We are fortunate in Nether Kellet to have a wide variety of birds including at least four species of raptor that are regularly seen around the village in spring and summer kestrels, sparrow hawks, buzzards and peregrine falcons. Peregrine falcons have been nesting here regularly for many years and it is pleasing to note that they are already to be seen in their usual haunt, though not on their traditional ledge, preparing to raise a family. 3 Nether Kellet Community Primary School The children have loved learning about castles, kings, queens and dragons this term. Sycamore class have produced some super dragon poems and do take a look at the 'art blog' on our website where you will see some fabulous art work too. Many children have brought in some impressive home challenges including lots of castles made in all sorts of creative ways. Sycamore and Beech Classs enjoyed their trip to Skipton Castle, Chestnut loved their trip to Lancaster Castle and both Chestnut and Oak classes enjoyed visiting Carlisle Castle. We are thrilled to be handball champions for the second year running, exhibiting great team work and being excellent ambassadors for our school throughout the competition. Meanwhile, our senior football team again took part in the Morecambe FC Community Sports football tournament and were a real credit to the school, playing their best with great team spirit. 1

4 Our school choir performed at Lancaster Town Hall during the local schools' music festival and all our children did themselves proud. Year 6 took also took part in the schools' swimming gala this term; was yet another great team effort with lots of medals awarded on the night. Years 5 and 6 enjoyed their trip to Lancaster University to learn about leadership and that included visits to the Students' Union, the engineering faculty and the law court rooms. 5 Nether Kellet Indoor Bowling Club The twice weekly sessions in the village hall continue, on Friday mornings between 10 am and 12 noon and on Wednesday evenings from 7.30 pm until 9.30 pm. As mentioned previously new participants would be made most welcome. The AGM of the club was held on the 2 nd March when ten members who had also enjoyed several games of bowls were in attendance. The chairman s report set out details of the events that had taken place over the past year including the change of timing from Thursday mornings to Fridays, which some had forecast would result in the demise of the club by the end of This has not been the case, although it is disappointing to note that our membership now relies largely on persons from outside of Nether Kellet and without these participants the club could not survive. Whilst the club s accounts were still healthy, funds had reduced over the past few years. The fees for attendance had not risen for many years and it was agreed that the charge for each session would be increased with immediate effect from 1.50 to 2 with the annual subscription remaining at 5. It is to be hoped that the Christmas meal could still receive a subsidy as in the past. John Harding was thanked for his presentation of the accounts and Marion for her good offices in auditing them. Michael gave details of the competitions held during 2017 and whilst no firm decision was made regarding competitions in 2018, it is anticipated that some will be held and depending on interest shown, will continue. The committee was elected en bloc with Michael remaining as chairman and membership secretary, John as treasurer, Roy as village hall rep and both Marion and Jean continuing as committee members. With an ageing membership, it would be very encouraging if new-retirees or some who have not considered coming could be persuaded to join us. The Wednesday evening sessions could attract younger people. There are always those on hand to give guidance as regards the way the game should be played and the floor and the mats read. Our members are very friendly and approachable. It was suggested that posters be made to distribute in Bolton-le-Sands and elsewhere. I know that there are a number of people who have been approached and some have indicated that they would think about it. Please do more than think about it just come along. 8 NETHER KELLET WI At our meeting on February 9 th, Pam Beaumont demonstrated and talked about the ancient art of belly dancing, which is the oldest form of dance. It began in Constantinople and was originally danced by women for other women. In tribal belly dancing the women wore black, with leather belts, using very sharp, precise movements. Sometimes they used sticks to accentuate the dance movements. By the end of the 19 th century women began to dance in front of men, the costumes changed and belly dancing became associated with seduction. Pam demonstrated the basic stance, some of the movements and how to use your hands expressively. She then performed a few dances to both traditional and modern Middle Eastern music and told us that belly dancing is good for the core muscles, leg strength and child bearing. Seven volunteers then bravely stepped forward to have a go and did very well, while providing quite a lot of entertainment for the audience. Pam finished her demonstration with three more dances of differing tempos, including a veil dance. The competition for a fancy scarf was won by Jane Storer with Brenda Wilding second. On March 9 th Jackie Frost, who runs the South Lakes Red Squirrel group, came to talk to WI. Red squirrels are much smaller than grey squirrels but their colour can vary from red to grey, which is confusing since grey squirrels can be red but they always have white tips on their tail hairs. Also, red squirrels only have their characteristic ear tufts in the winter. Grey squirrels were introduced from the USA and have now almost completely displaced the reds from most of the country. Grey squirrels eat a lot, are happy to live in higher densities than the reds, cause damage to trees and spread the squirrel pox virus which has no symptoms in greys but kills red squirrels. Red squirrels can be found mainly in Scotland but 6

9 also in northern England, Anglesey, the Isle of Wight and Northern Ireland. Grey squirrels are trapped and killed on the edges of red squirrel areas to let the reds spread out and there is a reintroduction programme for reds in Cornwall. Defra is investigating contraceptives for grey squirrels. Jackie asked people to support red squirrel initiatives. After a fascinating talk, the competition for a ceramic animal was won by Joan Bell with Jane Storer and Brenda Wilding joint second. Judith Bentham NETHER KELLET WI COFFEE MORNING The WI Coffee Morning on March 10 th was in aid of the Mayor s Charities (Macmillan Hub RLI and Lifeboats Morecambe). The Mayor and Mayoress of Lancaster, Councillor Roger Mace and Joyce Mace, attended in their official capacity. There was a raffle, a cake stall, a scarf stall and a Paddington Bear to be won. There was also plenty of opportunity to sit and chat over a cup of coffee and the event raised

12 Nether Kellet Parish Council February and March have been very busy and the council members have considered several pretty significant matters that are really important to enhance the governance of the parish council s business, protect the rights of individuals relating to personal data and the future plans for the Lancaster District. In February, I presented an action plan that set out ways in which the existing financial management, administrative and governance arrangements could be enhanced to ensure transparency, accountability and compliance with both legislation and current accounting practice. Principal among these are regular assessments of the risks facing the council and the maintaining of a risk register. `These include financial, technological, reputational and operational ones as well as physical risks. A detailed assessment of the risks setting out the likelihood of them happening, the impact if they did and the controls and actions needed to mitigate them was presented and, subject to some minor amendments, was approved. This document will help the parish council to effectively manage its risks and help avoid (but not eliminate) any nasty surprises! 25 th May will see the arrival of the new General Data Protection Regulations (GDPR) which replace and enhance the old Data Protection Act and are more up to date with the technological world that we now live in. The GDPR place greater emphasis on organisations accountabilities and duties to manage and protect personal data. They give citizens new rights and impose greater sanctions on any data breaches. Lancaster City Council published two key documents as part of the developing Lancaster District Local Plan that the public were invited to comment on. The consultation period ends on 6 April so there will be very little time (if any at all) for anyone to submit comments now. These documents are the last pieces in the jigsaw for the Local Plan which will be sent to the Secretary of State later in the year for approval. The City Council also put out for consultation a document on employment and skills plans that seek to encourage and deliver more training opportunities and apprenticeships for local people through new development. The period of consultation on this document ended on Monday 26 th March. Details are available on Lancaster City Council s website. Local problems such as fly-tipping, street lighting, potholes, broken paving slabs and overgrown hedges are now being reported via the FixMyStreet website and/or phone app. Fixmystreet.com is the UK's best-known site for reporting street repair issues and getting them fixed, with public reports submitted being filtered and reported directly to local and regional authorities for action. Monthly updates can be made and alerts received until the work is completed. 10

13 The parish council and Lancashire County Council were very grateful to a resident who provided a comprehensive report and photographs of blocked drains along Shaw Lane several of which are well and truly blocked! The point was very clearly made that the failure of these drains to cope with large quantities of surface water results in water flowing down Shaw Lane and then along Halton Road. There is little doubt that this was a contributory factor in properties being flooded along Halton Road last November. This serious matter has been acknowledged by Lancashire County Council and they have committed to assessing the problem to determine what can be done. We would very much welcome your comments or questions about the work of the parish council and on any matters of concern or interest that you might have - just like one of our residents did recently when he spoke passionately about the great work that our nurses do and the difficulties that they and the NHS are currently dealing with. Members were of course sympathetic and strongly advised him to make his views known to the local MP. The parish council meetings are held on the first Wednesday of every month (except August) at 7:00 pm at the Congregational Church School Rooms. All residents are welcome to attend. 18 Neighbourhood Watch Report Flight Ticket Fraud Fraudsters are attempting to entice victims who are looking for cheap flights abroad. Victims have reported booking tickets via websites or a popular ticket broker, only to discover that after payment via bank transfer or electronic wire transfer, the tickets/booking references received are counterfeit. In some cases, all communications between the company or broker and the victim have been severed. Fraudsters are targeting individuals who are seeking to travel to African nations and the Middle East, particularly those wishing to travel in time for popular public and religious holidays. Prevention Advice: Play safe: Be cautious if you're asked to pay directly into a private individual s bank account. Paying by direct bank transfer is like paying by cash the money is very difficult to trace and is not refundable. Wherever possible, pay by credit card or a debit card. Conduct research on any company you re considering purchasing tickets from; for example, are there any negative reviews or forum posts by previous customers online? Don t just rely on one review - do a thorough online search to check the company s credentials. Check any company website thoroughly; does it look professional? Are there any spelling mistakes or irregularities? There should be a valid landline phone number and a full postal address so that the company can be contacted. Avoid using the site if there is only a PO Box address and mobile phone number, as it could be difficult to get in touch after you buy tickets. PO Box addresses and mobile phone numbers are easy to change and difficult to trace. Be aware that purchasing tickets from a third party, particularly when initial contact has been made via a social media platform, can be incredibly risky. If tickets to your intended destination appear cheaper than any other vendor, always consider this; if it looks too good to be true, it probably is! Look for the logo: Check whether the company is a member of a recognised trade body such as ABTA or ATOL. You can verify membership of ABTA online, at Home Office Cold-Calls Fraudsters are purporting to be from the Home office and cold-calling victims to claim that there is a problem with their immigration status. Victims are informed that in order to rectify this issue, they must pay an up-front fee and are often asked 16

19 to confirm personal details such as their passport number and date of arrival in the UK. In a number of instances when the victim receives this phone call from the suspect, a genuine Home Office telephone number will be displayed as the caller is on their phone. The suspect will point this out to the victim in order to add legitimacy to the request. The fraudster has used a method called spoofing to display a Home Office telephone number This does not mean that the call has actually originated from the Home Office. Many victims who have been targeted by this fraud have had an association with India. The fraudsters often state that the victim has outstanding criminal charges against them in India, or that their official documentation was not completed satisfactorily upon their arrival into the UK. Victims are left with 3 options either face deportation; face arrest and imprisonment; or pay the up-front fee. Victims are asked to pay the fees through a variety of methods, including money transfer via Money Service Bureau and by purchasing ITunes vouchers before relaying the voucher code to the suspect. The fraudster usually attempts to keep the victim on the phone until the payment is received, which can be hours at a time. Protect Yourself: The Home Office, Police, or any UK Law Enforcement Agency will never ask for money over the phone. Government agencies do not use non-secure payments methods such as bank transfer via Money Service Bureau, ITunes vouchers or crypto currency e.g. Bitcoin When receiving unsolicited calls, beware of providing personal information or confirming that personal information the caller already claims to hold is correct. Always ensure you know whom you are talking to. Ask for the details of the organisation the caller represents and call them back yourself on the officially published numbers rather than the number the caller may try to provide you with. There isn't a great deal to report in this edition but we are looking forward to seeing our French friends again in August during their annual village fete. It is always exciting at that time of year in Bussieres (especially for the youngsters) because the fair comes to town and if our previous experience is anything to go by, there will be many other events going on too; in the past there have been torchlight parades, a village barbecue and a fantastic firework display for example. So come along with us and join in the fun! Our wine tasting event in March went really well and we had some good feed back from people who attended it. John Bentham was master of ceremonies once again and his commentary on the featured wines was both erudite and entertaining in equal measure.thank you John and also thank you Bob, Paul and Hugh for being our wine waiters.thanks also to everyone who supported the event on the night and helped to make it a success. Finally, I will just flag up that our next event will probably take place in the autumn and is likely to be a ceilidh. 27 Favourite Recipes Pork Stroganoff (serves 4) 400g pork fillet 2 tbs sunflower oil 25g butter 1 onion finely sliced 2 tsp paprika 225g button mushrooms halved 140ml carton soured cream Salt and pepper 2 tsp Dijon mustard (optional) 1. Remove any membrane from the pork fillet and discard. Cut into thin strips. Season with salt and pepper. 2. Heat a large non-stick frying pan until very hot, then add oil flowed by the pork. Stir fry really briskly until it is browned; if cooked really fast there should be no juices but take care not to over-cook. Lift out with slotted spoon. 3. Put the butter to the butter in the pan, then add the onions and cook over a low heat until they are really tender. 4. Sprinkle in the paprika, add the mustard and then stir in the mushrooms. Turn up the heat and toss for a minute. 5. Return the pork to the pan, add the soured cream and then heat through. 6. Finally, add lemon juice to taste and season with salt and pepper. Serve with mash or rice Upside-down Blueberry and Plum Cake (serves 8) 25g butter 50g brown sugar 5 ripe plumbs de-stoned and halved 225g blueberries 3 eggs 175g soft butter 175g caster sugar 175g self-raising flour 1 tsp baking powder 1 tsp vanilla extract Preheat oven to 180c (160c fan or gas mark 4). 1. Line the base of a deep 20cm round cake tin with baking paper and grease the side. 2. Melt the butter in a saucepan, add the brown sugar and stir until dissolved. Pour into the base of the cake tin. Arrange the plums cut side down in the tin and then scatter blueberries on top. 3. Put the eggs butter, caster sugar, flour, baking powder and vanilla into a large bowl whisk until light and fluffy. 4. Spoon on top of the fruit and level off. 5. Bake in the preheated oven for 55 mins until lightly golden, well risen and firm in the centre. 6. Leave for 10 mins before turning upside down onto a plate. To do this, slide a knife around the edge, put the plate over the top of the cake tin and then turn upside down; it should slide out onto the plate. 25
