1 ROSEVILLE POLICE DEPARTMENT Officer Lopez visits 1 st Graders at North Heights School February Monthly Summary On the following pages we highlight a few of the more notable cases along with statistical information. We also will highlight various ways we are connecting with the community and how volunteers play a role in policing. 2 1. PATROL INCIDENT SUMMARIES DWI Date: Time: 1425 Location: 2400 Block of Fairview Avenue CN: Officer Craven was on routine patrol when he observed a vehicle he was familiar with from previous contacts and new the driver had a driver s status of Canceled Inimical to Public Safety. When he ran the plates, he learned they are flagged as impounded for alcohol. Officer Craven pulled the vehicle over and upon approaching the driver s side; he could immediately smell a strong odor of alcohol coming from within. The driver was visibly trembling and had bloodshot water eyes. The driver admitted he was on his way to Total Wine and that he had too much to drink. He stated he has not been sober for over two weeks and drinks vodka daily. The suspect s BAC was.26. One adult male from Roseville was arrested for two counts of 2 nd Degree DWI and one count of GM Drive after Cancelation-IPS. Fraud / Scam Date: Time: 0900 Location: 2700 block of Matilda CN: Officer Carter took a report from an elderly female who reported she had received a phone call from someone claiming to be her grandson stating he was in jail after running a red light and getting into an accident in Minneapolis. She states another male came on the phone claiming to be an attorney and requested $4,000 in Home Depot gift cards to pay for his services. The woman sent her husband to purchase the gift cards. The attorney called again and she provided him with the card numbers and security pins. The victim later learned her grandchildren were all okay and no one had been in jail or in an accident. Mental Health Date: Time: 1011 Location: Area of S. McCarrons & Rice Street CN: Officers were dispatched to the area on multiple calls of a male knocking on random doors saying he was being chased. Officers noted the male fit the description of a person Maplewood Officers had dealt with about 90 minutes earlier at Rice & Larpenteur. Officer Martin arrived in the area and observed the male walking across the lake yelling. Officer Martin identified himself as the police and the male started yelling that officers were going to shoot him and that police had murdered his children. He continued to walk towards the middle of the lake. Ramsey County water patrol responded with snowmobiles and Officer Nelson and a Deputy approached the male on the ice. The male asked if they were going to kill him and asked that they don t shoot him along with other paranoid comments about harming him and people were trying to kill him. After several minutes of negotiating with him and assuring him they weren t there to hurt him but to help him, he allowed officers to handcuff him in front of his body but would not let anyone go behind him. Officers were eventually able to get him into the ambulance. One adult male from Minneapolis was transported to the hospital for treatment. Shots Fired / Flee Police Date: Time: 0117 Location: Larpenteur Ave. & Marion St. Area CN: Officers were on routine patrol in the area when Officers Dickens and Vang heard several gunshots. There was a short pause and then six more shots were heard. They then observed a dark colored SUV traveling at a high rate of speed go around another vehicle and turn onto Larpenteur. Officers followed the vehicle as it drove in an evasive manner. The vehicle fishtailed into a parking lot and then became stuck in the snow. Officers gave the driver verbal commands to exit the vehicle but he ignored them and Page 1

3 was able to free the vehicle and continued to flee. Eventually the driver pulled into an apartment parking lot and ignored all of the officer s commands as he fled on foot into the building. Back-up officers arrived and officers entered the building. Another resident alerted them to the apartment the man had gone into and they located the suspect, taking him into custody without incident. The suspect was found to have an empty holster in his waistband but claimed he did not have a gun. Officers searched the apartment and the vehicle but did not locate a gun. They did locate 5.2 grams of suspected crack cocaine, a digital scale a baggies in the vehicle. The man changed his story multiple times as to what he was doing at the time the shots were fired and why he fled from the police. Officers determined the man was a convicted felon. One adult male from St. Paul was arrested for Fleeing Police in a Motor Vehicle. Assault on a Police Officer Date: Time: 1917 Location: Walmart; 1960 Twin Lakes Pkwy CN: Officer Arneson was working off-duty in his full police uniform. Loss Prevention alerted him to two males who were shoplifting and heading towards the exit. Loss Prevention and the Store Manager approached the two suspects and attempted to detain them. The suspects began walking quickly away. Officer Arneson approached and identified himself as the police and ordered them to stop. The suspects began running. Officer Arneson observed Suspect #2 get into a running Porsche SUV and hide in the backseat. As he approached the vehicle its reverse lights came on, he could see the driver looking at him in the driver s side mirror as he yelled loudly to stop. Officer Arneson feared the suspects would flee and possibly harm innocent bystanders in the busy parking lot. He opened the driver s side door and recognized the driver as Suspect #1 from the store. He attempted to pull the driver out of the vehicle when Suspect #2 jumped from the back to the front seat, reached over and put the vehicle into gear and pushed on the gas pedal from the passenger area. Officer Arneson was caught in the vehicle as it sped away but was eventually able to pull free. Officers from St. Anthony, New Brighton, State Patrol and Ramsey County were searching the area for the suspects. Officers Ehnstrom and Dattilo learned of two addresses of family members in the area. They approached one of the homes and spoke with a male who knew suspect #1. He said the suspect has untreated schizophrenia that was induced by years of methamphetamine use. On 2/23/18, Centennial Lakes PD arrested Suspect #1 and handed him over to Roseville Officer Parkos. Suspect #1 stated he did not assault anyone, especially an officer. Detective Kim learned Suspect #2 was arrested on 2/25/18 by Forest Lake Police for assault, possession of stolen property and flee in a motor vehicle and was currently in jail. One Roseville Officer was injured and received treatment at a local hospital. One adult male from Blaine was arrested for Assault on a Police Officer and Flee Police. One adult male from Circle Pines was charged with Felony Fleeing in Motor Vehicle. Assault Date: Time: 2213 Location: Norwood Inn; 2401 Prior Avenue CN: Officers were dispatched on a female threatening someone with a knife in the parking lot. Officer Marston arrived and spoke with the victim who told her he was driving through the parking lot when he heard someone yelling. He turned down the west side of the hotel, which is a dead end so he turned around to go back when he was blocked in by another vehicle. The female driver of the other vehicle exited and approached his window. The female was carrying a large hunting knife, which she used to tap on his window. The victim was fearful the female was going to break his window and harm him with the knife. Officer Wiesner observed the suspect female opening the car door of another vehicle in the lot. He asked her about the incident and she denied any involvement. Officer Christensen arrived and began speaking with the female when Officer Wiesner observed a sheath for a large knife on the front Page 2

seat. Officers learned the female had been staying in room 211 so they went and spoke with the male occupant who showed officers where the female hid the knife between the mattress and the box spring.

The male stated he and the female believed the victim was stealing their Wi-Fi / hacking electronics in the parking lot so they confronted him, and the female brandished the large silver knife. One adult female from St. Paul was arrested for Assault and Possession of Drug Paraphernalia. 2. INVESTIGATIONS CN Burglary / Shots Fired: On 2/17/18 at approximately 0040 hours, Officers were dispatched to the 2600 block of Sheldon Street on a burglary in progress. While enroute, the call was updated that shots had been fired. Officers arrived to find the front storm door smashed out and a bullet hole in the door. Three adults and a child were home at the time. An adult male arrived at the house looking for his significant other. When he was not allowed in, he smashed the glass on the storm door, pulled a gun from his waist and shot through the main door. He then fled in a vehicle. Detectives executed a search warrant at the home to collect evidence. They also found a marijuana grow operation in the basement. Later in the morning, the suspect sent a text to the victims apologizing for what he did. After interviewing victims, officers identified the suspect and he was later arrested in Minneapolis. Det. Ganley interviewed him and he admitted to the incident but said the handgun was accidentally fired. On 2/21/18, the suspect was charged with 1st Degree Burglary- Weapon and 1st Degree Burglary Assault. Search Warrants: CN Det. Baker authored a search warrant for a possible arson. CN Det. Baker authored three search warrants related to a CSC (vehicle, phone, and DNA) CN Lt. Williams & Det. Mooney authored two search warrants related to a burglary/shots fired incident; a residence and a cell phone ping CN Det. 6 4. COMMUNITY INVOLVEMENT Community Relations Coordinator Corey Yunke attended the SE Roseville Interagency Meeting. This group is comprised of Roseville City Staff, Roseville Schools, International Institute, Southern Minnesota Regional Legal Services, Karen Organization of Minnesota (KOM), Rice St. Gardens, and Lake McCarrons Neighborhood Association. CRC Corey Yunke is working with a class from Public Administration Doctorate Program at Hamline University to review and analyze the data collected from the 2017 Traffic Data Initiative. A public discussion will follow through the Imagine Roseville Discussions from 6:30 PM to 8:30 PM on March 14 at the Roseville Skating Center. CRC Corey Yunke met with Tim O Brien from Roseville Schools. CRC Corey Yunke and CSO Tee coordinated a skating event with Matt Johnson at Parks and Recreation where CSO Tee picked up 18 Karen students for public skating. It was a first time on the ice for several students. CSOs Cortes and Vang also popped in for a few laps with the group. CRC Corey Yunke and Officer Lopez visited Applewood Pointe at Langton Lake and presented Identity Theft, Fraud, and Scam Prevention. They also discussed the increase of Opioid related overdoses and gave options on how to dispose of unused prescriptions to include giving out a few Roseville Police Medicine Disposal bags. Century College Policing in the Community students Caleb Loperfido and Brittany Cooper will be working with Corey through May. Brittany and Caleb will be helping with organizing outreach events and updating various contact lists. Page 5

7 5. VOLUNTEERS Roseville Police Department utilizes the assistance of volunteers in our everyday course of work. The Reserve Unit are uniformed civilians who drive a marked squad and assist officers by directing traffic when needed, transporting prisoners, etc. The Roseville Police Citizen Park Patrol enlists the help of several residents to patrol our parks daily helping to deter crime and pass out information to park visitors. We also have a steady stream of student interns who are helping us out by running errands for investigations, assisting with paperwork for administration, analyzing statistical data and so much more. Volunteer Park Patrol season will begin soon. It officially starts on May 1, but most of the veteran volunteers start as soon as the weather improves. The department is looking to fill six (6) volunteer positions for a total of 20 volunteers. Reserves and Park Patrol are actual hours. Interns is an estimate of hours. 6. TRAINING The Roseville Police Department strives to have the highest trained officers and staff possible. Each month our Officers and Staff attend countless hours of training on a variety of subjects.
