1 Neighbourhood Governance Note of Hanger Hill Ward Forum Meeting Thursday 2 March 2016, 7.30pm at Brentham Club, Meadvale Road, Ealing W5 1NP Present: Cllr Gregory Stafford (GS), Cllr Joy Morrissey, (JM), Cllr Nigel Sumner (NS) and Reverend Simon Reed (SR) (Chairman) Apologies: Robert Gurd, Iain Thomson, Rosie Stevens, Sue Proud and Ray Matthews. Attendance: 39 residents attended the meeting. Welcome and introductions 1.1) SR welcomed all to the meeting and introduced the councillors and the attending officers. 1.1) SR provided the meeting with the details of ward councillors surgeries for any issues that residents wanted to discuss in detail or in privacy 2. Request for public forum items 2.1) SR invited residents to provide items of concern for the public forum, which are noted under item ) 3. Notes from last meeting held on 4 th November ) The meeting then reviewed the notes of the last meeting for accuracy. 3.1) No amendments were requested. - Councillors thanked Margaret Martin for her note taking at the previous meeting. 4. Matters Arising from Notes 4.1) Item boulders on the grass verge of St Anne s Gardens 4.1) NS two new boulders have replaced the previously stolen boulders. 1

2 4.2) Item Hanger Hill Garden Estate (HHGE) dog fouling warning notices 4.2) NS HHGE residents association declined the proposal of installing notice signs. 4.3) Item Birkdale and Lynwood Road 4.3) NS local people are worried about the idea of a controlled parking zone being proposed for these roads. 4.4) Item Doctors Surgery 4.4) John Haston two doctors surgeries will be closing and will then be amalgamated into a new surgery in Central Middlesex Hospital. 4.5) Item Bus Route 112 consultation 4.5) NS there is still no result following the Transport for London (TfL) consultation. 4.6) Item Broken kissing gate in Montpelier Park 4.6) NS the gate is to be rebuilt. 5. Officer Reports 5.1) Safer Neighbourhoods police team report. PC Bhogal and PCSO Ikram provided the Safer Neighbourhood Team (SNT) report: - The SNT worked with St Gregory's Catholic Primary School and council officers on the problems of poor parking and road safety outside the school. - A stolen vehicle in Abbeyfields had been seized and successfully returned to its owner. - A plain clothes SNT patrol led to the arrest of 3 males for money laundering. - The overgrown foliage on Hanger Green by the tube station has been cut back as a way of reducing anti-social behaviour (ASB). The team also visit shops in the area to educate them about selling alcohol to street drinkers. - SNT officers stopped a male for street drinking and then arrested him as it transpired he was wanted for breaching court bail for a sexual assault. - Officers stopped a known drug dealer leading to a prison sentence. Arrests have also been made for people possessing Class B drugs. - Crime prevention advice was provided to deter access to residential properties by burglars using domestic ladders and 5.1) Hanger Hill Safer Neighbourhood Team Telephone number: HangerHill.SNT@met.police.uk The non-emergency number for the police is

3 wheelie bins. Questions/ comments 5.2) Can the SNT continue to raise awareness with residents and provide 5.2) tamper-proof screws to deter thefts of vehicle registration plates? A report was made to a neighbourhood watch scheme about a thief being disturbed while trying to take a registration plate. 5.3) Drivers should also check their vehicles are actually locked after using a fob key. Recently, a family member lost their valuables this way. It appears thieves go around checking for unlocked vehicles. 5.3) 5.4) Is Ealing Police Station manned? 5.4) SNT Ealing Police Station is used by officers, the public can attend the public counter at Acton 5.5) Safer Communities Team John Stanton (JS) and Noura Yamout (NY) provided a report: - The team s remit is to work with police and other agencies to deal with issues from crime and ASB both proactively and reactively. - The team can issue Tenancy Closure Orders, injunctions and the more formal Acceptable Behaviour Contracts. - The team is currently working with the SNT and local neighbourhood watch schemes to deliver Met Trace and Smart Water anti-burglary kits to streets that were not initially covered in the initial roll-out of the burglary reduction project. Questions/ comments 5.6) Does the team work with the police regarding rough sleepers and travellers? 5.7) JM there have been lots of repeated reports regarding travellers in the borough recently. Is there a way of making eviction quicker? 5.8) Do officers contact the landowners of vulnerable sites to advise them prior to travellers gaining access? Police Station and the SNT office in Hanger Lane. 5.5) Ealing Council Safer Communities Perceval House, Uxbridge Road, London W5 2HL Tel: (Duty Line: 9am-5pm, Mon-Fri) safercommunities@ealing.gov.uk - Copies of written Safer Communities reports were available to the meeting and accompany these meeting notes. 5.6) NY yes, the team also works with the council s Parks Service. 5.7) NY a legal process must be followed including required safeguarding checks. Officers are working to improve the pace of this process. 5.8) JS officers do notify landowners in advance. - GS the council s chief executive is looking at fortifying vulnerable sites. However, this must take into account the feedback of residents and ward councillors to not restrict access for park users. 3

4 5.9) Licensing the private rented sector/ HMOs Mandip Rihal (MR) provided an update about the council s new property licensing schemes. - On 1 st January, the council introduced two licensing schemes to register properties and help improve standards in the borough s private rented sector. - One scheme is for houses in multiple occupation (HMOs) covering properties up to three floors and the other is a selective licensing scheme in five wards, for private rented properties of up to two floors. - Properties converted into flats can now also come under investigation. - Any concerns that residents have about such properties can be reported to the council. Questions/ comments 5.10) Paul Stevens can you explain the process for residents contacting the council with a concern? Also, are outbuildings covered in the new licensing scheme? 5.9) Property Regulation, Regulatory Services Perceval House, Uxbridge Road, Ealing W5 2HL Tel: (020) propertyregulation@ealing.gov.uk. 5.10) MR concerns can be raised by residents, individually, via their local residents association or ward councillors. - The property will be checked in a database, which can lead to the landlord being contacted, an officer visit or further investigation. The council can apply to the courts for warrant to access a property. - Outbuildings are within the remit of the scheme. 5.11) John Haston is there a public register for registered properties? 5.11) MR yes, there is a public register with online and paper versions. 5.12) Ian Proud do investigations include minimum room sizes? 5.12) MR yes, minimum room sizes are included in the regulations. 5.13) NS Air BnB is now an issue. Residents associations have contacts for noise pollution but need to get landlord details. 5.13) MR this is dependant if the issue falls under licensing regulations or if it needs to be considered under planning regulations. 5.14) Envirocrime issues 5.14) SR - the council is introducing a free app called Ealing 24/7 to enable easier reporting on street environmental issues from smartphones. - The app can be downloaded on to a smartphone by searching for "Ealing 24/7" from your phone's app store. 4

Councillors reports 6.1) NS provided his report: Birkdale, Montpelier and Brunswick roads - New heritage street nameplate signs are now installed in Birkdale and Lynwood roads. - Ward councillors attended the residents association lunch. 6.2) Hanger Hill Garden Estate - The winter hanging baskets remain in place and will soon be replaced with spring/ summer baskets in Queens Parade and Madeley Road. - Consecration of the Church of The Holy Family is to soon happen. - Nut trees and Air BnB are local problems. - Following previous problems regarding public use of Church of the Holy Family Hall and the school. The hall is now available for public meetings. - The process to get a zebra crossing installed by Holy Family Catholic Primary School has begun. 6.3) Brentham area - Brentham Society is to have a new chairperson following their Annual General Meeting on 14 th March. 6.4) Hanger Hill (East) - Planning permission has been achieved for the proposed new high school in Park View Road. - A boulder is in place and the fence is to be mended in Connell Crescent. 6.5) West Twyford - The section 106 planning agreement has not been accepted by LB of Brent. Ward councillors have spoken and provided photographs to Brent. Councillors have also met developers and the residents association. 6.1) 6.2) 6.3) 6.4) 6.5) 5

6 6.6) JM provided her report: 6.6) - The police have advised that following a traveller encampment in East Acton. Local residents should decline any requests from people for clearance work or to remove appliances as they could be dumped illegally. - I continue to work with parents of schoolchildren affected by expulsion from school and with the potential to join gangs. - Lots of people are having to travel further away from their homes to access temporary care following the strains placed on local Adult Social Care. 6.7) GS provided his report: 6.7) Anthony Lewis there is an online blog with - The southern section of the old Barclay s Sport Ground site has been designated for the proposed North Twyford CofE High School. The council is in negotiations with Twyford CofE Academies Trust. A compulsory purchase of the site is being considered. The proposed 2017 opening of the new school has not been approved by the Education Funding Agency and anxious parents have been notified. updates and progress for North Twyford CofE High School Councillors are concerned about the impact on local residents. Ward councillors have met with the executive head teacher of Twyford Academies and a further meeting is planned in April. - Ward councillors are also in discussions with the head teacher of St Gregory's School. - No decisions have been made by TfL regarding the proposed bus route through Madeley Road. 7. Public Forum 7.1) Bus route 112 Anna Romiszowska TfL can do what they like regarding bus routes with or without consultation, but, the council controls the parking yellow lines in Madeley Road. 7.1) GS yes, parking restrictions are the council s responsibility. Ward councillors objected to the proposal to reroute Bus 112 on the grounds of congestion. - TfL will need to consult with the council regarding the likely safety issues that may arise. - Bus routes are to be removed from Uxbridge Road without replacement services. The council do not 6

7 appear to understand the wider problems this will cause in Madeley Road. - As the consultation closed some time ago, it appears that TfL are still considering some outstanding issues. - The second statutory consultation will likely include some rerouting to certain roads. 7.2) Bus route 224 Paul Stevens this bus route should have been in place from 2015! Bus stops for this route have been put in place and this is causing confusion, with people standing waiting for a bus. West Twyford Residents Association (WTRA) contacted TfL and they responded that the delay was due to the council s legal officers. WTRA have asked for signs on the bus stops to show they are not 7.2) operational or in service. 7.3) Resurfacing of the road outside North Ealing Underground Station Nothing appears to have happened about a section of Station Road? 7.4) Evening traffic in The Ridings SR read out a question on behalf of Jyoti Shah since the operation of Connell Crescent s no motor vehicles restriction between 3pm and 7pm came into operation, traffic is now diverting to The Ridings, towards Hanger Lane/ A406 North Circular Road. At that end of The Ridings, cars are parked on both sides of the road and drivers turning right into Hanger Lane, get very aggressive. It has become impossible to turn left into The Ridings from Hanger Lane. Recently, I have had experience with very aggressive drivers who enter The Ridings from Chatsworth Drive and Dallas Road without stopping to check traffic. 7.5) Garden waste disposal Edwin Owen there is concern regarding the increase of charges for the council s garden waste service. The wording on the renewal agreement has changed. Have the ward councillors scrutinized this agreement? 7.3) JM this has been taken up by councillors. Part of the road is owned by TfL and a part is maintained by the council. There are health and safety issues concerning the uneven footpaths. 7.4) SR this may be further discussed by Hanger Hill (East) Residents Association. 7.5) NS now three green sacks per payment or premise are allowed for collection and the charges have changed accordingly to reflect this. 7

8 7.6) How are the charges set? 7.6) GS the council can charge what they like. It is an economic decision, which can prevent some users or raise revenue from those who wish to continue with the service. Any complaints can be forwarded to ward councillors. 7.7) There was a general discussion about the increase in garden waste charges with some in the meeting commenting if the charges were supplementing or being subsidised by council tax. 7.8) Fly-tips in Priory Gardens John Kinder can warning signs be out up following the removal of fly-tips? New fly-tips return to the same locations in Priory Gardens, which means dumping is likely from local people. 7.9) Wheelie bins being blown over Richard Morse read out a question on behalf of Claude Simpson during the recent windy weather, many wheelie bins were blown over after waste collection. Should people be made to secure their bins? 7.10) Central Ealing Neighbourhood Plan Tony Miller since the public consultation, more people have asked to be included as a part of the referendum area, including residents of Madeley Road. There is a concern that some people did not know about consultation. Can the ward councillors provide their assistance? A public vote is likely to occur in the summer. 7.11) Twyford Abbey Paul Stevens Twyford Abbey is proposed to be turned into a school. The WTRA thinks this one of the better proposals for this site. No planning application has yet been made, and this proposal may lead to the loss of Metropolitan Open Land. WTRA is concerned about the Tree Preservation Order and the impact of traffic on local roads. Plans are expected in April. A public presentation is set for March. 7.12) Haven Green public hearing John Sherlock a public hearing will be held by the planning inspector, on 15th -16th March at Ealing Town Hall. The hearing is about the council trying to deprive the public of common land. 7.7) GS residents pay for the service via council tax. The waste contractors get paid the same amount of money for less overall work. 7.8) Councillors noted that increased reporting of flytips leads to investigations, enforcement and then prosecutions. If people do not have wheelie bins for their use, then they need to be identified. 7.9) GS waste collectors should return the bins to where they were taken from in people properties. 7.10) Councillors asked for details and information to be forwarded to them. 7.11) 7.12) 8

9 7.13) Update on local developments 7.13) John Haston High Speed Two now has royal consent. A local engagement event is due. Regarding the Old Oak and Park Royal development, there are concerns about transport and traffic congestion on the surrounding major roads like A406 North Circular Road and A40 Western Avenue. 7.14) Heathrow Airport third runway and expansion Colin Prior - an exhibition is to happen regarding the effects of more flights over Ealing. 7.14) 8. Ward budget 8.1) 8.1) SR - the ward budget will be 32, Dates of future meetings 9.1) The dates of ward forum meeting in were announced as: 13th July, 16th November and 1st March The meeting closed at 9.25pm. 9
