2 CALL TO ORDER ROLL CALL PUBLIC COMMENTS MINUTES OTHER BUSINESS MINUTES OF THE PARK AND RECREATIONS COMMITTEE City of Tomahawk City Council Chambers May 8, 2018 Chairperson KAHLE called the meeting of the Park and Recreations Committee to order at 5:00PM. Members present were Chairperson Jeff Kahle, Mickey Loka, Chad Gauerke, Sue Thompson, Mark Zeimer and Tim Albert. Absent was Steve Bartz. Also present was Director of Public Works John Cole, Park Leadsperson Steve Borem, and Deputy Clerk-Treasurer Loretta Wanta. There were no public comments. MICKEY LOKA MOVED to approve the minutes from March 13, 2018 and ALBERT seconded. The VOTE was unanimous. 1.) Harley Davidson Grant SARA Park Bathroom BOREM informed the Committee that Harley Davidson had given the City of Tomahawk Parks Department a grant for $6, BOREM stated that the grant money would be used to tile the showers of the beach bathrooms. Tomahawk Flooring has given a quote of $6, for both bathrooms. The extra $ would be taken out of the Park budget. 2.) Request for a Shelter at the Dog Park BOREM stated that the users of the Dog Park would like to have a fund raiser to help with the purchase of a covered shelter to protect the users from the weather when at the Dog Park. BOREM suggested a car port be purchased for this purpose, as the Dog Park may be moved in the future and a portable shelter would be the best option. He had a price of $1500 to $2,000 for a 20 x 30 car port. BOREM suggested that the City could possibly help with the cost of the car port by matching any funds that the user s raised. MICKEY LOKA MOVED to approve the concept as presented and ALBERT seconded. The VOTE was unanimous. Park and Recreations Committee May 8, 2018 Page 1 of 3

3 ) Sale of old Zamboni from Pride Park COLE stated that the Zamboni is not being used and would like to put it on the surplus auction site. KAHLE stated the sale of the Zamboni on the surplus auction site be advertised locally for transparency purposes. MICKEY LOKA MOVED to sell the Zamboni on the surplus auction site and to advertise locally, GAUERKE seconded. The VOTE was unanimous. 4.) Summer Intern Hiring Recommendation COLE reported that he and BOREM had completed interviewing for the Summer Intern positions and that their recommendations for this year are Justin Jarvensivu returning from last year at a wage of $10.50 per hour and Nicholas Baacke and Jacob Ruid at a wage of $10.25 per hour. ALBERT MOVED to approve the hiring for the Summer Interns as recommended, ZEIMER SECONDED. The VOTE was unanimous. 5.) Tomahawk Bicycle Trails Grant Professional Construction Service Agreement COLE stated that the concept of a bicycle trail that would loop through the City was started back in 2012 and that Becher Hoppe has put a lot of time into the planning of the trail system. COLE stated that construction of the trail should take six to eight weeks and the City cost should be about $150, in the 80/20 split. COLE recommended that the City use Becher Hoppe for the Professional Construction Services. MICKEY LOKA MOVED to approve the agreement as presented, ALBERT seconded. The VOTE was unanimous. 6.) Tomahawk Outdoor Recreation Plan Park Questionnaire (Survey) COLE asked if everyone on the Committee had looked over the draft questionnaire and if they had any suggestions. KAHLE asked when the questionnaire should be completed by and COLE said by the fall of KAHLE also thought they survey was too long. COLE said the survey could possibly be condensed down, and that maybe Clerk Amanda Bartz, Steve Borem and himself could take a look at how it might be condensed down. ZIEMER stated that it Park and Recreations Committee May 8, 2018 Page 2 of 3

4 really isn t long, as some of the questions if answered no, you can skip several of the questions. ALBERT suggested that the survey be mailed to each Committee member to see how long it takes to complete the survey and bring suggestions back to next meeting. 7.) Request from Sprint for Placement of a Tower at SARA Park COLE stated that SAC Wireless had contacted him about putting up a tower on the City property (Powell Property) across from SARA Park. The tower would be from 100 to 150 feet tall. COLE stated this was just informational at this time and would keep the Committee updated as he received more information. REPORTS 1.) Director s Report COLE reported that the docks were ready to go at Bradley Park and that the new mower had been delivered. The ballfields are now ready and all the bathrooms are now open. The water at Bradley Park is scheduled to be tested on May 9 th. Robin Myre Electric will be putting the electricity in at the ten campsites at SARA Park. A grill and a fire ring will be installed at each campsite. NEXT The Park and Recreations Committee will meet on June 12, 2018 at 5:00PM at City MEETING Hall in the Council Chambers. ADJOURN GAUERKE MOVED to adjourn the meeting of the Park and Recreations Committee and ALBERT seconded. The VOTE was unanimous. The meeting was adjourned at 5:28PM. 16 RULES AND REGULATIONS 1. No littering, please make sure all refuse is placed in provided containers. 2. Please observe the 10mph speed limit. Only street registered motor vehicles are allowed in the campsite area. 3. Pets must be on a leash when outside of vehicles. Owners are responsible for immediately removing animal feces from the grounds. 4. Quiet time is 10:00pm to 6:00am. No generators. Please be considerate of your fellow campers. 5. Campfires are required to be in the fire rings. Please do not move fire ring. 6. Camping and parking in designated areas only. 7. Water outlets in the park are for drinking and cooking use. 8. No cutting of trees or damage to the equipment. 9. No holding tank sewage may be dumped in the park. A sewage dump station is located at the Tomahawk City garage on the corner of Railway Avenue and Spirit Avenue. 10. Checkout time is 3:00pm. Fees are $20.00 per night and must be paid in advance on first day. 11. One camping unit per site. 10 people maximum per camping unit. A camping unit is defined as one family or a group of 4 adults. 12. Maximum continuous stay of 14 days. 13. Park attendants will check on campground and fees every morning. 14. Camping registration must be completed before occupying site. 15. Violations of any laws, ordinances, or rules may lead to ejection from the park.
