1 At the Annual General Meeting of the Council held at British Legion Room, Memorial Hall, Warkworth on Thursday 7 May 2015 Present: Cllrs Mrs Black, Mr Elliott, Mrs Frisch, Mr Lilley, Mr Watson and Miss Wilson. The Parish Clerk in attendance Miss Elaine Brown 1 Member of the Public was present. 1 Election of Chairman and Vice-Chairman: Cllr Watson was proposed as Chairman by Cllr Wilson and seconded by Cllr Frisch. There were no further nominations and Cllr Watson was therefore elected Chairman Actions Cllr Black was proposed as Vice-Chairman by Cllr Watson and seconded by Cllr Wilson. There were no further nominations and Cllr Black was elected as Vice-Chair Declaration of Acceptance of Office for Chairman The Declarations were still standing from the previous year signed by the Chair and Vice-Chair. The minutes of the meeting on 1 April 2015 were agreed as a true record Matters arising there from: 8.1: Report of bankside erosion (if any) No further erosion was noted. 8.2: Magna Carta update The event was progressing well. Advertising was being arranged and it was planned to offer prints of Baron Fitzroberts shield to be displayed in windows on the Street. The facsimile was being framed. Stewards were required for the day of the event; Cllrs Watson and Wilson both volunteered to help out. 8.3: Community Access Defibrillator The Clerk was struggling to get in contact with the Rothbury WI so would pursue this with the Stephen Carey Fund. 8.4: Rights of Way - The timescale for improvements was still unknown. The Clerk would continue to chase this up. 8.5: Gulley clearing The Gulleys did not appear to have been cleared. The Clerk would once again request this to be done on Castle Street and Bridge Street. 8.6: Gate on eastern side of St. Lawrence s Churchyard Rob Collins has some ideas for the gate, it was agreed to ask Mr Collins to speak to the

2 stonemason about the potential design. 8.7: Condition Survey St Lawrence Churchyard wall The survey had not yet been received. The Clerk had queried this and the engineer had suggested he may like to visit the walls again before compiling the survey report. 8.8: Pavements Bridge St and Castle Street A walk about would be arranged with Highways Inspector Lee Baxter and Cllrs Hobrough and Watson. 8.9: Sports England Protecting Playing Fields Northumberland Estates had responded stating they were happy to consider a longer term lease. They would look into this further and provide a further response in due course. 8.10: Bicycle rack and noticeboards It was suggested that a neighbouring parish may be interested in the large black noticeboard. It was agreed to propose to the parish that they have the noticeboard at the cost of 250 if they also cover the cost of removal and the making good of the pavement. The Clerk would request quotes for a new noticeboard in keeping with the village. The Clerk would also progress the addition of U-bolts to the birds mouth fencing for bicycle racks. 8.11: Unauthorised advertisements It was agreed to write a strongly worded letter urging the Council to enforce the unauthorised advertisements. 8.12: 2 x replacement litter bins The Clerk had ordered the litter bins which were expected to be delivered to Lionheart Depot for installation by NCC within 10 days. 8.13: Public Conveniences A lot of work had been done to improve the PC s; this was not yet complete. It was agreed that the Parish Council would contribute an amount of 2000 towards the works. The opening and cleansing arrangements were still to be looked at. 8.14: Amble & Warkworth Good Citizen Awards It was agreed to contribute an amount of 50 toward the awards. The Clerk would contact PCSO Fawcett. 8.15: Beach Road car park Quotations for the improvement of the surfacing were still awaited. 8.16: Seat maintenance The Clerk would query the original agreement for the rolling maintenance programme and whether this included the decorating of the seats. 8.17: Trees owed from Environment Agency The Clerk would contact the EA and make arrangements for the trees to be claimed. 8.18: Co-option of Councillor This would be deferred to the June meeting of the Council. Members present felt that a younger Member who was potentially Chairperson material would be preferable. 9 Correspondence Received: 9.1: ATC - Lighting of Beacon as part of VE DAY Anniversary Celebration The Clerk informed that ATC had cancelled the lighting of the beacon but would proceed with the wreath laying element of their plans. Members of the Council also agreed to lay a wreath at the Warkworth War Memorial. 9.2: NCC Consultation; Street Trading Policy Members had no comments to make on this policy. 9.3: NCC Surface Dressing advance notification Information relating to the surface dressing of roads was noted for information. 9.4: Warkworth Cricket Club Retrospective grant The grant to cover the cost of cricket balls to the sum of was agreed. 9.5: Northumberland Wildlife Trust Hauxley Nature Reserve Notice of closure until the summer of This was noted for information. 9.6: Warkworth Tour of Britain briefing meeting As the tour was passing through Warkworth the PR business that was promoting the event wished to meet with representatives of the Parish Council. The Clerk would set up a meeting.

3 9.7: ATC WW1 Commemoration event 2016 in 2016 ATC plan to hold an exhibition showing the vital supporting role which various organisations played both on the Home Front and abroad. They were therefore inviting the PC to gather information/ photographs/ memorabilia etc. relevant to the First World War years. It is also hoped there might be some local tales to tell as well as the national and European ones! 1st July 2016, the Battle of the Somme where so many lives were lost, will be the third date set to be marked nationally during the WW1 Centenary Commemorations. However, it was that Saturday 2nd and Sunday 3rd July 2016 would be the most opportune days for volunteers and visitors to join together. The PC was invited to participate. Members agreed to forward the letter of invitation to the Social History Group 9.8: NCC Charter Progress Questions The Clerk had provided information relating to the availability of computers to Council Members. 9.9: NCC Rural Parish meetings reminder It was agreed that Cllr Black would attend the Rennington meeting. 9.10: NCC Modern Councillor e-learning modules reminder The Clerk reminded Members of the e-learning suit that had been set up online. 9.11: Warkworth in Bloom Household waste abandoned next to litter bin on Castle Street The Clerk had forwarded the complaint to NCC who intended writing to the various properties that may be responsible. 10 Finance: a. Detrimental effects on wildlife Detrimental effects on the village character The inappropriate use of a greenfield site 14/03313/OUT - Land West Of 30 Watershaugh Road Warkworth - Outline application with all matters reserved for development of approximately 11 residential dwellings and associated access and ancillary works Objections on the following grounds: The cumulative effect of all of the developments on the village; including pending applications 14/03312, 14/03494/OUT and approved application 13/00302/FUL The Members consider the ecological survey to be flawed and incorrect The inadequate roads, pavements and pedestrian access to the village from the site The detrimental effect to the character of the village 14/03494/OUT - Land South Of West Close C105 New Hall Farm Junction To Guilden Road Warkworth - Outline application for a residential development of approximately 50 dwellings and associated public open space and infrastructure - It was agreed to object to the application on the following grounds: The proposed development is out of scale with the size of the village Planning policy; there is no core strategy to guide decision making.

5 The current development rate for towns was to be 10-15% and lower for villages, however, the current housing plans proposed for Warkworth were at least a 17% increase. The principle of planners/planning inspectors considering applications in isolation is flawed and contradicts the Localism Act, the cumulative effect of this with the other proposed and approved developments is unacceptable. There are no jobs in the village or the surrounding area to attract residents to the housing There is danger of creating a holiday village the creation of dangerous traffic situations at the school and on Beal Bank The increased use of Guilden Road Southwards on an inadequate road. The mix of housing fails to reflect the demographics of the area Errors and inaccuracies within the planning application The inappropriate use of a greenfield site The future maintenance of the play area within the application was also a concern. 15/00908/FUL Rear extension to the property to increase living room and bedroom size 16 Coquet Way Warkworth Morpeth Northumberland NE65 0TY The Members had no objections to this application. 13/03459/OUT RESUBMISSION Land North of Gloster Hill Outline permission for construction of six detached dwellings and detached garages, demolition of redundant outbuildings Members agreed to object to the application on the grounds of overdevelopment and access, the development is beyond the needs of the village. Concerns were raised over flooding, sewerage, traffic, inadequate footpaths and road infrastructure, lack of facilities locally to cope with the increased housing, concerns of the ecology on the site and lack of street lighting. A policy was currently being drawn up Urgent Items: Cllr Watson raised his concerns over a stone pathway which had been placed

6 over the grass verge on Guilden Road; if this was not removed other residents may also create pathways.
