3 From The Social Club President APRIL 2016 SOCIAL CLUB PRESIDENT S MESSAGE Hi everyone, Well here I am here again, this being my third time as President of the Social Club I hope to bring in some new activities this year. Please plan to attend our coffee at 9AM and stay for our meeting at 9:45 AM, Thursday, April 7 th in our club house dining room (hope to see you there). We are looking for some ideas for your entertainment. In the past we have held picnics, beach parties, pizza and card parties, theater outings, etc. Let s get some enthusiasm back in our little community. Upcoming is our after taxes dinner, sign up at the club house. Cost is only $3.00 per person, just bring your own liquid refreshments. Dress in your old down & out clothes. We will also have a 50/50. Come see how we beat the tax man. Table service will be provided. Come out and have a good time with your friends and neighbors. Ruth Carmitchel, President

6 Volunteers needed Kitchen Inventory/Supplies The Social Club is in need of someone to manage and maintain the clubhouse kitchen inventory and supplies. This important position monitors the baseline supplies and special event supplies for the kitchen. If you have a knack for inventory management and a heart to serve, this is your opportunity. Our Librarian Position Is Filled! Many thanks to Susan Mougeotte & JaNean Averill For stepping up! Volunteers Needed Contact Ruth Carmitchel for more details. QMW events are a BLAST! But when all is said and done, things need to be put back together for the next event. When you can, please volunteer to help clean up after events. It helps to ensure that those who put these events together don t burn out. Besides, its time well-spent with your QMW neighbors and friends!

9 community Morning Glory Muffins Submitted by Susan Mougeotte Tim Kreiss 861 Greenacre Drive (805) Solutions for April Puzzle Ingredients 2 cups All-purpose flour 1 cup Sugar 2 tsp Baking Soda 1/2 tsp Ground cinnamon 1/2 tsp Nutmeg 1/2 tsp Salt 2 cups Carrots; finely shredded 1 cup Apples; finely shredded 1/2 cup *Golden Berry Blend 1/2 cup *Toasted Pecans; chopped 1/2 cup *Shredded coconut 3 Eggs 3/4 cup Canola Cooking oil 2 tsp Vanilla Original recipe makes 18 *Available at Trader Joes Preparation Preheat oven to 350 degrees F. Grease /2" muffin cups or line them with paper bake cups. In a large mixing bowl, stir together the flour, sugar, baking powder, cinnamon, baking soda, and salt. Stir in the carrots, apples, raisins, nuts, and coconut. In a separate bowl, stir together the eggs, cooking oil, and vanilla. Add the liquid ingredients all at once to the flour mixture and stir just until moistened. Gently spoon the batter into the muffin cups until each one is almost full. Bake in the 350 degree oven about 30 minutes or until the top of a muffin springs back when lightly touched. Cool in the pan on a wire rack for 10 minutes. Remove the muffins from the pan and cool on the rack. Serve warm or at room temperature.

14 community QMW HOA Chairman Spring has come to Quail Meadows West! With all the rain comes a welcome relief for some of our drought. Please start planning your front yard landscaping and bringing back your yards. We must still be mindful of water conservation but there is no reason to leave a dead lawn. I wanted to share with you the permit requirements from the city of S.M. and what DOES require a permit. Building Permits Required. From the Santa Maria Building Department We all know that a completely new building or an addition to an existing building requires a building permit. However, did you know that a building permit is also required to be issued by the Building & Safety Division prior to: 1. Replacing or moving your water heater. 2. Replacing or installing a new wall or forced air furnace. 3. Replacing or installing a new wood burning stove or fireplace. 4. Replacing or installing a fireplace insert. 5. Installing or replacing water softeners, reverse osmosis units or other water treatment systems. 6. Installing new ceiling fans, bathroom fans, outdoor lighting (except low voltage), replacement or new wiring, or new 7. receptacles and/or switches. 7. Replacing or installing a spa (electrical or gas) including portable units that utilize existing exterior outlets. 8. Replacing or installing block walls above 3 in height. Replacing or installing other types of fences, check with Building and Planning for guidelines. 9. Remodeling or adding onto your home or commercial building. 10. Installing drywall in your garage. 11. Changing the use of a portion of your home, such as converting the garage into a habitable use or enclosing an existing patio. 12. Replacing or installing new windows. 13. Replacing an existing window with a door. Some added information regarding contractors vs. handymen. Can an unlicensed handyman legally do any type of work as long as the work does not exceed $500? No. In accordance with current California law, an unlicensed handyman may only perform work that is "casual, minor or inconsequential in nature." Note that the $500 limit includes both labor and materials, unlicensed handymen are required to disclose to consumers that they are not licensed by the State Contractors License Board. Is it true a contractor s License is not required if the work to be performed is under $500? Yes, B&P section 7048 (small operations) provided an exemption from a licensure for minor work if the aggregate contract price, including labor, materials, etc. is less than $500. This exemption does not apply if the minor work is part of a larger project. Example: A homeowner is having a kitchen remodeled at a total cost of $6000 and decides to sublet the flooring work which is only $300. The person doing the flooring would not be exempt from licensure because the overall cost of the project was over $500. In addition jobs cannot be broken down into hourly fees in order to sidestep the $500 threshold. When considering work be safe and plan ahead M. Anderson
