Summary The next report will be issued when more information is available Number of death: 52 (Quang Binh 36) 2 districts in Quang Binh and 6 districts in Ha Tinh still flooded. Rainfall has decreased, flood levels are slowly receding Tropical depression located south of Hainan island (China) will weaken into a low pressure zone Major concerns about health and sanitation situation in flood affected areas, particularly Minh Hoa district (Quang Binh) Still transport problems in Quang Binh province (Huong Hoa district). Deputy Prime Minister has decided to provide Ha Tinh and Quang Binh each 100 billion and 1,000 tons of rice as immediate emergency support DMWG Joint Assessment Team to Ha Tinh left on Friday morning 8 th October. The team for Quang Binh will leave Saturday 9 th October early morning. II. Situation Overview On the 7 th of October affected provinces Ha Tinh, Quang Binh, Quang Tri, Nghe An and Thua Thien Hue had little to no rain Water levels in rivers in Ha Tinh and Quang Binh provinces are receding and forecasted to decrease more in the next coming 24h Major concerns about health and sanitation situation in flood affected areas, particularly Minh Hoa district (Quang Binh): number of households in need of safe/clean water: Ha Tinh - 45,000 households, Hue 17,000, and Quang Binh 20,000 Flood situation on the 8 th of October, 7am: o Ha Tinh: total of 32 communes in 6 districts flooded (Huong Khe: 10 communes, Vu Quang: 7 communes, Huong Son: 3 communes; Duc Tho: 4 communes, Thach Ha: 4 communes, Cam Xuyen: 4 communes; ) o Quang Binh: 14 communes in 2 districts flooded 1

In the next 24h, the depression will move eastwards and weaken into a low pressure zone III. Missing: 24 (Nghe An 3; Ha Tinh 1; Quang Binh 17; Quang Ngai 3) Injured: 54 (Nghe An 2; Ha Tinh 5; Quang Binh 44; Quang Tri 3) Other damage information, as of October 7, 7pm: Houses collapsed: 2,304 Houses flooded: 148,860 Classrooms damaged: 536 Hospital rooms damaged: 466 Rice paddies flooded: 3,716ha Secondary crops flooded: 17,361ha Poultry lost: 314,900 People without clean water: 106,720 Polluted area: 6,355ha Estimated damage: 2,236 billion VND (117.6 million USD) From DOH Ha Tinh province, as of 7 th October, 4pm: Property damages in 6 districts: Huong Khe, Vu Quang, Huong Son, Duc Tho, Ky Anh, Can Loc Houses flooded: 21,153 People evacuated: 3,822 (Huong Khe) People isolated: 4500 (Vu Quang) Health facilities: 40 community Health Centres (CHCs) damaged and flooded Sanitation, environment: more than 27,000 wells and toilets flooded; IV. National Response After meetings with the Provincial People's Committee on the 7th of October 2010, Deputy Prime Minister has decided to provide two provinces of Ha Tinh and Quang Binh each 100 billion and 1,000 tons of rice as immediate emergency support to help the affected people, restore production, and repair essential infrastructure The Ministry of Defense conducted 9 flights carrying 7.6 tons of cargo (shrimp and water) for affected people. Naval Forces also sent ships on the high seas to rescue fishing boats, 2
3 which failed to return to shore. Further search and rescue is on-going and more flights with food and other neccessities will be carried out over the following days The Ministry of Transport repaired roads where floods receded; the National Highway 1A is totally repaired, the Ho Chi Minh road is still inaccessible at 2 places in Quang Binh, the northern railway line is also still interrupted at some places in Quang Binh. No passengers are stranded anymore. The Ministry of Health (pre-positioned with UNICEF support) supplied water purifying chemicals: 300,000 aquatabs (100,000 aquatabs per province), 2,000 kg of chloramine B (Ha Tinh kg, Quang Binh kg, and Hue kg), 1,500 kg of PUR (500 kg per province) The CCFSC continue to monitor the situation and provide necessary directions to provinces affected for effective response and recovery Deputy Prime Minister Nguyen Thien Nhan attended the launch of a fundraising campaign held by the Ministry of Education and Training yesterday The Ho Chi Minh Communist Youth Union raised VND116 million for flood victims A national fundraising campaign has resulted in the following donations: Ho Chi Minh City Fatherland Front 6.9 billion VND, Vietnam National Oil and Gas Group (PetroVietnam) 4 billion VND, and Vinh Phuc province 2 billion VND. Vietnamese newspapers have launched several donation campaigns. Sai Gon Giai Phong newspaper will give Ha Tinh and Quang Binh VND50 million each, and has launched a relief program to call on donations for the central region V. International Response The DMWG Joint Assessment Teams are currently in the field or preparing to leave Team composition: o Quang Binh 9 th October: team leader Plan International, members from Plan, VNRC, UN PCG (WHO, UNICEF), Save the Children, World Vision, PACCOM o Ha Tinh 8 th October: team leader Oxfam, members from IFRC, PACCOM, Plan, Save the Children, CARE A debriefing meeting will be organised by PACCOM on Tuesday morning 12th October to present the results of all the assessments (venue to be confirmed) WHO is responding to the urgent request from the Ministry of Health to provide Ha Tinh and Quang Binh each 150,000 Aquatabs (total 300,000) Sattelite maps of rainfall in the affected areas have been issued by UNOSAT through UNDP: 2D9353/$File/map.pdf?OpenElement UN OCHA has developed a first overview map of the flood affected areas (see 3

Summary The next report will be issued when more information is available Quang Binh and Ha Tinh most affected provinces: still isolated areas with 2 to 3m flooding Rainfall has decreased, flood levels are slowly receding Tropical depression still located west of Hainan island (China) Field missions under the lead of Deputy Prime Minister Hoang Trung Hai and Minister Cao Duc Phat to Ha Tinh and Quang Binh provinces Emergency relief operations by Government and Red Cross on-going, as well as search and rescue PACCOM issued a letter to INGOs and international development agencies appealing for emergency assistance DMWG Joint Assessment Teams will be briefed today, and go to the field as of tomorrow II. Situation Overview From 1 st -5 th October, provinces Ha Tinh, Quang Binh, Quang Tri, Nghe An and Thua Thien Hue have been affected by torrential rains, with an average total rainfall of 300 to 800mm and above in some places, particularly Quang Binh (up to 1,600mm). The rainfall caused flooding from 0.1m up till 1m and above. Since the 6th of October affected provinces had little to no rain. Water levels in rivers from Ha Tinh to Quang Binh are receding, but flood levels at downstream rivers still high. Flood levels slowly to recede in the next coming 24h and coming days All reservoirs in the affected area are are now at safe levels; Ho Ho Hydro-power station was repaired and back to normal operation. Flood situation: o Ha Tinh: total of 35 communes in 6 districts (Huong Khe: 13 communes, Vu Quang: 9 commune of Huong Son: 4 communes; Duc Tho: 4 communes, Thach Ha: 4 communes, Cam Xuyen: 5 communes). 5
6 o Quang Binh: total of 106 communes in 6 districts (Tuyen Hoa: 20 communes; Minh Hoa: 17 commune of Bo Trach: 11 communes, Quang Trach district: 16 communes; Le Thuy: 27 communes; Quang Ninh: 13 communes). o Hue: 1,450 houses flooded in Phong Dien, Huong Tra, Quang Dien o Quang Tri: floods have receded from people s houses Students in Quang Binh have been off school for five days and cannot resume their studies as most of educational facilities remain underwater A tropical depression, on the west coast of Hainan Island (China), 270km east of Thanh Hoa - Ha Tinh province. In the next 24h, the location of the depression will remain almost the same. The depression is causing strong winds at sea (Gulf of Tonkin) of wind level up to 6 (39-49km/h), with gusts up to 7-8 III. Damage From CCFSC flash report, as of October 7, 6am: Death: 48 (Nghe An 5; Ha Tinh 7; Quang Binh 33; Quang Tri 3). Missing: 18 (Nghe An 3; Ha Tinh 1; Quang Binh 14; Quang Tri 0) Injured: 19 (Nghe An 2; Ha Tinh 3; Quang Binh 11; Quang Tri 3) Number of people evacuated: 19,573 households (Ha Tinh 9,000; Quang Binh 5,023; Quang Tri 5,000; Hue 550) 12 boats sunk (83 peoples on those boats were rescued), of which Nghe An: 04 boats/33 people; Quang Tri: 02 boats/4 people; Quang Binh: 6 boats/46 people; 14 boats are still in need IV. National Response At central level: On 06/10, Deputy Prime Minister Hoang Trung Hai and Minister Cao Duc Phat, led a two days mission to Ha Tinh and Quang Binh provinces to monitor the floods and the response work, mobilize people and resources and visit the affected families The Ministry of Health, Transport, and Public Security have issued directives to guide their sectoral response and recovery The Ministry of Transport units have worked on the repair of the roads. Highway one is completely cleared and the Ho Chi Minh highway is still to be cleared at two sections (in Quang Binh). The Ministry of Defense has organized 7 flights carrying 5.6 tons of cargo (shrimp and water) supplies to the isolated areas in Quang Binh. Other supplies are provided in the affected provinces (dried shrimp, water, medicines, chloramine B, life jackets, etc. The CCFSC continue to monitor the situation and provide necessary directions to provinces affected for effective response and recovery. NCHMF is closely monitoring rainfall, flood, inundation, and the tropical depression and is reporting frequently to the CCFSC. 6
7 Detailed request from Ha Tinh province submitted to central level: 5,000 tons rice, 400 billion cash support, 61 boats, 3 medical boats, 3,000 kg of water treatment chemicals, 15,000 liters of disinfectant chemicals, 400 tonnes of rice, 50 tonnes of maize, and 15 tons of vegetable seeds. PACCOM has disseminate a letter to international non-governmental organizations and international development agencies appealing for emergency assistance The Committee of Vietnam Fatherland Front will support the provinces from Ha Tinh to Thua Thien Hue with cash valued 1.5 billion VND The Viet Nam Red Cross decided to provide the five central flood-hit provinces with more relief aid worth 2.2 billion VND. Quang Binh and Ha Tinh province will be each provided with 1,000 boxes of supplies (including blankets, mosquito nets, cooking utensils and other essential appliances), 50 tents and 150 million VND. Quang Tri will receive 600 boxes of goods and 50 million VND and Nghe An and Thua Thien-Hue 400 boxes of goods and 50 million VND each. On October 6, the President of the Viet Nam Red Cross Tran Ngoc Tang has also launched a donation campaign nation-wide. The campaign will last until November 15, Hanoi city decided to donate 5 billion VND and Ho Chi Minh City donated 3.5 billion VND V. International Response The DMWG Joint Assessment Teams are briefed about assessment tools and methods at an orientation meeting today, 7 th October, pm, at NGO Resource Center Team composition: o Quang Binh 9 th October: team leader Plan International, members from Plan, VNRC, UN PCG (WHO), Save the Children, World Vision, PACCOM o Ha Tinh 8 th October: team leader Oxfam, members from IFRC, PACCOM, Plan, Save the Children o The VNRC will carry out assessments in the other provinces Nghe An, Thua Thien- Hue and Quang Tri, and contribute staff to the joint assessment teams A debriefing meeting will be organised by PACCOM on Tuesday 12 th October to present the results of all the assessments (venue to be confirmed) IrishAid has committed funding to support PACCOM IFRC is preparing to launch the disaster response emergency fund appeal using their own emergency fund of around CHF150,000 (this is not the normal emergency appeal, that will be considered after the assessments). After consultation with DMC/CCFSC, UNDP requested UNITAR to activate the Space Charter for detailed sattelite maps of the affected areas Information on support provided by international NGOs and donors will be collected and collated by Miguel Coulier (UNDP-UNV - Miguel.Coulier@ccfsc.org.vn) 7

Summary The next report will be issued when more information is available Ha Tinh, Quang Binh, Quang Tri, Nghe An and Thua Thien Hue affected by serious floods Worst affected: Tuyen Hoa and Minh Hoa districts (Quang Binh) and Huong Khe district (Ha Tinh) Transport in Quang Binh province very difficult Government and Red Cross have provided first emergency relief Affected provinces have issued a request for assistance to the central government Search and rescue efforts are still ongoing CCFSC field missions under lead of Deputy Prime Minister sent to Ha Tinh and Quang Binh Source: National Center for Hydro-Meteorological Forecasting (9:30PM, 6 October, Hanoi) The Disaster Management Working Group sends out Joint Assessment Teams to Ha Thinh and Quang Binh, complemented by VNRC teams in the other provinces. II. Situation Overview From 1 st till 5 th of October, provinces Ha Tinh, Quang Binh, Quang Tri, Nghe An and Thua Thien Hue have been affected by torrential rains, with an average total rainfall of 300 to 800mm and above in some places, particularly Quang Binh (up to 1,600mm). 10 More than 61,000 houses flooded or damaged 90% of all 159 community health centers in Quang Binh flooded, and almost all district health facilities flooded. In Ha Tinh, 20 community health centers flooded, of which 9 very severe. Water levels in rivers in provinces from Ha Tinh to Quang Binh will continue to remain high, with peaks in the morning of October 6. They will slowly start to recede after. A tropical depression, currently located west of Hainan island (China) and 250km east from the coast of Thanh Hoa - Ha Tinh, is bringing more rain to the central, north-central provinces Ho Ho Hydro Power dam has been at risk of breaching but is now secure again. Households around the dam have been relocated to safe areas. Other reservoirs have been discharging water in order to protect the infrastructure and prevent flooding. III. Damage From CCFSC flash report, as of October 6, 6am: Death: 28 (Nghe An 6; Quang Binh 12; Quang Tri 3; Ha Tinh 7) Missing: 7 (Nghe An 3; Quang Binh 1; Quang Tri 1; Ha Tinh 2) Injuries: 9 (Nghe An: 4; Quang Binh 1; Quang Tri 2; Ha Tinh 2) Households evacuated: 14,395 (Quang Binh 5,023; Quang Tri 5,000; Ha Tinh 3,822; Hue 500) IV. National Response At central level: On 3 rd of October 2010, the CCFSC and NCSC with support of their standing offices disseminated an official correspondence No 27/CĐ-PCLBTW and No 28/CĐ-PCLBTW to provide instructions on the response to the rain and flood situation in provinces from Thanh Hoa to Binh Thuan. The correspondence provided directions on the flood response according to the various warning levels; reservoir management and safety; evacuation of population from low land or flood risk areas. The Vietnam Electricity Corporation has also sent an official correspondence to direct the Northern and Central Electricity Corporation and other local units to ensure safety of the Ho Ho hydropower dam and other dams and reservoirs in the affted areas. The company mobilized a specialized force of the Northern Electric Company to deal with the risk of an overflowing Ho Ho hydropower dam. At 7pm on the 3rd of October 2010, the water level in the dam was 50 cm below the top of the dam. On the 4th of October 2010, MARD sent a mission headed by Mr. Hoang Van Thang to inspect and direct the response work in provinces from Thanh Hoa to Ha Tinh. 10
11 On the 4th of October 2010, Ministry of Health issued directive 6637/CD-BYT to provinces from Thanh Hoa to Binh Thuan containing preventive and response measures. On the same day, directive 6666/BYT-VPB7 was sent to provinces from Nghe An to Thua Thien Hue on an increase of medicine and staff On the 4th of October 2010, Ministry of Transportation sent directive 63/CD-BGTVT to provinces from Thanh Hoa to Binh Thuan containing preventive and response measures. Other directives have been sent out to instruct on relocation of population in high risk areas, close monitoring of floods, risk of landslides and further flooding, search and rescue and other prevention and response measures CCFSC has been meeting frequently to update on the situation and provides instructions in line with the directives issued. On 6 th October, 1pm, CCFSC send out field missions for two days under the lead of the Deputy Prime Minister and representatives from other ministries to Ha Tinh and Quang Binh provinces to direct the search and rescue, response and relief work Government has provided immediate emergency relief to various affected areas (instant noodles, other food, drinking water, plastic sheeting for shelter, etc.), people living in areas still at risk for flooding, flash floods and land slides are still evacuated and further search and rescue is on-going. The Ministry of Health has supplied 40 medical stocks, 200,000 chloramin B tablets, 200 life jackets to Nghe An, Quang Binh, Ha Tinh, Quang Tri and Thua Thien Hue. Quang Ngai has received 50 medical stocks, 100,000 tablets and 100 life jackets. Tomorrow morning, PACCOM will disseminate a letter welcoming assistance from NGOs working in Vietnam Request from provinces to central level, on 5 th of October, 11pm: Quang Binh: 1.5 million packs of instant noodles; 2.5 million bottles of water, 10 rescue canoes Ha Tinh: 60 tonnes of instant noodles, 8000 boxes of water, 1000 kg of water purification chemical Quang Tri: 1500 tonnes of rice, 3000 life vests, 50 floating rafts Thua Thien Hue: 1000 tonnes of rice, 10 tonnes of instant noodles, 1000 lifevests, 02 ships of 240 CV and 07 canoes of 85CV V. International Response The DMWG conducted an emergency meeting on Wednesday October 6, at 3.30pm at the NGO Resource Center and decided to send out 2 Joint Assessment Teams: o Quang Binh 9 th October: team leader Plan International, members from Plan, VNRC, UN PCG (WHO), Save the Children, World Vision, PACCOM and others 11
12 o Ha Tinh 8 th October: team leader Oxfam, members from VNRC, PACCOM, CARE, Save the Children and others o The VNRC will carry out assessments in the other provinces Nghe An, Thua Thien- Hue and Quang Tri, and contribute staff to the joint assessment teams o All teams will be briefed about assessment tools and methods at an orientation meeting on Thursday 7 th October, 3pm, PACCOM office o A debriefing meeting will be organised by PACCOM on Tuesday 12 th October to present the results of all the assessments The Viet Nam Red Cross has distributed 3,000 family kits and 150 million VND in cash support.
