Public Forum 1. CPZ Zone V (Mr Innis and others) 1 (a) Residents of Featherstone Road, Hartington Road, Queens Road, Gladstone Road, Dudley Road, would like to lodge objection to Controlled Parking Zone V and ask the Councillors to remove the parking controls, as there are no benefits (of CPZ) because there was no congestion problem in the first place during the day 1 (b) Local businesses on Featherstone Road, Queens Rd and Western Road (see list/petition) had no prior consultation before the introduction of the CPZ. We had no opportunity to discuss with the Councillors or transport officers the impact CPZ could have on our businesses. Since CPZ V was implemented on 15th Nov., the impact on our business is such that we are losing customers because of CPZ and our staff cannot park their vehicles for the same reason. The cost to business owners especially the small business is catastrophic and requires an urgent review before some businesses and jobs have to close. 1 (c) The Residents and Local Business dispute the Consultation Results on the basis that distribution was not carried out efficiently and request that the Councillors postpone CPZ V and offer re-consultation to allow a proper response from the majority of residents and local businesses. At the meeting concern was expressed that residents of Endsleigh Road had not been consulted on the CPZ, they were not included in the CPZ but had been issued with resident parking permits. It was noted that the Council acknowledged and apologised for not consulting residents of Endsleigh Road. Further concerns were expressed by Councillors and members of the public about the low response rate for the consultation on which decisions were based. The Committee asked for Cabinet to review the CPZ zone V in view of the concerns raised. (Minute 8.v) 2. Sports facilities for Southall (Mr B S Gill) We would like to know what sites can be made available for the development of a sports ground that will cater for Southall football club and other groups that are currently unable to host any sports games or tournaments in the local area with adequate facilities? Tenders that have been issued for development of sports facilities we have seen no development to date Is the tendering process effective? At the meeting concern was expressed about the history of the Glade Lane site whereby a large volume of rubbish had been tipped on the site in the past. This had led to this site being unsuitable as an option for a sporting venue due to the costs involved in clearing the site. 3. Avenue Road Junction with High Street (Mr Sullivan) Can I have an update on the proposed pavement widening of Avenue Road at its junction with High Street as the works were to have been carried out by now? - 1 -

2 Mr Sullivan was not present at the meeting and this question would be answered directly to him in writing. 4. King Street traffic flow (Mr J Beeston) Would the officers advise the outcome of the feasibility study into the proposal, agreed at the last Area Committee, to enable King Street traffic to flow more freely. The meeting was informed that unfortunately this proposal had not been progressed due to other conflicting priorities and the issue of resources. However there had been other traffic flow improvements in King Street such as the stop and shop implementation. 5. Street trading of cars on Norwood Road (Lord Young) What action is the Council taking against street trading of cars, a persistent problem in Norwood Road? The Committee was advised that further information on this subject was included in the Operation Scrap It report on the agenda. That the report containing written answers to questions 1, 2 and 5 be noted That residents' concerns relating to the traffic flow in King Street be noted. That a written answer for question 3 be provided directly to Mr Sullivan 2. Presentation by Patty Vincent of Mencap To note that the presentation did not take place. 3. Operation Scrap It Removal of nuisance vehicles, including cars for sale on the highway, had begun in Greenford and would start in Southall in January Police would be present. There would be automatic prosecution for those who had traded before. The aim was to speed the process up and it was noted that targets of removing nuisance vehicles within 72 hours had been achieved. To note the Council s commitments under the Operation Scrap-it scheme and the DVLA s Code of Practice as detailed in the report To note the draft enforcement procedure for removal of untaxed vehicles as detailed in the report. To note that Cabinet will receive a six-month review report on the scheme in March

3 4. Environment Update Report The report updated the Committee on progress with regard to environmental issues in Southall. There had been additional officer enforcement and nine fixed penalty notices had been issued along with the removal of 3 people trading on Southall Broadway. Shops had agreed to work with the Council. There had been confiscation of pirate goods, and illegal card sellers had been moved on. Thousands of goods had been seized and arrests had been made as a result of the partnership between Police and Council. The Committee was informed that the fire service had inspected sites where Jalebis were cooked, and were satisfied that they were safe. The Committee requested that the Health and Safety Executive be consulted on the safety of cooking Jalebis and that a report on this matter be considered at the next meeting. It was noted that officers had patrolled Southall Broadway after 6pm and were carrying out more enforcement in relation to commercial waste issues. Ealing s Second Schools Private Finance (PFI) Scheme: Featherstone Primary and Glebe Nursery School The report updated the Committee on progress of the LEA s second PFI scheme, which included Featherstone Primary and Glebe Nursery Schools. The Committee welcomed the report. That the report be noted. 6. Crime, Disorder and Drugs Audit 2004 Summary The Committee considered a report giving a brief introduction to the findings of the Crime, Disorder and drugs Audit Crime levels in Ealing had decreased by 3% and were below the London average. The audit had looked at official crime records and had only taken the main listed crimes into account. Councillors and members of the public were encouraged to complete the questionnaire attached to the agenda and return it to Safer Ealing Unit, Perceval House, Uxbridge Road, Ealing, W5 2HL

Street Naming and Numbering The Committee considered a street naming proposal submitted by developers. That the new development on the site of the Former US Cans Factory car park adjacent to 160 Scotts Road Southall, be named and numbered 1 8 Suvera Close subject to the correct spelling of Suvera/ Savera being established. 8. Transport Projects Update The report set out the progress on all the current transport schemes in the Southall area. Members of the public expressed concerns about the CPZ zone V and a petition against the CPZ was presented to the Committee (ref. Public Forum) Cllr G Singh reported that there was a need for the 805 bus service to be extended from Southall to Northolt and Transport for London (TFL) was currently carrying out a consultation. It was important that representations be made to TFL. That the report be noted That officers be authorised to proceed with detailed design and implementation of the 20mph zones (Woodlands Road area and Dane Road/ Carlyle Avenue) described in section 3.6 of the report, subject to favourable outcomes of the consultation exercise. To Approve the cycling by-pass described in section for local consultation, and implementation if consultation produces a majority in favour. to Recommend to Cabinet (iv) That Cabinet make representations to TFL to extend the 805 bus service from Southall Broadway to Northolt. (v) That a review on the Controlled Parking Zone V be undertaken as soon as possible in order to take on board the concerns of residents as expressed at this meeting and by the petition presented to the meeting. 9.
