1 Neighbourhood Governance Note of East Acton Ward Forum Meeting Monday 13 July 2015, 7.30pm at Holiday Inn Park Royal, Victoria Road, North Acton W3 6UP Present: Councillors: Kieron Gavan (Chair), Kate Crawford and Hitesh Tailor. Attendance: 27 residents attended the meeting. Welcome and Introductions 1.1) Cllr Gavan welcomed all to the meeting and introduced Cllr Crawford, Cllr Tailor, the attending officers and guests. 2. Request for Any Other Business items 2.1) Cllr Gavan invited residents to provide items of concern to be discussed later in the meeting. These items are noted in item ) 3. Notes of the last ward forum held on 9th March ) The notes were reviewed for accuracy and matters arising. 3.1) The notes were agreed as accurate. 3.2) Item 3.2 Ward dedicated mobile CCTV cameras. 3.2) Officers favour relocating the CCTV camera from Wells House Road to the Vale Estate. 3.3) Item Independent Health Commission report findings. 3.3) Cllr Tailor after the closure of Central Middlesex A&E department. An independent health commission was set-up regarding this decision and enquiry sessions took place. - Barrister, Michael Mansfield QC, headed the commission and he is drafting his report. It is hoped that the findings will be released by September. 1

2 3.4) Item 8.4. Wall of 82 Perryn Road 3.4) Cllr Tailor - the wall has come down and the area made safe. The Council has invoiced the owner of the property. 3.5) Item 8.5. Lorries in East Acton Lane 3.5) Cllr Tailor asked residents to contact the police if they observed lorries at this location, overnight. The issue is still being monitored. 3.6) Cllr Crawford the issues of noise and parked lorries are linked. Can Council officers and the SNT officers work together? 3.6) Stuart McNair requested residents to call the Council concerning noise nuisance and clarified that the Council could action most general offences on the footway with the police enforcing road offences. 3.7) Leslie Mostkow the number plates of lorries are being purposely 3.7) hidden. So the police and the DVLA should tackle this. 3.8) Item Council s Report it system 3.8) Update: The graffiti and fly tipping electronic forms were provided by London Councils. In the last year, London Councils stopped supporting these forms, so the Council were unable to continue their use. - The Council has replaced the fly tipping form which is now live on its web site. A new form to report graffiti is in progress and should soon be live. 3.9) Item 5.18 & extension in Park Royal Road for Gypsy Corner CPZ-CC 4. Officer reports 3.9) Cllr Gavan the extension to CPZ-CC went live on 22 June. CPZ officers were aware of the safety concerns. - Councillors thanked CPZ officer, Abdur Rashid for his work on this scheme. 4.1) Local policing report from the Safer Neighbourhoods Team (SNT) PCSO Cummings provided a report. - For the last three months, the ward has not been one of the top 30 crime wards. - The ward s policing priorities are: burglary, theft from motor vehicles and anti-social behaviour (ASB). - The SNT now provide Met Trace, but no longer provide Smartwater, the anti-burglary marking system, which can be bought privately. - The SNT were involved in policing the well-attended Acton Carnival. 4.1) Apologies were given for Sgt Levy. 3 - New officers have joined the SNT and will be on bicycle patrols and covert operations. - The SNT are working with young people to establish a clean hangout area 4.2) Cllr Crawford would the take-up of Smartwater increase, if residents had to pay a small charge for it? 4.3) Transform Your Space Kofi Nyamah spoke about Transform Your Space (TYS) a Council fund for community-led projects to transform green or outdoor open spaces for better community use in the borough ,000 of Council funds is available for community-led ideas to transform green or outdoor open spaces for better community use in the borough. - Both private and public outdoor spaces can be put forward - Proposals need to be uploaded to the Spacehive crowdfunding web site with TYS2 in the title before the end of October A workshop to help those to start crowdfunding for projects will be taking place on Tuesday 21 July, in Ealing. - There were four proposals to transform spaces in East Acton ward made in the first TYS phase and those that were unsuccessful have been asked to revise, further develop and resubmit their proposals. - 75,000 has been awarded to The Island Triangle Residents Association (Titra) for their Woodland oasis in Park Royal and they are here to speak about their project. 4.4) Mark Walker and Marisa Merry (Titra) gave a presentation about the Woodland oasis project and preparing a TYS project. - The space, an unused strip of land is located in Park Royal and was overgrown with foliage, rubbish and surrounded by industry. - There was no green amenity for the children, so the idea was to create a woodland garden, with a pathway, plants, play area, willow tunnel and a community space. - When we started, we involved neighbours by organising a clear-up day to start discussion and come up with ideas, putting everyone s ideas down on paper. - The process of getting their project crowdfunded was explained ) PCSO Cummings the issue was with registering Smartwater kits. Take-up increased when SNT and Council officers helped residents register directly. 4.3) Transform Your Space information leaflets were available to the meeting. - The meeting was advised to view detailed information about the criteria, process and the two successful recipients of TYS funds on the council s community engagement web site, Bubble 4.4)

4 - Photos and the plans for the site were also shared on social media, with a lot of support from the community gathered. 4.5) How does the Council support community projects? 4.5) KN - the Council has a community engagement web site, Bubble - Bubble encourages community-led projects from residents and community groups. - The Bubble web site has toolkits and advice on how to start projects, obtain funding and get people involved. - Council officers can also provide support and the council s resources, if required. 4.6) Can the old Acton Bowling Green be considered? 4.6) KN - private and public outdoor green spaces can be considered. The emphasis is how the community would use the site and maintain it. 5. Officer reports 5.1) Poppy Chakkal (PC) gave a presentation about GoodGym, groups of people that combine regular exercise with helping their communities. - Goodgym is a free service that encourages group activity through personal trainer led group running. 70 percent of runners are female. - It is a way of exercising and meeting people socially. - Groups have been involved with clearing allotments and painting. A recent example was in Lambeth were 36 runners helped lift and store food. - GoodGym is operational in nine boroughs, partnering groups, including: Age UK and local authorities. - We are keen to work with Ealing Council, as there are more than 217 people within the borough ready to volunteer. - All runners are DBS checked with pre-training provided. - There is a video available on the Guardian newspaper web site. 5.2) Cllr Crawford how are parks used? 5 5.3) Jane Barnes are there starter sessions for runners and volunteers? 5.3) PC confirmed there were starter sessions for both. 6. Resources for unpaid carers in East Acton 6.1) Jane Barnes (JB) gave a presentation about the work of Ealing Centre for Independent Living (ECIL) in supporting carers. - Unpaid carers are those people that care for family and friends if they have disability, health or mental health needs. Also, children/ young carers that help look after adults. - Social services and the NHS need unpaid carers as they save money and pressures on their resources. - Social isolation for carers is an issue as they often have to give up work in order to fulfil their roles. - ECIL is currently based in South Ealing Road and provides: information, advice, training and counselling. - An information and advice session is provided in East Acton every third Wednesday of each month. - It is intended for ECIL to move to Sycamore Lodge near Acton High Street from September. - Carers can contribute to the planning of services, by feeding into the Carers Partnership Board. - Suggestions were welcomed from residents of how ECIL s small funds can be used in East Acton. 6.1) For further information, contact: Ealing Centre for Independent Living 44 South Ealing Road London W5 4QA Tel: Enquiries: 9.30am-12.30pm Appointments: 9.30am-4.00pm Questions/ comments 6.2) Melody Robinson what funds are available for home adaptions? 6.2) Cllr Tailor the Council provides funds. The exact amount is to be checked. - JB the Disability Facility Grant is available dependant on what s needed. There is also the Handyman Scheme from the Council. 6.3) Cllr Tailor how can help be provided from a distance? Carers UK seem to have package? 7. East Acton ward budget 6.3) JB to check. 7.1) Cllr Gavan asked the meeting to review the ward budget summary and new budget proposals. 7.1) A written summary of the ward s budget from and a list of project proposals for the ward s budget was available to the meeting. 5

6 - Proposals recommended for the budget, include: Golf Link Estate Fun Day equipment hire Valletta Road minor parking scheme Improvements to Wells House Road stairway Vyner Road crossover improvements. 7.2) There was discussion regarding timescales for introducing community noticeboards. 7.2) KN introducing community notice boards were not straight forward as they required preparation work, such as; checking for underground cables, connections and obtaining consent before they could be placed in the ground. Legal agreement was also required for community groups to put up 7.3) Cllr Crawford queried the quoted costs of removing foliage and painting the stairway of Wells House Road and asked if the Community Payback service could be used to reduce costs. 7.4) Melody Robinson can the zebra crossing in Victoria Road as it turns to Old Oak Common Lane be refreshed as the markings are not clearly visible? 7.5) Cllr Crawford can gazebos be purchased for use around the ward and stored in Lyra Court, North Acton? 7.6) Theresa Magee can Keep Clear markings be painted in Harold Road and Wesley Avenue? 8. Any Other Business posters and maintain the board. 7.3) Stuart McNair the Community Payback Service which is managed by the Probation Service is currently being re-launched. 7.4) 7.5) Cllr Gavan explained after speaking with officers, that gazebos were already available elsewhere in the borough and could be used on demand. Cllr Tailor the demand for the use of gazebos needed to be first established. 7.6) 8.1) Refuse bags from Wesley Estate clean-up day Theresa Magee and David will the Council cut-back the overgrown foliage in the service alleyways? There are still bags remaining from the clean-up event and the alleys have become a no-man s land. 8.2) Traffic management at Gypsy Corner Leslie Mostkow the Council and Transport for London (TfL) are looking at changing the junction of Gypsy Corner. What is the process? 8.1) Stuart McNair the service alleyways are private land and not maintained by the Council. 8.2) To be checked. 6

7 8.3) Wales Farm Road layout Siobhan Martin can the layout of the road lanes by the Big Yellow Storage site be amended to become two lanes leading towards Horn Lane and two lanes leading towards central London? The current layout leads to driver confusion and traffic congestion. 8.4) Old Oak Common Lane Bridge Marie Somerville the structure of the bridge in Old Oak Common Lane by Willesden rattles and is noisy when being driven over, affecting many of the local residents health. Can the road be resurfaced? The noise pollution team should monitor the noise. The peak time is 5am to 7am. 8.5) Bus depot relocation Melody Robinson what is the Council s position on relocating the bus depots and the removal of the green space by the studios? 8.6) Partitioning of land in Western Avenue Siobhan Martin a house in Western Avenue that backs onto Park Royal Road have put in bollards in an attempt to section some public land in order to sell it. 9. Dates of future meetings 8.3) To be discussed with the Council s Transport and Planning services. 8.4) 8.5) Cllr Crawford suggested this information could be provided by the Wells House Road Residents Association. The next meeting date for the ward forums was announced as, Monday 12 th October. The meeting ended at 9.40pm. 8.6) 7
