Purpose The purpose of this meeting was to serve as a platform for TIM partner agencies to highlight and discuss on-going initiatives, activities or events that are affecting or set to affect the surface transportation system of the southeast Florida area. The meeting was hosted by the District Six and District Four TIM Teams to provide partners with an opportunity to voice concerns and raise questions regarding Department-related projects. In terms of communication and coordination, the meeting serves to continue to build on the progress made since the last joint Miami-Dade / Broward County TIM Meeting, held on March 6, TIM Update a. FDOT District Six TIM Team Update i. Joe Snyder began the meeting by thanking Miami-Dade Fire Rescue for allowing us to use their facilities for the semi-annual TIM meeting. He advised that Julio Hijar would be moving into Incident Management Coordinator role and also introduced the new Road Ranger Contract Manager Enrique Bascoy. He then asked everyone to briefly introduce themselves. ii. Joe gave an update on the District 6 TIM (Traffic Incident Management) coordination efforts from the previous six months which included. A brief explanation of a study that FDOT District 6 has done regarding the Express Lanes (EL) traffic density and toll amounts before and after the toll increase after 5 months. In which Joe stated there was little to no difference in the volume of vehicles using EL after the toll increase. EL Phase 2 training that will be underway in the upcoming months along with five new color full matrix Dynamic Messaging System (DMS) as well as the new roadway configuration along SR- 826/SR-836. iii. Joe went over the action items focusing on coordinating a Strategic Highway Response Plan (SHRP) 2 Traffic Incident Management (TIM) training in the upcoming months. Joe then provided a TIM update which included. Post Incident Analysis coordination. New asset maintenance contractor and incident management workshops. Key achievements such as the 2014 TIM self assessment score. iv. Joe provided the Rapid Incident Scene Clearance (RISC) update.

3 He informed all that in District 6 there were 13 RISC activations events within the last six months along with key lessons learned from these RISC activations. Joe provided a chart that displayed FDOT District 6 s; arrival time, travel lane clearance, and incident duration for the RISC activations from the past six months. v. Joe gave an update on the Road Rangers/Incident Response Vehicle (IRV) District 6 added 2 new rangers as a part of the SR-826/I-75 EL project which includes a tow truck and flatbed, Joe also provided the areas and hours they patrol as well as an additional road ranger for the EL Phase 2 project. There are new staging areas for IRV/flatbeds since the previous areas are under construction. Joe provided the number of heavy duty activations along with benchmark times. b. FDOT District Four Traffic Incident Management (TIM) Team Update i. Mike McGee, the District 4 TIM Coordinator provided an update for the last 12 calendar months. He emphasized safety for everyone on the road, since one of their Road Rangers was recently hit while handling a debris event. Mike stated the ranger sustained minor injuries and was ok. ii. Mike provided a breakdown of the counties that they currently cover and the number of incidents in each one. Then went on to state they will now be monitoring events on US-27 but, have yet to report any events on this new monitored area. iii. Mike presented the number of RISC activations for each TIM team area in District 4. That ranged from the beginning of the year until now. Mike acknowledged that they have a low number RISC activation s in District 4. iv. Mike discussed the importance of the Arterial Management Plan (AMP) which is currently being used to help detect events. Shayla Khalilahmadi provided a brief overview of how the AMP has been beneficial to assisting District 4 detect events and even mitigate traffic. Shayla stated that in the future the AMP will be coordinating with Broward County Traffic Engineering to request signal timing change on an as needed basis to help ease the flow of traffic. She stated that even though they do not have any incident responders they can still assist with signage and, in the near future, possibly the adjustment of the signal time. v. Mike gave a brief overview of how the operator stations are set up in his district, explaining that certain monitors were solely dedicated to showing INRIX which is a system that is currently used in District 4 to detect events and WAZE which is also used to detect events but, also provides travel time updates. vi. Mike went over the increased Broward County TIM Self Assessment scores. vii. viii. Guy asked does AMP provide video for the motoring public. Shayla they currently do not. Mike McGee asked if AMP provides any assistance outside area of their coverage areas. Shayla stated no since they are only able to collect data from area of coverage. c. Florida s Turnpike Enterprise TIM Team Update i. Alex Mirones the Turnpike Traffic Management Center (TMC) Manager provided the Florida s Turnpike TIM Update. ii. Alex discussed new procedures that are currently being implemented in reference to abandoned vehicles on the highway. This new procedure has been put in place in response to trying to lower secondary events and safety of the motoring public. iii. Alex provided an update on their hurricane preparation plan that included. The one way plan in which Alex stated it should only be used as a last resource unless mandated from the Governor. Increased Road Ranger Coverage with an emphasis on clearing the roads via their wrecker or fuel plan. Palm Drive plan which requires assistance and resources in Homestead, where the HEFT (Homestead Extension of Florida s Turnpike) portion of the Turnpike begins. iv. Alex went on to discuss the number of RISC activations they ve had throughout the year, along with what they have learned from these activations. Alex also provided an info graphic that displayed the Turnpike s, number of RISC activations and times compared to previous years.

4 v. Alex went over the Specialty Towing and Roadside Repair (STARR) program, which provides dedicated vendors to dedicated regions on the Turnpike. In order keep on scene arrival times under 30 minutes. d. Miami-Dade Expressway (MDX) TIM Update i. Jerry Cosme stated that they have begun integrating road ranger vans in lieu of road ranger trucks in order to cut down on cost, due to a decreased number of lane blockage incidents on their covered roadways. The road ranger van is currently equipped with everything a road ranger truck would be equipped with. Due to the compact size of the van it allows the driver to maneuver safer through traffic as well as assist motorist on a compact the shoulder if needed. There is an additional road ranger patrolling during peak travel hours. ii. Jerry went over MDX s Disabled Incident Scene Clearance (DISC) program which is similar to the RISC programs of other districts with a few differences. It is for disabled commercial vehicles rather than crashes. It requires a 30 minute on scene arrival time and 60 minute lane clearance. Vendors are awarded a flat rate if they meet the required benchmark times. iii. Jerry discussed future projects MDX is currently implementing such as additional Open Road Tolling (ORT) areas as well as the scheduling for adding 11 DMS signs. iv. Guy Francese asked Jerry if the new MDX vans have push bumpers and how do they access the equipment. Jerry stated yes they have bumpers. The vans are able to push vehicles if needed they are equipped just like the road ranger trucks. The equipment is accessed through the either door on the side or the back door. v. Mike McGee asked what is the make and model of the MDX van. Jerry stated the vans are Nissan s and the make is NV Project Updates a. Section 5 update i. Oscar Gonzalez stated that there will be a new southbound entrance to SR-836 from Milam Dairy road opening on Friday September 5 th, Two to three weeks later the northbound side should be open. As a result of these new entrances the 72 nd avenue entrance to SR-836 will be closed. ii. Oscar discussed upcoming construction beginning on October throughout November. Shifting traffic to further construction on SR-836 Westbound. Shifting traffic to further construction on SR-826 Southbound. Gantry construction being moved into final phase. iii. Guy Francese asked how the 72nd avenue entrance works with regards to the traffic light now that entrance will be closed. Oscar stated instead of making a left you will now only be opted to make a right. b. I-95 Express Lanes Phase 2 Update i. Tish Burgher advised the delineators (plastic poles) will start going up beyond Miami Gardens starting December of 2014 for the northbound portion of the EL Phase 2 project. Traffic that would normally be able to exit Miami Gardens Drive beyond the Golden Glades flyover will no longer be able to once the delineators are installed. ii. Tish stated the contractor will be installing three new toll gantries. Testing of the toll equipment will be done by Transcore. The newly installed gantries will not charge a toll, however the current EL in Miami-Dade will still charge as normal during construction. iii. A Miami-Dade County Transit representative advised Broward County Transit representatives that in certain areas the EL will become one lane and may also have a narrow shoulder which would be a concern for the transit agencies due to the large size of the buses. Joe Snyder stated if possible to pull over to the adjacent lane from the local street for safety however a meeting will be held with both transit agencies to discuss procedures and protocols for EL Phase 2.

Open Discussion Rick Johnson stated if you know your bus is in the process of breaking down in an area with a narrow shoulder (which may be a bridge overpass) to pull over before or after to try and get to a narrower shoulder. Tish advised the contractor is putting together a roll plot which includes the shoulder widths throughout the project limits. Joe advised that he will contact Tish to obtain a copy and bring it to the joint transit meeting. i. A Broward County Transit representative asked how long it takes to post a message on the overhead dynamic message signs (DMS) that the EL are open after a closure of the facility. He advised that when the bus drivers enter the facility they do not always see an incident. Joe stated that the TMC Operators will post open on the DMS as soon as they received word from the Road Rangers or observe via CCTV (Closed Circuit Television) that the lanes are open. Some DMS prior to the EL entrance have a delay which allows for travel time to the toll gantry. Joe stated if the DMS indicate the facility is closed that no one should enter the facility for the safety of the responders working the incident.
