5 OCALA INTERNATIONAL AIRPORT GENERAL AVIATION TERMINAL CHARRETTE EXECUTIVE SUMMARY The existing Ocala International Airport Terminal was constructed in the 1960 s. To meet the future needs of tenants, the public and the City, the Airport secured a grant for the design of a new General Aviation Terminal along with matching funding from the Fixed Base Operator (FBO). The new terminal design will be completed considering all public and officials comments. To garner input on the design of the new terminal, the Ocala International Airport hosted a series of three charrette workshops (public meetings) at the Ocala International Airport on Tuesday, February 28, The meetings were held at the Sheltair Aviation Conference Room located at 1200 SW 60 th Avenue, Ocala, Florida. Charrette workshop notifications were sent by the City of Ocala to the City of Ocala City Council, the Airport Advisory Committee and airport tenants. A media advisory was distributed to local media by the City of Ocala to notify the public. The charrettes/public meetings were professionally orchestrated by a seasoned team of consultants, along with the help of the Airport and City Staff, which resulted in a successful public workshop. The purpose of the public meetings was to collect input about airport needs, concerns and priorities relating to the design of a new Airport Terminal. The meetings were open to all members of the public, airport tenants and vendors, and the City Council. The workshops provided insight to the architectural design, program and elements of the proposed Ocala International Airport s new General Aviation Airport Terminal. Additionally, the meetings explored ideas that best represent the Ocala/Marion County community and growing general aviation services. Attendance demonstrated a good cross section of the community and project stakeholders. Throughout each meeting there was excellent dialogue and all comments were considered. A total of 73 participants attended the three meetings, 35 ballots and 11 written comments were received. 6 Executive Summary Comments Verbal and Written The feedback received during the public meetings was insightful and beneficial to the building programming and design process. The goal was to receive public feedback on this community gateway and meaningful, objective and on-point comments were received from all of the project stakeholders, tenants, public officials, and the public community at large. Listed in order of category the comments below summarize key themes that were received through the public meetings and personal communication. General Comments - Concern about the number of restrooms; and, - Purpose of the proposed General Aviation (GA) Terminal commercial service versus accommodation of the non-commercial aircraft. Airport Administration - Consider more Tenant Leasing Space; - Four Time Zone Clocks are preferred; - Security to apron is important; - The Airport Administration Office is preferred on-site and under one roof for efficiency (future build out is not preferred); - Create opportunity for future business/charter service; - Design-Build project delivery method is preferred; - A two story building is preferred; - Provide cost data for the two story scheme; - Increase Lease Space for revenue development; - Restroom fixture count to be verified; - Eliminate Staff Restrooms; - Increase Conference Room capacity; and, - Confirm the Conference Room is accessible to the community. Fixed Base Operator (FBO) Administration - Move Common Conference Room to be part of Restaurant; - Relocate FBO Reception and Common Conference Room switch locations; - Common Conference Room does not need to overlook apron; - Switch FBO Reception Area with Conference Room; - FBO Reception to have apron visibility; - FBO hours of operation versus rental car operations, security; and, - Rental Car Areas separated from FBO and Lobby with glass doors for sound control and security. Ground / Line Crew - Verify supervisor and manager have views of apron.

7 Executive Summary Flight Crew - Need Quiet Room; - Crew Space to have single restroom; - Larger Public Restrooms; - Validate charter emphasis; - Crew Fitness Facilities are not needed (not used at other FBO facilities); and, - Crew Lockers are needed (currently shown). Passenger Facilities - Charging Stations at seating are needed; - Four Time Zone clocks are preferred; - Increase number of Public Restrooms; - Make Lobby smaller and expand Lease Space; - Evaluate demand for Retail Space; - Commercial air service location to be at a separate terminal (based on local demand); - Combine use of Restaurant with Event Space for larger events; - Validate seating capacity for Conference Room; and, - Add wayfinding signs for Restrooms and Rental Car Areas. Restaurant (Tenant buildout) - Separate dining area for crew; - Outdoor dining and screen porch was preferred; - Relocate dumpster away from the building; - Restaurant to be constructed as a shell space (future RFP for restaurant vendor); - Increase Restaurant seating view of apron; - Restrooms closer to Restaurant are preferred; - Sliding glass doors (or windows) are preferred to wrap around porch for security and temperature control; and, - Address security based on hours of operations for Restaurant versus FBO. Miscellaneous Mixed Use Space - Rental Car Area needs separate Restroom; - Passive door to keep Rental Car customers in Rental Car Area (glass door); - Design to accommodate different operational hours; - Seating area needed in Rental Car Waiting Area; - Identify and sign Rental Car Drop Off Area; - Rental Car carwash Facility located at separate site; - Direct Rental Car patrons to one door only on the side of the building; - Need Family Restroom by Rental Car Area; - Need Rental Car Seating Area; - Rental Car Area needs glass door separator; - Rental Car service to remain on-site during construction; and,

8 Executive Summary - Wayfinding signs to Rental Car Area and Restrooms are needed. General Use Building - Consider Companion Restroom; - Restrooms appear undersized; - Hanging airplane in lobby is preferred; - Reduce Lobby Area; - Terminal should match tower design; - Covered Vehicular Drop Off Area is preferred; - Rental Car Restrooms needed (Men s and Women s Restrooms); - Delete Charter Air Service Counter; and, - Delete Airside Entry Plaza and Jockey Statues. Support Services - Electrical sub meters needed; - Common Use Restroom (Companion) to be added; - Security integration into building cameras and security control panel (separate server room); - Rental Car Area signage and coordination with Rental Car Parking; - Separate dumpster from apron access and restaurant; - Dual apron access provide public, provide both FBO and service access points; - Quiet room with no television is preferred; - Fire sprinkler system to be provided; and, - Security cameras and access control devices (airport and administration) as needed. General Use Site - Rental Car Area designated entrance and way finding signage are needed; - Airlock access secured apron access is needed; - Move dumpster further away; - Maximize Restaurant seating to view take off/landing (experience); - Outdoor Seating Screened Enclosure is preferred; - Security concern regarding screen porch (limit access to apron); - Historic Beacon refurbish and display; - Define Pet Relief Area (exterior site); - Jockey Statues should be re-used; - Wi-Fi connectivity is preferred; - There was a positive support for the Covered Vehicular Drop Off Area; and, - An Interactive equestrian public art/ horse statue photo opportunity was preferred.

9 Executive Summary Architectural Character Ballots: Every building is unique, with its own identity and its own distinctive character. Architectural Character Ballots were utilized to gauge the overall public consensus on character-defining elements including the overall shape of the building, its materials, craftsmanship, decorative details, interior spaces and features, as well as the various aspects of its site and environment. Through this voting process the Architectural Character Ballots allowed the City and the Architect to identify those features or elements that will give the proposed GA Terminal building its visual character and that should be taken into account as part of the design process. The participants were requested to pick their top three selections, in no order of preference, from a variety of character images that are included within the PowerPoint presentation within this report. The three top preferred character images are noted below. There was considerable support for a two-story GA Terminal Building; however, there are significant cost impacts to this building type. Many of the primary users and tenants need direct access from the ground floor to the apron, therefore a single story option was presented during the charrettes/public meetings. The current site is elevated approximately 5 feet above the existing apron, which will offer a tremendous views of the flight activity. Slide 1 Slide 5 24 Votes 16 Votes Slide 6 12 Votes

10 Executive Summary Relationship Diagram / Program Update: The relationship diagram and architectural program have been updated to reflect the public comments received during the charrette/public meetings and following the meetings. There are several Alternates that are being considered based on the charrette/public meetings as follows: Alternate 1) Added tenant lease space Alternate 2) Added/expanded public conference space Alternate 3) Apron entry court and jockey statutes Alternate 4) Airport administrative offices These Alternates are being considered for inclusion within the proposed GA Terminal, and their inclusion will be subject to the City s approval and budget constraints. The Alternates are graphically defined within the Alternates Relationship Diagram, within Appendix F. There are several revisions to the Relationship Diagram and Program Narrative based on the charrette/public meetings as outlined below: A Family/Companion Public Restroom was added; one of the Crew/Pilot Locker Rooms was deleted to accommodate this change; 1 ADA-restroom (Male) was added by the Rental Car Counters and Restaurant; 1 ADA-restroom (Female) was added by the Rental Car Counters and Restaurant; A secondary-staff entrance was added to each Rental Car Lease Space; this is in the form of a door that is integral to the storefront window; The Common Use Conference Room and FBO Reception Area locations were swapped/reconfigured; A Vending Machine Space was added near the ATM; The Flight Crew Quiet Room was fully enclosed, and the TV relocated; The Flight Crew Lounge was reconfigured to include a table, TV viewing area and a break counter; The Flight Crew Fitness Area was deleted; A Waiting Area with Public Seating was added near the Rental Car Area; The Historical Beacon Light was moved to the front main entrance, to accommodate an expansion of Office Lease Space, which is an Alternate ; A Horse Statue location was added near the Main Entry; A crosswalk was added by the Rental Car Entrance; A Pet Relief Area was defined; Additional way finding signage was added for clarification of the Rental Car Entrance; The Kitchen configuration changed to accommodate the new Public Restrooms; The trash bin near the Restaurant service area was relocated away from the building; Additional Lease Space was defined as an Alternate, near the Airport Administration Offices; The large Board Room/Multi-Purpose Space was doubled in size as an Alternate ; The Airport Administration Offices were defined as an Alternate ;

11 Executive Summary One of the offices in the Airport Administration Space was revised to a Plan Storage Room; The Apron/Airside Entry Court and Jockey Statues were defined as an Alternate ; Added Leasable Space was defined within the Main Lobby and the Charter Flight Seating was reduced, and this was defined as an Alternate ; A Security Server Room was added; Four Time Zone Clocks were added to the Lobby; A Security grille was defined to separate the FBO from the public space for after-hours security; and, Doors were added to the Rental Car Corridor for noise control. The public restroom fixture count was confirmed and a summary of this analysis is also included within Appendix F. Additional restrooms were incorporated, and the new fixture count exceeds the minimum required fixtures for the proposed project. End of Executive Summary

12 February 28, 2017 PROCESS SUMMARY The Ocala International Airport hosted three charrette workshops (public meetings) at the Ocala International Airport on Tuesday, February 28, Meetings were held at the Sheltair Aviation Conference Room located at 1200 SW 60 th Avenue, Ocala, Florida. Charrette workshop notifications were sent by the City of Ocala to the City of Ocala City Council, the Airport Advisory Committee and airport tenants. A media advisory was distributed to local media by the City of Ocala to notify the public. The workshops began as an open house followed by a presentation and input session. Ocala International Airport Director, Matthew Grow, provided a welcome and shared the intent of the meeting. William A. Chip Hayward, Jr., Architect, of Michael Baker International, and Jill Cappadoro of Quest Corporation of America, provided the presentation and facilitated the workshops. Attendees were invited to vote on architectural design character as well as provide comments about the proposed design of the new Airport General Aviation Terminal. The airport staff and the consultant team were available to answer questions and provide additional information to those in attendance. The Federal Aviation Authority and the Florida Department of Transportation were represented in attendance. Attendance and participation reflected a good cross section of the community and project stakeholders. Throughout each meeting there was excellent dialogue and all comments were considered. A total of 73 participants attended the three meetings, and in addition to documented discussion a total of 35 ballots and 11 written comments were received. Attendees were encouraged to provide comments and complete a ballot identifying their top three preferred architectural-character selections, in no order of precedence. Topic experts from the Ocala International Airport staff and consultants were available to document input, and address questions, comments or concerns regarding the project. Signs were placed directing the public to the informational meeting, and welcome signs were placed in front of the meeting location. Staff welcomed attendees at the sign in table. Photos were taken throughout the meeting. Meeting signage was displayed and general photos were taken. Overall the meetings were well attended and all project stakeholders, as well as the community, were represented. The input received was insightful and beneficial to the programming and design process of the proposed Airport General Aviation Terminal. The details and feedback received during these public meetings is included within this report in Appendices A through D. The space relationship diagram and architectural program was updated and the revised documents are include within this report in Appendix F. End of Summary 2
