1 Bishopton Community Council Minutes of the meeting held in Bishopton Primary School on Wednesday 6 th November 2013 Present: Brian Stewart, Michelle Lochrie, John Anderson, Colin Camelford, John Mackintosh, Aileen McLean, John MGinnigle. David Woodrow, David Rigg,. Apologies: Peter Bryson, Ewing Mitchell, Fiona Robertson. In Attendance: Cllr. Maria Brown. Cllr. James MacLaren, John MacArthur, Michael Clark. In addition 3 police officers attended and gave a report prior to the A.G.M. Sgt. Kenny Price, P.C. Karen McCrystal, P.C. Ross Wilson. Then left to continue duties. Approval of Minutes: The minutes of 2 nd October 2013 were proposed and approved Matters Arising. The last meeting minutes have been circulated and should now be also posted on the Community Centre Notice board and available in the library but not on the development notice board due to lack of space. The Scouts firework display required an entertainment license this year for the first time. Mrs. MacNaughton (Bishopton Primary headmistress) was also thanked for attending the meeting. Taylor Wimpey expects to finish between 30 and 40 houses by Christmas and Persimmon 60. In the houses Wimpey have finished there are 20 children and 2 to come, therefore the 1 child for 7 houses seems way out. In the Cala estate (Balmoral Drive) the subsidence of the 3 houses may be due to an underground spring. In this area there are a number of springs. The new version of Section 75 had some missing clauses due to clerical error. The section in question 15.3 refers to the ROF field transfer to the Village trust and the money due to Renfrew council for the other field behind the Co-op for the improvements. The change was required for alterations in triggers points. It will be added as an addendum. Correspondence: - Reply to the secretary s letter concerning the stalemate over the health centre. The reply is no different from the statements made by the Community Health Partnership. John has the full letter should anyone wish to read it. John has made copies of the relevant passages of the section 75 agreement should anyone wish to see them. Street traders licenses which have already been circulated by . No formal reply from Renfrew Council regarding HGV signs on Drumcross Road. However David has had a verbal report from Stewart Marshal that they are possibly siting in the yard waiting to be put up. Cllr Brown will chase this up (since the meeting the signs have been put in place) Reply to John s letter re police attendance at the meetings. We have been assured that police will attend future meeting and if a supervisor is not available it is hoped that a sergeant will attend (see attendance list) encouraging visits to elderly and lonely in hospital Engage Renfrewshire all already communicated + annual report. This service is useful and really only fully understood when working with them. A fundraising exhibition in Paisley town hall showed many sources of funds not always known about. The Village trust has already been in touch with Engage Renfrewshire seeking advice and with other similar communities to see how they handled the setting up of their trusts. Lloyds bank and perhaps other are keen to support trusts maybe funding someone to work with and for the trust. Playscape offer 10% reduction on play equipment. Parents are becoming concerned over village play areas being slowly discontinued as the equipment is deemed unfit for use.

2 Nature of Scotland magazine. Letter from War Memorials trust to construct a register of war memorials. Bishopton does not have a war memorial. The church has 2 plaques on the wall inside the building and a number of exservicemen graves in Bishopton cemetery from Erskine hospital. Perhaps a memorial could be in the new development to people killed in the munitions factory. Anne MacNaughton due to volume of community council s has a new address. A map has been sent showing the layout of the east part of the development with no street names other than the street type i.e. street, wynd etc. The houses will be listed under PA7 but the rest of the code is not yet known. Houses on the outskirts of the development will be included with the remit of the trust when the post-codes are known. Two names have been suggested Balerno and Hareshaw. After some discussion it was decided to support Balerno for the street names. Hareshaw may be used later for other streets. As both names have local connections. Crime Report : - There have been 7 reports from the 5 th October to the 5 th November one of which was an assault within the Good Shepherd Centre. One vandalism reported. One theft by housebreaking within B.A.E. from a business premises. One drug incident at West Ferry car park. Another theft and a road traffic incident on the motorway caused by someone walking on the carriageway. Anyone who sees a vehicle about the village reg. no. X146JNS please report to David or to police. This is a false reg. plate on a dark (? blue Mercedes) van that has been stealing metal. A sheep was slaughtered at Southbar House and butchered at the site leaving the carcass behind. Cllr asked about disturbances at Lorimar s no feedback due to the illness of Inspector McKendick who had been contacted. Unmarked cars have been stationed in the car park and frequent visits are made to the premises. Speeding on Ferry road coming into the village was raised as this had been brought up at the October meeting. A current operation (Quattro) is under way using speed guns in all Renfrewshire villages and has been in Bishopton quite a bit. Several drivers have been pulled over and warned about their speed. Very few people stick to the 20 MPH limit outside the school especially vans and buses that can straddle the speed bumps. There is also a situation of boy racers especially motorbikes doing a loop which includes roads within the village. The of the minutes are definitely being by the community police generic site. Vegetation obscuring signs and fallen signs were asked if the police could help to pressurize Renfrewshire council into fixing the problem. Ferry road /Drumcross road has already been cleared by John McArthur. The sign that was blown down has been passed to Renfrew Council for action. Chairman s report. Sub Group Report. Not much activity since last meeting. Meeting with Derek MacKay this Friday 8 th Nov. at his request. He is interested in getting a project underway from the trust that can be seen by the community. An n impromptu meeting with Annabel Goldie resulted in them agreeing to take more interest in the development with regard to education etc. The playing field is likely to be the first project (not the Buildings) with a view to increasing their usefulness in conjunction with BAE. The 6 lots of 50,000 will be used to attempt to get other grants as the total of 300,000 will not go a long way in the current climate. A Community Garden has been muted and the strip of land between Holmpark and Greenock road was suggested as a possibility of the owner can be contacted and is willing to sell. It is unlikely that anything will be built here or planning permission granted for any construction. A meeting has been arranged for John McArthur and Fiona with the gardening people at Erskine home as this is the sort of thing the veterans like to be involved in. This area is not suitable for playing field purposes and would not impinge on the main field. David to follow up to try to locate owner a Mr Singh from London. Currently the hedges etc. are being tended by residents in Holmpark

3 Although the owner should undertake this work. Other areas to consider are at the grove and Ingliston drive. Councillor s Report from Cllr Maria Brown Some items have already been covered. Churchill drive due to smoothing of one side the road has become very popular for skateboarding. Concerns have been raised by residents over the children s safety. The school head teacher has spoken to the pupils on the mater. The playpark in Stuart road Could the Trust help here? 8 people have contacted the councillor concerning this issue. Cllr Brown has attempted to put all of them in touch with each other. There should be no problem in passing the issue to the trust as the Community Council does not have funds for projects like this. The Churchill drive play park is well used during the day by preschool children and in the evening by older ones. Children are no longer encouraged to walk to school and parents are parking in Lorimar s car park causing children to cross the main road as the congestion at the school gates is so great the parents wait on the wrong side of the road and kids see their parents there and run across the road. The barrier at the End of the ashy path was installed after one youngster was knocked down. There is a case for a pedestrian crossing at this point as children just run round the barrier. The traffic lights at the end of Kingston Road and indeed at Ferry Road have been very successful. The traffic on the main road is getting heavier and the lights allow traffic from Kingston road a good opportunity to get out. Cllr Brown has followed up the concession train fare issue and has been shifted from pillar to post as Various authorities pass the buck but she will keep on the case. Bishopton and Langbank have trains but no bus Bridge of Weir have no train but currently have a bus which they may be about to lose. The bus to Clydebank can be taken to Dalmuir and a concession Train fare can be used to Glasgow. The council care homes children and adult in Renfrewshire have received a very good report from the social work department of the 23 services provided 3 are excellent 14 are very good and 6 are classified as good. Report from Councillor James MacLaren: 1. Flooding i) Old Greenock Road/Lamont Ave: - Scottish Water replied (copy sent to David) but no further forward. Looking for some good photos of this. ii) Flooding on Kingston Road: Reported. 57 Kingston road is likely to be involved it Happens twice a year (the last time was only last week) regarding a Drain on the corner of Kingston road and Old Greenock Road which does not take any water. Due to the slope of the road on Old Greenock Road, coming from the direction of the school, all of the rainwater crosses the road and comes past the failed drain up Kingston Road into 2 drains outside of number 57 these drains also take the rain from Laighpark Avenue and the rest of this side of Kingston Road. The drain on the opposite side of the road has failed resulting now twice in the one week a river running outside of our property, so deep we cannot see where the pavement ends. The water is coming up the driveway. We have in the past been assured that this would be rectified and I think 7 years is long enough to wait. Iii) Flooding on Station Road: Reported 2. Roads i) Erskine Ferry Road overgrown hedge: - Council will serve notice on the land owner.

4 ii) Safety Barrier Cairns Road/Anderson Road: regarding a constituent's concerns about the play park at Cairns Road, Bishopton, an officer has attended and believes that a railing at the exit to Dunsmore Road would be appropriate. iii) Road Accident: - There will be an accident sweep of the Southbar / Old Greenock Road roundabout to determine if there is a history of RTA's at this location. This will determine if any remedial works will be required. iv) Barnacarry Farm: - The works described previously have been carried out and the roundabout is open. It would be useful to know if Mr Ritchie is satisfied with the finished junction at the farm road end. Little more that can be done, other than him lowering his hedge or giving permission to relocate his farm sign further into his road. v) Carron Drive; pot holes not filled in prior to resurfacing. Left indentations in the road causing puddles. Photographs received showing water lying and untreated weeds. site visit on 15/11/13 vi) Erskine Ferry Road / Greenock Road Junction - An instruction has been passed to have the gully cleaned and jetted. vii) Dunglass Road "20" sign - The contractor has been instructed to return and complete. viii) Greenock Road (A8) - 30 mph sign has been knocked down - This has been passed to our traffic ix) section to instruct repair. Drumcross Road/Ferry Road Junction - This is on our current programme of hedge and tree cuts and will be carried out. x) Nursery and Health Centre Junction with Greenock Road (Overgrown vegetation) - This land is not owned by Renfrewshire Council it is part of the R.O.F. and as such they will require to be formally lettered. I will arrange for our statutory team to advise them. xi) New names for Dargavel estate. xii) Library car park: - work to repair drainage channel at the library car park was completed on 9 September Renfrew Repairs App It allows you to report on a number of issues including housing, roads and lighting, etc. We have found the satisfaction ratings and feedback of those who do use the service to be very positive. 4. Fly Tipping The large TV dumped on the Houston Road has been reported. 5. Section 75: - No change to this. A clerical error was noted and BAE are aware of the issue (which was also news to them) and this can be simply rectified by a Minute Addendum 6/11/13 Further Action: 1. New names for Dargavel estate. Agreed on Balerno. Maria to advise. 2. Greenock Road School Crossing: - Maria to advise that a pedestrian crossing would be desirable. 3. Kingston Road/Greenock Road Lights: - The timing still requires extended for pedestrians. Reported previously. James will chase this up. Treasurer s report: - See A.G.M. minutes

5 . Environmental report. See other sections. Community Council Forum Next meeting due 18 th November report for next CC meeting. Local Area Committee No meeting since the last CC meeting Community Liaison No meeting since last CC meeting A.O.B Council posters (GET READY FOR WINTER) available for siting in the village. Drumcross road could any pathway be made down the road as it is dangerous for walkers and joggers. The work to provide this would be much greater than the Ferry road and Old Greenock Road paths and would require the co-operation of the landowners on either side, however this has been broached before and it is hoped to have traffic restrictions in place soon. Water runs across the road on the downslope towards the church and when this freezes the run is extremely dangerous. A John Muir Trust type walkway through the woods to the sides of the road would be much safer. This is something we could speak to Irene Lyle about. The path could come of Old Greenock Road before the turn into Drumcross Road and run through the strip of woodland. The land could however belong to Drumcross farm which belongs to Graham Technologies or Irene Jack nee Lyle. David to sound this out. However the woodland becomes farmland as you descend the hill towards the Church. Shilten Lane could be used as an alternative as it is in line for an upgrade as a path.
