1 SKIDBY PARISH COUNCIL MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD IN THE VILLAGE HALL, MAIN STREET, SKIDBY TUESDAY 9 JANUARY 2018 PRESENT Councillors P Browning (In the Chair), H Crane, G Foster, M Hall, A Hunsley, S Hooker, L Varey and P Woods. Also in attendance were Ward Councillors R Meredith and P Smith. APOLOGIES - Were received and accepted from Cllrs P Roustoby and P Young 1/18 MINUTES RESOLVED That the Minutes of the Ordinary Meeting held on 5 December 2017, having been circulated, are approved as a correct record and signed. 2/18 POLICE MATTERS Crime Report Update for October 2017 There were 3 crimes to report: - Public Order offence on Mill Road - includes offences which cause fear, alarm or distress investigation complete - no suspect identified. Anti-social behaviour on Rowan Garth. Anti-social behaviour on Church Rise. 3/18 VACANCY ON THE PARISH COUNCIL The Clerk reported that 2 candidates has applied for the vacancy on the Parish Council. The Clerk explained that the second candidate applied after the deadline of 2 January RESOLVED That Mr Tom Hasnip is co-opted onto the Parish Council and that a letter is written to the second candidate explaining that they had missed the deadline. 4/18 PLANNING DECISIONS The Clerk reported that notification of the following planning decisions had been received this month:- Ref 17/02672 Erection of a building comprising of 6 en-suite bedrooms for use as guest accommodation at Millhouse Restaurant, Beverley Road, Skidby Approved Ref 17/03609 Erection of detached bungalow and garage at Land North of South Rise Substation, Skidby - Approved 257

2 258 The Clerk reported that a resident, who lives next door to a property which has a current planning application in the process, was unhappy that he found out about the application by a planning notice attached to lamppost and not by ERYC or the Parish Council. The resident suggested that the Parish Council should inform all parties affected by an application and that perhaps a site visit would be advantageous for all parties. RESOLVED This matter was discussed with the Ward Councillors and they informed the Parish Council that the lack of notification is a cost cutting exercise by ERYC but all planning applications submitted are on the ERYC portal and that residents can set an alert system by registering with ERYC. 5/18 PLANNING APPLICATIONS The Clerk submitted details of the following planning application:- Ref 17/02757 Erection of 180 dwellings and associated highways infrastructure following outline planning permission 14/01325 at Playing Fields, Castle Road, Cottingham for Persimmon Homes at Hull & EY Hospitals NHS Trust. RESOLVED That the application be refused. 6/18 TRAVELLERS Clerk s report The Clerk reported that there had been no illegal encampments in the parish during the month of December Cllr Hall asked if ERYC could do a litter pick from the surrounding areas of the Eppleworth Traveller Site. 7/18 EAST RIDING OF YORKSHIRE COUNCIL ERYC Village Taskforce Satisfaction Survey The Clerk reported that she had received a survey form to fill in regarding the Village Taskforce. Cllr Hall reported that not all the jobs requested by the Parish Council on the walkabout had been completed. The Clerk explained that 2 lists are issued by ERYC. The first list is the village taskforce schedule of which all the jobs are completed. The second list is the schedule of issues outside remit of taskforce which are forwarded to the relevant departments at ERYC and are considered if there is money available to complete the jobs RESOLVED That the survey is completed listing the outstanding jobs. ERYC Consultation on the East Riding Local Plan Draft Sustainability Appraisal Scoping Report Comments to be received by the 05/02/18 The Clerk reported that ERYC is inviting comments on the East Riding Local Plan Draft Sustainability Appraisal Scoping Report. ERYC is required to prepare a Sustainability Appraisal to inform the preparation and future review of the East Riding Local Plan. It is used to assess the sustainability of options and policy approaches, considering their environmental, social and economic impacts. RESOLVED That receipt of the document be noted.

3 259 Northern Powergrid Community Workshop Fund The Clerk gave an overview of a recent Northern Powergrid Community Workshop which focusses on vulnerable people. The Northern Powergrid s Partnership Fund is now live and applications can be submitted. RESOLVED That the fund is advertised on the notice board. Questions and answers on matters discussed at previous meetings and Statements by E R Y C Councillors Cllrs Smith and Meredith attended the meeting. Cllr Meredith explained that the committee will meet on the 08/02/18 to set the budget for Council Tax and that there could be a rise of 5.99%. Cllr Hall asked Cllr Meredith why 2 trees on Parish Council land had been either cut down totally or pruned back by ERYC without notifying the Parish Council. It was noted that both trees were in the Conservation Area. It was also noted that one tree had blown down in the wind in the same area. Cllr Meredith reported that the East Riding is the best County for recycling. Cllr Hall asked Cllr Meredith who enforce weight limit restrictions on the roads. Cllr Hall had contacted ERYC s Enforcement Officer who had dug out a document from the archives regarding HGV s turning left and right from the Little Weighton Railway cutting. The document showed that HGV s could turn left through Eppleworth. The Clerk reported that the Transport Manager of Ashcourt were willing to meet with the Parish Council to discuss this matter RESOLVED That the Ward Councillors are thanked for attending the meeting. Cllrs Hall and Hunsley will meet with Ashcourt s Transport Manager 8/18 MATTERS ARISING FROM PREVIOUS COUNCIL MEETINGS Christmas Tree on Church Green The Clerk reported that the Christmas Tree will need pruning in the Spring. RESOLVED That the report be noted. ERYC Chairman s Awards The Clerk reported that the deadline was 31/01/18. 9/18 HIGHWAYS Ferriby 10 mile race Sunday 28/01/18 Road Closures The Clerk reported that notification had been received from ERYC regarding the Ferriby 10 mile race. Road closures will be in place around the course from around 9.30am, the race starts at 10am and as the runners process around the course roads will be opened consistent with maintaining the safety of the runners and spectators. RESOLVED That the Clerk contacts ERYC to report that the signs that are erected before the race are confusing. Other matters raised by members Cllr Hall asked if ERYC could dig a dyke to drain the water away from the road under the old railway bridge on Riplingham Road. The water is quite high and impassable.

4 Cllr Varey reported that Beverley Road is a muddy mess caused by Yorkshire Water HGV s. servicing the sewage works. RESOLVED That the Clerk reports the matters. 10/18 CORRESPONDENCE AND COMMUNICATIONS received from Aldbrough Parish Council Invitation to attend a meeting on the 18/01/18 to discuss the current way in which East Riding are dealing with Parish Council comments regarding planning applications. RESOLVED That Cllrs Hunsley and Varey attend. Dove House Hospice The Clerk reported that she had received a letter asking for support to raise awareness of Dove House Hospice Tour De Yorkshire Route through Skidby The Chairman reported that the Tour De Yorkshire would be directed through Skidby on the 03/05/18. RESOLVED That bunting/flags would be bought to decorate the area. 11/18 SKIDBY FLOOD PREVENTION The Clerk reported that nothing further has progressed on this. RESOLVED - That the report be noted. 12/18 NEIGHBOURHOOD PLAN UPDATE Cllr Woods reported that neighbourhood Plan grant had been received and that a update meeting would be taking place on the 16/01/18 at 7pm. The Clerk reported that the grant would be put into a reserve account and that all costs to complete the plan would be taken out of that fund. 13/18 VILLAGE HALL MATTERS The Clerk reported that the Village Hall Committee had replaced the boiler and sanded/varnished the floor. Cllr Varey reported that to celebrate the 90 th anniversary of the Village Hall opening. The Village hall Committee are going to host a 1920 s dance to celebrate. 14/18 PLAYING FIELD MATTERS Pavilion works revised schedule Cllr Woods reported that before we send out the schedule to local builders the Parish Council should check how long the lease has to go. RESOLVED - That the Clerk checks the lease. 15/18 FESTIVE LIGHTING The Clerk reported that the lights would need to come down. 260 RESOLVED That the Parish Council take down the lights on Sunday 14/01/18 at 10am.
