1 GIA LAI PROVINCE 1 Basic Information 1.1 Geography 1 Gia Lai, the second largest province after Dak Lakk in Vietnam, is situated in the northern part of the Central Highlands, at an average elevation off m above sea level. US$, 2012) (cassava chip, cashew nut, wood,constructionmachinery, etc.) The province was re-established on 12/8/1991 by separating Gia Lai Kon Tum Province into two: Gia Lai and Kon Tum. Gia Lai borders provinces of Quang Ngai, Binh Dinh, and Phu Yen to the east, Ratanakiri Province of Kampuchea to the west by a borderline of 90 km, Dak Lak Province to the south, and Kon Tum Province to the north. Gia Lai has Le Thanh International Border Gate, which links the province with southern Laos and northeast Thailand. Moreover, the Kampuchean National Road (NR) no. 78 has recently been completed, connecting the NR no. 19 in Duc Co District to Ban Lung Town, Ratanikiri Province, Kampuchea. These are good conditions for other provinces and cities to boost development cooperation and promote its inherent advantages to increase production capacity, develop socio-economic infrastructure, enhance economic competitiveness, create breakthrough steps for economic development, and make Gia Lai an economic engine of the region. Le Thanh International Border Gate in Gia Lai Province together with Kampuhean NR no. 78 will be the trade focal, promoting the exchange of economic development cooperation with regional countries such as Laos, Kampuchea, and Thailand. This also means that Gia Lai is a most attractive destination of Vietnam s tourism industry with the advantage of three countries for one destination. 1.2 Population 2 Please see Annex 1: Population of Gia Lai Province, 1995, , page 17 The population of Gia Lai is 1,322,000 in 2011, with a population density of 85 people/km². The urban and rural population is 399,900 (30.24%) and 1,335,800 (69.75%) respectively. The population growth rate is 17.2 o / oo while the birth reduction rate maintains at 7.7 o / oo. However, the mechanic growth rate stands at 5 o / oo because about 6,000 people immigrate to Gia Lai from other provinces (mainly from the north) every year, which makes great contribution to the province s labour force. 3 The population distribution is uneven. Some urbann areas such as Pleiku City and An Khe Town are more populated with the density of 758 and 330 people/km 2 respectively. Meanwhile, the population density is from 27 to 40 people/km 2 in isolate and remote regions like Krong Chro District and Krong Pa District, mostly inhabited byy minority community. There are 38 nationalities living in Gia Lai until 1 April 2009, comprising 713,403 Kinh (the dominant ethnic group in Vietnam), accounting for 56% of total provincial population. Kon Ka Kinh at 1,7000 m is the province s highest mountain and located in K'Bang District. The lowest point is the Ba River basin at 100 m above sea-level. The province lies on a part of the ancient and immense stone foundation having a thickness over 4,000 m and belogingg to Kon Tum massif. The topography tends to become gradually lower in going from north to south and to ncline from east to west with a relatively complicated alternation comprising three main types of terrain: mountain, highlands, and midland and delta. - The mountainous area is 6,909 km 2, accounting for 2/5 of the total natural area. It mostly lies in the north with the highest peak of 2,023 m andd strong segmentation, scattering in the surface of other terrains in Gia Lai and representingg by mountain ranges of An Khe, Ngoc Linh, and Chu Du. - The highlands with an area of 5,800 km 2 is the common and important terrain, representing by two plateaus of Kon Ha Nung and Pleiku. The former at an elevation of m covers an area of 1,250 km 2, being constituted by ancient basalt on the main foundation of brown and red feralit soil. The latter has an area of 4,550 km 2, lying on a basalt foundation of asymmetric archwise form. - The midland and delta account for 3/5 of the provincial area. This sunken terrain at an elevation of m, covering An Khe, Cheo Reo, and Phu Tuc in the east of Gia Lai, has been exploited by humans for food production. Climate Possessing a tropical monsoon climate in highland,, Gia Lai has an abundant humidity and rainfall. It is dry and less cold in the winter, and warm and cool in the summer with temperature amplitude of 10 o C. The province is affected by the dry southwestt monsoon with two distinct seasons the rainy season from May to October and the dry season from November to April. 3 and =Content&op= =details&mid=7783 4

5 The average rainfall is 2,200-2,500 mm west of Truong Son mountain range and 1,200 1,750 mm east of the Truong Son range. However, there are 4 climatic subregions due to impacts of monsoon and topography: - the flank of Central Highlands running along NR no. 14: temperate and cool climate, about 2,200 mm rainfall; - the sunken area of Cheo Reo and Phu Tuc: hot weather, about 1,200-1,600 mm rainfall, - the high mountain bordering the Highlands, and - the central coastline: late raining. The average temperature is C. The weather in Gia Lai is remarkable for its frequent droughts happening by the end of November to April of the following year. During this time, the temperature may increase to 35 o C with a humidity under 50%. The hoar frost and mist happen about 4 5 days and nearly 100 days respectively a year. Storms do not hit Gia Lai but heavy rains on extensive area easily cause floods and flash floods in many parts of the province. The climate in Gia Lai is suitable for the development of industrial crops, agricultural-forestry business and for raising cattle. 3 Resources Land resources Gia Lai Province has many advantages to develop sustainable and effective agriculture. Temperate climate is one of the prerequisite factors to generate bumper crops. Together with climate advantages, Gia Lai also has a natural area of over million ha. The soil includes five main types: the alluvial soil group, grey soil group, yellow-red soil group, black soil group, and the stone emerging eroded soil group. Of these, the yellow-red soil group occupies the largest area at 760,000 ha or 49% of the province. This group includes plenty of types of soil which are really important, especially the red soil on basaltic stone concentrated in the districts of Pleiku and Kon Ha Nung Plateaus. This soil is well suited for other types of long-term industrial crops requiring high fertility such as coffee, tea, rubber and many fruit trees. Large water reserves of the three rivers together with the dense network of small rivers and streams give strength to Gia Lai to develop the hydropower industry with total capacity of MW. The Se San River, one of the three largest rivers of Gia Lai, ranks the third in Vietnam s hydropower potential, accounting for 11% of the total hydropower potential of the country (behind the Da River at 44% in the north and the Dong Nai River at 16% in Dong Nai Province). 3.3 Mineral resources 4 5

6 Minerals are abundant and are favorable for industrial development, especially for buildingmaterial production. Some ore reserves include bauxite, gold, iron, granite, limestone, clay, lime, and sand. There are 298 mineral mines, comprising 42 different kinds. - Ferrous metals: Chrome under dispersed gold form, in Pleiku City, Chu Se, and Buon Ho. - Non-ferrous metals: Nickel, cobalt, and tin in alluvial grounds along treams; laterite bauxite: 2 mines with reserve up to million tons in the mountain ranges of Kon Ha Nung, Kom Plong, Ka Nat, and Duc Co, its content of Al 2 O 3 is 33.75% % and SiO %; iron mines in An Phu, Pleiku City; zinc in An Trung and Krong Chro. - Precious and rare metals: Gold: about 73 sites of which 66 are of original ore and 7 of alluvial deposit. They are located in Kong Chro, Ia Mo, Krong Pa and Ayun Pa and in branches of streams belonging to the upper reaches of Ba River with gold content of 4 to 16 grains/dm 3. Vonfram is distributed in dispersed gold in Pleiku - Phu Nhon - Buon Ho. - Minerals used to produce construction materials: Limestone in Chu Se, Plei Rinh, Yaly Fall is used to produce fire-brick, slack lame, and art objects; Clay in Chu Se - Phu Tuc, gem (opal, sapphire, ruby, zinicon, etc are in Nghia An, Chu Se, Bien Ho, and Cheo Reo) - Granite: 2 granite quarries in Phu Hoa Town and Chu Se District - Construction sand is found along rivers and streams, especially along the Song Ba River, with 40 small deposits of various qualities ranging from the middle to good. - Peat is found at Bien Ho, Chu Pah, used in microbiological fertilizer production. 3.4 Forest resources Gia Lai has 750,819 ha of forest and 76 million m 3 of wood reserves, making up 28% of the Central Highland s forests and 38% of the wood reserves. The amount of wood harvested in natural and planted forests is 160,000 m 3 and 180,000 m 3 respectively, meeting the demand for wood and laminated MDF wood processing industry at large scale with high quality. Gia Lai has a large tract of land for forest cultivation and trees grown, producing pulp for the paper industry and developing rubber trees. Endowed with immense forests, diversified terrain and climate, Gia Lai is well-known for the most diversified species in Vietnam. The Biological Resource Ecological Institute has found that the provincial forests are home to 375 species of birds belonging to 42 families and 107 species of animals belonging to 30 families and 12 groups. There are 94 species of reptiles belonging to 16 families and 3 groups, 48 species of amphibians belonging to 6 families and 2 groups; 96 fish species and thousands of species of insects. There are, quite notably, species of rare and precious animals such as rhinos, gayals, tibetan bears, tigers, leopards, flying weasels, flying squirrels, red wolves, black gibbons and harlequin bats and some species of birds such as ciconia episcopus (woolly-necked stork), peacocks, lophura nycthemera (silver pheasant) and polylectron germaini and some species of reptiles such as chameleons, worm lizards, and pythons 3.5 Tourism resources 5 Gia Lai s tourism has its own special characteristics of which the outstanding is nature tours showcasing the diversified ecological system, primitive forests, waterfalls, and lakes. Gia Lai is the riverhead of Ba River flowing to the central coastline and the Sesan River flowing to Kampuchea together with many smaller rivers and streams. There are lakes, waterfalls, mountain passes, and primeval forests, creating many impressive and poetic sceneries. An abundant source of precious and rare animals is found in the tropical forests of Kon Ka Kinh and Kon Chu Rang

7 Other beautiful sites are wild Xung Khoeng Waterfall in Chu Pong District, poetic Phu Cuong Waterfall. The tourist attraction sites such as Da Waterfall, Dream Pier on the Ba River in Ayun Pa, To Nung Lake are likened to the eyes of Pleiku City. The artifical landscapes comprise endless plantations of rubber, tea, and coffee. Tourists can combine tours in forests with boating, elephant riding, trekking, etc. Gia Lai preserves an ancient culture of ethnic minorities, mainly the Jrai and the Bahnar, representing in communal house, house on stilts, charnel house, traditional festivals, clothing, and musical instruments, etc. In addition, Gia Lai possesses historical relics and cultural works such as: Pleiku Prison, Highlands Tay Son Zone, the Tay Son - Nguyen Hue revolutionary base vestige, the anti-war village of Stor - homeland of Hero Nup, and other interesting historical places such as Plei Me, Cheo Reo and Ia Rang. There are also folk festivals of long-inhabiting minority ethnic groups, the Highland s Gong culture that was recognized by UNESCO as an oral masterpiece and non-material cultural heritage of the human beings, and other ethnic tourism treasures such as wood sculpture art, folk music, and folk dances. 3.6 Human resources N/A 4 Education and health care 4.1 Education The rate of communes attaining the universalization of secondary level education is 92.8%. In the school-year , there are 230 primary schools, 230 secondary schools, 39 high schools, and 340,000 pupils. One school of 3 levels from primary to high schools has been operated in the school-year. In addition, the province has 5 intermediary level schools and colleges, one subsidiary of the HCMC University of Agriculture and Forestry which trains about students a year. 4.2 Health care Please see Annex 2: Health data , page 18. Doctors are available in 48.2% of communal health stations, reaching the rate of 5 doctors/10,000 inhabitants. National health care programmes have been implemented successfully, thus, reducing significantly diseases. 5 Infrastructure Transportation + Roads 7 Gia Lai is a convenient position when it is situated in the immense Pleiku Plateau, likened to a roof of the Binh Dinh and Phu Yen Delta and Kampuchea. The province is an intersection of many importants national roads (NR) with a total length of 503 km

8 - A 112-km section of NR no. 14 running in the north-south direction is an artery linking Gia Lai with Kontum, Quang Nam and Da Nang City in the north, Dak Lak, Dak Nong and southern provinces in the south. - A 196-km section of NR no. 19 running in the east-west direction links Gia Lai with Quy Nhon Port, Binh Dinh Province in the east and the Le Thanh International Border Gate in the west. This important national road has been built on the basis of the most ancient communication between people in the Central Coast and northern Highlands provinces before the 20 th century. - A 111-km section of NR no. 25 links NR no. 1 belonging to Tuy Hoa City, Phu Yen Province with NR no.14 in My Thach, Chu Se District, crossing southeastern districts such as Krong Pa, Ayun Pa Town, Phu Thien and the east of Chu Se District. - The Ho Chi Minh Highway runs through the province. NR no. 14C and NR no. 25 link Gia Lai to provinces of the Central Highlands. - And finally, Truong Son Road is very convenient for transporting goods to ports for export and other economic centers of the country. Gia Lai has 11 important provincial roads (PR) with a total length of 473 km. - PR no. 662 (76 km): from NR no. 19 in Da Che, Dak Po District to the south, it links with NR no.24 in the west of Ayun Pa Town. - PR no. 663 (23 km): from the extended NR no. 19 (Bau Can Section) running through Chu Pong District and linking with PR no. 675 in Phu My, Chu Se District. - PR. No 664 (53 km), from NR no. 14 in Pleiku City to Ia Grai District, heading to the west and linking with NR no. 14C in the Se San River. - PR no. 668 (17 km): from NR no 25 to the south, heading to AyunPa Town, Phu Thien District, then Dak Lak province. - PR no. 669 (90 km): from NR no. 19 in An Khe Town to then orth along districts Kbang and Kon Plong, Kon TumProvince - PR no. 670 (46 km), from NR no. 19 in Kon Dong, Mang Yang District, linking with NR no. 12 at the section crossing Ia Khuol Commune, Chu Pah District, a border between two provinces of Gia Lai and Kon Tum. - PR no. 671 (24 km): from NR no. 14, linking with PR no. 670 in Nam Yang Commune, Dak Doa District. - PR no. 672 (29 km) is the beltway of Pleiku City. - PR no. 673 (23 km): from NR no. 14 in Phu Hoa Townlet to Ia Ly Hydropower Station. - PR no. 674 (32 km) links NR no. 19 at the center of An Khe Town with Krong Chro District. - PR no. 675 (60 km): from NR no. 19 in Pleiku City, linking with NR no. 14 C in Ia Men. Most roads connecting to the district centers of Gia Lai are asphalted. 9 The small Pleiku Airport, also known as Cu Hanh Airport, was built during the French colony. It is about 5 km from the city. There are 7 flights a week from Pleiku City to Ho Chi Minh City, Da Nang City, Ha noi and vice versa. The airport is upgraded to accommodate larger plane of A Electricity and Water 8 + Electricity With high terrain, many rivers and streams, Gia Lai is one of the provinces endowed with small and medium hydroelectric plants. There are 82 hydropower projects, 7 of which are invested by the Electricty of Vietnam (EVN) Group. The former s reservoir zone lies in Sa Thay District, Tay Ninh Province, belonging to the basin of Po Ko and Dak Bla Rivers Situated at the last step of the Song Ba cascade hydropower system, Song Ba Ha is one of the largest hydropower stations in the Central. In addition to power generation, this station has taken part in flash flood reduction and irrigation for the lower courses, contributing the socioeconomic development of two provinces of Phu Yen and Gia Lai. Its main duty is power generation together with flash flood limitation, provision of water source to the Kon River, and water control for the basin behind the An Khe Dam. 7 Se San 4A 3 generating units This is the last work in the cascade 8 9

Besides, Gia Lai has adopted many policies to attract investors for building of 75 hydropower works of medium- and small-scale with a total capacity of nearly MW, comprising 21 hydropower stations under operation with a total capacity of MW, 17 projects already started, 27 projects awaiting for construcion start, and 10 projects under planning. + Water supply The water supply is sourced mainly from rivers, streams, and lakes. In Pleiku City, towns have water plants to serve production and people needs. Ninety percent of the households in the city, 75% of the rural households have clean water. 5.3 Communications There are 379 Base Station Subsystems (BTS) and 22,000 internet subscribers. The telecom infrastructure has been extended from provincial center to districts, townlets, and communes. Almost all households have land-line telephones, attaining the rate of 15 sets/100 people. The 3G-internet has been put into operation. Inspite of the economic downturn, the province s agriculture has seen good performance over the period from 2011 to Agriculture output in 2011 is 7, billion VND (at constant price 1994), accounting for 36.4% of the province s GDP. In 2012, it rose to 8,197 billion VND, an increase of 6.7% compared to the year 2011, in which the vast majority belongs to cultivation (7,617 billion VND). Data for livestock, forestry and fishery are 402, 127 and 25.2 bil. VND respectively. The land-use of agricultural production of Gia Lai was 546,000ha, of which 500,000 ha is for developing long-term industrial crops. Main components of the province s agriculture sectors include cultivation of rubber with total area of 95,704 ha, coffee (77,568 ha), wet rice (70,449 ha), corn (50,700 ha), cassava (63,352 ha), sugar cane (29,268 ha) and pepper (8,000 ha), tobacco (3,500 ha). In addition, Gia Lai has a strong labour force for agricultural production development, the province had some 563,341 labourers working in the agricultural sector (2008), in which 405,000 people were involved in agriculture, aquaculture and forestry production. These resources are enough for the province to develop an agricultural processing industry to serve both domestic and export markets. Besides, the province has called for investment capital for the agricultural sector. In parallel with agricultural production, Gia Lai also attracts capital for agricultural processing sectors such as sugarcane processing, manioc processing and animal feed production. 6.3 Export and Import N/A 6.4 Tourism N/A 6.5 Industry The sector of industry and construction has developed strongly. Investment attraction into Industrial Parks (IPs) and key economic zones such as Pleiku, An Khe, Ayun Pa, Chu Se as well as advantageous industrial sectors including hydro power, agro-forestry processing, mineral mining and construction material production have contributed actively to accelerate socioeconomic development, assisting agricultural development and commodity circulation. Several key industrial products of the province include cement, commercial electricity, MDF wood, coffee, pepper and granite stone have gained high competitiveness in the market. The provincial industrial value reached VND trillion in 2012, an increase of 31.8% comparing to In addition, the system of big rivers including Sesan, Ba, numerous streams and sloping topography have created great hydropower source for medium and big sized hydro power plants. Statistics show that the provincial electricity production in 2010 reached 3,800 million KWh. In the next several years, its electricity production will increase sharply as numerous hydro-power plants are under construction. 13 Construction material production Sesan 4A(63MW) and 85 small hydropower plants with total capacity of 200 MW which are under construction (2.1) - 2 cement factories with capacity of 142,000 tons per year - 7 granite factories, capacity of 700,000m 2 year 6.6 Investment 11 Gia Lai has drawn 39 ODA projects funded by the Government of Japan since 1995, with total pledged capital of 24.1 million US$, accounting for 15 % of total ODA in the province. Particularly, 29 projects got loans of 13.1 million US$ and 10 projects got non-refundable support of 11 million US$. So far, 34 projects have been completed and put into use and five projects are underway. As much as 18.5 million US$ has been disbursed, reaching 76.8 % of the pledged value. The Japanese Government financed infrastructure, health and agricultural technique projects. ODA projects have produced certain effects, especially in infrastructure development, poverty reduction, equipment supplement, capacity-building training, and medical checks for the poor. These projects have indeed contributed to the social and economic growth and improved quality of life Foreign Direct Investment (FDI) - Outward FDI Permitted by the Vietnam Ministry of Planning and Investment in recent years, enterprises in Gia Lai have invested 7 projects in Kampuchea with a registered capital of 367 million US$, 7 projects in Laos a registered capital of 436 million US$. In addition, Gia Lai has constantly cooperated with the provincial authorities of Rattanakiri, Preah Vihear, Stung Treng of Kampuchea and Attapeu Province of Laos to carry out many projects related to social works such as Vocational Training Schhool of Natural Village Hun Xen, Vietnamese Voluntary Army Memorial. Hoang Anh Gia Lai Groups commited a non-refunding aid of 30 million USD worth to build the 200-bed hospital, Se Su Bridge, 250 houses for resettlement people, and new construction of the administrative center of Phu Vong - Attapeu, Laos Thai investment in Gia Lai N/A 6.7 Border economy 14 + Le Thanh International Border Gate (IBG) The construction of Le Thanh IBG started in 2001 in communes of Ia Kla, Ia Pnô, Ia Nan, Ia Dom and Chu Ty Townlet of Duc Co District, Gia Lai Province, 75 km from Pleiku City. The toral area is 42,000 ha (accounting for 58.3% of Duc Co District), inhabited by about 28,000 people. This gate is located on the Vietnam-Kampuchea border, linking Gia Lai to Ratanakiri Province of Kampuchea. Amenities will include an interfacing checking point, commercial center, warehouse system, and comprehensive infrastructure. It saw a high rate of urbanization and received a total amount of 140 billion VND for construction of infrastructure system and / 13

14 including 25 buildings (of which 22 had been completed). Land granting for more than 19 organizations and 169 individuals who invested or settled in the IBG completed. Construction of Road 78 (Kampuchean side) has been implemented and was expected to foster the economic situation of the economic zone and facilitate trade activities when finished. According to the master zoning of socio-economic development of Le Thanh IBG, it is projected to invest a capital of about 6,000 billion VND for the period (600 billion VND/year), of which the infrastructure development budget accounts for about 64%. The mentioned fund is allocated into 2 phases: (i) 2,300 billion VND for (average 460 billion VND/year), (ii) 3,700 billion VND for (average 740 billion VND/year). However, the implementation process has been retarded and the budget investment capital could not ensure the progress of approved planning. The total accumulative fund invested so far reached only 160 billion VND, including about 130 billion VND for the trade center and service warehouses such as administrative buildings, parking area, ground levelling, communication roads, public illumination system, water drainage system, etc. The investment is too low as compared to the investment of 1,400 billion VND for Bo Y Economic Zone (EZ). The EZ shares boundary with under-developed areas (O Ya Dav) of Kampuchea. As a result, its performance and trade activities are very limited and unsatisfactory, leading to the fact that business opportunities and investment attraction are facing a great number of challenges. Moreover, the poor infrastructure has affected considerably the investment attraction into this area. Only 5 out of 19 investors and 41 out of 169 individuals implemented their projects. The Le Thanh IBG has lured 84 domestically-invested projects, mainly in Chu Ty Townlet (49 enterprises), the border economic center (14 enterprises), and in Ia Nan, Ia Pnol, Ia Dom, Ia Kla. The total production value of the economic area has achieved 1,300 billion VND since its establishment, accounting for 5% of the total provincial production value. Several operative IPs have brought high-economic effect which contributes to the provincial economic growth and development. The planning of IPs has been developed carefully with farsighted, stable and sustainable vision with the concentration on advantageous industrial sectors such as processing, energy industry, mining, construction material production and mechanical engineering. The province will develop industrial sectors serving for agriculture, rural areas, agoforestry production and processing, fertilizer production and castle food. The industrial production from industrial zones accounting for approximately 16% of provincial production, while exports account for 15% of local exports. Additionally, industrial zone development has also produced great social benefits, including cutting the unemployment rate and creating a strong foundation for the formation of urban area. The Vietnamese Government has approved a plan for the period of to expand Tra Da Industrial Zone and add eight more industrial zones and complexes of 1, ha around towns and districts in the province. Of these new industrial zones, Western Pleiku, Le Thanh Border Gate and An Khe are three industrial zones which are on the way to completion and seeking investment
