1 Winter 2017 Borough of EMMAUS Newsletter Established 1859 As Thanksgiving approaches, we can almost smell the aroma of turkey, pumpkin pie in the air and hear football on the TV, as we wonder if the turkey is going to be ready on time for our family gathering on Thanksgiving Day. Whether you celebrate a religious holiday or just simply enjoy the holiday season, the Borough Council, Mayor, employees and volunteers of the Borough of Emmaus want to wish you a Happy and Healthy Holiday season. There are many great festivals, celebrations, and events in our community throughout this holiday season. Don t miss the wonderful series of holiday happenings. On Saturday, December 1st, the Friends of the Emmaus Library kick-off the holiday with their 13th Annual Friends Holiday book sale and reception, the Emmaus Historical Society will host its Celebrate the Holidays event, and the Knauss Homestead will begin its Old-Fashioned Christmas celebration. On Saturday, December 2nd, the Emmaus Main Street Partners, 1803 House, Emmaus Historical Society, and the Library will host their Old-Fashioned Christmas Events, ending with the tree lighting ceremony on the Triangle and the arrival of Santa and Mrs. Claus. Also on December 2nd the Society and Emmaus Moravian Church will partner to host a walking tour of Emmaus. On December 9th, Santa and Mrs. Claus will take time out of their busy schedule for a visit at the Historical Society. Closing out the holiday season in Emmaus, the Arts Commission will host the 12th Annual Snow Blast Winter Arts Festival on Friday, February 2nd at various venues, and Saturday, February 3rd at many of the same venues, the Emmaus Triangle and Emmaus Public Library. On February 3rd, we are excited to have the return of our beloved SnowBlast Ice Princess and SnowBlast Bar, hosted by the Emmaus Main Street Partners. We encourage you to spend this holiday season with your friends and family celebrating the true meaning of the season. It is an opportunity to take time out of our busy lives and enjoy the company of each other. With the winter holiday season comes winter weather. Although last year was fairly calm with the exception of the late January snowfall, there were still challenges with the winter season. If the weather prognosticators are correct (which is a bit of an oxymoron), we may have a very active winter this year. We urge you to be careful this winter season. Our emergency service providers respond to countless calls from people falling on the ice, accidents, heart and breathing problems, and other emergencies related to snow and ice. Please be careful and know your limitations. We truly wish you a very happy and healthy holiday season and a short, warm winter without too much snow and ice! Can you spare a small fraction of your time? Are you interested in serving among the ranks of our existing staff of dedicated Crossing Guards? The Emmaus Police Department will provide you with the equipment and training necessary. There are additional incentives as well! Over the years, the Emmaus Crossing Guards have contributed to the safety of our children traveling to and from school each day. It is critical that we insure their safety in the future. 3 The Friends of the 1803 House Welcome You to An Old-Fashioned Christmas Celebration 55 South Keystone Avenue, Emmaus PA Phone: Saturday, December 2, 2017 Noon to 4:00 p.m. The Friends of the 1803 House welcome you to their annual Old-Fashioned Christmas celebration on Saturday, December 2, 2017 from noon to 4:00 p.m., where Old Fashion Christmas activities will be happening. Come and enjoy the 1803 House and museum prepared for the holiday season, where information about the archaeological dig behind the kitchen and new discoveries about the Ehrenhardt Family Genealogy will be shared. There will be a fire at the open hearth in the kitchen/entry room, warm cider, holiday treats, a Christmas tree decorated with colonial ornaments, fireplace mantels with holiday decorations, deep window sills decorated by the Emmaus Garden Club, ornament crafts for children, church baby dolls for sale and holiday house tours. The Friends of the 1803 House thanks the Emmaus Garden Club for displaying their special talent in making holiday floral arrangements for the window sills. The arrangements will be available for purchase after they are displayed. The proceeds will go to the Emmaus Garden Club Scholarship Fund. The Friends of the 1803 House, Inc. will also have decorated holiday wreaths for sale. The proceeds will help restore and preserve the 1803 House. The Friends of the 1803 House would like to thank everyone who offered financial support over the past year and encourages continued financial support of this cornerstone of history in our village small. Volunteers are the Heart of the Community The Borough of Emmaus is always looking for people to serve on the Boards and Commissions that work very hard for the community. 7 See. Hear. Feel. Art! 7 ART ENTHUSIASTS - SAVE THE DATE FEBRUARY 2 AND 3, 2018 THIS WINTER - EMMAUS IS THE PLACE TO CELEBRATE THE ARTS! As temperatures dip across the Lehigh Valley and winter s freeze takes hold, many families will hunker down and stay put. But in Emmaus, that s when the Emmaus Arts Commission gets creative! Now in its 12th year, the 2018 version of the arts festival is being held indoors throughout Emmaus on Friday night, February 2nd from 6:00 to 8:00 p.m. at various venues planned. Saturday, February 3rd, continues from 12:00 to 4:00 p.m. at many of the same venues and also outdoor and indoor activities, craft-making and fun at Emmaus Triangle Park and Emmaus Public Library. We re pleased to welcome back our beloved SnowBlast Ice Princess and the SnowBlast Bar, hosted by the Emmaus Main Street Partners! A returning favorite, the EAC Art Walk Palette is also part of the fun attendees visit participating businesses and will be eligible to win prizes. The EAC will host the juried SnowBlast Winter Art Show & Sale as well as the annual Community Art Project, a fun way for everyone to participate in helping to create a piece of public art. New this year our annual Photography Contest will be incorporated within SnowBlast! This contest nurtures aspiring photographers who wish to share and influence the way people think through images. SnowBlast Winter Arts Festival gives local artists and businesses exposure and recognition while encouraging the community to participate and appreciate art in Emmaus. Holiday Closings The Museum will be closed Thanksgiving weekend November 25 & 26, Christmas weekend December 23 & 24 and New Year s weekend December 30 & 31. Tis the season for fun displays and exhibits at the Museum. The Museum will have trees decorated with antique and homemade ornaments and the train putz (with trolley), all under the watchful eyes of Santa and Mrs. Claus dressed in their period suits from the 1940 s and 1950 s. The Museum has many new displays; including nostalgic toys of days gone by and kitchen items of long ago. Holiday displays will be exhibited until the end of January. Saturday, December 2, 2017, 10:00 a.m. to 9:00 p.m. Old Fashioned Christmas Open House Visit the Museum during Old Fashioned Christmas in Emmaus. Children are invited to make ornaments to decorate the Children s Christmas Tree on the Triangle. Ornaments can be made at the Museum from Noon to 4:00 p.m. The Children s Christmas Tree will be lit at 5:00 p.m. Members from the Emmaus Moravian Church will demonstrate Moravian candle making in the Museum and the Emmaus Moravian Church is partnering with the Emmaus Historical Society to offer a Walking Tour of Emmaus from 1-3:00 p.m. to visit the 12 historical sites which tell the story of the earliest days of Emmaus. The tour is free, but registration is requested. Please call the Museum at by November 30th to register. Additionally, the Emmaus Historical Society is participating with the Emmaus Main Street Partners in this year s new event; Holiday Cheer Trail! Beverages, in the spirit of the Holiday Season, will be served on the front porch of 218 Main Street on Saturday afternoon. Friday, December 1, 2017, 4:00 p.m. to 9:00 p.m. - Celebrate the Holidays - Visit the Museum and enjoy refreshments and holiday exhibits while you listen to the Emmaus Moravian Church carolers at 6:30 p.m. Saturday, December 9, 2017 Santa and Mrs. Claus at the Museum Remember when the children of Emaus/Emmaus would go to Town Hall or Fire Co. No. 1 for an orange and a box of chocolates? Join us as we replicate this tradition when Santa and Mrs. Claus are in the Museum from 1:00 p.m. to 4:00 p.m. with fruit and a candy box for all visitors; young and the young at heart! Bring your children and grandchildren to experience what once was! December 13, 2017 Christmas Covered Dish Party Held at 6:00 p.m. at St. John s Lutheran Church Parish Hall. Please call the Museum if you plan to attend. The Emmaus Historical Society was proud to host the Emmaus Heritage Festival for the Emmaus Heritage Alliance on the grounds of our Museum on September 24th. The festival included inside and outside displays of the Alliance members; Emmaus Historical Society, Shelter House, Knauss Homestead, 1803 House, the Emmaus Public Library, Emmaus Moravian Church, Emmaus Remembrance Garden and the Emmaus Main Street Partners. In addition to informative displays by our member groups, we had children s activities such as rock painting, a mini-archaeological dig, mosaic self-portrait making, and storytelling. We also enjoyed delicious food by Licensed 2 Grill and Snowie Allentown, and some great music by singer and guitarist Joel Shimer. We all had a great time, we hope that you did too, and hope that you walked away with a better appreciation for the heritage of our town. We are looking forward to seeing you next year for a repeat performance. The Emmaus Historical Society concluded a year of fundraisers with our World War II Happy Hour, celebrating the Greatest Generation. Two hours of remembering and honoring our WWII veterans with dramatic wartime photos and memorabilia, including the 1940s in Emmaus. Two very successful bus trips were run in 2017 with more planned for 2018! Watch for these and other events in upcoming newsletters and on our website and facebook page. Looking Ahead It s Winter Wonderland in the Museum during the month of February, We will participate in SnowBlast Winter Arts Festival sponsored by the Emmaus Arts Commission on February 2 and 3; details will be announced.

9 Fall flew by in a flash! We hope you enjoyed the warm sunny days of September and October with festivals and sporting events galore. Perhaps you had a troll lot of fun with us at our Farewell to Summer Festival, said hello to Emma the Mule at the Emmaus Heritage Festival or spotted us in the Emmaus Halloween Parade. Speaking of Emma the Mule; have you seen her lately? Many Emmaus shop owners, residents and visitors have asked us Where has Emma been? Well, Emma decided to take a break from her post outside located at 332 Main Street to get some much-needed R&R. Revive and Restore. We celebrated Emma s homecoming just in time for the Emmaus Heritage Festival organized by the members of the Emmaus Heritage Alliance this past September. Fans of Emma had the chance to be the first to welcome her home and learn about her restoration journey. This was just the first of Emma s appearances to include members of the community. You will have the opportunity to have your name painted on Emma and become a part of Miles of Mules history again at EMSP s Annual Old-Fashioned Christmas event. Triangles on her quilted pattern can be purchased to raise funds for the Emmaus Main Street Partners. Triangle prices will range from $10 $50 and names will be painted by professional calligraphy artist, Lauren Beck. Emma s story is in fact all about community! You re invited to be a part of it! 10 10 Life Scout Patrick Hunter from Boy Scout Troop #71 in Macungie, PA. News from the Shelter House Late last year, Eagle Scout candidate, Patrick Hunter, of Troop 71 proposed a woodland sensory trail in the sylvan woods up the South Mountain rise from The Shelter House parking lot. The trail, now nearing completion, is the result of young Hunter s organizing and supervising his fellow scouting members in this back-breaking project. The work sessions, supervised by parents and scouting leaders, involved over 160-man hours to date. The scouts cleared the trail filling in ruts and removing undergrowth, cutting brush and eradicating invasive plant growth, and spreading by hand over three dump truck loads of mulch to provide footing for the trail. On one work session, the scouts dug post holes and set posts for the guide rope that will mark the path for visually impaired. The vision of this fifteen-year-old promises to offer a natural space for those who visit The Shelter House to stroll quietly and enjoy the sounds and smells of a natural woodland setting. Informational signs describing what natural plants, wildlife, and birds can be found in this setting are still in the planning stage. The trail is short but serpentine featuring a bit of an incline and crossing an ancient farm road used by the original settlers on the Shelter House grounds. As the trail crosses the farm road, curator Bortz points out a spectacular spring stand of daffodils planted in the 1950 s by the Emmaus Garden Club. I have learned a great deal about leadership, organization, and time management from my service project, Hunter said in a note to The Shelter House Board of Directors. Hunter continues thanking the Board for the opportunity to enhance the Shelter House landscape for all to enjoy. Hunter modeled his trail plan after that of our good friends, The Wildlands Conservancy Sensory Trail at Riverbend Road and Cedar Crest Blvd. Emmaus now will have two natural trails friendly to the visually impaired. Lehigh Valley Chapter of the Association of the Blind President, Liz Oleska, and her guide dog Bryce have walked the trail and have advised Hunter as to the ease of the trail for unsighted visitors. Because the Shelter House grounds are so very rustic, resident curator Dean Bortz insisted that the trail create a small and subtle footprint. Thus, the guide ropes will not impact the natural landscape, and the guide posts are designed to call as little attention to the installation as possible. The guide ropes are natural tan to blend in with the natural woodland setting. In many ways, Hunter s project reminds us of environmental sculpture: created for visitors to experience, but not to intrude in any artificial way. The Shelter House, as a member of The Heritage Alliance, is eager to incorporate this new woodland space into the continuing educational project for East Penn Elementary students initiated last June. The Shelter House Society invites new members to visit and help us in our mission to promote Emmaus history and to celebrate the natural beauty of our woodland setting. 11 As winter approaches and rain turns to snow, it is still important to consider stormwater pollution. Pollutants such as soaps, fertilizers, automotive fluids, and pet waste can collect in the snow pack, accumulating until a thaw suddenly dumps them into the storm water system. Contaminants that end up in the storm drains are carried off, untreated, to streams and larger bodies of water that are used for drinking, swimming, or fishing. Here are a few helpful habits to reduce the amount of harmful pollutants entering storm drains this winter season: Winterizing vehicles. Check that your car is not leaking oil or other fluids. It takes only a small amount of motor oil to pollute thousands of gallons of water. Also, dispose of drained fluids properly. Many service stations will collect used motor oil and recycle it. Please do not dump these items down the storm drains. Winter Stormwater Tips 11 Washing vehicles. On a warm winter day, you may be tempted to break out the hose and bucket to get some of the road grime off of your car. Take a moment to see where that runoff is going. Does it wash down the driveway and into the storm drain? If so, all that salt and dirt will enter a stream or pond. Using a car wash facility may cost a few dollars more, but the water will be treated before being released into the watershed. De-icing driveways and sidewalks. While it may be habit to stock up on salt for the winter, many people would not consider dumping a bucket of salt on their lawn in the summer. But the results are similar. Salt runs off of your sidewalk and onto the surrounding soil. Consider more environmentally-friendly de-icing products like Rain-Ex, Enviro-MLT, or Easy Melt found at most auto parts and home improvement stores. The REC is looking for your advice. 13 Curbside Leaf Collection The Borough of Emmaus will continue its 2017 Curbside Leaf Collection through Friday, December 1st. The Borough is unable to set specific pick-up dates for leaf pick-up for individual streets throughout the town and recommends that leaves are raked out to the curb line the beginning of each week. The Public Works Department will collect twice a week however, please be advised that if the Borough encounters winter weather and the Public Works Department needs to plow the streets, any leaves in the road will be plowed. The Public Works Department will make every effort to get the roads cleaned up before the winter. For FINAL COLLECTION, the week of November 27th through December 1st, please have your leaves out on Monday morning (November 27th) of the final week. Once the Public Works Department has made its final pass on your street, they will not return. Please rake all leaves to the curb into long narrow rows not more than 18 into the road. Leaves placed on the sidewalk will not be collected. The Public Works Department will not empty bags or other containers; this is the responsibility of the resident. Branches, shrubbery, grass, garbage, dog waste, and other building materials will not be picked up. Leaves will not be collected on private property. If leaves are not in place when the crews go by, they will be picked up on the following round through the Borough. No return trips will be made to pick them up. Residents who have areas designated as No Parking (yellow painted curbs) are encouraged to pile leaves at these locations for easier pick up. 13 Piles with anything other than leaves will not be picked up. These objects will cause damage to the leaf pickup units and put them out of service as a great expense of time and money to the Borough and its residents. Do not place tarps over your leaves. The Public Works Department will bypass them and they will not be collected. To help facilitate the picking up of the leaves, please keep all vehicles away from the area where the leaves are piled. The Public Works Department will not rake piles of leaves out from between parked cars or from under them. Do not pile leaves on or around storm drains as this will cause flooding issues and create unsafe driving conditions. Thank you for your cooperation. 14 14 The Borough of Emmaus and Upper Milford Township Joint Environmental Advisory Council are very hard at work. The EAC has introduced more plants to the Emmaus Public Library Buffer project with the help of Edge of the Woods Nursery and Lehigh Gap Nature Center. The area is now being used by the Library in conjunction with outside agencies as an educational area! The EAC is so glad this project is making a difference in our community! As beautiful as they are, they present an increased risk of fire in your home. December is the peak month for candle fires with more than 25 candle fires a day. 15 A MESSAGE FROM THE EMERGENCY MANAGEMENT DIRECTOR JAMES KRIPPE The winter of will soon be upon us. If you do not already have a preplan or have one prepared, it is not too late. There have been widely mixed forecasts for the winter. The Old Farmer s Almanac of Dublin, New Hampshire and The Farmer s Almanac of Lewiston, Maine are the most popular winter weather forecasters. This year they are polar opposites in their predictions. The Old Farmer s Almanac is predicting a mild winter and the Farmer s Almanac is predicting a freezing, snowy winter. The National Weather Service has already published a list of 26 names for the winter storms. Whether the forecast prediction is for a hurricane, winter storm, or any other type of hazardous weather conditions, one of the best rules to follow is to prepare in advance for whatever Mother Nature sends our way. Preparation for winter does not stop at having plenty of icemelting product available, making sure the snow blower is ready, seeing if you have a good snow shovel, checking your heating system, and making sure that your vehicle has been winterized. Winter preparation also includes having the necessary plans and supplies ready for a disruption of power, heating, drinking water, medication, and special equipment. Pennsylvania s website, www. readypa.org, has an excellent list of items needed to prepare your home, work and vehicle. The Federal website is A rule of thumb in preparation is that a household should have enough supplies to last for three to five days to meet the needs for everyone. When it becomes necessary to use any type of temporary system, whether it is a generator, space heater or candles, always follow the manufacturer s directions and safety procedures. Make sure all battery-operated devices are fully charged and that you have spare batteries. If you have pets, service animals, or livestock, you should also include them in your emergency preparation plans. In the event that a temporary shelter becomes necessary, you will be informed via news media, reverse 911, or by registering 15 your phone number on the Swift Reach Network for a Borough-wide notification system. Registering for the Swift Reach Network is easy: go on the Emmaus Borough website scroll down to Swift Reach Network, and follow the instructions. Information for the shelters will be sent via one of these notification systems. Should the need arise, the American Red Cross has several shelters within the Emmaus Borough. You will need to bring any medications for each member of the family, personal hygiene items, and items of entertainment. DO NOT PACK AS IF YOU ARE GOING ON A VACTION! SPACE WILL BE LIMITED! Having a preplan or preparation in place before an emergency weather event or any type of emergency situation is your best method for safety. Always remember that, during the time of a stressful situation or emergency event, staying calm has proven to give better results than panicking. If you have been following any of the media coverage on the recent hurricanes, you will notice that those who failed to follow emergency directions ended up in unsafe conditions or environments. Conditions could hinder a timely response by emergency personnel or it may be a greater risk to the safety of the first responders to attempt any type of rescue. Emergency assistance is often delayed due to a backlog of emergency calls. If you have any neighbors that are elderly or disabled, please check on them to ensure their safety. Unless your winter preparation is heading to a warmer climate for the next several months, preparing now for what Mother Nature sends our way is the best defense. Waiting until the storm is forecasted is not the time to begin planning, preparing, and getting supplies, but should be the time to double check your planning, preparation, and supplies. 16 16 LEHIGH COUNTY COMPUTER CRIMES TASK FORCE While each scam can be different and sometimes elaborate from victim to victim, the intent and goal remains the same and is quite simple. That is to talk the victim into giving them money or personal/confidential information. Often times, the criminals are very well spoken, they sound convincing and they seem to be of a professional occupation. At times, the criminal may resort to scare tactics, threats, and harassment to get the victim to follow through. They will tell you that you must do something immediately or something bad will happen or that some offer will no longer be available if you do not act now. Below are some types of scams and the methods that are being used. This is not all inclusive, as the criminals are modifying their schemes or trying something different. Telephone (both home phone and cellular) Whether your phone number is listed or unlisted, the criminal will call you and pretend to be someone of importance such as an Attorney, Police Officer, FBI, IRS or Social Security Office. They will randomly call numbers until they get someone on the phone or sometimes it is directed at a specific person. They have the ability to make any phone number appear on your caller ID. This is called Spoofing. For example, they could call you from out of the country and the caller ID will display a local number of a business. They may tell you they have a loved one in custody or are the loved one s attorney. They may tell you there are warrants for you for failure to pay taxes. The goal in many of these is to trick the victim into thinking they are helping their loved one by wiring or transferring money. They may also pretend to be from a Sweepstakes Company and tell you that you are a finalist and need to send money in order to continue in the process or claim your money. If it is a sales scam over the phone, the criminal may tell you they will send you a check for your efforts. You may receive a check in the mail for $2,000 -$3,000 several days later. They will give you instructions to cash the check and keep a small portion for your efforts and wire the remainder to them for processing fees, legal fees, or various other reasons. The check is fraudulent and WILL NOT clear, leaving you responsible for the full amount of the check with your bank. Mail both traditional & electronic such as The scams through the mail are varied and can be in the form of sweepstakes, letters, and fraudulent checks for example. Scams can be sent electronically to you through , asking for personal information, social security numbers, credit card numbers or banking account numbers. These s can appear to be from financial institutions, retail stores, or internet service providers such as AOL. An example of this is receiving an that appears to be from MasterCard or Visa. The says your credit card has been billed for child pornography and in order to reverse the charges you need to reply to the and provide your credit card number so they can properly reverse the charge. Internet such as selling items on Craigslist or ebay The sky is the limit with scams on the internet. Anything that can be done in person can be done on the internet. Criminals will sell stolen items or try to buy items on Craig s List or ebay. They will contact the seller through phone calls or s. They will offer to buy the item for much more than the seller is asking, and will continue to correspond with the seller numerous times to build the relationship. The criminal then mails a check for much more, sometimes $1,000 or more to the seller. The criminal tells the seller to cash the check and keep more than the asking price for their fee. The criminal instructs the victim to wire/transfer the remainder back for their attorney s fees. Again, this is a fraudulent check that WILL NOT clear, and the victim will be responsible for the full amount with their financial institution. Another thing to consider when buying or selling items is that there have been instances where people have been robbed at the time the seller and buyer meet to complete the sale. You should meet in a known public location that is well lit and consider having someone with you. In other cases, victims have had their homes and vehicles listed for sale and apartments listed for rent through classified ads or online through Craigslist. The criminals use the false listings to draw in other victims in order to scam money from them. In Person Scams The scams that occur in person can obviously occur anywhere; however, most times it is at your residence or place of business. 17 17 SCAMS & FRAUD something. It should be noted that there are legitimate doorto-door sales and these sales people are required to have permits from the local municipal government. As the warmer months approach, we see an increase in door-to-door scams. Often times, the criminals use pickup trucks or vans and will offer to do work at the house. They will talk the victim into a quick exchange of money and do little or no work. These door-to-door scammers will also try to trick you by having at least two people when they come to your house. While one keeps you busy at the front door, the other will try to enter your house through an unlocked back door or window. In a matter of minutes, the second person will go through your house and take cash or whatever items he or she can carry (usually cash or jewels). That second person leaves through the back door and the victim never knew someone was in the house until much later. Some of the criminals that go door-to-door are trying to make it look like they are selling something when they are really checking to see if anyone is home or in the nearby homes. The criminal is checking not only to see who is home, but if there are alarm systems, animals or cars. They may be gathering information to see if the house or business is a good target to break into and burglarize. Transfer of Money Scams Most of the time, criminals doing a money scam will try to get the victim to wire/transfer money through an agency such as Western Union. There are legitimate purposes to use Western Union. The reason that criminals like to use Western Union, is that it is very difficult to track down the person who picked up the money. When money is transferred via Western Union, the person picking up the money only needs the code. For example, the money could be sent to Florida and picked up in another country. The following is an example of how the criminal(s) would perpetrate this scam. Bad Guy #1 is in Florida using a cell phone to make his calls to victims. He makes his phone number appear to be that of an attorney in Florida. Bad Guy #1 randomly calls phone numbers in Pennsylvania and makes contact with Victim #1 at their residence. Bad Guy #1 speaks very well and says he is an attorney representing Victim #1 s grandson, who is in custody and needs bail money. Bad Guy #1 continues to talk smoothly and explain that the only way to help the grandson is to wire money to him in Florida. Victim #1, wanting to help the grandson, listens to the instructions from Bad Guy #1, who instructs Victim #1 to wire money to him/her. Victim #1 goes to the bank, withdraws several thousand dollars and goes to a Western Union terminal to wire/transfer the money. Bad Guy #1 is working with Bad Guy #2 who is in Canada. Bad Guy #1 calls and gives Bad Guy #2 the pickup code for the money. Victim #1 s money is picked up in Canada by Bad Guy #2 even though it was sent to Florida. In this type of scam, several thousand dollars could be in Bad Guy #2 s hands in 30 minutes from the time the phone call was received by the victim. What to Do? Be cautious and alert! Please report suspicious persons and activity immediately. Police Departments, Government agencies and legitimate businesses will never ask or demand that you wire or transfer money to them. Also, as the saying goes, If it sounds too good to be true, it usually is. If someone is alleging that a loved one is in trouble or needs help; try to verify it by calling that loved one directly. You can always call someone back after verifying the information. Do not offer any names or personal information because the caller is trying to get that out of you. Do not give out any personal information. You should demand identification from anyone at your door or from anyone that is trying to sell you something at your residence. 18 18 News from the Emmaus Shade Tree Commission The Gift of Trees When a young sapling is planted, it may take years of growth for anyone to appreciate its shade, beauty, and environmental benefits. When mature trees are lost from our community, on the other hand, their absence is immediately noticed. Case in point: In late 2015, PPL removed about two dozen trees along Shimerville Road, Pennsylvania Avenue, and South Tenth Street in Emmaus and pruned many others in preparation for updating an electrical transmission line. The work lasted for weeks, accompanied by orange traffic cones and the noisy drama of chain saws and chippers. When PPL was done some once-grand trees, including a row of 10 white pines in front of the former Thaddeus Stevens Elementary School at 1134 Pennsylvania Ave., were gone and replaced by soaring utility poles. Dusty Springer, who lives near the new transmission line, was distraught to see so many of Emmaus mature street trees lost. I was concerned about the continual loss of trees within the Borough, and particularly the trees that were in front of the old Thaddeus Stevens School. They were a landmark, she recalls. Dusty and her husband Bill, decided to donate a tree to be planted in an Emmaus park as a way to make up, in part, for the loss. We wanted to plant a tree where there was enough space for the canopy to spread, Dusty says. She and Bill selected a red oak, a fast-growing deciduous tree that will eventually reach 75 feet in height with a rounded crown and red fall color. Emmaus Public Works employees planted the tree at West End Playground, a small neighborhood park at the corner of Ninth and Green streets. The park already had basketball goals and playground equipment but no shade. Trees often need extra water in their first year to recover from transplanting and establish a healthy root system, so Bill took charge of making sure the red oak got the moisture it needed. Bill has gone out on an average of once a week to make sure the tree was taken care of, Dusty says. If it needed watering, he provided water. Bill and Dusty envision a future when their gift tree has become a shady sanctuary for children to play under. They also hope the tree has a positive impact on the community and the environment. I think if we all just planted a tree, we could start to at least slow down climate change, Dusty says. I don t know that we can reverse it that way, but we can take steps toward slowing it. Her concern for the environment led Dusty to volunteer as the newest member of the Emmaus Shade Tree Commission. The Springers donation follows another tree contribution in Emmaus: a redbud tree planted by the Emmaus Garden Club to honor the memory of longtime club member Lucie Laudenslager. The redbud, planted on the grounds of the Knauss Homestead on East Main Street, was dedicated at an Arbor Day ceremony on April 16, In the wild, redbuds often grow among much taller trees, so they tolerate considerable shade the exact growing conditions found on the wooded grounds of the Knauss Homestead. Healthy, well-maintained trees add to property values and the quality of our lives. Before planting, pruning, or removing any tree within the public right-of-way (within 12 feet of the curb), Emmaus property owners must request a permit from the Shade Tree Commission. 20 20 ONLINE BANKING CUSTOMERS PLEASE READ! In early 2016, the Borough of Emmaus began offering credit card payments and electronic bill pay options through Xpress Bill Pay. As we continue to work with this system, we are experiencing some issues with individuals utilizing online banking, where bills are paid directly from their bank, not through our online system, Xpress Bill Pay. Here are ways that you can help decrease the number of problems that are occurring. 1. Use our online system at 2. If you set up a payment with your bank, please ensure that you are using the correct utility account number. For example, make sure that when paying your water/ sewer or refuse bill you include your corresponding account number(s) on the payment. If you don t, the payment might go towards your refuse bill, when you wanted to pay water/sewer or vice versa. Residents have been receiving delinquent notices in some cases because of funds being misrouted as a result of this. Please, make sure you are referencing the correct account number, as water/sewer and refuse are assigned different account numbers. 3. Moreover, it is extremely important that, if paying taxes through your bank bill pay, you need to pay the Tax Collector, Dennis Gouldy, and NOT the Borough of Emmaus. Mr. Gouldy, as a Tax Collector, is a separate elected official and has no direct ties to Borough operations. When paying taxes, Mr. Gouldy is the individual responsible for collection. The Borough does not share accounting systems with Mr. Gouldy. Please make sure your tax payments go to Dennis Gouldy, and NOT the Borough of Emmaus. Please remember, if you are using online bill pay or direct bank pay, it is your responsibility to make sure that the account number is correct every time you make a payment. Please check your utility bill for the current account number(s) or call our office and we will gladly give them to you. If the account number is incorrect, the online bill pay system applies the payment to a wrong account or does not apply it at all, it could take days for the Borough Accounting Department to find your payment. This could result in late notices and/or surcharges. Our Accounting Department does not know until after you receive late notices and call to notify us. Since 1957, The Emmaus Youth Association has brought the joy of competitive play to thousands of area children through a growing number of recreational activities. The goal of the EYA is to promote the ideals of good sportsmanship, social interaction and community involvement for our children. EYA youths learn basic athletic skills and the merits of teamwork while cultivating close bonds with others. The EYA encourages children to take on the challenges of athletic competition so that they may tackle future responsibilities with enthusiasm and cooperation. Simply fill it out and bring the completed application into Borough Hall at 28 S. 4th Street, so we can begin processing your permit. If you have any questions about permits, please call the Code Enforcement Officer at PERMITS ARE REQUIRED Some examples of permits that the Borough of Emmaus require are: roof repairs, building repairs or remodels (causing structural changes), footers, foundation, framing, plumbing, electrical, signs, fences, sheds, dumpsters, demolition, driveways, pools, and zoning. Moving Permits A moving permit is required for any individual or family moving in, out, or within the Borough. The permit application can be obtained from the Cashier at Town Hall, 28 S. 4th Street, or by visiting the Borough website at: The permit and the $1.00 fee are filed with the Cashier at Town Hall. (POCS) three business days before you dig at or The call center is open 24 hours a day, seven days a week, every day of the year. PA Act 287 as amended requires excavators as well as private landowners to call POCS three days prior to any type of digging occurring with powered equipment. Mark your excavation area in white paint before calling with a dig notification. By calling, you allow the facility owners the opportunity to locate and mark their underground facility in advance of the planned excavation (gas and liquid pipelines will mark underground facilities using yellow stakes, flags, or paint).

22 22 SNOW DAY!.. SNOW PLOWING TIPS AND REMINDERS The Public Works Department of the Borough of Emmaus is dedicated to the safety of its residents. At times, snow removal can be a monumental task and our Department of Public Works employees work around the clock to keep the State and Borough routes open. In an effort to prepare our residents for impending snow storms, the Public Works Department wants you to know more about snow removal and answer your most frequently asked questions. 1. When will my street be plowed? Depending on the severity of the snowstorm, roads that will be plowed first are: the roads with the highest traffic volume, steep hills, state roads, snow emergency routes, roads near emergency service facilities, and roads near public institutions. While the storm is occurring, one pass is made in each direction of every street. After this is complete, or it is determined that the storm is coming to an end, the pushing back phase of the excess snow will begin. This is when all streets are cleaned, curb-tocurb or to the shoulder of the road. 2. Should we move our cars from the street? When a storm is forecasted, move vehicles to off-street parking when possible and keep vehicles off the street until plowing is completed. Parked cars can cause both a hazard and hindrance to snow removal efforts. This allows plows to clear the entire roadway the first time through, making return trips unnecessary. 3. What about driveways and sidewalks? When cleaning your street, the crews have no place to push the snow except to the side of the road. This creates the unavoidable problem of already cleaned sidewalks and driveways to be covered with snow. Residents and business owners should wait until the Borough trucks and equipment have completed their work before cleaning driveways, sidewalks, and vehicles. Snow from vehicles and sidewalks should not be deposited back into that portion of the street where snow has already been removed. Do not shovel snow from your driveways into the roadway. This practice is illegal under the state motor vehicle code and Borough Ordinance 303 and is also hazardous. Fines for violations range from $25.00 to $ Please do not shovel snow into the street! Residents are responsible for the actions of anyone they may hire for removal. 4. If the Borough pushes snow back onto my sidewalk, who is responsible? Sidewalks are the responsibility of the property owner. Borough Ordinance 302 requires that all sidewalks must be cleared of snow or ice accumulations within twenty-four (24) hours after each precipitation ends. Failure to do so may result in fines for violations of the Ordinance. School bus stops must also be kept clear of snow and ice on the sidewalks. 23 23 5. What if my mailbox becomes covered with snow? Your mailbox and the access to it, for the U.S. Postal Service, is the responsibility of the resident. Again, because the crews have no place to put the snow, roadside mailboxes may become blocked. Heavy snow may damage mailboxes. This is not intentional, but may occur. Please make sure your mailbox is sturdy and in good repair. The Borough will not be responsible for repairs to mailboxes placed within the legally defined rights-of-ways of it roads, unless they are actually struck by the snow removal equipment. 6. What should I do if my lawn or landscaping was damaged by the snowplow? Any objects that are placed within the right-of-way by the property owner, including trees, shrubs or lawns are not the responsibility of the Borough in the case of plow damage. properties. Snow removal is tedious and a very time-consuming job. The Borough of Emmaus Public Works snow removal operators are human and work many hours under very difficult conditions to keep Borough residents safe. Please do not abuse them or threaten them or the Borough of Emmaus Police Department may be contacted. Travel should be limited during a snowfall and immediately after, unless absolutely necessary. Please do not call; unless it is urgent. When crews are removed from normal routes, it slows down the overall efforts. If a call warrants attention, the information will be dispatched and the crew will take care of the problem as soon as possible. Please help the Borough in keeping your fire hydrants clear of snow. If you have a hydrant in your neighborhood, please adopt it this winter by keeping it clear of snow and ice so that it is readily accessible in an emergency. Your assistance is greatly appreciated! Weather and snowstorms require patience and neighborhoods and businesses should work together. If practical, develop plans ahead of time in relation to where snow and ice will be stored.
