1 At the Meeting of the Council held in the British Legion Room of War Memorial Hall, Castle Street, Warkworth at 6.30pm on Thursday 3 rd December 2015 Present: Cllrs Mr Watson (Chair) Mrs Black, Mr Cashmore, Mr Clark, Mr Elliott, Mrs Hobden, Dr Hobrough, Mr Lilley (part), Mrs Shepherd and Miss Wilson The Parish Clerk in attendance Miss Elaine Brown 7 Members of the Public were present. 63 Apologies for absence No apologies had been received although it was noted that Cllr Lilley was running late. Actions Declarations of interest in items on the Agenda None. Public Questions (Maximum 5 minutes per person) B Diggens NE65 0TL Residents of The Guildens had attended the North Area Committee meeting to discuss the proposed fencing. Cllr Bridgett had said he would raise the issue with the estates and legal team. The residents had not yet received any feedback following this. Cllr Watson as County Councillor, Cllr Black and the Clerk were also awating feedback. Cllr Watson informed that he was pursuing a #no heavy vehicles limit for the continuation of The Guildens towards Amble. Residents queried whether laybys could be installed but all agreed that the cost would most likely prohibit this. To approve and confirm the minutes of the meeting held 5 November 2015 Matters arising there from: 67.1: Report of bankside erosion (if any) - Cllr Hobrough commented that the bank was overhanging in places at The Stanners. Cllr Lilley also raised concerns of pressure from the bankside onto the sleepers at the right of way on Millwalk. It was agreed that the Clerk would inform Northumberland Estates of the Parish Councils concerns. 67.2: Play area report A beam had been ordered for the repairs to the playarea. 67.3: Erection of Fencing at The Guildens This item had been discussed during the public participation section. 67.4: St. Lawrence s Churchyard walls The Clerk would chase up Patrick Parsons following their site visit in early November. The Clerk would query whether the engineers had met with the conservation officer. 67.5: Noticeboard update The new noticeboard was in place although the Clerk was asked to inform the joiner that the door on the public site was tight to open/close. 67.6: planter/seat to replace the large noticeboard Mr Galilee was discussing the concerpt design with the joiner and would bring back revised plans to a future meeting. 67.7: Unauthorised advertisements The Clerk would ask Cussins to remove the sign now that planning permission had been withdrawn, this would also be copied to the Enforcement Officer. 67.8: Trees owed from Environment Agency Plans were in place for the planting of the trees at The Butts, the Clerk would enquire with Terry Robson on when the trees would be ready for planting. 67.9: Trees owed from NCC The trees were due to be planted in December, if this was not done by the end of the month the Clerk would chase it up : Vegetation cutting/clearance Station Road The Clerk would request an update from Neighbourhood Services : Concerns - increase of heavy traffic in Warkworth A letter had been sent to Lnghoughton Quarry, a reply was awaited : Rural Parishes Meetings November 2015 Cllr Black had attended the meeting : Northumberland Coast AONB Annual Forum Cllr Hobrough had attended the meeting which was more of a presentation than a forum : NCC North Area Committee Cllrs Black & Hobrough had attended the Area Committee 67.15: Alnmouth FC It was agreed that our of contract for the grass cutting, Alnmouth FC could use the playing field at a cost of 10 per game whilst maintaining 1

2 it themselves : extending the grass cell car park at The Stanners It was agreed to defer this item until a review of leases had been undertaken : proposal for a 20mph zone Cllr Watson was investigating a 20mph zone 67.18: Christmas Lights Update 67.19: Road markings at The Stanners The fencing at the Stanners was to be repaired and then the individual parking bays in the turning pint would be marked out. NCC were not prepared to burn off the keep clear markings as this would just create a mess on the road : Traffic speed at Beal bank A survey report showed a large number of vehicles traveling at speeds in excess of the limit at Beal Bank Correspondence Received: 68.1: Northumberland Theatre Company Request for funding Members queried what plans NTC had to perform in the village in the future prior to considering a donation. 68.2: NCC - Temporary Road Closure C95 Sea View to Shilbottle Road Warkworth at Warkwoth Level Crossing This item had been circulated to Members for information. 68.3: NCC - Town and Parish Council Briefings - 9 December 2015 This item referring to the North East Combined Authority had been circulated to Members. 3 15/03549/FUL Proposed 2 storey side and single storey rear extension 11 Warkworth Avenue Warkworth Northumberland NE65 0TP Members had no objections APPLICATION PERMITTED Planning applications pending: 14/00620/FULES - Coquet View Leisure Park Warkworth - Extension to existing caravan park to provide additional 124 holiday static caravans - The Parish Council object to the application for 124 new caravans at Coquet View Caravan Park on the following grounds: Access - there is major concern in relation to the inadequacy of the Beach Road access. Whilst the creation of priority signage and the proposed alteration to the junction are noted, this does not resolve the problems with the increased traffic as a result of this development would only exacerbate this further. No account is taken of the substantial pedestrian flow up and down this road which includes prams, wheelchairs and people with dogs and children on a 3 ft wide pavement. The proposed traffic generated from this proposed would use a road which by virtue of it's function in the highway network and its inadequate width, aligning and access, is considered unsuitable to accommodation the increase in traffic from this development. To approve this application would be contrary to policies T4 and TT4 of the Alnwick District Wide Local Plan and Policy and Policy S11 of the Local Development Framework Core Strategy. The overall impact of such a large scale expansion will have a detrimental impact on the village of Warkworth - the village cannot accommodate more people, it is already at saturation point in terms of parking, or lack of, and the extra vehicles from this proposed development will result the village being in gridlock. 14/03494/OUT - Land South Of West Close C105 New Hall Farm Junction To Guilden Road Warkworth - Outline application for a residential development of approximately 50 dwellings and associated public open space and infrastructure - It was agreed to object to the application on the following grounds: The proposed development is out of scale with the size of the village Planning policy; there is no core strategy to guide decision making. The current development rate for towns was to be 10-15% and lower for villages, however the current housing plans proposed for Warkworth were at least a 17% increase. The principle of planners/planning inspectors considering applications in isolation is flawed and contradicts the Localism Act, the cumulative effect of this with the other proposed and approved developments is unacceptable. There are no jobs in the village or the surrounding area to attract residents to the housing There is danger of creating a holiday village the creation of dangerous traffic situations at the school and on Beal Bank The increased use of Guildens Road Southwards on an inadequate road. The mix of housing fails to reflect the demographics of the area Errors and inaccuracies within the planning application The inappropriate use of a greenfield site The future maintenance of the play area within the application was also a concern. 13/03459/OUT RESUBMISSION Land North of Gloster Hill Outline permission for construction of six detached dwellings and detached garages, demolition of redundant outbuildings Members agreed to object to the application on the grounds of overdevelopment and access, the development is beyond the needs of the village. The approval of this application would set a precedent for further development in a conservation area, which the Council agree should be restricted.
