1 At the Meeting of the Council held in the British Legion Room of War Memorial Hall, Castle Street, Warkworth at 6.30pm on Thursday 3 rd March 2016 Present: Cllrs Mr Watson (Chair) Mrs Black, Mr Cashmore, Mr Clark, Mrs Hobden, Dr Hobrough, Mr Lilley, Mrs Shepherd and Miss Wilson The Parish Clerk in attendance Miss Elaine Brown 3 Members of the Public were present. Actions 96 Apologies for absence None. Clerk Declarations of interest in items on the Agenda None. Public Questions (Maximum 5 minutes per person) Mr Horn was still progressing the sewage situations with the EA who were not happy with the undiluted sewage travelling across the road to the river. The EA were looking into sub station No. 5; Mr Horn informed that the information should be available by 18 th March. It was noted that the Gloster Hill planning application had been passed by the NCC Planning Committee. Northumbria Police PC Donaldson was in attendance to discuss the speeding issues at Beal Bank. Cllr Watson suggested that as the speed camera van at the industrial estate had been made redundant sue to the installation of a roundabout, perhaps it could be relocated to Beal Bank. PC Donaldson informed that the Safety Partnership could investigate this, in his experience the van was deployed to areas where a number of accidents have occurred. PC Donaldson informed that the Community Speed Watch Digital Camera had recently been in attendance and stopped 5 out of 100 cars noting that those stopped had been educated rather than prosecuted. The Community Speed Watch unit had been deployed 5 times following requests from the Council. It was noted that the LMAPs group would be meeting in Alnwick on 27 th April and a representative of the Parish Council was welcome to attend. An opportunity was also available for a Councillor to go out in an unmarked car to see how speeding is dealt with. Members noted that Beal Bank was dangerous, particularly for pedestrians on the path and residents and farm vehicles trying to exist onto the road. Another suggestion from Cllr Watson was reducing the speed limit of Rotary Way to 40mph. In general crime rates in the village were low, although here had been a few poaching issues. Cllr Black raised concerns about Morwick Road which was hazardous as a result of the building development; vehicles parking on the road rather then entering the site to park. Members thanked PC Donaldson for attending the meeting and requested feedback on the issues raised. The minutes of the meeting held 4 February 2016 were agreed as a true record. Matters arising there from: 101.1: Report of bankside erosion (if any) No further erosion was noted. Despite sending a letting to Northumberland Estates and following it up with a further letter regarding erosion no response had ben received. It was agreed to send a further letter with copies to the Duke marked as Personal : Play area report Cllr Cashmore was still awaiting a quote for the works to the carousel : St. Lawrence s Churchyard walls The Clerk had asked the Engineers to conduct a movement survey over a period of 6 months, the cost of this was yet to be confirmed : Planter/seat to replace the large noticeboard Those who attended the site visit agreed that a seat was not required. It was agreed to dig out the existing planter and line to prevent the roots. It was also noted that the concrete slopes to the seat outside of the Jackdaw required re-sloping, this work was to be done in May after In Bloom judging. 1

2 101.5: Unauthorised advertisements - The signs had still not been removed. Cllr Watson would contact the enforcement officer : Trees owed from Environment Agency A list of requested species had been sent to the EA : Trees owed from NCC Cllr Black had met with the Tree Officer and it was agreed that 3 trees would be planted later this week or early next week. The Tree Officer suggested that iron guards were not required as stakes would be provided when planting : Vegetation cutting/clearance Station Road The growth from a residential garden extends over the pavement at the bottom of Station Road at the start of Heritage Drive : extending the grass cell car park at The Stanners This work was scheduled to be done soon : Future arrangements for Pubic Conveniences there was no further information relating to this at present : Community litter picking week from Saturday 19th March to Fri 25 th The poster would be displayed in the village noticeboards : Public Rights of Way The progress on the steps at the Castle was currently being held up with Officers of English Heritage. The cut from The Manse to Heatherleazes, was noted to need improvements. Quotes would be requested. 102 Correspondence Received: Members requested the Clerk investigate a Dropbox or cloud for Parish Council communication so that it could be viewed in advance of the meeting : The Children s Foundation Request for donation Members did not support this request for funding : Anne-Marie Trevelyan MP Neighbourhood Plan for Warkworth The Clerk would respond stating that the Council were considering a Neighbourhood Plan but would first need to identify the someone to lead it : Joint letter from Councils to the Prime Minister The Clerk would circulate to Members a letter from 14 rural council leaders, including the Leader of NCC, to Prime Minister David Cameron, expressing concern over the provisional local government funding settlement for the next four years and its impact on rural areas 102.4: North East Combined Authority - Transport Manifesto Consultation - The NECA has begun a consultation on a 20-year Transport Manifesto that covers both urban and rural areas of Durham, Gateshead, Newcastle upon Tyne, Northumberland, North Tyneside, South Tyneside and Sunderland. The consultation will look at every aspect of transport. It will help to empower this part of the North East and reinforce its position of being a national and international economic force. Thoughts and suggestion were welcomed via the completion of a questionnaire online via or ring (0191) for a paper copy to be posted out to you. The closing date for responses is Friday 8th April : Northumberland Local Plan Core Strategy Update - Consultation on a Pre-Submission Draft of the Core Strategy took place between 14th October and 25th November 2015, and around 1,850 comments were received from almost 400 respondents. The planning team has been examining the responses, as well as continuing to work on background data and the evidence base for the strategy. A report is published on 16th February which will be considered by the NCC s Cabinet on 21st March, and before that by the Economic Growth and Corporate Services Overview and Scrutiny Committee on 23rd February. The report highlights the key issues that have arisen from consultation on the Pre- Submission Draft Core Strategy. It also describes some areas of concern which need to be addressed before the Core Strategy can be submitted to Government. In order to fully respond to public feedback, and to ensure that the plan is robust, it is considered that changes should be made to the strategy before it is submitted to Government. This will result in a further period of consultation on what will be classed as major modifications. The proposed new timetable for the core strategy will see major modifications published and consulted on in June and July. The final strategy will be agreed in November and submitted to Government in December. This would see examination 2

3 by Government in spring 2017 and adoption in summer This revised timetable will allow representations to be fully considered, changes made in response, and further work to be undertaken on areas of concern all resulting in a more robust plan, in preparation for scrutiny by a Government inspector : Public bench north of Amble Boat Club The Clerk would make contact with a lady who had previously requested a memorial bench regarding the possibility of locating on on the land north of the Boat Club : Noticeboard Update The Clerk informed that some alterations had been carried out on the noticeboard so it should be more easily accessible now : British Legion Grant request As this request was the second received in the current financial year, it would be held over to the April meeting of the Council : 90th birthday of the Queen Commemorative coin The coin was noted for information : ATC - Lighting of the beacon on the Braid 21st April Members had no objection to the Beacon lighting and requested to be kept informed of the event : NCC - Proposed organisation changes at Active Northumberland - Members noted the changes : Car Park Beach Road It was agreed to bring the costs for improving the entrance to the car park to the April meeting for consideration; a quote would be requested from NCC noting that this was also their amenity for bin empyting : Alnmouth FC The Club requested Members consider the siting of a caravan at the playing field to be used as changing facilities. Members did not support this. Members requested the Clerk investigate rescinding the lease held with Northumberland Estates for this land, pending comments from residents Finance: a. Agenda Items 105.1: Consideration of the purchase of tree guards Members agreed that tree guards were not required following advice from the NCC Tree Officer : To consider donation to Parochial Church Council Members agreed to a donation of

4 WARKWORTH PARISH COUNCIL March 2016 Items for Next Meeting: Cllr Lilley requested a badge be designed for non disabled vehicles parking in disabled bays Cllr Elliott informed that the roads at Morwick Road, the Station to Shilbottle, C101 and Guyzance Mill to Hazon Bridge were in an appauling state and should be reported to NCC. Cllr Elliott enquired when superfast broadband would be provided for Guyzance bank House to Warkworth. Cllr Watson had ed Mr Copper for an update.
