan to meet the group again at some stage in January. Written communication is ongoing. Aisling Project The Community & Social Development Section donated twenty Christmas hams to the families that are linked in with the Aisling Project. 28
29 Safer Ballymun Marie Balfe has been replaced by Leona Fynes as Safer Ballymun Co-ordinator. Leona is looking forward to the role, which will form part of her Project Estate Officer role. 29
30 Ballymun Housing/Estate Management Detenanting of Blocks Three tenants remain in Plunkett Tower, despite offers of alternative accommodation. Shangan Avenue and Silloge 4 We are working with the new tenants who have moved into these areas and in conjunction with the Community and Social Development section we will be promoting a number of projects in each area in the new year. This will include clean up days and other projects to enhance the areas. Estate Management Leona Fynes has been reassigned to the Ballymun area and Connnell McGlynn, who has been managing the relocation of tenants will now have a more direct Project Estate Management role. C.C.T.V The C.C.T.V system is working well at present. We continue to monitor areas where anti social behaviour is reported. Two Main Street cameras are not functioning at present due to the decommissioning of the fibre link between Plunkett Tower and the Control Room. This will be replaced by an alternative link in the near future. Joseph Plunkett Tower The maintenance of the common areas, open spaces and lifts continues to be undertaken during the detenanting of the tower. The intercom systems were removed in December as they are valuable and may be of use elsewhere, and given the high level of theft from here and Balbutcher Lane it was considered prudent to remove them before they were illegally removed. Cleansing Waste Management Waste management and the local office are continuing to try and combat the rise in dumping at open spaces and in the detenanted flats at Balbutcher Lane. This includes using the C.C.T.V system to monitor and identify those responsible. The local office continues to call in tenants identified as having being involved in littering for interview in the civic centre. A recent Court case resulted in a conviction and fine for an Offender. Our cleansing crew is continuing with the cleaning of Ballymun. The areas covered include the open spaces and the laneways in the courts; these are cleaned on a rota basis. 30
31 Retrofitting All of Knowth, Termon and Druid Court have been retrofitted. The retrofitting includes the walls being pumped and attics insulated in all houses, and in fuel poor households in Termon and Druid, heating systems were upgraded. Coultry 6 The 25 units here are scheduled for completion early this year. It has been decided to give the units to Hail Housing to manage. The City Council will have the nomination rights. Hamptonwood The Housing Manager attended a meeting in Finglas Garda Station in relation to allegations of anti-social behaviour in this estate. Most of the issues appear to be ones relevant to the Management Companies. 36 Griffith Heights Detailed surveys of each of the 35 houses affected by pyrite are in progress and tender documents will be ready in late January Mr. Peter Ayton Executive Manager in Housing and Residential Services has again written to each resident offering terms of agreement regarding the remedial works. The agreement is similar to the draft agreement sent to each resident on the 30 th of May To date 3 residents have accepted the terms and conditions that have been offered to them. Prospect Hill Work is in progress on completing the 62 units in Block 2 and Block 2A Prospect Hill. Work is expected to be completed in the spring of The units will be allocated from Dublin City Council s Housing List and will be managed by Cluid Housing Association. Finglas South Playground Materials are currently being fabricated and work is expected to start on the playground late January Finglaswood Road Maisonettes Energy Improvements Work to improve the energy efficiency of the maisonettes on Finglaswood Road is completed. The works included improved ventilation, cavity insulation and attic insulation. Cappagh Drive maisonettes are currently being surveyed and similar energy improvement works will be carried out to the maisonettes in Cappagh Drive over the next few weeks. Ballygall Road East The contractor is now on site and the 16 units in phase 1 are scheduled to be completed in April The remaining 11 tenants will transfer into the completed units in April and the full contract is scheduled for completion in October Vacant Sites Finglas South The Tolka Area Partnership has engaged in discussions with the Finglas Area Office to examine the feasibility of Community Gardens on 3 vacant sites in the Finglas South area. Site 1: St. Helena s Drive (approximately 1.70 acres) Site 2: Tolka Valley Road (approximately 0.61 acres) 36
37 Site 3: Scribblestown (approximately 2.12 acres) If funding can be indentified by Tolka Area Partnership (T.A.P.) the first site to be utilised will be the site at Tolka Valley Road. Dublin City Council will provide assistance to T.A.P. but is not in a position to financially support this project(s). Finglas Area Community Report Better Outcomes for Finglas The Better Outcomes for Finglas consortium submitted a proposal in May to the Department of Child and Youth Affairs under the new area based approach to child poverty initiative, now referred to as the Area Based Childhood Programme. The Better Outcomes Proposal was invited to enter the next pre-approval design stage of the process. This will involve, developing the proposal, exploring and clarifying certain elements of the programme and satisfactorily meeting criteria. 37
38 Dublin City Council has and will continue to provide administrative support to the Better Outcome consortium. Age Friendly City Representatives from the North West Area Age Friendly Cities Programme met on the 18 th December 2013, in Finglas Civic Offices, Mellowes Road. The meeting was well attended by representatives from the North West Area and Cabra. The North West Area s Older Person s Council nominated 3 people to represent them at a series of meeting in relation to the Bealtaine Festival. Organisers of the Bealtaine Festival are seeking the views of older people in relation to the development of the festival. Members of the Older Person s Council agreed to investigate issues around trusted tradesmen and care and repair services for older people offered by the local area partnerships. The Older Person s Council will meet again on the Wednesday 29 th January 2.30 p.m. in the Finglas Area Offices, Mellowes Road. Finglas Positive Ageing Week 2014 The Finglas Positive Ageing Committee will be meeting shortly to discuss and finalise a programme of events for Finglas Positive Ageing Week Finglas Positive Wellness The Finglas Positive Wellness group will meet on Wednesday 15 th January 2014 in Finglas Civic Offices, Mellowes Road. The group will discuss and draw up a programme for The group intend to make a funding application under Dublin City Council Community Grants Scheme. Dublin City Council Community Development Grants Scheme Dublin City Council Community Grants Scheme for 2014 is now open. Community Development staff have distributed grant application forms to over 100 community groups. Workshops to assist groups have now been completed. Closing date for applications is strictly Friday 31 st January at 5.00pm Sports Capital Programme 38
39 The Government have recently announced a Sports Capital Programme for Any organisation wishing to make an application under the Sports Capital Programme must first register their interest on line at closing date for registration of interest in the programme is 5 p.m. on Friday 7 th February Completed applications must be submitted by 5 p.m. Friday 28 th February Community staff will assist groups where needed. 40 DUMPING There was an increase in dumping over the Christmas period. Some of the dumping would have been caused by additional waste however there appears to be a consistent dumping problem in a number of locations in the area. We will tackle these locations area by area to try and eliminate the problem. In addition to this a local painting initiative, which encouraged Residents Associations to remove graffiti from their own areas was implemented in areas of Finglas and Ballymun. All paint was supplied by the Public Domain Unit. This scheme is very successful and will continue in Abandoned Property - 92 KIPPURE PARK This property is currently on the derelict sites register. In October 2013 we cleaned out the front and rear garden in the interest of Health and Safety due to large amount of bonfire material being stored there. The property was secured by Dangerous Buildings in December 2013 as local youths tried to set the property on fire and there were rising concerns for the adjoining properties. We have again ascertained details of the last known owner and are pursing the matter. 40
