3 CALL TO ORDER HILLSBOROUGH COUNTY METROPOLITAN PLANNING ORGANIZATION LIVABLE ROADWAYS COMMITTEE MEETING OF JANUARY 21, 2015 MINUTES Chairman Lisa Montelione called the meeting to order at 9:10 am. The meeting was held in the Planning Commission boardroom on the 18th floor of the County Center Building. The Pledge of Allegiance was held. Members present: Councilman Lisa Montelione; Nina Mabilleau (arrived at 9:11 am); Lea DelTosto; Matthew Dockins, Mark Hudson; Chris Weber; David Hey; Angelo Rao (arrived at 9:30 am); Mike Williams; Charles White (arrived at 9:3 am); Laurie Potier- Brown; Justin Begley; Pierre Valles; Barbara Donerly; Catherine Coyle (arrived at 9:20 am); Arizona Jenkins (arrived at 10:20 am); Matthew Dockins (proxy for Roger Menendez); Grant Rimbey. PUBLIC COMMENT Mr. Phil Compton of the Sierra Club spoke about the need for more funding for projects and keeping the community informed about Livable Roadways. Mr. Patrick Thorpe is an architect and member of the American Institute of Architects (AIA) and wanted to be involved with the LRC. Ms. Silva said that there was a vacancy on the LRC for the AIA and encouraged him to complete an online application. CONSENT AGENDA: APPROVAL OF MINUTES (Joint LRC/BPAC December 10, 201) Mr. Rimbey moved to approve the Joint LRC/BPAC December 10, 201 minutes. The motion was seconded by Mr. Hey and carried.

4 LRC Minutes January 21, 2015 ACTION ITEMS A. Election of Officers Chair Montelione was reappointed by the MPO to serve as Chair of the LRC. Currently, Ms. Mabilleau serves as Vice Chair and Mr. Rimbey severs as Member at Large. Mr. Weber made a motion to keep the slate of officer as currently represented. The motion was seconded by Ms. Potier-Brown and carried. B. Transportation Improvement Program Amendment Gunn/Linebaugh Intersection Mr. Joe Price, MPO Staff, stated that the purpose of this project is to reduce vehicle delay, improve safety and reduce accident occurrences. The design improvements include: removal of the westbound left turn lane on Linebaugh Avenue; addition of a westbound right turn lane on Linebaugh Avenue; addition of an eastbound right turn lane on Linebaugh Avenue; addition of a northbound left turn lane on Gunn Highway and extending the existing southbound left turn lane on Gunn Highway. There were comments about pedestrian safety and the removal of the westbound left turn lane and whether or not there were traffic counts for that lane. The committee suggested addition of signs and signal design to improve safety. The committee also suggested early and significant notice to the public regarding the removal of the left turn onto Linebaugh Ave. Ms. Alden stated that county staff has been able to secure federal funding for safety improvements. Ms. DelTosto made a motion to approve the TIP amendment with suggestions and forward it to the MPO for approval. The motion was seconded by Mr. Hey and carried. STATUS REPORT A. Funding Selectin for Landscaping on State Roadways Mr. Daniel Kastelic of FDOT stated that FDOT s landscaping fund for state roads is a 1.5% set-aside from the district s total capital budget. Recently an opportunity appeared through the 2015 FDOT Landscape Funding Program. FDOT selected Dale Mabry Landscaping Project from Gandy to MacDill AFB for an additional $800,000 in 2

5 LRC Minutes January 21, 2015 funding. The City of will provide the landscape plan and oversee installation and maintenance for the Dale Mabry Highway Living Memorial Project. The s and Recreation staff has already started the design phase. The second project, Hillsborough Avenue, from the Hillsborough River to I-2, received an estimated $250, 000 in funding. Mr. Weber thanked FDOT for the landscaping that was done along the Courtney Campbell Causeway. Ms. Potier-Brown read a piece to the members about the Living Memorial Project that the City of is supporting to honor those military personnel who have been killed in the line of duty. Sabal Palms with Florida friendly plants will be planted starting at MacDill and extend to Gandy Boulevard. FDOT will fund $800,000 towards this project. The committee made suggestions to consider adding Busch Blvd and Fowler Blvd to the program. B. Streetcar Extension Study Mr. Steve Schukraft of HDR Engineering stated that the objective of the project was to look at past studies, promising scenarios, and preliminary costs and to upgrade to modern streetcars. They looked at extension to the Marion Transit Center (MTC) and focused on physical constraints and capacity. By doing so, they looked at designing for larger vehicles, double track for greatest capacity; minimize impacts on On-Street ing and consider the potential for future extension. The total cost for track and power upgrades, 8 modern streetcar vehicles, and maintenance and storage facility is $61,600,000. C. Highway 301 Fowler Avenue to SR 56 ETDM Review Ms. Allison Yeh of the MPO staff stated that the Efficient Transportation Decision Making (ETDM) process is Florida's procedure for reviewing qualifying transportation projects to consider potential environmental effects in the Planning phase. This process provides stakeholders the opportunity for early input, involvement, and coordination. It provides for the early identification of potential project effects and informs the development of scopes for projects advancing to the Project Development and Environment (PD&E) phase. 3

6 LRC Minutes January 21, 2015 The Florida Department of Transportation (FDOT) is conducting a Project Development and Environment (PD&E) study to evaluate the expansion of a 13.8 mile segment of US 301 from its current two-lane undivided configuration to a divided roadway facility with paved shoulders, sidewalks/shared use paths in each direction, pedestrian features, and drainage improvements. The review period has begun for this project (ETDM No. 119) on US 301 from Fowler Avenue to proposed SR 56 (Pasco). Comments are due by February 16, Mr. Hey said he would like to wildlife crossings put in the area and asked if the project was going to follow the freight roadway design guidelines for the sensitivity of changing roadways. Ms. Yeh said she was not sure. A motion encouraged consideration of: "context along the roadway" such as demonstrated in the Freight Roadway Design Considerations, a wildlife crossing, designing to reflect the existing and future needs of the adjacent Fort King trail, add lighting where appropriate, consider scenic highway designation, linking to the annexation plan and trails. D. 201 Committee Attendance Report Ms. Silva reminded the members that if they have three or more consecutive unexcused absences from the meeting, they will be contacted to see if they wish to continue serving. Currently there is a vacancy which is Pierre Mathurin s seat. Mr. Michael Case was his alternate but has stepped down. Chair Montelione suggested contacting HART to see if they have a replacement. OLD BUSINESS/NEW BUSINESS A. Proposed CTST Joint Workshop #2 June 2 th (To replace the June 17 th LRC Meeting) Ms. Coyle made a motion to have the CTST Joint Workshop June 2 th in place of the June 17 th LRC meeting. Vice Chair Mabilleau seconded the motion, which carried. B. Open House Reception Ms. Silva invited the members to attend the Open House Reception for Mr. Ray Chiaramonte who was retiring. The event would be held in the Planning Commission s Boardroom January 30 th from 2-pm. ADJOURNMENT There being no further business, the meeting adjourned at 11:01 am.

7 Hillsborough Metropolitan Planning Organization 601 E Kennedy Boulevard, 18 th floor,, Florida, HillsboroughMPO.org Board & Committee Agenda Item Agenda Item: Presenter: Summary: Livable Intersections Ken Sides, PE, PTOE, Sam Schwartz Engineering FDOT has placed added emphasis on the development and construction of roundabouts statewide and directed each district office to include 2 projects on state highways in their 5 year work program annually for implementing roundabouts. Modern roundabouts reduce fatalities by more than 90%, injuries by 76% and all crashes by 35%. Put another way, conventional intersections kill at ten times the rate of modern roundabouts. Modern roundabouts are more efficient by reduced stopping and less delay. Cost effective benefits include installation, maintenance and operations (no signals), reduced pavement, and reduced right-of-way (single lane). A big reason that modern roundabouts work better is that there are less conflict points--for motorists the number drops from 32 to 8; while for pedestrians the number drops in half. Fewer conflict points mean safety is improved. Ken Sides will explain why and will describe the many ways communities can capitalize on the safety, operational and urban space enhancement benefits of modern roundabouts. Ken Sides, PE, PTOE, is a Professional Engineer, a certified Professional Traffic Operations Engineer with Sam Schwartz Engineering in. He serves on the roundabout committees of both the Institute of Transportation Engineers and the Transportation Research. He has been Project Manager for more than two dozen built modern roundabouts. Preliminary design was funded through FDOT District 7 safety office. The city recognized the high number of crashes were a result of speeding vehicles and incorporated ways of slowing speeds in their design. The TBX is an express toll lane system that gives drivers a new choice in transportation while reducing travel times and helping relieve traffic congestion. These new express toll lanes next to the existing non-toll lanes along I- 2, I- and I- are being studied in Hillsborough and counties. In addition to the TBX Master Plan, FDOT and the Hillsborough MPO have joined together to look at the possibility of utilizing the TBX lanes for a premium express bus service, connecting Wesley Chapel, USF, Downtown, Westshore, Greater Gateway/Carillon, and Downtown St. Pete. 18 IMAGINE 200: HILLSBOROUGH LONG RANGE TRANSPORTATION PLAN Strategic Intermodal System FDOT District 7 has a long range planning list of projects that have a horizon year for the Strategic Intermodal System (SIS). FDOT classifies SIS facilities as those that have statewide and interregional significance. SIS facilities contain all modes of transportation for moving people and goods including linking transfers between modes and facilities. Figure 3-30 shows the future express lanes and intermodal system planned for Hillsborough and counties. SIS projects include replacement of the northbound span of the Howard Frankland Bridge, modification of the I-2 & SR 60 interchange near International Airport, and express lanes on Bay area interstates. Figure 3-31 is a table detailing all SIS projects projected to be needed through 200. FDOT conducted an express lanes study on interstates in the three core Bay counties (Hillsborough, Pasco, and ). Express lanes are proposed to be constructed along I-2 from the Gateway Area in County across the Howard Frankland Bridge and onto Wesley Chapel in Pasco County. In the long term, express lanes are proposed to be constructed along I- from I-2 to the Polk County line and along I- from Wesley Chapel in Pasco County to SR 67 in southern Hillsborough County. proposed to connect County, Westshore/ International Airport, Downtown, and the USF Area. These express lanes will be tolled with variable pricing dependent on how congested the corridor s general purpose lanes are. 22 HILLSBOROUGH COUNTY METROPOLITAN PLANNING ORGANIZATION MEETING OF FEBRUARY 3, 2015 MEETING SUMMARY CALL TO ORDER Chairman Les Miller called the meeting to order at 9:05 AM. COMMITTEE REPORTS Ms. Beth Alden read the various MPO Committee reports. CONSENT AGENDA A. MPO Minutes (Reconvened December 2, 201 & January 6, 2015 Regular Meeting) B. Committee Appointments C. TIP Amendments (Roll Call Vote) D. MPO Bylaws E. Surface Transportation Vulnerability Assessment Councilwoman Montelione made a motion to approve the Consent Agenda Items. The motion was seconded by Commissioner Murman and following a roll call vote, the motion passed 9-0. ACTION ITEMS A. Columbus Drive Corridor Study Ms. Gena Torres presented the findings of the study conducted on the Columbus Drive and 17 th -18 th -19 th Street one-way pair. The study finds that converting the roads to twoway operation will not compromise traffic flow, and that on-street parking can be provided. Conversion will need to be in phased and additional funds identified. Commissioner Murman made a motion to have staff present an overview of funding available for improvements and bring it back to the MPO. Vice Chair Cohen seconded the motion, but included that grants, money for lighting, safety improvements, etc. should be put on the table for discussion. Councilwoman Montelione suggested the discussion be referred to the Policy Committee and findings brought back to the MPO Board. Commissioner Murman accepted Councilwoman Montelione s suggestion. The motion carried. 1

23 Councilman Suarez made a motion to accept the Columbus Drive Corridor Study. The motion was seconded by Councilwoman Montelione and carried. STATUS REPORTS A. Greater Chamber of Commerce Transportation Survey Mr. Michael Maurino presented the results of a transportation survey conducted by the Chamber of its members. Over 2,572 people took the survey from September October 31. Downtown businesses were well represented. Most respondents work regular hours and about 70% of respondents get to work between 7-9am; about 6% leave between -6pm and 92% of respondents drive alone. Many respondents would prefer an improved transportation system with more services and new technologies. B. Streetcar Extension Study Mr. Steve Schukraft of HDR Engineering stated that the objective of the project was to look at past studies, promising scenarios, and preliminary costs to extend the streetcar to the Marion Transit Center and to upgrade to modern streetcars. The study looked at designing for larger vehicles, providing double track for greatest capacity, minimizing impacts to on-street parking, and considering the potential for further extensions east, north, or west to the Westshore Intermodal Center. The cost to extend to MTC is $8-60 million and the cost to convert to modern, faster moving, low-floor streetcars is $62 million. Historic streetcars could be used on the extension to MTC as a first step. EXECUTIVE DIRECTOR S REPORT Ms. Alden provided a summary of her activities over the past month and responses to various board member requests from the previous meeting. As directed by the board, Ms. Alden has begun formulating a Senior Staff Advisory Committee and has met with County staff on several occasions. Speakers are scheduled for upcoming meetings. The MPO AC Weekend Institute will be held in May 15-17, 2015 and members may notify Linda Ferraro if they would like to attend. To discuss the MPO s organization and goals, there will be a board workshop March 31 in place of the Policy Committee meeting. The workshop will be professionally facilitated, and the facilitator will distribute a questionnaire to the members in advance. Commissioner Murman said that she has received some calls and s from concerned citizens regarding bike lanes proposed for Platt Street. Ms. Alden will bring back information on this issue.
