1 HO CHI MINH CITY จ ดท าโดยสถานกงส ลใหญ ณ นครโฮจ ม นห พฤษภาคม Basic information 1.1 Geography 1 Ho Chi Minh City (HCMC), a municipality at the same level as province, is the biggest city of Vietnam, having favorable condition in terms of road transport, navigation, railway, aviation and playing the role of a major hub for commercial, tourist, cultural and scientific activities in the South East and the Southern Key Economic Zone. HCMC borders Tay Ninh and Binh Duong provinces to the north, BA RIA - VUNG TAU Urban districts: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, Bình Tân, Bình Thạnh, Gò Vấp, Phú Nhuận, Tân Bình, Tân Phú, Thủ Đức. Rural districts: Cần Giờ, Nhà Bè, Bình Chánh, Hóc Môn, Củ Chi Dong Nai and Ba Ria Vung Tau provinces to the east, Long An Province to the west and the East Sea to the south with a coast 15 km long. With a natural area is 2,095 km 2 (accounting for 0.83% of total area of Vietnam, and about 12% of the South Eastern region), the city is divided into 19 urban districts (140km 2 ), 5 rural districts (1,916km 2 ). The city is situated on the banks of the Sai Gon River, 60 km from the East Sea and 1,760 km south of Hanoi, the capital of Vietnam. The average elevation is 6 m, with higher topography in the north-east, lowering to the south and south-west Brief history of the city HCMC began as a small fishing village known as Prey Nokor, a swampland inhabited by Khmer people for centuries before the arrival of the Vietnamese. In 1698, Nguyen Huu Canh, a Vietnamese noble, was sent by the Nguyen rulers of Hue to establish Vietnamese administrative structures in the Mekong Delta and its surroundings. Control of the city and the area passed to the Vietnamese, who gave the city the official name of Gia Dinh. This name remained until French conquest in the 1860s, when the occupying force adopted the name Sai Gon for the city. After the communist takeover of South Vietnam in 1975, the city was renamed after Ho Chi Minh on 2 July 1976, the late North Vietnamese leader. However, the informal name of Sai Gon remains in daily speech, especially among the Vietnamese diaspora (overseas Vietnamese, Viet Kieu)

2 1.3 Population 3 The result of the 2009 Census shows that the city's population was 7,162,864 people, making it the highest population-concentrated city in the country. The majority of the population are ethnic Vietnamese (Kinh) at about 93.52% and the largest minority ethnic group are the Chinese (Hoa) with 5.78%. Cho Lon in District 5 and parts of Districts 6, 10 and 11 is home to the largest Chinese community in Vietnam. Other ethnic minorities, include Khmer 0.34% and Cham 0.1%. The city's population is expected to grow to 13.9 million in The inhabitants of HCMC are usually known as "Saigonese" in English, "Saigonnais" in French and "dân Sài Gòn" in Vietnamese. The Hoa, in addition, speak Cantonese, Teochew (Chaozhou), Hokkien, Hainanese, and Hakka dialects of Chinese, with only a few speaking Mandarin Chinese. A varying degree of English is spoken especially in the tourism and commerce sectors where dealing with foreign nationals is a necessity, so English has become a second language for some Saigonese. The religious makeup of HCMC is as follows: Buddhism (all sects and/or including Taoism, Confucianism) 80%, Roman Catholic 11%, other groups (Hoa Hao, Cao Dai, Islam, Hinduism, Bahá i Faith) 2%, and no religion/unknown 7%. The population density in districts 3, 4, 10, and 10 reaches 40,000 inhabitants/m 2, but there are only 98 inhabitants/m 2 in Can Gio District. The natural growth rate is 1.07%, meanwhile the mechanical population increase is 2.5%. In recent years, the population in inner districts has decreased while there was an increasing population in suburban newly-established districts where many immigrant workers from provinces settled. 3 development. After 1986, the government turned to attracting foreign investment. HCMC has then been shifting from a government-controlled to a more private economy. The low cost of labor is the main attraction for investors to invest in textile, garment, and rubber industries. These industries are mainly labor intensive. However, HCMC is currently facing problems of housing shortage, environmental pollution, traffic jams, and unemployment. 2 Administration 2.1 People's Committee (See Annex 2: Political & Administrative System, page 15) The HCMC People s Committee is a 13-member executive council for the city. The current chairman is Lê Hoàng Quân. There are 4 vice chairmen and chairwomen on the committee with responsibility for various city departments. The legislative branch of the city government is called the People's Council and it consists of 95 deputies. Both the committee and the council are subordinate to the city's Communist Party, currently led by Party Secretary Lê Thanh Hải. The city topography can be divided into 4 main forms relevant to selection of elevation for construction: (i) High corrugated mounds: elevations from 4 to 32 m, of which elevation from 4-10 m accounts for 19% of total area, from 10 m and higher: 11%, distributed mainly in districts of Cu Chi and Hoc Mon, and a part of Thu Duc and Binh Chanh Districts, (ii) Flat low ground: elevations from 2 to 4 m, accounting for 15% of total area, with favorable drainage conditions, distributed mainly in a part of Thu Duc and Hoc Mon districts along Sai Gon River and the south of Binh Chanh District, (iii) Low and sunken area: elevations from 1 to 2 m, accounting about 34% of total area, (iv) Low and swampy area: in the south-east coast, elevation from 0 to 1 m, under daily tidal effects, accounting for 21% of total area. The city is situated at the lower course of Dong Nai and Sai Gon the river system, being free from storm and flood effects. The water level is affected considerably by the East Sea tidal regimes and the exploitation of reservoirs in the upper course (reservoir of Trị An, Dầu Tiếng, Thác Mơ, etc.) The city lies between two big rivers of Sai Gon and Vam Co Dong, suffering deep intrusion of salinity during the dry season. Dong Nai River is the main supply of fresh water to HCMC with a yearly volume of nearly 15 billion m 3. 4 Climate The city has a tropical wet and dry climate, with an average humidity of 75%. The year is divided into two distinct seasons. The rainy season, with an average rainfall of about 1,800 mm. annually (about 150 rainy days per year), usually begins in May and ends in November. The dry 4

5 season lasts from December to April. The average temperature is 28 C, reaching its peak of 39 C in late April, while the lowest is under 16 C in late December and January. 5 Natural resources 5.1 Land resource: The rural soil can be divided into the following types 6 (i) Average to excessive acidic soil, accounting for 27.5 of total area, is for development of paddy, sugar-cane, pineapple, and rush. (ii) Alluvial soil with less or without acidic contamination, accounting for 12.6 of total area, is for paddy cultivation. (iii) Grey soil developed on ancient alluvial soil, accounting for 19.3% of total area, is suitable to develop annual industrial trees, short-day crops, and vegetable (iv) Saline soil in Can Gio District, accounting for 12.2% of total area, is for afforestation, especially planting mangrove. (v) Red and yellow soil in two districts of Cu Chi and Thu Duc, accounting for 1.5% of total area, is for construction. (vi) Sand dunes and sea sand area, accounting for 3.2%. (vii) Others, 23.7% 5.2 Mineral resource Clay, raw materials used in ceramic and porcelain production, sand, gravel, and peat. Other of ferrous and non-ferrous mineral, coal, etc have not been detected. 6 Education 7 Administratively, the HCMC Department of Education manages educational units from preschool to high school level. Universities and colleges are under the management of the Ministry of Education and Training. There are 1,169 educational units being the public and semi public, the remaining belongs to the private sector. Foreign language s provide training course on not only popular languages but also Chinese Vietnamese and Esperanto. Two universities, i.e. the Medicine and the Pham Ngoc Thach Medicine, are under the management of HCMC. 6 Health care The number of hospital is increasing in the private sector. Graph 1 Hospital number in HCMC Source Statistical Office in HCMC Hospital Total State Private 8 Tourism 11 HCMC welcomed 2.52 million tourists in There are 1,425 hotels and residential facilities with 29,001 rooms, of which 8,559 rooms belong to 3 to 5-star hotels. Majority of the hotels are managed by international groups such as Caravelle, Sheraton, Moevenpick, New World, Equatorial, Legend, Renaissance Riverside, Windsor Plaza, Sofitel Plaza, Park Hyatt, and Majestic. The Department of Tourism is a professional agency helping the City People s Committee to implement the state management function regarding tourism activities and services in HCMC area and for all economic sectors. The deepartment is under the direct and comprehensive management of the People s Committee and the guidance, monitoring of Vietnam Tourism Authority in terms of profession and proficiency. Over pagodas, communal houses, joss-houses, temples which have been built for many centuries are the precious assets in terms of culture, architecture and arts. There are typical pagodas of southern style and ancient communal houses associating with the history of land reclamation, and the largest innovated pagodas that combine modern style with those of tradition. Nearly half a million of Chinese residents in the city have increased the number of Chinese pagodas. The French have left many buildings of western style in HCMC: the HCMC People s Committee has the French 3 rd Republic style, the Children s House with its neo-classic style, the State Bank is of neo-art style, Nhà Rồng (Dragon House) has an Indochina style, the Post office of eclectic style, the Church of Notre Dame de Saigon of Roman art, neo-gothic style Huyện Sĩ Church. Today, the city's core is still adorned with wide elegant boulevards and historic French colonial buildings. The most prominent structures in the city are Reunification Palace, City Hall, the Municipal Theatre, City Post Office, State Bank Office, City People's Court and Notre-Dame Cathedral. HCMC ranks the first in Vietnam in term of museum number. There are 11 museums, mainly on historical topics. The biggest and oldest is Vietnam History Museum, containing 30,000 objects. 7 frequented site of foreigners, meanwhile, domestic visitors prefer to visit Ho Chi Minh Museum. HCMC is the kernel of the Southern Key Economic Zone, one the three biggest economic zones of Vietnam. With a high economic growth, the city has contributed 20.6% of the national GDP, 26.1% of the industrial output, and 44% of total foreign direct investment (FDI) despite of accounting for only 0.6% and 8.3% of area and national population. The budget revenue in 2009 is 135,362 billion VND. There are 3,526 FDI projects of validity until the end of 2009 with a total capital of $27,390 million. There are 28 shopping s, 92 supermarkets, and 230 traditional markets in HCMC. Ben Thanh market is the symbol of city trade for over a century. New and modern trade s such as Saigon Trade Centre, Diamond Plaza, etc. have appeared recently. The state-owned sector makes up 33.3% of the economy, the private sector 4.6%, and the remainder in foreign investment. Concerning its economic structure, the service sector accounts for 51.1%, industry and construction account for 47.7% and forestry, agriculture and others make up just 1.2%. The economy of HCMC is still facing many difficulties. Only 10% of the city industrial units possesses the modern technology, of which only 21/212 garment and textile units, 4/40 leather and footwear units, 6/68 chemical units, 14/144 food processing units, 18/96 rubber and plastic units, 5/46 machine manufacturing units have modern production standard. Nearly $1.7 billion came from 356 new FDI projects licensed in the period, up 110 per cent, and the rest was the additional capital of 85 ongoing projects. A large amount of FDI was poured into projects relating to real estates, trade s and industrial production. Korean group Lotte spent $100 million on building its second trade in District 11. Meanwhile, Nidec Copal Precision Vietnam, affiliated to Japanese group Nidec, is investing $70 million in the HCMC Hi-Tech Zone to produce compact motors and their components.
