Vishal Arora was nominated for this position and accepted the nomination. Mr. George Startup was nominated for this position and accepted the nomination. New School Openings Trustee Carrie Andrews, Peel District School Board, updated the Committee on the status of the New School Openings in September Aylesbury Public School and Churchville Public School will be opening at the beginning of the 2015/21016 school year. Castleoaks Public School and Springbrook Public School have been delayed and will open on October 31, The temporary holding school for Castleoaks Public School will be James Grieve Public School. The temporary holding school for Springbrook Public School will be Alloa Pubic School. The occupancy date for Huttonville Public School has been changed to October Trustee Andrews noted that the Site Plan Applications have been approved by the City of Brampton for all four schools mentioned. G 3. Additions to Schools / Expected Student Population Increase / Decrease - nil H. Brampton Safety Council Promotional Activities Ms. Kelly Brooks, Senior Advisor, Communications, Office of the Chief Operating Officer, provided a brief overview of the committee school newsletter and asked for volunteers to form a sub-committee to help assist with creating new ideas and messages. Ms. Brooks advised that most communication regarding the newsletter will occur via . The following Committee members volunteered to be a part of the sub-committee: a) Vishal Arora b) Trustee Carrie Andrews c) Karla Bailey d) Rahkesh Joshi e) Trustee Kathy McDonald Ms. Brooks will assist the sub-committee with it s work. I. Brampton Safety Council (BSC) Sub-Committee/Ad Hoc Committee I 1. Ad Hoc Committee to Review and Develop Options for Addressing Safety Concerns at Brampton Schools Violet Skirten, Crossing Guard Supervisor, Planning and Infrastructure Services, advised that the sub-committee met to review the annual planning document provided by the Peel District School Board. The sub-committee determined that two new schools (Churchville Public School 90 Bonnie Craes Drive Ward 4 and Aylesbury Public School 25 Aylesbury Drive Ward 6) opening in September 2015 would require a site inspection to be undertaken immediately, with the addition of Roberta Bondar School. A report regarding New School and Infrastructure with the addition of speed limits will be placed on the September 10, 2015 agenda. Ms. Skirten made note that the sub-committee is still waiting for feedback from Mr. Tsung which will be provided at a future meeting Page 7 of 9

Roberta Bondar School 30 Pantomine Boulevard Ward 6 Note: Pursuant to Brampton School Traffic Safety Council Recommendation SC , pending approval by Council on December 10, 2014, and subsequent discussions, a follow-up site inspection is to be undertaken after busing discontinues, when construction is finished in the area. Committee considered the timelines for a follow-up site inspection at this school location. As the legal issue with them erecting 4 portables has not yet been resolved, do they have permission for construction on their property? If so what are they building on their premises? Brad Good Evening Mr. Vanderkwaak, In reply to your s (attached) dated December 14th, and December 16th to both myself and Mike Parks, I provide you with the following responses. Request for Crosswalk and Crossing Guard Staff spoke with the Representatives of the Khalsa Community School this week and advised them that the City would not be implementing a crossing guard at the intersection of Maitland Street and Montjoy Crescent as per our current Policy. As you have indicated, the previous school had an enrollment of approximately 250 students. The crossing guard was implemented at that time as the school serviced the surrounding neighbourhood and the number of students walking to school from within the neighbourhood met the City's Policy for a crossing guard. The Khalsa School from our knowledge is approaching 1000 enrolled students. As you are aware, legal action is proceeding as site plan conditions have not been met, which has resulted in the site being unable to accommodate the additional traffic volumes. Other private schools throughout the City have complied with the City's site plan requirements to ensure adequate traffic flow in and around their sites, and therefore we are being consistent in applying the same approach to the Khalsa Community School. In discussions with the School Representatives this week, they have agreed to complete the necessary Traffic Impact Study (TIS) to

16 F^ determine a design for the site to mitigate the traffic congestion onsite and on the adjacent roadways around the school. Staff have completed several site inspections and have observed similar issues that you have raised. No stopping/no U-turn restrictions and a 40km/hr school zone (see attached pdf. for reference) are mitigating measures implemented as a result of staff site inspections. Our Parking Enforcement Group have also been active around the school site and have seen a decrease in the amount of infractions they have issued since August. These are measures that can be implemented immediately, however it will be determined in the TIS report completed by a Transportation Professional what site modifications are required to reduce the congestion in this area. Once implemented, staff will conduct further observations to assess the situation. Brampton Traffic Safety Council As a result of our recent Municipal Election, the approval of the meeting minutes for the Safety Council was postponed until a new Council was elected and subsequent Council and Committee of Council meetings were scheduled. At the Brampton Traffic Safety Council meeting on September 4th, 2014, members recognized that the issues present at the Khalsa Community School were related to the Owner's non-compliance to several Provincial/Municipal Policy's. The Safety Council made the recommendation to referthe item back to Traffic Services, however what was implied was that Traffic Services (being the Staff Representative at the meeting) would follow up with our counterparts in the Planning, Building, and Legal Departments to review and determine the necessary course of action. This therefore has translated into staff escalating the issues to Senior City Officials and applying the applicable legislation to ensure the Owner complies. I can ensure you that we are continuing to work with the School Representatives to resolve the legal matters and site plan approval process. Ongoing enhancements to traffic regulations as identified in the attachment and enforcement patrols continue in an effort to improve the challenges posed by the Khalsa Community School. Once Again the Khalsa Community School has opened and it has made the conditions on Maitland St., Montjoy Cres., Mansion St. Malcolm Cres. And Madison St. unbearable and completely unsafe. Conditions have again worsen this year over last, which had worsen over the previous year. Cars are routinely parking in the no stopping zones, One (as seen In an accompanying image) almost on the crosswalk at Maitland St. and Montjoy Cres. As we have every year since the school has illegally installed 13 portables, we need the cities help desperately to control and manage the street congestion. As it stands many of my neighbours refuse to leave their houses during let in and let out for fear of their personal safety. I and my 8 year old son have almost been struck several times in my own neighborhood during these times. Iknow that the current legal situation with the Khalsa Community School will be in court on Sept. 2nd, 2015, but aside from addressing the washroom and water facilities for the students who attend at this school originally built for only 250,1 fear nothing is being done to address the larger safety issue and that is the congestion on our streets caused by the overcrowding. I have also been informed that the congestion will get worse as the School has only opened for the K-8 students and the 9-12 students begin on Monday. 1) Please get enforcement to start patrolling my neighbourhood ASAP. Let me know when they will start patrolling and making my community safer. 2) Please have someone appropriate contact me and let me know how the condition of the overcrowding is being addressed with regards to the traffic caused by the Khalsa School. What changes to the Khalsa School property are the city enforcing to fix the driving and parking conditions in my neighbourhood with the current legal action. 3) Please come for another inspection similar to the ones we have received in the last 2 years. Many safety and parking changes were made to Maitland St. and Montjoy Cres. last year after your inspection. Please come so that you can inspect how those new controls are not enough to deal with the dangerous conditions the traffic causes on my street. The best time to witness the conditions are between 2:45pm - 3:30pm. Monday - Friday. Let me know when you can come so I can inform my community. Many of my neighbours will want to talk to you about this untenable situation. Thank you for your time.
