Statement from Fireworks organisers The Display organisers have taken exception to the Notes of the Last Open Forum and have issued a statement proffering arguments to refute the comments made. We are pleased to attach a copy of their statement to the Notes of this meeting. i. Health and Safety review update

Health and Safety review update As requested at the last meeting the NP requested the Neighbourhood officers to investigate whether the risk assessments were adequate. On we received the following statement: -

7 2. Matters arising from Notes We called an emergency SAGE (Police, Fire Service and BCC) last week due to concerns raised about numbers attending this event. The organiser is expecting 10,000 to attend and have contingency plans for up to 14,000. If the number exceeds 14,000 the ingress points will be closed and public turned away. The organisers responded well to all the feedback and have altered their production plans so that they are fully prepared for large numbers. SAGE was satisfied after the meeting and we will sign the event off upon receiving the updated production paperwork. (Emphasis added by me)

8 2. Matters arising from Notes iv. Clearly the matters raised under the Fireworks heading at the last meeting were a mixture of domestic issues and Health and Safety issues. v. The domestic issues are outside the remit of the Neighbourhood Partnership. vi. The Health and Safety issues were investigated and a satisfactory result achieved.

9 3. Update on Westbury Library

10 Westbury Library Library opening hours consultation finishes 27 th October 2015 New hours will be communicated to all staff and libraries in November 2015 Computers and printers will be upgraded in November/December 2015 All libraries under 100mpbs broadband speed will be upgraded by December 2015 Staff review for a new structure starts Nov and will be complete by March 2016 New hours start April 4 th 2016 New library management system will be in place July (Summer) tbc Swipe card pilots in Westbury will start in late summer The pilots will run for 6 months.

33 The Allotments Team have no current evidence or complaints from residents of obstruction or fly tipping within this area. Allotments Officers have made several inspections of the area and have not identified any nuisance. Bristol City Council Statement The information below relates to the parking at Stoke Lane and is based on advice sought from Bristol City Council s legal officer Malcolm Paul and the Southmead Police team. In relation to the public footpath any obstruction to public right of way will be dealt with by Bristol City Council s Highway Dept. as there is a statutory duty to protect the rights of the public and prevent, so far as possible, the unauthorised stopping up or obstruction of a public right of way. In relation to the remaining proportion of the access lane then this gives rise to an action for private nuisance by an affected party. If any owner occupier of the commercial properties and residential flats at 121 to 133 or those premises fronting Reedley Road is unable to access their premises due to a parked vehicle causing obstruction they should contact the local police. Gary Brentnall and I met with WPC Joanne Robertson and PCO Toby Rideout in September and this approach is supported by them. Any obstruction to the Stoke Lane allotments gardens due to parked cars should be reported to the Allotments Team who will take the necessary action.
