Contact your Authorized Med-Eng representative for applicable part numbers. 3.0 Description 3. Purpose The HAL Tactical is a lightweight semi-comprehensive EOD/IEDD rigging kit. It provides the capability to conduct EOD, Search, and IEDD tasks involving buildings, structures, vehicles and other locations. The kit is primarily designed for dismounted operations where the modular, multi-function components allow the user to achieve their objectives with minimal added weight and bulk. The kit includes components for attaching lines to objects and an array of methods for anchoring blocks/pulleys to walls, floors, window and door frames. Changes in the direction of the line to give lift, avoid obstacles or to allow the operator to gain cover are achieved by use of self-opening snatch blocks (break-away pulleys). The HAL Tactical may be deployed in a variety of EOD situations other than IEDD tasks. 3.. Primary Hook & Line Functions When used in conjunction with related semi-remote techniques the HAL Tactical Kit can reduce the risk to the bomb technician, improve task efficiency by reducing the number and duration of manual approaches, and allow positive EOD action to be conducted from a safe distance or position. 4 3.2 Design The components that build this kit form the basis on which to build for custom, task specific, or user defined HAL Tactical Kits. The core kit is made up of 3 Modular Equipment Packs comprising of over 20 Components. The core kit includes a high strength line pack, a clamp and manipulation pack, and an anchor module. HAL TACTICAL Components Note: Safe Working loads are located in Section 6.0 Component Full Details Image Qty LINE MODULE The primary component of this module is the 2.3 mm high-strength Dyneema core main line. The line is wound onto a lightweight spool which is fastened to a hand-held holder that allows for quick removal of the spool should an additional line be needed. This module includes both a standard and gated hook and a custom mini line puller designed to work with the smaller diameter line. HANDHELD SPOOL HOLDER SPOOL WITH 6 M OF 2.3 MM DYNEEMA LINE Description and Use: The handheld spool holder is mounted to the palm of either hand and held in place by means of the integrated VELCRO strap. The rewind knob is then controlled by the opposite hand. The spool holder includes a rope guide to facilitate rope rewinding as well as a friction brake for precise control of the runout rate. When in use, the friction brake should be set to give a steady wind-out rate so that the line does not overrun the reel. To swap spools, unscrew the friction brake to reveal the central shaft. Care should be taken when doing this as the brake components are very small. Description and Use: The 6 m (200 ft), 2.3 mm (.09 in) diameter, low-stretch main line has a Dyneema core and a black polyester overbraid for protection and reduced visibility. The line is terminated by a stainless steel snap hook at one end and a straight end at the other which is fed through a hole in the spool for winding. The spool is constructed of an impact resistant polymer and the front face incorporates a rewind knob for use with the spool holder. Hooks are designed to be used with the main line, hook holder and setter, and 25mm (.0 in) telescopic pole. The plain hook is sharpened to a point to assist with piercing whilst the gated hook incorporates Gated Hook a flexible hasp for securely attaching to protrusions on target packages. It is designed to be held in the dominant hand though a second hand may cup the first when dealing with heavier loads. 7 Component Full Details Image Qty Basic Clamp & Manipulation Module The primary component within the basic clamp and manipulation module is the mini self-opening pulley. Designed using the same criteria as the larger equivalent in the Core Kits, this smaller version incorporates a quarter turn locking knob with visual locked/unlocked cues and a sheave sized to guide the 2.3 mm main line. Also included in this module are a scaled down splitter ball, a multi-purpose revolving carabiner, and an assortment of basic clamping components. MINI SELF- OPENING PULLEY MINI SPLITTER BALL Description and Use: The mini self-opening pulley may be used as a standard pulley or in conjunction with the mini splitter ball as a means to change the direction of pull of the line when maneuvering objects around obstacles or corners. The pulley has a loop rope at one end for quick attachment to various anchor points. This loop rope may be removed to be used as a stand-alone item or substituted with longer variants to anchor to larger objects. When reinstalling the loop rope, care should be taken to ensure the crimp is positioned close to the body of the pulley. The 2 halves are joined by a factory-set screw which must not be adjusted by the user. 8 Component Full Details Image Qty LIGHTWEIGHT Description and Use: Side-gate aluminum carabiners provide a strong link for attachment and anchoring and ea AND feature a screw gate closure to prevent accidental gate opening. The revolving carabiner incorporates an REVOLING integrated roller mechanism which allows a line to pass through the device with minimal friction during pulling CARABINERS operations. This enables the revolving carabiner to be used in place of a pulley if required. Both styles are black for reduced visibility. CABLE TIE Lightweight Gate Opening: 6 mm (0.63 in) Weight: 42 g (0. lb) Revolving Gate Opening: 6 mm (0.63 in) Weight: 64 g (0.4 lb) Description and Use: Made from nylon, the ratchet design used with cable ties enables a secure, irreversible latch once engaged. Primarily used for quick, lightweight clamping or anchoring, cable ties can be used in a number of applications. Meant to be a "one-time use" component, they can be fastened in locations which may be difficult to access using other tools such as rope loops. 0 FORCEPS Description and Use: The lightweight forceps are constructed of stainless steel with serrated jaws and an integrated locking mechanism. Forceps may be used to provide a positive grip on thin fabric or sheet materials (e.g. plastic bags or clothing). 9 Component Full Details Image Qty Anchor Module This module provides basic anchoring capabilities. Lightweight, high-strength ground anchors are the core components of this module along with the 2.3 mm diameter rope loops of two different lengths. Also included are adhesive anchors and screw eyes which are common to all core HAL kits. ADHESIVE ANCHOR GROUND ANCHOR Description and Use: The anchors are comprised of a small square aluminum pad with an integrated hard eye and adhesive backing. 8 holes are provided in the base for use of a screw or other, more permanent, fastener when required. The pad can be rigged quickly as an anchor point and is most effective when fixed to flat, clean, dry, non-porous surfaces. It should be placed in position with a steady firm pressure and a minimum time period of 5 minutes should elapse before loading. When possible, the strength of the adhesive bond should be tested before a live load is applied. Length/Width: 80 mm (3.2 in) Weight: 22 g (0.05 lb) Description and Use: The titanium anchors are used to provide attachment points in densely packed dirt and soil. To maximize holding strength, anchors should be driven at least 35 mm (5.3 in) deep and oriented straight down or at a slight angle away from the direction of pull. Care should be taken to ensure anchors are driven into the ground as steadily and cleanly as possible to minimize disturbances to the surrounding ground which may otherwise weaken the hold. When rigging using ground anchors, the line of pull should run parallel to the ground. Description and Use: The rope loops are constructed of the same high-strength, low-stretch Dyneema material found in the core of the main line and incorporate the same protective polyester overbraid. Rope loops provide quick anchor points around bars, poles, and trees and may also be used as primary attachment mechanisms. 10 Component Full Details Image Qty SCREW EYE Description and Use: The steel screw eye has a sharp point and an aggressive thread form. The head is in an 3 eye form for gripping during hand insertion and for use as an anchor point. The screw eye provides an anchor point in wood or similar materials. It can be screwed into door frames, windows sills and furniture. The screw should be easily inserted by hand but, if difficulty is experienced, a hole may be started using some form of small screw driver or spike. When possible, the soundness of the installation should be tested before a live load is applied. Carrying solutions for the HAL Tactical allow for quick changes to equipment load out and to permit components to be carried on the body in easily accessible locations with minimal effect on mobility. TACTICAL LEG Description and Use: The modular leg pouch provides the ability to carry the HAL Tactical tools in an easily POUCH accessible location while being minimally intrusive to the user. The main zipper compartment houses smaller pouches which may be repositioned across the VELCRO lined surface to suit individual requirements. In addition, the pouch includes several external pockets with Velcro closures, ideal for frequently accessed tools, as well as an array of elastic Molle straps and more internal pockets with VELCRO closures. The main pocket and side pockets include drainage grommets for dealing with water ingress. Designed for dismounted operations, an integrated split belt loop acts to transfer the weight of the kit to the hips while two leg straps keep the kit firmly secured to the thigh. By removing the leg straps and split belt loop, two vertical straps with snap closures are exposed, allowing the main pouch to be worn on compatible Molle systems such as might be found on combat vests. MODULAR POUCHES Each pouch includes a zipper closure and a slot for a component identification label. The modular pouches are designed to be stored in the HAL Tactical Leg Pouch against the VELCRO backing and may be repositioned or removed to suit individual requirements. In addition, each pouch has integrated straps and snap closures allowing them to be strapped to a MOLLE System, such as might be found on the chest or thigh. 12 SPECIALITY MODULAR EQUIPMENT PACKS (MEPs) The HAL Tactical Core Kit is enhanced through the addition of task-specific Modular Equipment Packs. These modules allow end-users to fully customize kits without having to purchase or carry all new equipment. Through the addition of these task-specific tools, users are able to augment their capabilities to best suit their operational environment. Visibility Module The Visibility Module features an 83 mm (3.25 in) diameter mirror extendable to 750 mm (29.5 in), as well as a compact, water resistant, push button operated LED flashlight. Basic Reach Module The Basic Reach Module features a.83 m (6 ft) hook setter pole with a collapsed length of 240 mm (9.5 in), allowing it to fit inside the leg pouch. NOTE: When used with the collapsible pole, the holder/setter can only be used as a hook setter. Guidance Module The Guidance Module features 2 additional Mini Self-Opening Pulleys (with splitter balls) for increased ability to change direction when moving a suspect package to a safe area. 13 Multi-Tool Module The Multi-Tool Module features a strap cutter, lockable tweezers, and an EOD multi-tool which includes both a crimper and a punch among several other standard tools. Additional tools include a strap cutter and tweezers. Demining Module The Demining Module includes a collapsible shovel and non-magnetic mine probe with detachable segments. Grappling Hook Module This module features a high-strength, collapsible, 3-arm grappling hook. The tip of each arm is sharpened to a point to facilitate piercing of fabric bags and the arms are quickly locked open/closed, allowing for rapid deployment whilst taking up minimal space when stored. Advanced Clamp Module This Clamping Module features a miniature version of the highly regarded HAL Alligator Grip with the same robust design features found on the original. Also included in this module is a unique door handle clamp which incorporates an elasticized band enabling it to be used to clamp onto a multitude of different shapes. The weights and dimensions are nominal (+/-5%) due to the cumulative effect of small differences in the manufacturing process. *Note: Metric Units listed that do not have an industry recognized imperial conversion standard have not been shown. 15 4.0 Options and Accessories The following HAL Kits are compatible with the HAL Tactical Kit. HAL GS Kit The HAL GS Kit is a Core Kit of the Med-Eng HAL System and is a fully comprehensive EOD/IEDD rigging kit that has been designed to provide remote access, handling and removal capability for EOD/IEDD tasks and scenarios. HAL GS Lite Kit The HAL GS Lite Kit provides a base Hook and Line capability, covering all the essential functions. It includes over 65 components with over 25 different component types. HAL Building Kit (BK) The Building Kit contains special tools for remotely opening building doors and providing anchor points for lines and pulleys. The Building Kit tools integrate with the Core Kits to assist with building access and clearance tasks, and are simple to operate and can be deployed in seconds. HAL Vehicle Kit (VK) This kit includes several unique components designed by Bomb Technicians to integrate with the HAL Core Kits for safer and more effective vehicle clearance tasks. HAL Heavy Duty Kit (HD) This kit was engineered specifically for use in all EOD/IEDD, search situations and Conventional Munitions Disposal (CMD) tasks dealing with UXO s, as well as certain confined space operations. 16 HAL Access Kit Provides Bomb Disposal Technicians with a set of 5 unique and modular components used either individually or in unison. They integrate with Core Kits to remotely manipulate a wide variety of mechanisms and handles found in vehicles, houses, and industrial facilities. HAL Line Tripod The HAL Line Tripod provides the EOD technician with greater control when lifting and extracting. This innovative device requires only a single line to first lift the target object, and then trigger a hinged drop arm that positions the target object outside the tripod s footprint. It can lift up to 227kg (500 lbs) during EOD/IEDD/search semi-remote operations. HAL Lightweight Tripod The HAL TPLW is a lightweight portable Hook and Line tripod that is easily hand carried and deployed by a bomb technician wearing a full bomb suit. It can lift up to 90kg (200 lbs) during EOD/IEDD/search semi-remote operations. HAL Backpack Kit The HAL Backpack is a lightweight tactical EOD/IEDD Hook and Line semiremote rigging kit, which combines the capabilities of a core Hook and Line kit with exceptional portability. It is specifically designed for EOD/IEDD tasks where speedy and straightforward deployment of equipment is critical to mission success..
