8 Step 1 Uderstad Bushfire Dager To help you assess your level of bushfire risk ad determie what actio to take, it is importat that you uderstad the potetial threat of bushfire to your people ad your busiess. A uderstadig of bushfire behaviour, Fire Dager Ratigs ad fire restrictios is essetial for your plaig. Bushfire behaviour Summer i Souther Australia brigs coditios that are ideal for bushfires: hot, dry, widy weather ad vegetatio that quickly dries out. Fire itesity refers to the amout of radiat heat beig geerated. The higher the itesity of the fire, the harder the fire is to cotrol ad the more damage it is likely to cause. Fire itesity depeds o three mai factors: vegetatio, weather ad topography. Weather Risig temperatures ad wid velocity, coupled with decreasig relative humidity, directly cotribute to icreasig fire itesity ad the rate at which it spreads. As fuels dry out, igitio becomes easier ad the rate of spread icreases. I South Australia, the prevailig fire wids are predomiatly from the orth. However, experiece has proved that a southwesterly chage, although cooler, ca icrease the dager by swigig the fire i a differet directio ad catchig people uaware. Your fire protectio strategy should take ito cosideratio that fires may come from ay directio. Topography Because fires bur more quickly ad with greater itesity up slopes tha o flat groud or dowhill, the most dagerous sites are o ridge-tops ad steep slopes. North-facig slopes also receive more direct sulight, which dries out vegetatio causig more itese fires. Fire Dager Ratigs To help you assess your level of bushfire risk ad determie what actio to take, it is importat that you uderstad the Fire Dager Ratig. Flickr: Yaruma5 Vegetatio The type ad amout of vegetatio iflueces fuel load, which i tur cotributes to fire itesity. The itesity of a fire icreases i proportio to the amout of available fuel. If there are high fuel levels aroud a facility or asset, the potetial damage is much greater due to icreased radiat heat ad ember attack durig a bushfire. Reductio of fuels by clearig udergrowth is a essetial part of your fire protectio strategy because it is the best method of reducig fire itesity. The Fire Dager Ratig is forecast by the Bureau of Meteorology each day after 4pm ad is a early idicator for you of the potetial dager, should a bushfire start. The higher the Fire Dager Ratig, the more dagerous the coditios will be should a fire start. The Fire Dager Ratig chart will help you uderstad the predicted bushfire behaviour, potetial impacts ad recommeded actios you should take for each category level. Take the time to review ad uderstad the chart. The Fire Dager Ratig is ot a predictor of how likely a bushfire is to occur, but how dagerous it could be if it did occur. It should be used as a early idicator to trigger your plas. Bushfires ca threate suddely ad without warig. Kow your Fire Dager Ratig, moitor local coditios ad keep iformed. 38 STEP 5 Prepare your worksite The better prepared your buildigs, facilities, equipmet, vehicles ad surroudigs, the more likely they will survive a bushfire ad the more safety it will offer you ad your people. Buildigs ad property I the evet of a bushfire, a well prepared, well costructed ad actively defeded property may offer safety durig a fire whe the Fire Dager Idex is less tha 100. However, o days where the Fire Dager Ratig is predicted to be Extreme or Catastrophic, avoidig high bushfire risk areas or leavig early is the safest optio. Work out if your facilities are costructed to meet the latest regulatios for buildigs i bushfire risk areas (Australia Stadard AS : Costructio of buildigs i bushfire-risk areas ad Sectio F8, South Australia Housig Code May 2009). Udertake a bushfire risk assessmet for your buildigs ad work sites. Preparig your property from bushfire attack should start well before the fire dager seaso begis. There are measures that you ca take to protect your property from ember ad spark attack, radiat heat ad flame cotact. Preparatio is a essetial key throughout the year for all buildigs to esure that you, your property ad your staff survive. A well prepared buildig is more likely to survive a bushfire tha oe that has t bee prepared. Eve if you leave the property there is a greater chace that your buildig will be saved if you have udertake preparatios. Ladscapig Reducig the amout of available fuel o a property is oe of the most critical compoets of preparig for bushfires. Measures that should be take before the fire seaso iclude: 4 Removig dead braches, leaves ad udergrowth from aroud your buildig especially uder trees. 4 Pruig tree limbs that are lower tha two metres above the groud or overhagig your buildig. 4 Cuttig log grass withi 20 metres of your buildigs, sheds or garages. 4 Removig bark, heavy mulch, wood piles ad ay other flammable materials close to the buildig ad sheds. There are various other measures that ca be take i the garde to protect your buildig these iclude: 4 Istall a sprikler system to wet dow the vegetatio ad your buildig to reduce the impact of radiat heat, sparks ad embers. All fittigs should be metal as plastic melts. 4 Esure access to a idepedet water supply such as a tak, dam or swimmig pool of at least 5000 litres for a domestic sized buildig. Do ot rely o mais water beig available durig a fire. 4 Istall a petrol/diesel-drive water pump ad make sure hoses are log eough to reach aroud the buildig. 4 Costruct a stoe wall, earth barrier, or fece close to the buildig as a radiat heat shield. 4 Plat lower flammability vegetatio, icludig plats ad trees with high water ad salt cotet, low i volatile oil with little or o dead materials, with smooth bark ad o overhagig braches. 4 Plat trees ad shrubs with space betwee them so they do ot form a cotiuous caopy. 39 Ember-proofig i ad aroud your buildigs There are various ways i which a buildig ca bur durig a bushfire radiat heat ahead of the fire frot, burig debris fallig o the buildig ad direct flame cotact. Research has show that the biggest cause, is sparks ad embers ladig o or ear your buildig that ca trigger a fire before, ad for hours after, the bushfire has passed. Sparks ad embers ca eter a buildig wherever there is a gap, such as uder roofig tiles, uder the floor i crevices, widow sills ad vets, ad uder veradahs. Some basic measures to improve your buildig safety are: Smooth surface. Pait or refurbish dried exterior timber, remove ooks or craies where leaves ad debris ca gather. Try to have o flammable areas such as pathways, driveways ad laws istalled aroud your buildig. Roofig. Well-secured metal roofig is preferable. A tiled roof eeds to be well fitted with fire-resistat sarkig (that is, fibreglass-based alumiium foil). Walls. Choose o-flammable wall materials such as brick, mud brick ad fibre cemet. Viyl weatherboards, rough timber ad other claddig ca warp or catch fire. Gaps i exteral roof ad wall claddig eed to be sealed. Skylights. Istall wire-reiforced glass or a thermo plastic cover o skylights as plastic ca melt ad glass ca break i itese heat. YOU NEED TO KNOW: Make sure your fuel supplies ad hazardous chemicals are stored safely ad i accordace with the relevat legislatio ad regulatios. Widows, crevices ad vets. Spark-proof the buildig with metal flywire screes o widows ad doors, or istall fire resistat metal shutters. Cover all wall cavities ad scree vets i the roof space i fie wire mesh. Eclose areas uder decks ad floors. Property access. Gateways should be at least three metres wide ad there should be clear access with clear through access ad a turaroud poit for fire-fightig vehicles. Gutters. Regularly clea gutters ad remove leaves ad bark from ay areas where they become trapped. Sprikler system. A buildig bushfire sprikler system that directs water over the roof, widows, doors ad uderfloor areas is oe of the most effective ways of protectig agaist radiat heat, direct flame ad ember attack. Seek professioal advice for desig ad istallatio. Metal shutters Shutters provide protectio from radiat heat ad also prevet widbore debris from shatterig glass, which ca allow sparks ad embers to eter the buildig (Be aware that although shutters icrease your safety, they ca prevet you from observig the progress of the fire oce you have retreated iside the buildig). Security mesh, metal flywire ad security grade titig. These are also suitable for protectig widows from widbore debris ad may provide some protectio from radiat heat. 41 Bushfire Shelters If your buildigs caot be prepared to a satisfactory stadard for bushfire protectio, you may choose to iclude a bushfire shelter close to your facility i your preparatios. A bushfire shelter, commoly kow as a buker, is a structure built adjacet to a home or buildig specifically to provide shelter from fire. A persoal bushfire fire shelter should be regarded as a optio of last resort, ad must be used i cojuctio with other plaed measures. Where people are plaig to rely o these shelters, they should be urged to cosider how they will react i the face of a life threateig bushfire. It is essetial that the shelters are desiged, built ad maitaied i accordace with relevat Australia Stadards ad atioal recommeded performace stadards. It is importat to ote that that the desig, sitig ad costructio of a suitable buker ca be complex ad expesive. The Australia Buildig Codes Board (ABCB) has developed a Performace Stadard for Private Bushfire Shelters for the desig ad costructio of private bushfire shelters. A copy of this Stadard is available through the CFS website ad the ABCB. It must be emphasised that private bushfire shelters built to this stadard are ot a stad-aloe solutio to keepig safe durig a bushfire. Techical buildig stadards are oly oe way of mitigatig risk ad misplaced reliace o a buker ca be life threateig. However, a shelter could be a useful Pla B whe efforts to defed a buildig have failed, or whe for some reaso it has ot bee possible to leave the property. If you are o a reticulated water supply, everyoe i the area, icludig the CFS, will be usig the mais water supply, causig a severe loss i water pressure. How much water will you eed? This is a difficult questio to aswer. Some buildigs have bee saved usig bucketed water from a small gravity-fed tak, while others equipped with pools ad pumps have bee lost. However, the CFS recommeds at least 5000 litres for firefightig (usig a fire pump with hoses etc) or 22,000 litres if you have istalled a sprikler system for a domestic-sized buildig. A commercial facility will eed a much larger supply.
