Significant transport investment to compliment mass development across North Bristol Arc.

3 INTRODUCTION FROM Darren Jones MP As your local Member of Parliament, housing and transport have been the top local issues raised with me since my election in As your Voice in Parliament, I represent you in the House in Commons. But as your Champion in Bristol, it's also my job to campaign for local changes to make Bristol a better place to live, work and raise a family. Because local residents keep telling me how important housing and transport is, I organised a number of public meetings and consultations in 2018 with residents and transport providers. This booklet has been paid for by advertising income. Adverts do not mean that I endorse the business or their particular project. This North Bristol Transport Plan pulls all of your feedback into one place, and makes clear asks of the national, regional and local government bodies which control the money and make the decisions. I now want to hear what you think about it, and I will use this plan as the basis for my lobbying for local sustainable investment in transport and housing. 4 BRISTOL NORTH WEST OVERVIEW The removal of tolls on the Severn Bridge is estimated to increase car journeys by 6 Million each year. And with hundreds of new houses and expanding retail at Cribbs Causeway, cross border transport planning is absolutely vital. 5 TRANSPORT UPDATES I'm born and raised in Bristol and local transport has been a problem for as long as I can remember. Most of you live in the outer ring of Bristol, making it even more important to get cheap, reliable and frequent buses and trains working so that you don't have to drive your car (or get a taxi!). We also need much better cycle lanes that don't start and end dangerously and which follow major routes in and out of the city. And we need to make it easier for people to have electric vehicles. I'm therefore calling for new transport hubs that bring together rail, bus, cycling (storage and hire) and car parking with electric vehicle charging. These hubs must have connecting and non-stop bus lanes and cycle paths into and out of Bristol City Centre and Cribbs Causeway, and potentially through the Avonmouth Industrial Estate. I think the Transport Hubs should be at the Portway P&R in Shirehampton, at Henbury (near the Rugby Club) and North of Lockleaze. Community campaigns Trains We will be getting a new train station in Henbury (near the rugby club) and in Filton (on the airfield next to the Mall). This will mean journeys to Bristol Temple Meads within 15 minutes. Expected 2020/21. This is a great opportunity to build a Transport Hub at Henbury. I eventually want to connect the Henbury Train station to the Severn Beach station to create the Henbury Loop Line, but we need to wait for new flood sea defences and further investment in Avonmouth first. All train stations should have cycle hire and cycle lock-ups and bus stops. along with car parking and electric vehicle charging. Buses Buses are going to remain a really important part of Bristol's public transport. Old diesel buses need to be replaced with cleaner models to help us meet our air pollution targets. And we need to keep making it easier to pay for tickets, which should have flat rates. Tackling pollution and noise from industry in Avonmouth Supporting community renewable energy projects (wind turbines) Keeping on at the council to get the Iron Bridge fixed, and finding ways to get industrial traffic to NOT use Kingsweston Lane Successfully supporting the Henbury Social Club to get planning permission for their new community centre Making sure residents voices are heard in the on-going dispute at Stoke Lodge Successfully supporting the Bristol Civil Service Club in Lockleaze/Horfield to prevent its closure Campaigning against development on green belt, including on Stoke Park But most importantly, our buses need to be on time, frequent and cost effective. For that to happen, we need new non-stop bus lanes to stop buses getting stuck in car based traffic. And we need a regional Bus Plan - including bus franchising - from the West of England Combined Authority. Any new Transport Hub at Lockleaze should be built on brown field and not on Stoke Park or adjoining green belt. Cycling We should be aiming for supercycle highways with segregated and continuous cycle lanes along our major routes. Ideally, these routes would be off of major roads to reduce air pollution exposure but this would mean cycle lanes on residential streets making it harder to deliver. To begin with, therefore, I'm calling for a super cycle highway consultation to see which routes we should focus on. Cars Good public transport should reduce car use. But for those that wish to use them, we need to prevent reducing current road capacity and promote electric vehicle charging points as a priority. And, as mentioned above, we need good car parking at our transport hubs for people who wish to drive and then use a bus, hire cycle or train.

6 HOUSING UPDATES Bristol is one of the best cities in the country. But it's now also the third most expensive, with private rents increasing by 33% in the past four years. That makes it hard for many people to pay high rents and initial deposits. City wide, only 25% of people in Bristol own their home and thousands are waiting for a council house. Homelessness is on the rise. That's why Mayor Marvin Rees, made such a bold pledge to build so many homes - including council and affordable - and to do whatever he could to help people who are homeless. In Bristol North West, we have some of the richest areas in the country next door to some of the poorest. Providing safe and secure housing for everyone makes our area the best place to live for everyone, regardless of whether you have lots of money or not. I have successfully campaigned for house building funding from Government and helped pass new laws to make sure renters are in homes that are fit to live in. Avonmouth and Lawrence Weston Ward (225 Houses) We have 225 homes (135 affordable) in Lawrence Weston (Henacre Road, Longcross Rockwell and Long Cross Holly House), plus 40 affordable community built with Ambition Lawrence Weston on Astry Close and some assisted self build near Blaise Castle. I have also spent a lot of time working with industry and regulators to try to reduce noise and dust pollution and smells from Avonmouth. This year, I'm working on a Memorandum of Understanding ("MOU") to make further improvements. I'm also continuing to support renewable energy projects in the area, including wind and tidal. Henbury and Brentry Ward (91 Houses) We have over 91 houses planned in Henbury and Brentry, on Richardson Walk, Monsdale Close, Passage Road and at Brentry House. This has included the first of hopefully many council built council houses. Southmead Ward (161+ Houses) Southmead has some fantastic plans coming together, with 161 new homes planned and more on the way. New plans are being put together to re-design and upgrade Greystoke Avenue with new shops, flats, housing, a community centre, GP centre and new parks. I also joined a walk around on the Twenty Acres estate recently and called for some very old issues to be resolved so upgraded pathways and access routes can be considered in the future. Lockleaze Ward (711+ Houses) Lockleaze has a real buzz about it. Following the refresh of Gainsborough Square, we've had news of new supermarkets, a new secondary school and at least 711 homes in the pipeline (including 240 council houses and 76 affordable houses) These will be at Romney House, Bonnington Walk, Branwithe Close, the Cameron Centre, Copley Crescent, Herkomer Close, Morris Road and Sheldon Road. Horfield Ward (55 Houses) development updates A new Memorandum of Understanding (MOU) between regulators and industry in Avonmouth, to better improve anti-pollution measures and increase response time Flood sea defences at Avonmouth to prevent flooding from rising sea levels due to Climate Change Potential charging zones for dirty vehicles which drive into the city centre. This is just being investigated by Bristol City Council and we are watching it closely to understand the impact for residents in Bristol North West. Continuing efforts for more renewable energy sources in tidal, wind and solar. In addition to 55 new council houses in Manor Farm and on the Brunel Ford site, Horfield has a high number of private rented homes, including lots of houses in "multiple occupancy". I supported recent Landlord Licensing in this area and supported a new law to ensure private rented homes are "fit for humans" (this didn't used to be the law!).
