3 TREASURER S REPORT Page 3 MOVED Phil Dixon, Alan Payne That the Treasurer s report be adopted CARRIED EXECUTIVE REPORT Arrangements for Registration Day were explained, emphasising that all would be exactly the same as previous years for those who wanted, except that the Club would not be handling Registration monies. Revised Permits to Move. There will be a new style book in future, and all books will be returned for summarising at the end of each club year Application to participate in 2020 National Rally. Council s Events Officer is assisting preparation of an expression of interest from the Club. Club Events Past NOV 19 th -20 th BUS TRIP GOSFORD Tony reported on a very good trip with interesting variety over the two days, and congratulated those who organised it. DEC 2 nd PARKES CHRISTMAS PARADE Bob reported on a welcome return to the Parade, which was well conducted and attracted a larger crowd of spectators than most had expected. The Club was represented in both the conduct of the Parade and participating in it. It was subsequently revealed that, in approving the parade, Council s Traffic Committee required that there be no old cars in it. Fortunately, the message didn t flow on to our membership. DEC 3 rd CHRISTMAS PARTY Rex commented on an evening that was very well done, from the venue, decorations, food and service. DEC 10 th REGISTRATION DAY Peter said the day went well, with 46 vehicles over the pits and 22 of these processed by the Club through Service NSW. 3 vehicles are awaiting repairs, there are a few in Museums, and a number taking the pink slip option. There should be about 70 vehicles on HVS by the time all inspections are done. 4 Page 4 GENERAL BUSINESS Following a couple of enquiries about the Club s Insurance Cover, it was noted that our present policies cover: General Meetings, Static Displays, Swap Meets of up to 200 sites, Touring runs, Picnics, Barbecues, and Club Dinners, Inspections of members vehicles under HVS; but excluding Racing, Practicing, Time or Speed trials, etc. General and Products Liability is limited to $20m in any one occurrence or the aggregate of occurrences during the year. Professional Indemnity (including vehicle inspections) is limited to $1m in any claim, or $5m aggregate over the year. Personal Accident cover for members aged between 12 and 80 is limited to $65,000, and those between 81 and 90 $10,000.. There s a lot more in the 45 pages of the Insurance documents, but that s a short summary. MEETING CLOSED AT 9.05pm RAFFLE Donor Wes Westcott Won By Tony Horsington Next Donor Bill Barber NEXT MEETING Tues January 10 th At HENRY PARKES CENTRE, PARKES SATURDAY 13 th DECEMBER PAST EVENTS REGISTRATION DAY As reported to the last meeting, all went pretty well, and the new or optional arrangements seemed to keep most people happy. A SNAPSHOT OF 2016 In his report to the AGM, President Barrie summarised the activities of the past year. We had a great number of well attended activities, all but one of them being a resounding success. After that the only way to go was up! The Australian Made show at Cooke Park on Australia Day. We showed products from GM-H, Ford, Chrysler, Toyota, and VW, before heading to Oberon in February, and Bathurst for a lap of the Mount The big disappointment of the year was right at the start with the Cars of the Elvis Era Show. The Elvis organisers promised us a lot of display space, gave us very little, and at the death knock took about 30% of what was left away, and then put it behind a fence. Coupled with a high handed attitude of some of the volunteers, we ended up with 48 cars crammed into a space suitable for only 28. A potentially great show spoilt by the efforts of self-proclaimed experts.

5 March was quite busy with a display at the Wellington Vintage Fair and Swap A display at the Forbes motor home Show Page 5 A squiz at the HARS Museum and Aero Club Hangar at Parkes Airport and ended with a dozen vehicles and a bunch of happy trippers at the CHMC Rally at Temora. April featured a tour of the town for Seniors and a bus tour of the town for us Then

6 Page 6 Then in May, back closer to home we graced Eugowra s most wanted and a significant contribution to both the Pre 1931 Rally at Dubbo, and National Motoring Heritage Day at Parkes And squeezed into our spare time we transported Debutantes to both the Anglican and Catholic Balls In June we provided a History of Transport from 1890 to 2016 display for the Holy Family School, and assisted with the Sunbeam National Rally

7 July started with a run to Mandagery, which attracted 19 cars Page 7 followed by a looong weekend to Lightning Ridge, with a dozen cars and a caravan, then a visit to us by Moree Motor Enthusiasts Club. By now we were in August which took us to the Golden Oldies Truck Show at Dubbo. followed by a Mid Week visit to Condobolin to look at the Rail Museum, Historic Museum and Wiradjuri Centre (and lunch at the RSL) and then on to our annual display at Parkes Show. Unfortunately the wet winter resulted in us not being able to appear at Peak Hill Show, and out Parkes Show presence was cut back to one day

8 Page 8 Then in September we were off to the Banjo Museum at Yeoval, took the Torchbearers to Gooloogong, watched the Chryslers, saw the Morris Minor Show, and had the Bike Rally.

9 The main event for October was the Swap Meet, and a strong presence at Central West Club s Show n Shine Page 9 And the 2016 year finished with the coach trip to Gosford and Blue Mountains, covered in the last Crank Torque. COMING EVENTS JANUARY 11 TH -15 TH ELVIS FESTIVAL As in previous years, the Club s commitment to Parkes greatest influx of tourists is many and varied: Transport of famous people on any of the days of the festival, Providing a display and assisting at the arrival of the Elvis Express Marshalling of the Street Parade, Conduct of the Cars of the Elvis Era and Classic Car Shows. The detail of most of the above is in the hands of Alan Payne or the Secretary, and many members will be filling the same roles that they have done in previous years. However, there s always room for more members to help, so don t wait to be called upon. If you have time, and want to Viva Las Vegas, contact Alan. In addition to the above, there will be a display of cars in the Elvis Boulevard on Friday January 13 th. The Boulevard is Clarinda St between Church St and Cooke Park, and will be closed off for the day. The plan is to park as many of our cars as possible or available against the western kerb between 9.00am and 5.00pm. You won t need to stay with your vehicle, but we are working on a roster so that a couple of members will be on hand during the time the cars are there to talk with people about our cars, and help look after them. Final details at the Club meeting on Tuesday 10th. JANUARY 26 th AUSTRALIA DAY PARKES There has been a change to the venues used for Australia Day celebrations The morning walk and breakfast will be held at Bushman s Hill, but the Australian Made Show and presentations will continue from Cooke Park. What this means is that: You won t be able to park in the Show area and then take part in the walk and breakfast, but You also won t have to dodge late breakfasters when you go to put your car in the Show. Last year we managed to field only 9 Australian Made vehicles, even though we have many more. As 2017 will see the end of Australian Motor Vehicle Manufacturing (with the closure of Holden and Toyota), how about we make it a fitting finale? Australia built more than Holdens, Fords, and Valiants. There has been a wide range of others including BMC, Toyotas VWs Mercedes, AMI and other vehicles assembled here from CKD kits. Bring them out! JANUARY 29 th CLUB RUN FORBES Depart Parkes 1.30pm and head to McFeeters Museum. From there, the options are many: afternoon tea, Croquet, Evening Picnic by the lake, etc. More details or suggestions at the meeting on the 10 th.

10 Page 10 JULY 7 th -10 th WEEKEND TOUR MUDGEE AREA Our original planned date coincided with the Mudgee Small Farm Field Days. They were unlikely to budge from their chosen date, so we decided to shift. It will still be in the July School Holidays. Expressions of Interest will be taken at the coming meeting so that detailed planning can commence. CLASSIC VEHICLE SCHEME On 19 th December, RMS announced the introduction of a Conditional Registration Classic Vehicle Scheme (CVS) for modified vehicles. These will have a number plate with a C suffix like Tractors and earthmoving plant. The present Historic Vehicle Scheme (HVS) for authentic or restored vehicles in original condition will continue unchanged. The CVS will accommodate two categories of modified vehicles. In general terms, these will be: Lightly modified through such items as wider or larger wheels, lightly modified motors (extra carburetors, exhaust extractors, mildly worked heads, non-standard transmissions, lightly altered body panels, etc. These will require annual inspection by an Authorised Inspection Station. Club Inspectors will not be able to certify any CVS vehicle for the purposes of registration or re-registration. More heavily modified vehicles with changes requiring a Compliance Certificate issued by a Licensed Certifier on the RMS Vehicle Safety Compliance Certification Scheme (VSCCS), certifying that the Classic Vehicle complies with the relevant NSW vehicle standards. Full details of which modifications will require certification and which will not are detailed in a NSW Vehicle Standards document VSI 6, which is available on the net, but comprises about 13 pages. Management of the CVS will differ from the process Clubs have become accustomed to for the present HVS. Applications for registration or re-registration will need to be agreed to by an RMS Approved Organisation before it will be processed by RMS. The Approved Organisation will provide oversight over 50 or more RMS approved Clubs, and will be the only contact for all CVS matters. Clubs or members enquiring direct to RMS on CVS matters will be redirected to their Approved Organisation. CHMC, with well over the 50 Clubs affiliated, is applying to become an RMS Approved Organisation, and to do so, it needs to provide certain information and assurances relating to its capacity and competence to undertake the task. There is simply a detailed process to be worked through before it can process the registration of Classic vehicles. CHMC is prepared to visit Clubs and localities to explain in detail the requirements and responsibilities relating to participation in the CVS. These visits would also provide an opportunity to discuss other matters with CHMC. It expects that these visits would commence in about February, when the extent of CHMC involvement in the CVS is better understood. The Central West would be a suitable location whereby CHMC could address a number of affiliated clubs, and maybe we could start the ball rolling and request a group meeting, say late February or March.
