1 HERCULES POLICE DEPARTMENT WATCH COMMANDER S SHIFT REPORT DATE: July 13-19, 2016 TIME: DAY: Wed/Tues THE FOLLOWING CASES ONLY REFLECT A PARTIAL LIST OF ACTUAL CASES TAKEN. CALLS FOR SERVICE NOT GENERATING WRITTEN REPORTS ARE NOT USUALLY LISTED. Auto Burglary: On July 13, 2016 at 9:10 a.m. an Officer was dispatched to Amber Ct. to take an auto burglary report. The reporting party said an unknown suspect shattered the right front window of his Gray 06 Mazda 6 sometime between 7:00 p.m. last night and 9:00 a.m. this morning. Identity Theft: On July 13, 2016 at 12:12 p.m. an Officer was dispatched to a lobby detail regarding an identity theft. The reporting party stated she discovered four fraudulent transactions on her credit union s checking account. Four fraudulent transactions occurred at a Target store in Cerritos, CA. Outside Assist to CHP: On July 13, 2016 at 3:16 p.m. an Officer was flagged down by at the E/B I-80 off-ramp (Loop) regarding a pick-up truck that just went down the embankment. The Officer located a White 96 Nissan truck with front end damage. The truck was occupied by a lone adult driver. The driver displayed objective symptoms of being under the influence of alcohol. CHP arrived and took over the investigation. Found Property On July 13 th 2016 at approximately 8:08PM a HPD Officer was dispatched to the 100 block of Jacaranda Ct for a bicycle that had been on the front yard of a residence for the past week. The Officer was unable to determine who the owner was and collected the black/red/white mountain bike for safe keeping. Petty Theft On July 13 th 2016 at approximately 9:54PM a HPD Officer was dispatched to the 100 block of Zephyr Ct for a theft report. The reporting party stated that his black Schwinn multispeed bike with a child seat on the rear was taken from in front of his residence sometime within the last one and half hours.

2 Grand Theft On July 14 th 2016 at approximately 3:39AM a HPD Officer was dispatched to the 100 block of Garnet Ct for a theft report. The reporting party stated a unknown suspect(s) took tools from his 2005 Ford F-150. The suspect(s) also took stock stereo/gps from his daughter s unlocked 2009 Nissan Altima. The thefts occurred sometime between 10:00PM and the time of call. Auto burglary: On July , at 2:21pm, a report was taken for a window smash that occurred to a vehicle parked in the driveway in the 400 block of Turquoise Dr. Auto burglary: On July 14, 2016, at 10:21 am, a report was taken for a window smash that occurred to a vehicle parked in the 500 block of Turquoise Dr. Time frame 10:30 pm Wed 9 am Thurs. Auto burglary: On July 14, 2016 at 5:40 pm, an officer responded to the 100 block of Ruby to take an auto burglary report. The reporting party s Ford pickup was broken into between July 13 th, at 19:30pm and 9:30am this morning. Vandalism On July 14 th 2016 at approximately 8:13PM a HPD Officer was dispatched to a business in the 3700 block of San Pablo Ave for report of vandalism. A Kinder s employee stated that someone had tagged the word zubs on the hallway walls and the inside of the men s restroom. The 22 year old male suspect is known to the business. They did not desire prosecution. The business wished to have the suspect apologize and clean up the graffiti. The suspect was contacted and agreed to comply with Kinder s wishes. Report taken for documentation only. Graffiti vandalism: On July 15, 2016 at 9:10am, and officer responded for a report of graffiti at Shell Gas Station s bathroom and dumpster area located at 3900 San Pablo Ave. The tag zubs was the same that occurred at Kinder s. The business does not want prosecution as long as the suspect cleans up the graffiti. A case was taken for documentation. Identity theft: On July 15, 2016, at 1:59 pm, an officer responded to the 100 block of Aspen for an identity theft report. The victim advised that their Chase VISA card number was compromised and approximately $9000 of unauthorized charges were posted to the account. The charges appears to originate out of Ontario Canada. Provide False ID: On July 15 th 2016 at approximately 8:37PM a HPD Officer conducted a traffic stop, on a white BMW, in the area of Linus Pauling Dr and San Pablo Ave. The driver identified himself via New York ID card. A records check revealed that the subject had an expired CA DL

3 but the photo, associated with the CA ID card, did not match the subject. The driver was subsequently identified as 34 year old Jimmy Bruce Marquis of San Francisco/Hercules. Marquis was arrested for providing a false ID. At the conclusion of the interview Marquis complained of adnominal pain due to a recent surgery. He was transported to the County Regional Medical Center. He was released from custody, pending charges from the DA s Office. Petty Theft On July 16 th 2016 at approximately 12:54AM a HPD Officer was dispatched to the 1000 block of Gardenia Loop for a theft of a cell phone that occurred at in the 3900 block of San Pablo Ave. The reporting party stated his iphone 6 was taken sometime earlier during the day. He was able to track it to the area of Trigger Rd but then the phone was shut off. No suspect information available Petty Theft: On July 16, 2016 at 2:38 p.m. an Officer was dispatched to the 100 block of Oak Ct. to take a petty theft report. The reporting party said an unknown suspect stole some new safety equipment (with Home Depot receipt) from the dashboard of his unlocked work pick-up truck. The theft occurred yesterday, between 1:00 p.m. to 5:00 p.m. while the truck was parked on Refugio Valley Rd. across from Hercules High School. The reporting party was notified, by Home Depot, that an unknown suspect had used the stolen receipt to return his stolen new safety equipment to the Concord Home Depot. Vandalism: On July 16, 2016 at 4:02 p.m. an Officer was dispatched to the Refugio Valley Park Tennis Courts to take a vandalism report. The reporting party said her Brown 16 Honda Accord was just vandalized (keyed) along the right rear quarter panel by an unknown suspect. Stolen Vehicle/ Occupied: An Officer ran a license plate on a 06 Ford Fusion white, which was parked at the gas pump at Shell gas station. The vehicle had been reported stolen out of Fresno on The driver: 23 year old Aaron Hicks, of Fresno, was arrested for driving a stolen vehicle and transported to Martinez Detention Facility. Driving under the influence of alcohol: An Officer made a traffic stop on a 00 Dodge Ram with no front plate. The driver: 49 year old Renwick Gibbs was contacted and showed objective symptoms of alcohol intoxication. He was given the Standard Field Sobriety Test. The Preliminary Alcohol Screening device indicated Gibbs was over the presumptive limit for the purposes of driving. He was arrested for Driving Under the Influence of Alcohol. He was later cited and released to a responsible party.

4 Violation of a Temporary Restraining Order: On July 17, 2016 at 9:36 a.m. Hercules Officers were dispatched to the 100 block of Paradise, for a report of a court order violation in progress. Reporting party stated she has a Temporary restraining order against one of her neighbors. The neighbor was currently kicking her front door, in violation of her TRO. Officers arrived but didn t find the suspect. The reporting party requested prosecution against the suspect. The front door frame sustained damage as a result of the suspect kicking the door. The officer later made contact with suspect, via telephone, and she denied being at the victim s front door Public Intoxication: On July 17, 2016 at 9:47 a.m. Hercules Officers were dispatched to Refugio Valley Rd. at Southwind Dr. for a report of an intoxicated adult male who just stumbled out of a Green sedan. Officers located the male lying on the sidewalk approximately 50 feet east of a parked Green 97 Toyota Corolla. 54 year old Palvinder Singh showed objective signs of alcohol intoxication. Singh was belligerent and refused to answer questions. He was arrested for being drunk in public. He was transported to the Martinez Detention Facility. Supplement to Auto Burglary case: On July 17, 2016 at 2:00 p.m. a Rodeo resident came to HPD to turn property she found along the walking path/park area in Viewpoint. The property belong to a Hercules resident (Manchester). The found property had been inside a wallet that was taken out of a vehicle during an auto burglary on July 11, The property owner was contacted and responded to HPD to pick up her recovered property. Vandalism: On July 17, 2016 at 4:21 p.m. an Officer was flagged down by a resident who lives in the 100 block of Paradise. She just discovered her Tan 00 GMC Yukon had the right front windshield shattered by an unknown suspect. The Yukon was parked on Pebble Bay near Victoria Crescent West. The vandalism to her vehicle occurred today between 9:30 a.m. 4:20 p.m. Hit and Run: On July 17, 2016 at 5:03 p.m. an Officer was dispatched to the 700 block of Turquoise Dr. to take a report for a hit and run. The reporting party discovered her Blue 07 Ford Crown Victoria was the victim of a hit and run. The incident occurred sometime between 7:00 p.m. last night and 5:00 p.m. today. The Crown Victoria had damage to the left. Driving under the Influence: On July 17, 2016 at 10:23 PM an officer stopped a Black Honda Accord, for having a headlight out, on SR 4 at I-80. The driver, 32 year old Boris Portal of Richmond, showed objective signs of alcohol intoxication. Portal was given the Standard Field Sobriety Test. The Preliminary Alcohol Screening device indicated the subject was above

5 the presumptive limit, for the purposes of driving. Portal was arrested for driving under the influence and transported to the Martinez Detention Facility. Felony Evading: On July 17, 2016 at 11:22 PM an officer observed a newer black Ram truck drive out of Creekside shopping center s east exit. The officer attempted a traffic stop, for white light to the rear. The truck made an immediate U-turn at Heather and began to accelerate. The truck ran stop signs and red lights on Sycamore Ave before turning N/B on San Pablo Ave. The truck turned onto state route 4 and then onto w/b I-80. The officer lost sight of the vehicle and discontinued the pursuit. Commercial Burglary: On July 18, 2016 at 2:40 AM an officer observed one of the lower windows, at Mountain Mike s Pizza, shattered. The management responded and unlocked the building. A check of the interior was completed and a broken hammer was located along with some visible damage to the safe. Supplement to Violation of a TRO: On July 18, 2016 at 8:32 a.m. an Officer was dispatched to the 100 block of Paradise Dr for a report of a Battery that occurred earlier this morning. The reporting party said a neighbor, who she has a Temporary Restraining order against, spit on her. Officers contacted the neighbor, who denied spitting on the reporting party. The neighbor stated the reporting party spit on her. Officers determined that the Temporary Civil Harassment Order (TRO) had not been served (no proof of service). Officer served the neighbor with the TRO and signed the proof of service. The neighbor was given a copy of the TRO. Identity Theft: On July 18, 2016 at 9:52 a.m. an officer handled a lobby detail regarding an identity theft. The reporting party said on 07/05/16 she received an from Chase Bank stating they were mailing her new credit card to an address on Forest Run. The reporting party contacted Chase Bank and told them she didn t live at that address nor did authorize anyone to request a credit card on her behalf. Chase Bank was able to have the credit card recalled and the credit card was cancelled. Mental Health Evaluation: On July 18, 2016 at 11:58 a.m. Hercules Officers were dispatched to Wells Fargo Bank for a report of a suspicious person. A 17 year old male was inside the Bank that wanted to speak to the Police. The male then left the Bank prior to officers arriving. An officer contacted the male walking near Metro PCS, in the Creekside Center. The male thought he knew the street where he was staying, but couldn t provide a good address, and he had no identification on his person. After talking to the male, the officers determined he met the criteria for a Mental Health

6 Evaluation. He was transported, by ambulance, to the County Regional Medical Center. Petty Theft: On July 18, 2016 at 5:01 p.m. an Officer was dispatched to a lobby detail to take an auto burglary report. The reporting party said an unknown suspect gained entry into her unlocked White 04 GMC Yukon while it was parked in the visitor s parking area, in the 100 block of Glenwood. The theft of occurred sometime between this past Friday, 07/15/16 and Sunday, 07/16/16. The unknown suspect used a stolen credit card to purchase dog food and other items at PetSmart in Pinole. Identity Theft (BobCop): On July 19, 2016 at 7:59 a.m. an officer handled an online police report regarding an identity theft. The Hercules resident stated she received an alert from the Office of Personnel Management (OPM) stating a credit card account had been opened in her name. Petty Theft (BobCop): On July 19, 2016 at 8:17 a.m. an officer handled an online police report regarding a petty theft from an unlocked vehicle. The Hercules resident stated an unknown suspect gained entry into his unlocked Black 11 Ford Fiesta which was parked in his driveway in the 200 block of Obsidian Way. The theft occurred sometime between 3:00 and 4:00am on 07/14/16. Lost Property (BobCop): On July 19, 2016 at 8:31 a.m. an Officer handled an online police report regarding lost property. The Hercules resident stated he lost his NICOP (National Identity Card for Overseas Pakistani) while he was travelling from Pakistan to the USA in September of Petty Theft (BobCop): On July 19, 2016 at 8:55 a.m. an officer handled an online police report regarding the theft of 3 packages from the 400 block of Turquoise Dr. The reporting party stated an unknown suspect stole 3 packages (GPS Tracked), which were delivered by USPS, to her front door/porch on June 28, 2016 at 5:28 p.m. The reporting party arrived home at 10:30 p.m. and discovered her 3 packages were missing/stolen. Identity Theft (BobCop): On July 19, 2016 at 8:55 a.m. an officer handled an online police report regarding an identity theft. The reporting party stated an unknown suspect opened an unauthorized Target credit card account in her name on June 5, The reporting party also found an unauthorized transaction on her Macy s credit card. She also discovered an unknown suspect opened an unauthorized Express credit card account in her name on June 3, 2016.

7 Mail Theft (BobCoP): On July 19, 2016 at 9:18 a.m. an Officer handled an online police report regarding the theft of mail. The Hercules resident stated an unknown suspect has stolen numerous pieces of mail from her mailbox between December 30, 2015 and June 21, Identity Theft (BobCop): On July 19, 2016 at 9:33 a.m. an Officer handled an online police report regarding an identity theft. The reporting party stated an unknown suspect used his credit card account and name to purchase items from Walmart.com. Found Property: On July 19, 2016 at 9:40 a.m.an Officer was dispatched to a lobby detail regarding a found property. A Hercules resident turned in a California Identification Card, Social Security Card, and a State of California benefits card all belonging to another person. The items were found near the Railroad tracks. The Officer attempted to locate a contact the property owner but was unable to find an address or telephone number. The found items were placed into Evidence for Safekeeping. Property turned in for Destruction: On July 19, 2016 at 10:50 a.m. a supervisor helped a resident facilitate turning in a pistol and an air rifle for destruction. A box of shotgun shells was also turned in for destruction. Outside Assist Pinole P.D.: On July 12, 2016 at 6:01 p.m. an Officer was dispatched to a lobby detail regarding an adult male who wanted to talk to Officers regarding restraining orders against him. Pinole PD requested the subject be detained, in a case they were working. A Pinole Officer responded and arrested the subject on Pinole charges. Grand Theft (BobCop): On July 12, 2016 at 6:17 p.m. an officer handled an online police report regarding a theft of a laptop computer from Starbucks, 3700 San Pablo Ave. The Union City resident stated he was at Starbucks and got up from a table to pick up his coffee order. When he returned to his table his Black laptop bag, small laptop computer with dual screens and assorted laptop and cell phone cords/cables were missing/stolen. He stated he looked around for about 10 minutes and asked the employees if they saw what happened to his property. Felony Evading: On July 19, 2016 at 11:47 PM an officer observed a newer maroon sedan, travelling s/b on Willow Ave. near SR 4, pass him speeding with its headlights off. He made a U-turn and caught up to the vehicle and attempted a traffic stop near Claey s Ranch. The maroon Sedan, with Arizona plates, began to accelerate and passed a vehicle on the left over the double yellow lines and then drove through the stop sign in front of Claey s Ranch. The Ford Probe accelerated to approximately 80 mph on e/b SR 4. The officer lost sight of the vehicle near Franklin Canyon

8 Golf Course and the reacquired sight of him near Cummings Skyway before losing sight again. The Officer terminated the pursuit. Pick-up Marin County Jail: On July 20, 2016 at 2:16 AM an officer went to the Marin County and picked up 35 year old Pique, Treon, of Rodeo, on a 2015 Hercules warrant. He was transported to the Martinez Detention Facility.
