The agreemet govers how the NPS ad the Departmet of Eergy (DOE) will work together to preserve, protect ad provide access to the historic resources associated with the Mahatta Project at locatios i Oak Ridge, Te.; Los Alamos, N.Mex.; ad the Haford Site i Washigto State. Through the preservatio ad iterpretatio of the Mahatta Project, the Natioal Park Service will share with the world the story of oe of America s most trasformative scietific discoveries that fudametally altered the course of the 20th cetury, said Secretary Jewell. Visitors will soo be able to see the cotributios of more tha 600,000 Americas who played a role i this sigificat chapter i history. The park will also serve as a remider that these actios ad discoveries must be hadled with great care, for they ca have world-chagig cosequeces. The park will be maaged as a partership betwee the DOE, which already oversees ad admiisters the properties for the Uited States, ad Iterior s Natioal Park Service, which will provide iterpretatio, visitor iformatio ad assistace i the preservatio of the historic buildigs at the sites. The 2015 Natioal Defese Authorizatio Act directed the establishmet of the Mahatta Project Natioal Historical Park, which tells the story of people, evets, sciece ad egieerig that led to the creatio of the atomic bomb, the role these weapos played i World War II ad how the role of the Uited States i global affairs has evolved i the uclear age. NPS Director Joatha B. Jarvis, Seators Maria Catwell, Lamar Alexader, Tom Udall ad Marti Heirich ad local officials from the park s three sites also atteded the sigig ceremoy. With the creatio of the Mahatta Project Natioal Historical Park, the Natioal Park Service is committed to workig with our parters at the Departmet of Eergy to tell the complete ad complex story of oe of the most cosequetial projects i our atio s history, said NPS Director Jarvis. As the Natioal Park Service turs 100 ext year ad prepares for a secod cetury of stewardship, this ew additio to the Natioal Park System will preserve ad share oe of our atio s great stories of igeuity ad scietific edeavor, as well as the cosequeces of uclear techology use. The Natioal Park Service coveed a forum of scholars ad experts from across the coutry ad from the cities of Hiroshima ad Nagasaki that represet a wide rage of expertise icludig scietific, historical, political, social, evirometal ad ethical perspectives. The scholars met November 9-10 i Washigto, D.C., for a ope ad cadid discussio of the issues ad themes that should be cosidered for the park s iterpretive pla. Over the past year, NPS ad officials from the DOE have traveled to the three Mahatta Project locatios to cosult with local elected officials, commuity members ad area tribes o maagemet of the ew park. The agreemet siged o Nov. 10, 2015 reflects those cosultatios ad provides a framework that will guide NPS ad DOE cooperative maagemet efforts. The purpose of the agreemet is to idetify the facilities ad areas uder the DOE s admiistrative jurisdictio that will iitially be icluded i the park ad to establish a broad framework for the maagemet ad iterpretatio of those facilities ad areas. To lear more about the Mahatta Project Natioal Historical Park, visit I the first four moths of 2015, Alterative Break program voluteers removed over seve tos of marie debris from sea turtle estig beaches i Biscaye NP. Nearly 200 voluteers from 16 uiversities ad local orgaizatios helped restore park beaches ad greatly improved the chaces of estig success for threateed ad edagered sea turtles. Whe large amouts of debris clutter the beaches, sea turtles may abado attempts to est, said Dr. Vaessa McDoough, park fishery ad wildlife biologist. The presece of debris o the beaches is also problematic for sea turtle hatchligs. Hatchligs that are uable to overcome debris as they crawl to the ocea will succumb to predatio, dehydratio or starvatio. Alterative Break is a program for studets who wish to sped their witer or sprig break participatig i meaigful, service-orieted voluteer work. For the four moths, 199 Alterative Break voluteers spet 1,665 hours to remove more tha seve tos (14,439 pouds) of marie debris from the park s coastlies. Removig this debris provides sea turtles with a better shot at estig success, boosts the umber of sea turtle hatchligs that make it to the ope water ad makes the beaches more accessible ad attractive for park visitors. Biscaye NP hosts Alterative Break voluteers who assist i habitat restoratio of importat sea turtle estig beaches as well as other coastal areas throughout the park. Fiacial support is provided by the South Florida Natioal Parks Trust ad the Natioal Park Service. Park persoel ad the Coastal Cleaup Corporatio provide logistical ad field support. Capitol Reef NP became the seveth uit of the NPS to achieve desigatio as a Iteratioal Dark Sky Park by the Iteratioal Dark-Sky Associatio. It was amed a Gold Tier park, the associatio s highest rakig. The desigatio was made durig Iteratioal Dark Sky Week (April 13-19, 2015), a aual evet to raise awareess of light pollutio ad celebrate the beauty of the ight sky. To attai this desigatio, the park coducted a outdoor lightig ivetory, made improvemets to outdoor light fixtures that icreased the park s ight-sky friedly lightig from 30 percet to 70 percet, completed ight sky moitorig ad egaged the public ad local commuity i dark-sky coservatio. With this desigatio, Capitol Reef bega the process of brigig all of its outdoor lightig up to the ew stadard ad cotiues to moitor ight skies ad provide outreach ad educatio. Capitol Reef NP s gold-tier dark-sky desigatio exemplifies the efforts of the NPS to embrace Starry Starry Night, a NPS iitiative that pledges the agecy to lead the way i protectig atural darkess as a precious resource ad create a model for dark sky protectio by establishig America s first Dark Sky Cooperative o the Colorado Plateau. Other federal agecies, state parks, tribes, busiesses ad citizes are part of this cooperative, which emphasizes the ecoomic beefits of sustaiable tourism that dark skies ca provide while maitaiig the heritage, beauty ad woder of the stars above. O April 18, Castillo de Sa Marcos NM kicked off Natioal Park Week with a partership program etitled Youg Voices i the Old City. For this public program, local high school studets researched ad prepared presetatios about St. Augustie s 450 years from the perspective of teeagers livig durig various parts of that history. For more tha three years, Rager Amelia Vela ad other staff members have worked with St. Augustie s 450th Youth Ambassadors to lear ad share the heritage of the oldest cotiually occupied Europea city i the cotietal Uited States. By presetig these stories withi the Castillo, the ambassadors ad geeral public alike truly had a opportuity to coect with these powerful stories ad their atioal park. Youth Ambassador Kayley Sutto cocluded the program with a remider to her peers of the importat role they play i preservig our history. Portrayig these historical figures i their youger lives is oe way of helpig citizes ad visitors alike to uderstad the sigificace of how St. Augustie came to be, she says. Thik about it the Youth Ambassadors ow will be aroud for the 500th commemoratio. The future is i our hads. Grad Teto NP celebrated Natioal Park Week ad the Every Kid i a Park iitiative by takig all 150 of the fourth grade studets i Teto Couty o a field trip to study the park s geology. Each day of Natioal Park Week, Grad Teto NP staff led a group of the local studets o a field trip ito the backcoutry, where they hiked the cotour of a glacial moraie, got their hads dirty testig soils by makig soil ribbos, idetified rocks ad leared about the creatio of the Teto Moutai Rage. Staff were glad to egage the ext geeratio of park visitors i the spirit of exploratio ad stewardship, ad it turs out the studets were thrilled with the opportuity as well. I wish we could have school i the atioal park every day, said oe studet as he hiked back to the school bus. Despite livig just a few miles south of the park s boudary, it was the first trip ito the park for may of the studets. Jackso Hole is a commuity with a big divide i opportuity, Educatio Specialist Mega Kohli said. May of the Latio studets, who make up early 40 percet of the school, do t come to the park. This is a great chace for them to get some experiece explorig the park i their ow backyard. With Elwha River Restoratio fully uderway i the Elwha Valley, visitors have a ew site from which to view the restoratio process ad lear about its history. The ew Glies Cayo Spillway Overlook, located alog the Olympic Hot Sprigs Road i Olympic NP, is wheelchair accessible ad icludes eight iterpretive exhibits. The overlook is perched o what was oce the spillway of the Glies Cayo Dam. Visitors ca ejoy expasive views of the wide valley that formerly held the Lake Mills reservoir. Lake Mills formed whe the Glies Cayo Dam was built betwee 1925 ad 1927, floodig a area kow at the time as Smokey Bottom. Youth from the Patterso Park Public Charter School i Baltimore City made up half of the fife ad drum cotiget from Fort McHery. This evet was part of a ogoig celebratio of the 75th aiversary of Kigs Cayo NP (2015) ad the NPS s Ceteial aiversary (2016). I his itroductio to the ceremoy, Supt. Woody Smeck credited the military with beig the earliest model for the NPS. He further hoored the military s role i early park maagemet ad the NPS s pride i maagig historic military sites ow. (retired) Charles Shahee, Jr., provided a history of the amig of the Geeral Grat Tree ad its subsequet dedicatio as a Natioal Shrie by a joit resolutio of Cogress. Shahee has eared the Silver Star, four Distiguished Flyig Crosses, a Purple Heart, 16 Air Medals, a Vietam Service Medal with two Broze Stars ad more decoratios. Mammoth Cave NP hosted its firstever Mammotho o Jue 21 hopefully the first of may more to come. The 24- mile Mammotho is the oly triathlo i the world to feature a hike, bike ride ad udergroud cave hike. Rager Collee Olso came up with the idea as she worked o park projects to address Call to Actio item #6, Take a Hike ad Call Me i the Morig. Hikig ad bikig are ot oly fu ad great exercise, but beig active i the outdoors has beefits beyod those we get at the gym, said Collee. Studies show that outdoor activity makes us smarter ad more creative, ad that ature icreases the cells i our bodies that protect us from ifectio ad cacer. Exercisig outdoors improves our attetio spa, ad walkig i the woods relieves stress. The Mammotho was oe optio o the park s Logest Day of Play list of thigs to do, which also icluded a daw birdig hike, regularly scheduled cave tours ad ature walks ad a ight sky viewig (caceled by Tropical Storm Bill s offsprig). The park s parters made the first Mammotho a success 31 participats ejoyed the day thaks to the Frieds of Mammoth Cave, Forever Resorts/Mammoth Cave Hotel, Diamod Cavers, Grad Victoria I ad local bike ethusiasts. The Iteratioal Dark-Sky Associatio (IDA) has grated Gold-Tier Iteratioal Dark Sky Park status to Cayolads NP, a hoor reserved for the darkest of dark skies ad the most stuig of starscapes. Cayolads was desigated a atioal park i 1964 ad provides visitors opportuities to view spectacular sceery, explore rugged ladscapes ad experiece remote wildess ad solitude. Ad, the sceery ad expasive ladscapes of Cayolads do t ed whe the su sets. The Milky Way stretchig across the park s icredibly dark ight sky is a sight may visitors will ever forget, said Supt. Kate Cao. With this gold-tier desigatio, the Iteratioal Dark-Sky Associatio recogizes the importace of the atural darkess foud here. Efforts to preserve atural darkess i Cayolads bega several years ago with a focused effort to revamp ad replace park lightig with ight-sky friedly bulbs ad fixtures. Nearly 100 percet of the park s lights are ow ight-sky friedly. Natural darkess is also recogized i park maagemet documets which clearly state the value of ight skies ad the park s commitmet to protect them. Cayolads NP is oe of four atioal parks icluded i the NPS s Southeast Utah Group. These parks iclude Hoveweep NM, awarded a Iteratioal Dark Sky Park i 2014, ad Natural Bridges NM, which was desigated the world s first Iteratioal Dark Sky Park i Arches NP is also icluded i the Southeast Utah Group. The four parks work together with eighborig busiesses, commuities ad lad maagers to help coserve some of the darkest skies i the Uited States. Cayolads also is a member of the growig Colorado Plateau Dark Sky Cooperative. Established i 2012, America s first Dark Sky Cooperative liks commuities, tribes, busiesses, state agecies, federal agecies ad citizes i a collaborative effort to celebrate the view of the cosmos, miimize the impact of outdoor lightig ad ultimately restore atural darkess to the area. Sept. 1, 2015 marked the 50th aiversary of Delaware Water Gap NRA. Fifty years ago, the U.S. Cogress respoded to the grassroots efforts of the people from the Delaware River Valley ad abadoed the desecratio of the logest udammed river i the Easter Uited States. Istead, they created the Delaware Water Gap NRA without a dam or a mamade lake. At the ed of the day, the river ad the surroudig valley were preserved i perpetuity for future geeratios. Sice 1965, the Delaware Water Gap NRA has ivited visitors to ejoy 40 miles of free-flowig river ad some 70,000 acres of forests ad floodplais, waterfalls ad marshes, beaches ad moutai terrai. The park s 186 miles of trail ad 160 miles of sceic tourig roads have served to provide great visitor experieces. I 2016, Hawai`i Volcaoes NP will celebrate a cetury of carig for ad coectig people to the remarkable ladscape, ative plats ad aimals ad Hawaiia culture liked with Kilauea ad Maua Loa volcaoes. Fouded o August 1, 1916, Hawai`i Volcaoes was the 15th atioal park established i the Uited States ad celebrates its ceteial aiversary alog with the Natioal Park Service itself, which turs 100 o August 25, Ceteial evets are plaed i the park from Jauary 1, 2016 through the ed of 2016, icludig a mothly rager-guided Ceteial Hike Series, with a complemetary After Dark i the Park program. From moitorig the health of bat populatios to miimizig the huma spread of the deadly fugus that causes whiteose sydrome (WNS), the Natioal Park Service has 43 projects uderway i more tha 40 parks to protect ad preserve bats ad their habitats. Park persoel udertake a variety of tasks to safeguard bats, their hiberacula ad materity roosts from WNS, a fugal disease decimatig up to 100 percet of some bat coloies. The NPS dedicated $3 millio to address WNS-related priority issues i parks across the coutry. We re excited to see the creative solutios from parks to fight white-ose sydrome, said Margaret Wild, chief veteriaria for the NPS. From istallig bat gates to usig acoustic surveys, resource maagers employed techiques that best fit the eeds of their parks. The rapid spread of WNS ad its high mortality are uprecedeted i bats, so a multi-proged approach to maage it is critical. WNS, likely itroduced to the U.S. from Europe about 10 years ago, at times has wiped out etire coloies. Bats play importat roles i ecosystems: they eat isects, polliate plats, serve as prey base ad disperse seeds. Jae started her career i 1973 at Lake Rager Statio i Yellowstoe NP as a iformatio receptioist (clerk typist). I 1974, the first year wome wore the gree ad gray, Jae came o board as a park techicia. The ext two summers were spet at Bechler as a backcoutry rager. The witers of foud Jae i the Everglades explorig the magroves for hero ests with the late Joh Ogde, a previous NPS biologist who became the lead biologist ad Everglades expert for Natioal Audubo research. I the sprig of 1977, Jae became a iterpreter at Deali. She foud her home eve built a cabi above the Neaa River ad married fellow seasoal, Will Morris. After 11 years, Jae moved to Washigto, D.C., as a aalyst for the WASO Cocessios Divisio. Soo she was at George Washigto Memorial Parkway as cocessios specialist ad later, as site maager at Great Falls, Va. I 1994, Jae s husbad, Will, became chief of iterpretatio at Mesa Verde NP. Durig those eight years, Jae held a variety of jobs at Mesa Verde. The Chapi 5 Fire of 1996 afforded aother opportuity: maager of the bured area emergecy rehabilitatio project ad later, project maager distributig fee demo moey for Save America s Treasures. She also worked six years with archeologists. As those term positios woud dow, Jae received a phoe call from Jae Moore, WASO recreatio fee maager, who was lookig for a deputy would Jae cosider applyig? I February 2002, Jae joied her couterpart Jae i D.C. They built the fee program together: layig the groudwork ad policy for the Federal Lads Recreatio Ehacemet Act of 2004, developig the ew iteragecy pass, lauchig the NPS ito Recreatio.gov, meetig the challeges of techology, traiig fee supervisors ad hirig oe of the best program teams i the Washigto Office. With that legacy came a very special award: the Crystal Owl Award for traiig ad developmet excellece. Jae also received three Departmetal hoor awards: the Usug Hero Award (2004), the Superior Service Award (2011) ad the Meritorious Service Award (2014). Lisa Brewster, admiistrative officer, Glacier NP, Feb. 28, 2015 after 30 years. Lisa s federal career started i 1984 as a part-time persoel clerk at Ozark NSR. She joied the Yellowstoe Huma Resources Office as a HR specialist i 1991 ad a year later was promoted to huma resources officer for Glacier NP. I 2007, she was promoted to admiistrative officer ad served o advisory teams associated with the cetralizatio of admiistrative fuctios Servicewide. E&AA Life Member Irvig Irv Brock, park rager, Ocmulgee NM, Jue 30 after 30 years of federal service, 27 of them with the NPS. Irv s destiy bega 54 years ago i the future Cuyahoga Valley NP where he was bor. His NPS experiece bega i 1980 as a Youg Adult Coservatio Corps crew leader i the ew Cuyahoga Valley NRA, where he was a Boy Scout summer camp couselor. He graduated i 1985 from Ket State Uiversity with a B.S. degree i coservatio ad the voluteered for two years i the U.S. Peace Corps. Irv bega his 27 years of law eforcemet/firefighter service at Buck Islad Reef NM. His time there was cut short by Hurricae Hugo. Homeless, Irv atteded Rager Skills i Grad Cayo NP ad was able to trasfer to Kaloko-Hookohau NHP. He was a foudig member of the park s SCUBA dive team, oce divig with Grateful Dead fouder Jerry Garcia to documet resources for future preservatio alog the Koa Coast. Jim joied the NPS i the carpeter shop i Yellowstoe NP i 1957, becomig the sig ma for the park the followig year. Some of his sigs ad roadside exhibits are still i use today. The ew elemetary school was built below the hill while he was o the school board there. His job expaded ito summer maiteace at Grat Village whe it was ew i I 1969, Jim relocated to Flagstaff, Ariz., to help establish the ew Group Office there, supportig the may atioal moumets i Norther Arizoa. After three years, he moved to Virgi Islads NP as chief of maiteace, ejoyig the islad life for a couple of years. A trasfer to Grad Teto NP i 1974 to North District maiteace at Coulter Bay gave him opportuities to work with sowplows agai. The move to Crater Lake NP i 1976 as chief of maiteace brought to a close his maagemet positios. Whe Jim arrived i 1979 at Black Cayo to drive the water truck (Black Cayo has o water i the park), he made the sixth ma to work i maiteace. The other five had all worked for him at other sites aroud the Service. He cotiued his participatio with the atioal traiig cadre, eve as a truck driver. A early retiremet optio i 1980 from the Dever Regio was too good to pass up, ad Jim retired with 23 years of NPS service at age 58. Jim ad his wife, Alice, made frieds everywhere they were assiged. 8 A Update for the Readers of the E&AA Arrowhead Newsletter As may of you may recall, i 2012, the Employees ad Alumi Associatio of the Natioal Park Service (E&AA) chaged the way we produced ad distributed the Arrowhead ewsletter i respose to the Natioal Park Service director s Gree Parks Pla for sustaiig ad coservig resources through reduced cosumptio. Up to that time, we had utilized sigificat material ad fiscal resources distributig a hardcopy Arrowhead ewsletter ot oly to 1,900 E&AA members but also to over 20,000 Natioal Park Service employees. I the spirit of goig gree, we started producig ad distributig the Arrowhead ewsletter electroically by postig it to the E&AA website at where members, employees ad alumi ca access it at ay time from a persoal computer, ipad, iphoe, etc. Today, because of this decisio i cooperatio with Natioal Park Service goals for usig techology to dissemiate iformatio, we have saved the material ad fiscal resources that we would have expeded over the past three years producig ad distributig thousads of issues of the hard-copy Arrowhead ewsletter. We wat to take this momet to thak all of our members who joied with us i this resource-savig iitiative by goig olie to access the Arrowhead ewsletter. We still have some members to whom we mail a hard copy of the Arrowhead ewsletter, but the umber is decliig. Evetually, we will have to cease producig ad distributig hard-copy versios of the Arrowhead i the spirit of goig completely gree. For ow, we will cotiue to provide the prited versio to those members who wat it, ad we will aouce i advace ay chage to this approach.
