2 II Situation Overview A landslide in Quang Nam province caused by extensive rainfall following the typhoon has reportedly killed 13 people. Binh Dinh, Quy Nhon City, Tuy Phuoc and Van Canh district were particularly affected. Electricity has been reestablished in Phu Yen and Binh Dinh. However, some areas are still flooded and isolated. Chloramines B is urgently needed for environmental cleaning/treatment Health situation: In Phu Yen, some cases of diseases accrue such as eye infections, diarrhoea, acute respiratory infections, but no outbreaks o Damage: 48/112 CHCs flooded, in which 04 CHCs totally collapsed, 44 others damaged severely In Binh Dinh, no outbreaks have been reported, some disease are occurring such as diarrhoea, fever, flu and eye infections In Quang Ngai, the most heavily flooded district is Nghia Hanh with 10/12 communes flooded. Out of the 942 flooded wells, 800 have been treated with chloramines B. Binh Dinh: 70 billion VND and 3,000 tons of rice; 2. Phu Yen: 100 billion VND and 4,000 tons of rice; 3. Khanh Hoa: 20 billion VND and 1,000 tons of rice; 4. Ninh Thuan 5 billion VND; 5. Gia Lai: 30 billion VND and 2,000 tons of rice. On Nov. 5, the Ministry of Defense transported more than 20.9 tons of relief goods to Binh Dinh and Phu Yen provinces, and relocate 146 people from flooded areas to safe places. On Nov. 6, more than 14.9 tons of relief goods was distributed in Phu Yen province. The Ministry of Health has distributed 30 medical stocks; 1 ton of chloramines B, 1,000,000 million chloramines to Phu Yen province and 30 medical stocks, 100 life vests, 500,000 chloramines to Binh Dinh Province.

4 Vietnam Electricity has repaired the power network in the majority of affected areas. Power in the most severely affected areas in Binh Dinh and Phu Yen will be restored soon. More than 100 workers, cranes, trucks, construction equipment, logistics and other means have been sent to Phu Yen to help restoring the electrical infrastructure. On Nov. 5, Phu Yen has distributed 15,000 liters of gasoline for Dong Xuan and Tuy An. They also distributed 4,000 tons of rice (from central government), 12,200 boxes of noodles and 800 boxes of pure water to 9 districts, towns and cities. In Gia Lai, households who lost their house will be given 5 million dong and 50kg of rice, unroofed houses will receive 2 million VND and 20kg of rice while flooded houses will receive 1 million VND and 30 kg of rice per household. A VNRC delegation led by Mr. Phung Van Hoan, Vice Chairman of VNRC visited affected provinces for emergency relief and damage/need assessment firstly in Khanh Hoa province then Phu Yen then Binh Dinh provinces. In Binh Dinh it provided 210 kg of chloramines B, 200,000 chloramines T and 200 litres of K-Othrin. Finally in Quang Ngai 210 kg of chloramines B; 200 litres of K.Othrin.were provided. According to the institute the following requests were made: o 100 medical stocks; 2,000,000 tablets of Chloramines B; 2,000 kg chloramines powder; 100 life vests for Binh Dinh

5 V International Response The Disaster Management Working Group (DMWG) will be holding an information session on Thursday November 12. UNICEF has developed an assessment checklist on child protection that was included in the rapid needs assessment. The preliminary findings are as follows: o Dong Xuan: six children ( 31 people) have died, age from 5 to 11 years old o Tuy Ann: 2 boys (23 people) age 17 years old died--- two girls lost both parents and are presently staying with their respective teacher o Song Can: 5 children (11 people) age from 5 to 14 years old died, one pregnant women has lost her husband o The community support is functioning well in order to provide minimum care for children affected by the Typhoon. Health Cluster UNFPA has mobilized USD100,000 for medical response (but for recovery of Ketsana). MOH will implement this project with close monitoring of UNFPA and the health cluster. Nutrition Cluster Capacity assessment ongoing this week with Government and Valid International for further development of management of acute malnutrition guidelines to respond to potential increase in malnutrition rates. Nutrition assessment in Phu Yen will start tomorrow. WASH Cluster 2 UNICEF WASH staff are currently conducting rapid assessment in 3 worst affected provinces (Phu Yen, Khan Hoa and Binh Dinh) and initial information indicate significant damages including contamination of wells in areas visited. One MARD/NCERWASS team is currently visiting the affected provinces to assess the damages to WASH facilities and an initial report is expected tomorrow. Education Cluster Education cluster meeting scheduled at the MOET for Tuesday November 17. MOET plans to distribute education emergency supplies supported by UNICEF to provinces affected by Mirinae, namely, Phu Yen, Binh Dinh, and Gia Lai.
