Loughin Public School 39 Herkley Drive Ward 1 Brisdale Public School 370 Brisdale Drive Ward 6 Agnes Taylor Public School 80 Beech Street Ward 1 Thorndale Public School 133 Thorndale Road Ward 1 Ms. Skirten advised that dates and times for walkabouts have been scheduled. The intent was to meet at the school and walk the routes the students travel to school to identify any issues/barriers that may impact the safety of students. The schedule will be forwarded to all members and participation was encouraged. The following motion was considered: SC That the update by Violet Skirten, Crossing Guard Supervisor, to the meeting of March 2, 2017, re: School Travel Planning Program, be received; and, 2. That the following schools be added to the School Travel Program: Edenbrook Hill Public School 61 Edenbrook Hill Ward 6 Harold F. Program - Peel Regional Police - Safety Committee Violet Skirten, Crossing Guard Supervisor, advised that the Safety Committee has not met since the new representatives for the school boards were appointed. Committee was reminded that the Peel Regional Police is no longer Chairing the Committee. She will inquire about timelines for future meetings. 8. Correspondence 8.1. Correspondence from Marcy Marcina, Student Transportation of Peel Region, re: Site Inspection Request to Review Traffic Congestion on School Property/School Street Sandalwood Heights Secondary School, 2671 Sandalwood Parkway East Ward 10. Marcy Macina, Student Transportation of Peel, advised that traffic congestion at the school parking lot has created a safety issue for students. Committee reviewed the site inspection request and considered the following motion. SC That the correspondence from Marcy Marcina, Student Transportation of Peel Region, to the Brampton School Traffic Safety Council Meeting of March 2, 2017, re: Request to Review Traffic Congestion on School Property/School Street Sandalwood Heights Secondary School, 2671 Sandalwood Parkway East Ward 10, be received; and, 2. That a site inspection be undertaken. Carried 8.2. Update from City Clerk s Office, re: Resignation of Vishal Arora as Vice-Chair of. The City Clerk s Office advised that Vishal Arora, Member, indicating that he will resign his position as Vice-Chair of the Committee effective March 2, 2017, due to a change in his work schedule. Mr. Arora will continue as a member of the Committee. Committee was advised that the selection of a Vice-Chair will be listed on the agenda for April 6, Page 4 of 13

9 3.1-5 Minutes The following motion was considered: SC That the update from the City Clerk s Office to the Brampton School Traffic Safety Council meeting of March 2, 2017, re: Resignation of Vishal Arora as Vice-Chair of Brampton School Traffic Safety Council, be received; and, 2. That the selection of the Vice-Chair position for the be listed on the agenda for April 6, Carried 9. New School Openings Dufferin-Peel Catholic District School Board Trustee Daryl D Souza, Dufferin-Peel Catholic District School Board, reported that funding was approved for two new Catholic elementary schools, with attached child care facilities. One of the schools will be located within the Credit Valley community at the northeast corner of Fallowfield Road and Fort Williams Drive. Construction is anticipated late summer or early fall of 2017, with a scheduled opening date of September The school will accommodate 504 students. St. Daniel Camboni, located at 120 Veterans Drive, is schedule to open on September Student population at opening is projected at 304 pupils. 10. Changes - City's Perspective/School Boards Peel District School Board Trustee Carrie Andrews, Peel District School Board, reported that the School Board has undertaken a review of student transportation eligibility reassessments for , for the following schools: Esker Lake Public School Heart Lake Road Ward 2 School attendance area east of Heart Lake Road Area Request for site inspections to determine crossing guard requirements at the following intersections: o Heart Lake Road and Brussels Avenue o Heart Lake Road and Copperfield Reduction of 96 students anticipated Page 5 of 13

10 3.1-6 Minutes Fairlawn Public School 40 Fairlawn Boulevard Ward 10 South west portion of school attendance area New pedestrian access route to connect Mistry Morning Drive with Ricardo Road Reduction of 96 students anticipated Walnut Grove Public School 10 Pinestaff Road Ward 8 South and east of school to utilize new pedestrian walkway bridge to connect Degrey Drive and Tappet Drive Pedestrian walkway improvements to provide more direct access to Cottrelle Boulevard Reduction of 350 students anticipated Violet Skirten, Crossing Guard Supervisor, advised Committee that site inspections were conducted for Fairlawn Public School and Walnut Grove Public School on February 9, The reports are included in the agenda. The following motion was considered: SC That the undertake a site inspection of Esker Lake Public School, Heart Lake Road, to determine crossing guard requirements at the following intersections: o Heart Lake Road and Brussels Avenue o Heart Lake Road and Copperfield Carried 11. Additions to Schools/Expected Student Population Increase/Decrease It was suggested that agenda headings, #10, Changes City s Perspectives /School Boards, and #11, Additions to Schools/Expected Student Population Increase/Decrease be combined and listed as Changes/Updates to School Boards/Student Population. The following motion was considered SC That the agenda headings, #10, Changes City s Perspectives/School Boards, and #11, Additions to Schools/Expected Student Population Increase/ Decrease, be combined and listed under one heading, Changes/ Updates to School Boards/Student Population on all future agendas. Promotional Activities Violet Skirten, Crossing Guard Supervisor, advised that staff is working on educational material for new pedestrian crosswalks which will be presented at a future meeting. 13. (BSTSCC) Sub-Committee/Ad Hoc Committee 14. Other/New Business Mike Mulick, Acting Manager, Enforcement and By-law Services, re: School Patrol Statistics /2017 School Year - Current to February 21, Mike Mulick, Enforcement Supervisor, Enforcement and By-law Services, provided an overview of the number of visits by officers at schools, and tickets issued for non-compliance for January and February He explained that final numbers for February will be reflected in the next report to Committee. In response to a question, Mr. Mulick, noted that a stricter approach is taken when issuing tickets around school zones. The following motion was considered: SC That the report from Mike Mulick, Acting Manager, Enforcement and By-law Services, to the Meeting of March 2, 2017, re: School Patrol Statistics 2016/2017 School Year Current to February 21, 2017 (File BH.c) be received. Carried Report from the Peel District School Board, re: Status of Brampton School Traffic Safety Council Recommendations for Thomas Tsung, Manager, Maintenance Services, Peel District School Board, provided an overview of the status of the subject recommendations, highlighting the action and timelines for completion. He noted that a separate budget is required for the line painting items. An updated report will be presented to Committee at a future meeting Page 7 of 13

12 3.1-8 Minutes In response to questions, Mr. Tsung responded as follows: Central Peel Secondary School a large project is proposed for the site that includes a new design for the school parking lot. Details of the proposal will be presented at a future meeting Turner Fenton Secondary School no issues have been reported by the school administration regarding the new design of the entranceway and the layout of the fire route The following motion was considered: SC That the report from Peel District School Board to the Brampton School Traffic Safety Council meeting of March 2, 2017, re: Status of Recommendations for 2016, be received. Carried 15. Site Inspection Report(s) Fairlawn Public School 40 Fairlawn Boulevard Ward 10 Wednesday, February 9, :40 a.m. Review Walking Route Committee reviewed the observations and recommendations in the site inspection report. SC That the site inspection report dated February 9, 2017, to the meeting of March 2, 2017, re: Fairlawn Public School 40 Fairlawn Boulevard Ward 10 be received; and, 2 That the Manager of Development Construction and Manager of Engineering, Public Works and Engineering, be requested to inform Student Transportation of Peel Region regarding the following: a) whether the surface of the pathway will be paved with asphalt and maintained during the winter months once completed b) whether the pathway from the bridge will connect with the concrete pathway at the south end of the field Page 8 of 13

That the Manager of Development Construction and Manager of Engineering, Public Works and Engineering, arrange for the two small wooden bridges at the creek to be removed, and for clean-up of the area. Carried St. Jean Brebeuf Catholic School 63 Glenforest Road Ward 8 Tuesday, February 7, :45 a.m. Crossing Guard Staff referenced the Observations in the Site Inspection report and indicated that Clause #7 should be amended to read as follows: No safety concerns were identified at the intersection of Williams Parkway and Glenridge Road during the site inspection Committee reviewed the observations and recommendations in the site inspection report. The following motion was considered: SC That the site inspection report dated February 7, 2017, to the meeting of March 2, 2017, re: St. Jean Brebeuf Catholic School 63 Glenforest Road Ward 8, be received; and, 2. That, prior to the buses being removed, the Manager of Traffic Services, Public Works and Engineering, be requested to confirm that the pedestrian timing is sufficient at the intersection of Williams Parkway and Glenridge Road and that the east leg of the intersection be enhanced with pavement markings. That the Manager of Capital Parks Construction be requested to inspect the bridge area: a. to determine if there is sufficient pathway lights from the park for the walking route b. to ensure maintenance during winter months; and, 3. That the Manager of Capital Parks Construction consider the installation of a lifebuoy on or near the bridge. Carried St. Alphonsa Catholic School 60 Olivia Marie Road Ward 4 Tuesday, February 15, :45 a.m. and 3:45 p.m. Crossing Guard Committee reviewed the observations and recommendations in the site inspection report. SC That the site inspection report dated February 15, 2017, to the meeting of March 2, 2017, re: St. Alphonsa Catholic School 60 Olivia Marie Road Ward 4, be received; and, 2. That the Manager of Traffic Services arrange for enhanced pavement markings at the intersection of Financial Drive and Olivia Marie Road; and, 3. That a Crossing Guard is not warranted at the intersection of Financial Drive and Olivia Marie Road. Carried Page 10 of 13

15 Minutes Ross Drive Public School, 40 Ross Drive Ward 9 Thursday, February 16, :45 a.m. and 3:30 p.m. Crossing Guard / Traffic Congestion / Student Safety / Parking Issues Committee reviewed the observations and recommendations in the site inspection report. SC That the site inspection report dated February 16, 2017, to the meeting of March 2, 2017, re: Ross Drive Public School, 40 Ross Drive Ward 9, be received; and, 2. That the Crossing Guard Supervisor be requested to perform a crossing guard study at the intersection of Ross Drive and Countryside Drive to determine if a crossing guard is warranted on Ross Drive; and 3. That the Manager of Enforcement and By-law Services be requested to enforce signage around the school; and 4. That the Manager of Traffic Services be requested to arrange for the following: Installation of corner restrictions at the north and south side of the bus only entrance Installation of corner restrictions at the entrance/exit to the Kiss and Ride and parking lot Determination whether traffic signals are warranted at the intersection of Countryside Drive and Ross Drive; and 5. That the School Principal be requested to send information to parents and encourage them to cross safely at the intersection of Countryside Drive and Ross Drive, rather than walk into oncoming traffic; and, also to encourage parents who drive, to use the Kiss and Ride located on school property; and, 6. That the School Principal be requested to inform school staff to refrain from directing traffic on Ross Drive. Carried Page 11 of 13

16 Minutes Tribune Public School 30 Tribune Drive Ward 6 Tuesday, February 21, :45 a.m. and 3:20 p.m. New School Opening Committee was advised that students from Dolson Public School, 95 Remembrance Drive, are housed at this school. Committee reviewed the observations and recommendations in the site inspection report. The following motion was considered: SC That the site inspection report dated February 21, 2017, to the meeting of March 2, 2017, re: Tribune Public School 30 Tribune Drive Ward 6, be received; and 2. That the efficient supervision by school staff be continued; and, 3. That the School Principal continue to inform parents about traffic safety and the role they play in keeping children and others safe. Carried 16. 27 From: Vishal Arora Sent: 2017/03/01 9:44 PM Cc: Urquhart, Chandra Subject: Re: Agenda - Brampton Safety Council Meeting - March 2, 2017 Hello Mr. Evans, Members, I had spoke to you earlier today and explained that due to my work commitments, I would not be able to attend the required number of site inspections each month, a minimum of three. It has been a positive four years on the committee and I have certainly enjoyed working on the committee, sub-committees and attending events on behalf of the committee. As Vice Chair, I felt it was necessary to step down from my current position, as mentioned on our call earlier today. Later this evening during my drive home, I thought it would be best for another Brampton citizen to replace my position as a Citizen Member on this committee. I would like to inform you that I am resigning from my position as Vice Chair and Citizen Committee Member effective March 1, Thank you very much for the opportunities for development that you have provided me during the last four years on this City of Brampton committee. Heart Lake Road is a four-lane road running north/south, with speed limits marked at 50 km around the school zone and 60 km outside the school area. School zone signs are posted in both directions as the school is approached. The school is not accessible from Heart Lake Road. 2. The intersection of Heart Lake Road and Copperfield Road is signalized with ladder stripes on all four legs. The pedestrian signal walk time was noted at 18 seconds and allowed the students to cross safely at this intersection. All signals at the intersection are installed with pedestrian push buttons. 3. The intersection of Heart Lake Road and Brussels Avenue, north of the school is fitted with temporary signals until permanent signals are activated. The new replacement signals and the push buttons are not yet activated. Crosswalk markings are visible on the pavement on all legs of the intersection. Ladder stripes were not used to mark the crosswalk. 4. Students from Arnott Charlton Public School that were bused disembarked at Brussels Avenue and Heartview Road (intersection east of Heart Lake Road on Brussels Avenue) and crossed Heart Lake Road to head west without issue.

The school is located on Sandalwood Parkway, east of Torbram Road with a population of 1200 students. The school is serviced by 2 large and 8 small buses. The speed limit is posted at 60km/hr, on both Sandalwood Parkway and Torbram Road. 2. No Stopping, Monday to Friday, 8-5 signs are posted on the north and south sides of Sandalwood Parkway for the entire length of school property. There are two signalized entrances/exits for the school, one off Sandalwood Parkway, east of Torbram Road, and the other is located south of Sandalwood Parkway on Torbram Road. 3. Drivers enter from both entrances, and signage is very clearly marked leading vehicles to three parking lots and to the Kiss and Ride in front of school. Signage for the fire route is posted on the driveway, the island and the curb. 4. A three lane Kiss and Ride is marked with one-way signage but the signs are not visible to the traffic. The lane closest to the school entrance is a bus only lane with the appropriate pavement markings and signs; however, it is not separated by cones. The height of the bus loading signs appeared low enough for students to bump their heads. The second lane is a drive-thru lane that is separated by cones. An island divides the coned off drive-thru and the third Kiss and Ride lanes. 5. During the morning site inspection, parents dropped off students on this island separating the two lanes and exited the school property. Light was evident when buses and parents dropped off students. One large bus waited to get to the front of the school to allow students to disembark but that was due to regular traffic build-up in the parking lot.

34 Cones were placed to block the drive-thru lane, between the Kiss and Ride and bus-only lanes at both inspections. In the morning, buses entered without issue and once school started, cars used the bus loading lane for student drop-off. Traffic was not impeded. 7. During the afternoon inspection, the Kiss and Ride area functioned smoothly; however, many students and staff walked across the driveway to get to the north section of the parking lot. 8. There was no traffic congestion and no issues were observed. Traffic flowed well during both site inspections on school property. No issues were identified on the street either. Recommendations: 1. That the site inspection be received; and 2. That the Peel District School Board review the following signage: The height of the bus loading signage The direction of the one-way signage in the Kiss and Ride 3. That the Principal arrange for the placement of cones in the bus loading lane and the removal of the cones to accommodate the arrival of the school buses; and 4. That the Principal instruct staff and students to use the sidewalks and designated available hatched walkways while walking on school property.
