1 Bishopton Community Council Minutes of the meeting held in Bishopton Primary School on 3rdOctober 2018 Present: In Attendance: Apologies : Brian Stewart, John Anderson,Colin Camelford, John Mackintosh, Aileen McLean, John McGinnigle. Cllr Don, Cllr McCulloch, Bill Sanders, Sam Marshallsay, Andrew Swain. Adoption of Minutes: The minutes of 5 th September 2018were proposed by John Anderson and seconded by Peter Bryson. Matters Arising. Bins at the community centre had been removed, ownership of the clothing bin was unknown. Chair and Cllr McLaren had attended a meeting on the proposed path to Ingliston. David had spoken to the land owner whose preference was for the path to be on the south side of the road, not the north as had been proposed. Council rep indicated that funding looked good, if presented as a cycle way for the Sustrans network. Sustrans would survey the proposals and give opinion on safety aspects for further discussion with the landowner. Peter Bryson had been in touch with Ms Lorimer of the roads dept re hi vis backing for the school signs on Greenock Rd, she had intimated that any request for double yellow lines eg Caron/Dunglass corner would carry more weight if coming from the community council (Sec to write to roads re this and other areas) Health Centre, Cllr McLaren stated he was willing to bring this up at a full council meeting. Correspondence : All electronic communications had been forwarded to the members. Letter from Royal Mail re Scam mail. Letter advising RC was moving to a new finance system. RC consultation on Gambling Principles, any comments to Sec for consolidation. Cllr James McLaren had advised of item 13 for the council leadership board, - Green Spaces, Parks and Play areas and asked for ideas. Had written as instructed re Licensing application by Sainsbury s and selling high caffeine tonic wines this would be discussed at the next licensing board meeting. Had written re the new school huts and emergency access. Response received that the classrooms met all necessary regulations.despite the fact that the school had to move classes around to be less than the max number of people allowed in the building! PMHS gym access, had written to Erskine CC re this asking if they had had any push back from parents no reply received! Had received a copy of letter sent to parents explaining situation and offering opportunity to visit and see for themselves. New Road names for Dargavel, concern over the use of Banchory Drive, as there are roads in Inchinnan named Banchory Ave etc. This could cause confusion. Sec to respond. Police Report : 6 crimes reported since last meeting, 3 detected. Theft of registration plates, shoplifting alcohol from Co-op, Copyright offence, a search warrant had been executed resulting in the find of illegal TV streaming activity. Vandalism- spray painting on community centre, and an assault at a wedding! Speeding on OGR had been monitored, with several warnings and a fixed penalty notice issued. Recent bad weather had caused several trees in the area to be blown dow, plea to take weather warnings seriously. Sec had received notice from Royal Mail re scam mail. Also fake parcel delivery notes to phone a premium telephone number resulting in a large bill! Police reported a scam phone call, with the recipient s Bank being identified on his phone as the caller! Be aware.and very careful! 1 P a g e

2 Brian again complained of traffic congestion at the top of Dunglass Ave preventing large delivery vehicles accessing Caron Dr. Community Trust : Trust had engaged consultants to work up proposals to take the Sports/Leisure forward. The tennis club had intimated that their current site could be sold, providing facilities were included in the proposals for Holmpark. Two companies engaged to find best way forward for consultations with the community. The CDT had funded new rugby goal posts, and had contributed to the new defibrillator at the Cornerstone. They had also engaged a ground maintenance Co to maintain the Holmpark field, also had looked at the ground between Holmpark and Greenock Rd, and at Ernies land on Rossland Ave. BAe are supporting the Trust in the provision of the Sports and Leisure facilities. Community Liason Group : No Report Councilors Reports : Reports received from our Councilors are appended at the end. Chairman s report : Chairman David asked for the council s backing to write to Network Rail/Railtrack to complain about the lack of communications and cavalier attitude from them with respect to the closure of the top car park at the station. This had caused chaos in the surrounding area. There had been virtually no warning of the closure. David had contacted BAe (Jon Gettinby) who had pulled out all the stops to open a temporary facility, for 96 cars within 24 hours! David will write to BAe expressing the community s thanks. As detailed in Matters Arising, David and Cllr. McLaren had been progressing the footpath/cycle way to Ingliston. The Participation Request David had submitted to the council re the plans for the new school, had been approved and could now move forward. David has 80 days from now to prepare a case for his vision of a campus to accommodate ALL Bishopton children, the Council then HAVE to engage with the community on this. David was conscious that whatever is decided, it should NOT impact on the schedule for the currently planned primary school. Peter said he had written to our MSP requesting that there should be a single school, and that his letter had been passed to Gordon McKinlay (head of schools). Mr McKinlay had responded that such a school would be the largest in Renfrewshire and would be inappropriate. Dargavel is the biggest development in Scotland, is that inappropriate! Treasurer s report : Accounts had been presented and approved at the AGM. Environmental report: No Report, ran out of time! Sub Committee Report : No Report Community Council Forum No Report Local Area Committee No Report A.O.B Brian had communication with our MSP re the footpaths in the Craigton estate. There had been communication with the legal department resulting in the same old story. Brian had investigated the dictionary definition of Footpath and Footway, the OED defined footpath as a pavement beside a roadway, and footway as no vehicle access pedestrian only. This was the opposite definition to that of Renfrewshire Council, and could be contributing to the confusion surrounding this. He had also discovered that Strathclyde Region HAD actually done work on these paths. He suggested that the residents should take legal advice. Cllr McLaren suggested that if the CC was minded funding could be applied for. Brian to liaise with Cllr McLaren to put forward a case. Next Meeting : Wed November 7 th P a g e

3 Close of Meeting - 21:30 Bishopton CC Report from Councillor James MacLaren 1. Funding for Villages 370,000 has been ring-fenced from the overall 1.87million fund specifically for investment in Renfrewshire's villages. Applications can be made up to a maximum of 30,000 for the Villages Investment Fund. A number of different funds have been created recently and I would happy to get involved in any project needing funding. 2. Full Council Motions At the recent council meeting I put forward two motions and both were accepted and approved. i) Sight Lines: - Council notes that despite requiring developers to build in visibility splays at junctions for new roads, these sight lines are not maintained once the new roads have been adopted. Council further notes that throughout Renfrewshire grass, bushes and hedges along the roads have been allowed to grow with little if any maintenance causing unnecessary dangers to traffic and pedestrians. Council calls for hedge and verge maintenance, necessary for the purpose of road safety, to have an increased priority and for early enforcement on landowners, when required, in order to keep pavements clear. ii) I have received complaints about the junction of Chisholm Avenue and am investigating this. iii) New Dargavel Primary School: - This council calls on the Director of Children's Services to consider the current proposal of a new primary school for the Dargavel development only and to bring a report back to the next Education & Children s Services Policy Board setting out how the public will be consulted on the proposal and setting out the merits and cost implications of building one large primary school in Dargavel for the whole of Bishopton including Dargavel. 3. School Crossing point, Greenock Road Regarding speed limit controls outside Bishopton Primary School on Greenock Road, council will continue to work towards installing a part time, mandatory 20mph zone at this location in this financial year. 4. Park Mains Gym Access Both the Parent Council and pupils have been consulted on the new proposals and there are clear procedures in place to ensure that pupils and gym members can access the facilities appropriately and separately. 5. Bishopton Library Cutting back of the shrubs, bushes and trees around Bishopton Library will be undertaken as part of the winter maintenance operations. 6. Ingliston Community Footpath I am pleased with the progress that is being made. There are ongoing discussions regarding the location of the path but it is all positive so far. 3 P a g e

4 3/10/1 Bishopton Community Council 03/10/18 Cllr C McCulloch Chisholm Avenue raised issue with Council officers and they will inform owners of need to cut back vegetation. If not done so, Council will consider carrying out work and charge them for it Old Greenock Road have asked Council officers to consider feasibility of installing traffic calming measures in this area Bishopton Primary School temporary buildings raised issues with Council, who inform me the 6ft drop emergency exit isn t in use and not visible from the interior. Grills will be removed from windows. Have suggested that Parent Council meets with Education dept to discuss all concerns Recycling bins at Community Centre I ve been informed by Council officers that bins removed from site to reduce fly tipping Cllr MacLaren and Conservative Group raised and had passed motion at Council asking for report on idea of creating larger Primary School in Dargavel to cover all of Bishopton. I look forward to seeing this report and hearing feedback from the community Scotrail has taken possession of a new batch of carriages, so I will be continuing my pursuit for a few more for our railway line Received from Cllr Don by . Park Mains High: Mixed Use Fitness Suite Further to previous discussions I can confirm the following: The Parent Council have been on a tour of the altered area and the school have advised that the perceived concerns raised by parents have been alleviated. Parents have now been written to, to advise them that there will be an opportunity for parents to view the Sports Complex and see the adaptations. The two dates are Wednesday 3rd October and Monday 8th October, parents have/will be informed of times. These dates will allow parents to raise any further concerns before the changes take place. Roads Still no date confirmed for the Ferry Road resurfacing but I will keep the CC updated. Greenock Road from Slateford Road, north-westwards for a distance of 500m, will be closed for resurfacing between Monday 12th November and Friday 16th November. 4 P a g e

5 I have received complaints over condition of Buchanan Avenue and these have been raised with the Council. Overgrown Vegetation Enquiry raised by JMcG Chisholm Avenue into Old Greenock Road, Bishopton, I have not yet had a response back but will continue to chase inspection. I have received complaints of overgrown vegetation on Rossland Crescent, vegetation growing on the road next to the pavements and around the grassy area. This has been raised with RC. Village Investment Fund - 370,000 and Parks and Green Spaces Fund million. Applications are now open for these funds. 5 P a g e
