1 COMMUNICATION URBAN DESIGN REVIEW BOARD CITY OF DES MOINES, IOWA JANUARY 17, 2012 MEETING Subject: Recommendation Prepared by: SKYWALK SYEM SIGNAGE DESIGN X APPROVE DISAPPROVE NO ACTION OTHER (INFO) RITA CONNER Attachment Listing: Summary: skywalk system is an important element of the downtown transportation network. It provides an all-weather elevated pedestrian connection extending from the Iowa Events to the Court Avenue Entertainment District, and throughout the downtown commercial business district. Utilized by residents and visitors for access to employment, entertainment and housing, signage is essential for way finding and orientation. A project to upgrade the signage in the skywalk system is proposed to be undertaken beginning in spring 2012, with completion in June. estimated $500,000 project will feature new elements including overhead directional signs, vertical access signs, street crossing signs, maps and informational signs. Scope of Review Board to make recommendation to City Council on: Design review of renovation /remodeling/new construction for City-owned or leased project Design review for urban renewal project with specific development requirements Whether a proposed urban renewal project qualifies for funding from tax increment. Whether the level of financial assistance funded from tax increment revenues proposed for a specific individual project are reasonable and appropriate. selection of urban renewal sites for clearance or rehabilitation and problems relating to acquisition, clearance or rehabilitation of property, relocation of displaced persons and disposition of acquired property. Skywalk System Other /Informational review Urban Design Review Board Action: board is requested to review the proposed project design provide recommendation to City Council. Staff Recommendation: Approval Background signage upgrade project has been developed with detailed analysis of the needs of all skywalk system patrons. Best practices were researched. Additional Braille signage near bridge corridors has been included to aid visually impaired users, and the signage design has high contrast colors for better visibility. signage upgrade project will comply with all ADA regulations.

Board is very interested in the appearance and design quality of projects. Emphasis should be given to the site plan, landscape plan, lighting plan, building elevations, exterior building materials, color scheme and graphics. Agendas are sent out prior to the meeting.
